Despite millions in federal money, DCPS students struggle with post-pandemic engagement

WASHINGTON (7News) — During the initial months of the COVID-19 pandemic, oversight records show that District of Columbia Public Schools did not track student homework and online participation.

“There were definitely days where, I’m not going to lie, I didn’t go to class,” high school student Alina King said of her online class engagement.

When full-time, in-person classes resumed in the nation’s capital, King was back in class, but many of her peers were not.

In 2022, 43.9% of DCPS students or nearly 40,000 students were ‘chronically absent,' according to U.S. Department of Education records. Chronically absent students are defined as students who miss 10 percent or more of scheduled classes. Before the pandemic in 2017, 2018, and 2019 D.C. schools chronic absence hovered around 26%.

Congress sent all American schools $190.3 billion in emergency pandemic funding in March 2020. District of Columbia Public Schools cut was $303 million. The money had a broad goal: keep students healthy and engaged so they could overcome pandemic learning loss.

Oversight and reimbursement records, obtained by 7News through the Freedom of Information Act, show DCPS spent millions of pandemic relief dollars on data plans, mobile hotspots, and thousands of computers to get students online in 2020. Yet DCPS told the Office of the State Superintendent it did not track student participation in online homework and class engagement between March and September 2020.

“Our rebound from the pandemic is not a one year, a two year, it’s a multiyear effort,” D.C. School Chancellor Lewis Ferebee said when asked about pandemic relief spending in 2022.

DCPS and many school systems across the country scrambled to buy safety equipment and develop online learning systems during the pandemic’s initial months. Disrupted supply chains, infection concerns, and scaling online access for an entire student body were significant obstacles. While DCPS said it did not have a system in place to track student homework or online participation during the pandemic’s early days, the district was checking student logins daily.

Education finance experts have claimed monitoring pandemic relief spending is vital for student engagement.

“Districts right now in the middle of the school year should be figuring out if their investments are working,” Georgetown University’s Marguerite Roza told 7News.

D.C. Mayor Muriel Bowser has proposed new legislation to address D.C.'s school attendance problem. The bill, if approved by the city council, would hold parents accountable for their child’s attendance and force multiple city agencies to provide services to those families.

Ferebee said he is optimistic about the current school year’s attendance. He anticipates attendance returning to pre-pandemic numbers by the end of the 2023-2024 school year.

Not really worth the price. I ended up purchasing a planner/calendar from a different brand and it worked out much better.

I like how much info I can fit in this planner. I can put homework assignments, daily plans with friends, major events, etc.

I was originally brought to this site to purchase a planner for my daughter who is middle school. Then I noticed that they had a planner for all levels of education, even college. I am making a career change into Dental Hygiene and was finally accepted into a program where organization is a must! I normally organize my life digitally but somehow was finding it hard to keep track of all my upcoming assignments, quizzes, exams, and research projects readily available to see all at one time. So, not only did I end up purchasing a planner for my middle school age daughter, I purchased the college organizer for me. I am so happy I did because now I can see my all my semester requirements at a quick glance. Help guide: Grade Submission Tracker

The Grade Submission Tracker dashboard displays the total number of unreported or missing grades in a specific term, by subject, instructor, department, and class. The dashboard is hosted on the Duke Tableau Production server ( https://tableau.oit.duke.edu ). There is a separate dashboard for Mid-term grades and another for Finals.  Refer to the FAQs for further clarifications.

How to log in

  • Each dashboard requires a valid NetID and password to view. 
  • To log in and start using the dashboard(s), go to  https://tableau.oit.duke.edu  and log in with your Duke NetID and password.
  • From there, you will be prompted to select a site. Choose "Tableau Production."

How to download images, PDFs, etc.

You are able to download the data you see in various formats such as images, PDF, PowerPoint, or Excel. If you click on the Download button found in the top right corner of the browser, you will see all options available to you. Please note that certain permissions do not allow for the Data option.

