  • Review and audit completed work of consultants and Region R/W designers to verify conformance to division standards, compliance with State laws, and recognition of professional practices for land surveying and mapping
  • Serve as an expert resource on R/W drawings and property descriptions for ODOT, other State agencies, FHWA, local governments, and the public. Make determinations regarding the width and/or alignment of the existing R/W. Define the extent and character of ODOT's property rights. Provide advice and information on ODOT policies and practices regarding R/W mapping and property descriptions. Act as a resource to the Regions in the preparation of court exhibit drawings for the Department of Justice for use in trials. Serve as a consultant to the Attorney General's office and provide expert courtroom testimony relating to ODOT R/W mapping and property descriptions
  • Advise other ODOT offices, other state agencies, local governments, federal agencies, and the public regarding the location and extent of ODOT's existing property rights. All of ODOT's official R/W drawings and files are housed at headquarters in Salem. Currently there are over 7,000 original R/W drawings and over 142,000 original R/W files. There are constant requests for research of these formal records to confirm the status and limits of ODOT-owned property rights
  • Prepare Right-of-Way plans in accordance with CDOT Right-of-Way manual utilizing Microstation/In-Roads software
  • Conduct research using existing CDOT records and county documents in order to formulate accurate and defensible parcel boundaries required for purchases and easements
  • Supervise and check consultant preparation of Right-of-Way plans
  • Responsible for signing and stamping Right-of-Way plans and legal descriptions prior to filing with the appropriate county
  • Determine ownership through the research of the records of the County Assessor's Office and the Clerk and Recorder's Office
  • Determine positions of property lines and corners based upon field survey data, records, plats, maps, road viewer's reports, and other acceptable sources; prepare Right-of-Way relative to information found
  • Find, catalog, and file existing CDOT Right-of-Way information and documents
  • Attend project status meetings and inform the team of the progress and concerns of the Right-of-Way unit as it relates to the project; provide needed information to the project team; assist the project manager in determining the location and sizes of Right-of-Way parcels and easements required for the project
