Frank J. Mrvan is the United States Representative for the First Congressional District of Indiana. Congressman Mrvan understands the importance of good-paying jobs and a growing economy that works for everyone. In the U.S. House of Representatives, he will look for opportunities to be a servant leader and bring Northwest Indiana together to make investments and grow the regional economy. In the 118th Congress, he is a member of the House Committee on Education and the Workforce, including the Health, Employment, Labor, and Pensions Subcommittee. He is also a member of the House Committee on Veterans' Affairs, including the Subcommittee on Economic Opportunity, and he also serves as Ranking Member of the Subcommittee on Oversight and Investigations. Additionally, to represent the strong labor and steel and manufacturing industries of Northwest Indiana, Congressman Mrvan is honored to serve as the Vice-Chairman of the Congressional Steel Caucus. Previously, Frank was the North Township Trustee for 15 years, and through his time in the Trustee office he knows the value of being a trusted resource and how to help people when they hit a bump in the road. Frank J. Mrvan graduated from Morton High School before going on to earn a bachelor's degree from Ball State University. He is married to his high school sweetheart Jane and they have two daughters, Genevieve and Scarlett. |

Incumbent Frank Mrvan (D), Randell Niemeyer (R), and four other candidates are running in the general election in Indiana’s 1st Congressional District on Nov. 5, 2024.
Democrats have won every election for this district since 1930. A Daily Kos analysis of the round of redistricting following the 2020 census concluded that the 1st district had shifted towards Republicans. Joe Biden (D) received 53.4% of the 2020 presidential vote under the new district lines and 53.6% under the old district lines.
Both the Democratic Congressional Campaign Committee and the National Republican Congressional Committee are targeting the district this year. Mrvan won re-election in 2022, defeating Jennifer-Ruth Green (R) 52.8% to 47.2%. As of July 8, 2024, Decision Desk HQ and The Hill and Inside Elections with Nathan L. Gonzales rated the election Likely Democratic while The Cook Political Report with Amy Walter and Larry J. Sabato’s Crystal Ball rated it Leans Democratic .
Mrvan was first elected in 2020 and earlier served 16 years as North Township’s trustee. Mrvan says he has secured funding for pandemic relief and infrastructure projects within the district. Mrvan says he has “listened to all individuals and worked in a bipartisan fashion to bring people together to solve problems.”
Niemeyer is a member of the Lake County Council and the co-owner of a trucking business. Niemeyer says his experience will help him represent the district: “The most educated people in the world are serving in the United States government. And yet they’ve driven it nearly to bankruptcy. It’s time for people like me and people like you to have a voice in Washington.”
Also running in the general election are Jason Brown (American Independent Party), Dakotah Miskus (L), Tiffany Ford (Independent), and Samuel Kravitz (Independent).
All 435 U.S. House seats are up for election in 2024. Republicans have a 220 to 213 majority with two vacancies. As of June 2024, 45 members of the U.S. House had announced they were not running for re-election.

Washington, DC – Congresswoman Marcy Kaptur joined 37 Bipartisan Members of the Congressional Steel Caucus, led by Chairman Rick Crawford (AR-01), and Vice Chairman Frank Mrvan (IN-01) in a letter sent to Secretary of Commerce Gina Raimondo, expressing concern about the department’s reconsideration of Vietnam’s non-market economy (NME) status in US antidumping proceedings. As the letter points out, Vietnam remains a top-down, government-controlled economy. The country practices steel dumping by flooding the US with heavily subsidized steel in violation of international trade standards, which harms domestic production. Vietnam is also known to be a platform for Chinese steel to circumvent US trade remedy orders. This malicious behavior should not be rewarded by a beneficial change of status. In October, the Department of Commerce announced that it would begin reviewing Vietnam’s NME status. This announcement came shortly after Vietnam filed an official request to be considered a market economy. Commerce has 270 days to complete the review, which should occur in mid-July. “Steelworkers and our American Steel Industry in Northern Ohio, across the Midwest, and throughout our nation should not be negatively impacted by illegally dumped steel from Vietnam, or elsewhere,” said Congresswoman Marcy Kaptur (OH-09). “I will always stand with the men and women of the American steel industry. Their work and US made product is vital to maintaining our domestic supply chain.”
“Vietnam has been injuring the American steel industry for years through unfair trade practices. Our government has a duty to protect American businesses and workers, and the Department of Commerce must reject Vietnam’s request," said Congressman Rick Crawford (AR-01). The Gary Police Department received $264,000 in Community Project Funding secured by U.S. Rep. Frank Mrvan, D-Highland , to purchase more license plate reader technology.
Mrvan joined Gary Police Chief Derrick Cannon and Gary Chief of Staff Ellis Dumas Monday at the Gary Police Department Real Time Crime Center to announce the funding for the department.
“It gives the technology to the police department that is a field or a police magnifier,” Mrvan said. “The license plate readers are the technology that allow our police departments to have eyes and ears where the policemen and women can’t be.”
Currently, the police department has about 170 license plate readers, which include fixed cameras throughout the city and mobile devices, like those in an officer’s squad car, Cannon said.
The cameras help with tracking crime throughout the city and help prosecutors build cases against someone charged with a crime, Cannon said. The overall goal of having the cameras is to help reduce crime in the city.
The $264,000 will go toward purchasing more license plate readers, Cannon said, but the department is still working to figure out how many more readers to purchase.
“We are honored. We’re excited to be able to expand the footprint that we’ve already laid down here, to be able to give us the ability to be able to meet the needs of not only the citizens of Gary but also the needs of our region,” Cannon said. “This is an opportunity for us to be able to have an eye on the city and to be able to track and predict, and it also gives us an opportunity to give real-time information to the officers on the street.”
About two years ago, Mrvan recalled a shooting that occurred in Gary near Interstate 80/94, and the department was able to use the license plate reader technology to locate the shooter within a couple of hours of the reported shooting.
Earlier this year, Mrvan said he went on a ride along with a Gary police officer and saw the license plate reader technology in use on the front lines.
“As we move forward, this investment is just not about technology. It’s about building trust and ensuring the safety of every resident in the city of Gary. With these advancements, we are not only equipping officers with the best tools available but we’re also fostering our city and making it a priority to make sure that our families, our neighbors and our friends are protected and they’re heard,” Mrvan said.
Dumas said the technology will support police officers as they serve the city and residents, and it will ensure an increase in public safety around the city.
“Here at the city of Gary, we have made public safety a top priority. We know that safety is truly about the community’s well-being. Our residents deserve safe neighborhoods where they can grow, raise families, and build their dreams without fear,” Dumas said.