How to download the "Details by Class" table

When you expand the table you are taken to an enlarged version that includes additional columns of data. This version is the most useful to download to Excel for further editing.

  • Go to the top menu of the dashboard (the green-blue area).
  • Click on the download icon located in the top right of the browser.

  • Choose “Crosstab” to download as a spreadsheet in Microsoft Excel. Other options, such as PDF or PowerPoint are available to you.
  • Make sure the “DOWNLOAD…” sheet is selected with “Excel” as format. Click the Download button.

How to use the filters panel

There are various filters to the right of the dashboard that allow you to customize the views.

Every filter selected will automatically filter relative and relevant values in other filter options. Hover over the “i” buttons to read about the specific filter element.

  • Hover over the headings on the Class Details table to sort alphabetically.
  • Use the “Department” filter to show all classes owned by a specific department, this includes cross-listings. Please note that if a course in a subject that you are responsible for is cross-listed with another subject and the other subject is the class that owns the combined section, you will not see that class.
  • Use the “Subject” filter to show all classes with a specific subject area, this does not include cross-listings with classes in different subjects.
  • Download the Class Details table to Excel for easier sorting and parsing, as you see fit.

There are many reasons, including that the specific class section you are looking for may have zero enrolled students regardless of whether or not it is cross-listed with other subjects. It may also be because there is no primary instructor assigned to the class or possibly the class is under a different subject area. Remember, the subject area is the one assigned to the specific class section, i.e. ECON = Economics Department.

The first primary instructor on the class. If there are multiple primary instructors, only one will be included.

Check your browser settings. The dimensions (resolution) of the dashboard are made to fit most desktop environments, not ideal for viewing on a tablet or mobile device. Depending on your lap top’s or computer’s resolution, you may need to zoom out to see the entire dashboard. Use combination keyboard keys of CTRL and - to zoom out.

For every filter selected, other filters will be also filtered relatively to the first filter. For example, filtering on the department of African and African American Studies will also limit the data on the dashboard and the other filters to those subject areas, classes, and instructors that are set up or assigned to classes that are owned by that department.

Use the filters panel on the right side of the dashboard. Please note that the definition of “department” in DukeHub, and consequentially this dashboard, refers to the academic organization that is the assigned course offering owner of the class. This does NOT refer to the department that a faculty member belongs to as faculty can belong to multiple areas. The Office of the University Registrar has access to specific data on faculty, including name, ID, classes taught. We do not have access to elements such as faculty ranking, position, department, etc. Hence, this filter will always pertain to the department of the class in question.

If you want to save your filters for future viewing, you can customize your view by following these steps:

  • Double-check your settings by confirming if you see that new view.

In the Data Dictionary pop-up dialog box in the bottom right corner of the Filters pane. Click on the book icon to view the dictionary. Click on the X button to hide the dictionary.

There will be a value under the combined section ( Comb Section ) column as well as the “Crosslisted” text under the Course Type column in the DETAILS BY CLASS table in the Overview tab.

Additionally, if you hover over any of the columns labelled “Total…” you will see a tooltip that may include any crosslisted sections.

The search functionality in the keyword text box is based on a CONTAINS logic. Only one word is recommended. Commas are not advised unless a department description includes one. We recommend typing in EITHER the subject code such as ECON or BIOLOGY OR part of the description of the Department such as Economics (excluding any quotations or special characters).

You can download the data you see in various formats such as Crosstab (Excel) or even images, PDF, and PowerPoint. Kentucky hires Mark Pope: Who's in, out as Wildcats transition from John Calipari era in 2024-25

Kentucky has tabbed BYU coach Mark Pope to succeed John Calipari, the school announced Friday. Pope, the former Kentucky star who played under Rick Pitino at Kentucky from 1994-96, is returning to Lexington after spending the last five seasons at BYU. Pope will replace Calipari, who spent the last 15 seasons with the Wildcats before taking the vacant job at Arkansas earlier this week.

Calipari officially parted ways with Kentucky earlier this week in  a video posted to social media . Less than 24 hours later, he officially became the next coach at Arkansas. He replaces Eric Musselman, who departed for the vacant job at USC.

Calipari's departure will impact Kentucky's roster and incoming recruiting class. The Wildcats have the No. 2 class in the 2024 cycle by 247Sports, but it's already taken a hit. Four-star forward Karter Knox announced his decommitment on Monday, and five-star center Jayden Quaintance and four-star center Somto Cyril requested a release from their National Letter of Intent days later.

Pope will have  significant work to do upon his official arrival.  Star freshmen Justin Edwards and Rob Dillingham declared for the NBA Draft, and key reserves Aaron Bradshaw and Adou Thiero entered the transfer portal. Under Calipari, Kentucky had the No. 2 recruiting class in the 2024 cycle. Four-star forward Billy Richmond, four-star guard Boogie Fland and four-star guard Travis Perry have yet to make their decision known.

CBS Sports is tracking the status of the Kentucky roster and recruiting class in real time. Here's where every current UK player and commit currently stand. 

Kentucky underclassmen

Reed sheppard.

GP: 33 | GS: 5 | PPG: 12.5 | RPG: 4.1

Sheppard was named CBS Sports Freshman of the Year after putting up one of the most efficient stat lines in the country. Sheppard made only five starts in 33 games but had an impact whenever he stepped onto the court. Sheppard finished the season shooting 53.6% from the floor, 51.1% on 3-pointers (on 4.4 attempts), and 83.1% from the charity stripe. Sheppard finished five steals shy (82) of breaking the single-season record set by Rajon Rondo during the 2004-05 season. He projects as a lottery pick in the 2024 NBA Draft .

D.J. Wagner

GP: 29 | GS: 28 | PPG: 9.9 | RPG: 1.9

Wagner ranked as the No. 6 player coming out of high school and was one of the prized recruits from his class. The Wagner family has deep ties to Calipari, as D.J.'s dad, Dajuan Wagner, played for Calipari when he was the coach at Memphis .

Zvonimir Ivišić

GP: 15 | GS: 0 | PPG: 5.5 | RPG: 3.3

While Ivišić didn't play a ton during his freshman season, he definitely made an impact when he played. Hours after he was ruled eligible by the NCAA on Jan. 20, Ivišić recorded 13 points, five rebounds, and a pair of assists in his collegiate debut.

Ugonna Onyenso

GP: 24 | GS: 14 | PPG: 3.6 | RPG: 4.8

The top shot-blocker on last season's Kentucky team averaged 18.6 minutes per night. Onyenso made 14 starts after playing less than seven minutes as a freshman the year before.

Jordan Burks

GP: 20 | GS: 0 | PPG: 1.9 | RPG: 1.6

Burks is a former three-star recruit from the 2023 recruiting cycle. He appeared in 20 games this season and scored a career-high 13 points in a win over Vanderbilt .

Brennan Canada

GP: 5 | GS: 0 | PPG: 0 | RPG: 0.4

Canada appeared in 25 total games over his five-year career with Kentucky. He made five appearances this season.

Kareem Watkins

GP: 6 | GS: 1 | PPG: 0 | RPG: 0.2

Watkins has appeared in 20 games over the last four seasons with Kentucky. He made six appearances this season.

Walker Horn

GP: 4 | GS: 0 | PPG: 0 | RPG: 0

Horn has made eight appearances over the last two seasons for Kentucky.

Grant Darbyshire

Darbyshire made four appearances for Kentucky this season.

Kentucky players not expected to return

Rob dillingham  (declared for nba draft).

GP:  32 |  GS:  1 |  PPG:  15.2 |  RPG:  2.9 

The top-ranked player in CBS Sports' NBA Draft prospect rankings is turning pro, he announced on Tuesday. Dillingham was named SEC 6th Man of the Year after putting up big numbers in his first season at Kentucky. The 6-foot-3 guard made only a single start but was one of Kentucky's best players the entire season. Dillingham is a crafty guard with a quick burst that can get to the rim whenever he pleases. Dillingham has received buzz over the last few months as a potential No. 1 overall pick. 

Aaron Bradshaw (In transfer portal)

GP: 26 | GS: 10 | PPG: 4.9 | RPG: 3.3

Bradshaw was the first player from Kentucky's top-ranked 2023 recruiting class to enter his name in the transfer portal. Bradshaw missed the start of the season due to injury and appeared for the first time on Dec. 2 against UNC Wilmington. Bradshaw was the No. 5 recruit coming out of high school. He should have plenty of suitors for his services in the transfer portal.

Adou Thiero (In transfer portal)

GP: 25 | GS: 19 | PPG: 7.2 | RPG: 5

Thiero entered his name into the transfer portal last month and is the No. 53 player available in David Cobb's transfer portal rankings. Thiero saw a larger role during his second season in Lexington, making 19 starts and 25 appearances while averaging career-highs in almost every statistical category.

Joey Hart (In transfer portal)

GP: 7 | GS: 0 | PPG: 0.4 | RPG: 0

Hart will enter the transfer portal after playing sparingly as a freshman. The former three-star recruit committed to Kentucky out of high school over UCF , Ball State , Drake and Northwestern among others.

Justin Edwards (Declared for NBA Draft)

GP: 32 | GS: 30 | PPG: 8.8 | RPG: 3.4

Edwards was the first Kentucky player to declare for the draft and decided to turn pro days before Calipari left the program. The former highly-touted prospect showed flashes of his five-star billing throughout the season. Edwards projects as someone who will either get drafted late in the first round or early in the second round of this summer's draft. Edwards is a perfect swing for the fences prospect.

Antonio Reeves (Out of eligibility)

GP: 33 | GS: 33 | PPG: 20.2 | RPG: 4.2

The leading scorer on Kentucky last season is out of eligibility. Reeves transferred to Kentucky in 2022 after spending the first three seasons at Illinois State . Reeves never entered his name into the transfer portal last summer but reportedly took summer classes at Illinois State, where he began his career. He finished his college career with a career-high in points and rebounds.

Tre Mitchell (Out of eligibility)

GP: 27 | GS: 24 | PPG: 10.7 | RPG: 7.2

Like Reeves, Mitchell is out of eligibility. Mitchell transferred to Kentucky for his final college season after stops at UMass, Texas , and West Virginia . Mitchell provided a valuable veteran presence for a young roster and started 24 out of the 27 games he appeared in.

Kentucky's 2024 recruiting class

The new Kentucky coach will assume the task of keeping the No. 2 recruiting class in the 2024 cycle by 247Sports together. Kentucky's incoming class includes five-star center Jayden Quaintance, four-star guard Billy  Richmond , four-star guard Boogie Fland, four-star center Somto Cyril, and four-star guard Travis Perry.

Quaintance, Fland, Cyril, and Perry signed their National Letter of Intent to come to Kentucky, while Richmond has yet to sign.

Four-star forward Karter Knox committed to Kentucky last month, but on Monday Knox's father  told 247Sports  that his son will reopen his recruitment because of Calipari's exit.

Under Calipari, Kentucky finished with a top-five recruiting class every cycle since 247Sports started tracking team rankings in 2010. The Wildcats landed the No. 1 recruiting class in 2011, 2012, 2013, 2015, 2020, and 2023 under his watch.

Here is a look at Kentucky's roster and incoming recruiting class with 247Sports rankings.

No. 22 Billy Richmond

Richmond committed to Kentucky on Dec. 21 over Alabama, LSU, and Memphis. The Richmond family has deep ties to Calipari. Richmond's father, who is also named Billy Richmond, played for Calipari at Memphis from 2002 to 2004. Richmond is considered an athletic lefty wing with the chance to make an immediate impact when he steps onto campus this fall.

No. 26 Boogie Fland

The McDonald's All-American is one of the best combo guards in the country and ranked only behind Rutgers signee Dylan Harper for the top player at the position. Fland committed to Kentucky over Alabama, UConn, Indiana , Maryland , Michigan , North Carolina , and St. John's . Fland was Kentucky's second commit in the 2024 cycle.

No. 73 Travis Perry

Perry was Kentucky's lone signee from the Bluegrass State. He ranked as the No. 6 point guard in the 2024 cycle and committed to Kentucky over Alabama, Cincinnati, Ole Miss, and Western Kentucky . Perry is the all-time leading scorer in Kentucky high school boys' basketball history.

Recruits no longer committed

No. 8 jayden quaintance .

The highest-ranked signee from Kentucky's incoming recruiting class is unique because of his age. Quaintance won't turn 17 years old until July, making him ineligible for the 2025 NBA Draft.  NBA  rules state that a player must be at least 19 years old during the calendar year of the draft, which opens the door for him to play two seasons in college. Quaintance committed to Kentucky over  Florida ,  Missouri , and  Ohio State . On Wednesday, Quaintance's father, Haminn, told 247Sports that his son would be requesting his release from his NIL to Kentucky. Haminn recently posted on social media that their family would be "riding with the big dog (Calipari) until the wheels fall off." Calipari will likely attempt to lure in Quaintance to come to Arkansas.

No. 20 Karter Knox

The brother of former Kentucky one-and-done Kevin Knox II was the most recent player to pledge their commitment to Calipari in this class. Knox committed to Kentucky on March 9 over Louisville , USF, and a return to Overtime Elite. He was the highest-ranked high school player on the board available after former Indiana signee Liam McNeeley requested a release from his NLI. Knox's brother, Kobe, is a current player at USF. With Knox reopening his recruitment, he is bound to have plenty of suitors for his services.

No. 46 Somto Cyril 

The first commit of Kentucky's 2024 recruiting class picked the Wildcats over  Cincinnati , Florida,  Georgetown , Indiana,  Kansas , Memphis,  Oklahoma State ,  Ole Miss , and  Tennessee . Cyril ranks as the No. 10 center in his class. Cyril was granted his release from his NLI and de-committed from Kentucky on Wednesday.

Walmart reached a $45 million settlement in a class-action lawsuit accusing it of overcharging for certain grocery items. Eligible customers have until early June to file claims for cash payments.

Some Walmart shoppers nationwide could soon get money back from the retailer, as part of a $45 million settlement it's paying to resolve a class-action lawsuit alleging deceptive business practices.

Customers who purchased certain "weighted goods" — including meat, poultry, pork and seafood products — and bagged citrus in person at Walmart locations across the U.S. and Puerto Rico between Oct. 19, 2018 and Jan. 19, 2024 may be eligible for cash payments, according to the settlement administrator's website .

It's the result of a 2022 class-action lawsuit that accused Walmart of overcharging for certain products "to deceivingly, misleadingly, and unjustly pilfer, to Walmart's financial benefit, its customers' hard-earned grocery dollars."

The lawsuit alleges that Walmart falsely inflated the weight of certain grocery items, mislabeled the weight of bagged produce — including oranges, grapefruit and tangerines — and overcharged for sold-by-weight clearance products, thereby forcing customers to pay more for them than their lowest advertised price.

Walmart has consistently denied those allegations and all wrongdoing but agreed to the $45 million settlement in November to avoid continued litigation.

"We still deny the allegations, however we believe a settlement is in the best interest of both parties," a Walmart spokesperson told NPR over email.

How much money can shoppers get?

The amount of money each person receives will depend on how many others apply, how many eligible products they purchased and whether they held onto their receipts.

Customers who provide proof of purchase can receive 2% of the total cost of the weighted goods and bagged citrus they purchased, capped at $500 per person.

What happens next?

Eligible customers have until May 22 to exclude themselves from, object to or comment on the settlement, and until June 5 to submit a claim online or by mail.

The U.S. District Court for the Middle District of Florida in Tampa is scheduled to hold a final settlement approval hearing on the morning of June 12.

Help! Japan Airlines Downgraded Us From First Class and Skimped on the Refund.

A couple is bumped from ultraluxury to semi-luxury on a trans-Pacific flight and receives what they feel is only a pittance in compensation.

Last year, my husband and I splurged on round-trip first-class tickets on Japan Airlines from San Francisco to Tokyo for $13,474 each. We reserved them in February for an October flight through American Express Travel. On the same day, I also bought business class tickets for a couple who was traveling with us at $8,429 apiece. In September, Amex notified me that we had been downgraded to business class for the return flight. JAL’s conditions state that we would receive “the difference between the normal fare amount of original class of service and for the normal fare of lower class of service.” To me that means that since the difference between our first class seats and our friends’ business seats was $5,045 each, we should be refunded about half of that — around $2,522 per person — for the second leg. But we got only $941 each. I contested this with Amex Travel, but they rejected our claim. Can you help? Teri, San Francisco

I’ve been collecting stories from readers about downgrade disappointments recently, so I looked not only into yours but also stories from four other travelers — three of whom believe they were stiffed by British Airways and another by Avianca.

All three airlines I contacted delayed, obfuscated or otherwise dillydallied before getting me answers, but let’s start with your travel agent, American Express.

“We worked with the card member and merchant to the best of our ability to resolve the issue,” wrote Emily Vicker, a spokeswoman for Amex, in an emailed statement. “Card members wishing to pursue additional compensation requests need to do so directly with the airline.”

As you said to me, you did not follow up with Japan Airlines because an online link that Amex sent you led to a form that said it was only for those travelers who had booked with JAL directly; others should deal with their travel agent. Gary Leff, the writer behind the travel site View from the Wing , told me you should have ignored that. “Follow all avenues to advocate on behalf of yourself,” he said.

Could Amex have done more? It’s impossible to tell, and Japan Airlines, responding only to my third email, said that it “has verified that the amount applied was accurate and was based on the difference of the First Class fare originally purchased and the applicable Business Class fare with the same fare conditions as the original ticket for the sector involved.”

But that is just a restatement of the company’s terms and conditions . So I wrote back with a spruced-up version of your argument. Your original first class seats cost $13,474 round trip, so although the two legs may have varied somewhat in price, I simplified and said for each way, each ticket would cost $6,737. JAL refunded you $941 for each ticket, which means they consider the value of the business class seats you ended up in, on the return, to be $5,796.

But your friends’ business class seats were just $4,214 each. And every business class fare I can find for flights from Tokyo to San Francisco on the JAL site in recent days (except for last minute fares) is well under $5,000. Could they explain their calculations?

I did not hear back.

So I turned to Mr. Leff. He noted that simply knowing what another business class seat cost on the same flight does not mean that if you had bought four seats on that day rather than two, the third and fourth seat would have been the same price — airline pricing algorithms are notoriously complex and opaque. And there is no way to know if the leg back from Tokyo (the one you were downgraded for) was actually cheaper than the leg there, as your Amex invoice doesn’t give a breakdown.

But Mr. Leff still took your side, mostly. The $941 refund “strikes me as unreasonable,” he said, “especially given the not ironclad but very persuasive evidence of tickets bought on the same flight on the same day.”

Anyone who finds themselves in such a situation must realize, unfortunately, that it’s impossible to know exactly what their refund should be. “I don’t think there’s an organization beside the airline itself that has the data,” said Anton Radchenko, chief executive of AirAdvisor , a company that assists fliers in receiving compensation from airlines. But he added that in most cases, airlines do offer fair compensation.

Then he told me something I didn’t know — that flights starting in Britain or those operated by British carriers have set rates for downgrades depending on the length of the flight: a 30 percent refund if under 1,500 kilometers (around 932 miles), 50 percent between 1,500 and 3,500 kilometers, and 75 percent for longer flights. The European Union and Canada have similar rules.

Alas, such fixed reimbursement rates only work if you can get the airlines to refund you in the first place. All three British Airways customers faced, instead, a wall of customer service nonsense.

A British Airways spokeswoman, Catherine Wilson, apologized for the delays and said the airline aimed “to process refund requests as quickly as possible.” But even after my intervention, only two of the three got refunds — and for less than British regulations seem to demand.

In late 2021, Mark from San Diego and his wife were flying home on British Airways premium economy from Split, Croatia, via London and Dallas, but missed a connection. They were rebooked in economy on Virgin Atlantic and tried for two years to get reimbursed when finally, in December 2023, they were told they had agreed to the downgrade, which he denies. (It shouldn’t matter anyway, both Mr. Leff and Mr. Radchenko said.)

They finally received $746 from British Airways earlier this week. But the full cost of their original round-trip itinerary (two tickets from San Diego to Ljubljana, Slovenia, and back from Croatia) was $5,821, and it is unlikely that their refund could account for 75 percent of a premium economy trans-Atlantic flight. British Airways confirmed they calculated the difference in fare rather than using the parameters laid out by the British government and offered no explanation to me as to why.

A year later, Cynthia and her partner had a very similar situation, missing a British Airways premium economy connection in London on their way home to Los Angeles, ending up in economy. They had booked through a travel agent, who tried unsuccessfully to get a refund. Then Cynthia ran into a brick wall when she tried herself. She has still not received a refund.

In the third British Airways case, David of Carmel, N.Y., and his wife were booked to fly first class from London to New York when their flight was canceled. On their rebooked flight, they were downgraded to the equivalent of business class. Their initial request for a refund was rejected by someone who almost comically misread their complaint, responding that they were not entitled to compensation because their flight had arrived with only “18 minutes delay.” Subsequent calls to customer services led nowhere. And even after I got in touch with the airline, another representative wrote the couple with the coup d’absurdité: They were not entitled to a refund because “based on our research, your final flight was in First Class, hence there is no downgrade refund due for your booking.” (I can attest that their boarding passes say otherwise.)

British Airways did finally send the couple a refund, of $1,036, this past Saturday. But their original fare for first class (plus a short hop from Amsterdam to London on the return) was just under $10,000 for both, which presumably means the return flights from London to New York cost a total of close to $5,000. Again, British Airways said it calculated the difference in fares rather than the appropriate percentage of the original fare. I have advised David to look at Britain’s Civil Aviation Authority’s guidance on rejected claims.

The case with Avianca ended on a more positive note. Alan, of Riverside, Calif., and his wife were booked on a business class flight from Los Angeles to Buenos Aires via Bogotá this past February. But Avianca replaced that direct first leg, to Bogotá, with two legs — Los Angeles to San Salvador, El Salvador, and then on to Bogotá, with a three-hour layover. For these new flights, the couple was placed in economy, with no business-class lounge access, no free meals and no word about compensation.

Rolando Lamas, Avianca’s sales director for North America, Central America and the Caribbean explained in a statement that the airline suspended that direct Los Angeles-to-Bogotá flight in January and had offered most passengers either a full refund or compensation for the downgrade. But it had trouble communicating with a few passengers, including some who had booked through a third party, as was the case with Alan.

The airline has now offered Alan and his wife $580 each, and they have accepted.

Most of the time, airlines do refund fare differences promptly and accurately, but clearly there are holes in the system. If the airlines stymie any future refund requests, I suggest contacting a company like AirAdvisor or registering a complaint with the appropriate federal agency, like U.S. Department of Transportation . This process can be slow but often prods the airlines into action, said Mr. Leff. However, if the airline has done something as specifically absurd as reject your downgrade refund because your flight arrived almost on time, send me a copy so I can add it to my collection.
