Organizational Leadership: What It Is & Why It's Important

Leadership is essential to organizations’ success, but many struggle to implement the right training. According to job search site Zippia , 83 percent of businesses believe it’s important to develop leaders at every level, but only five percent successfully do.

What Is Organizational Leadership?

Leadership is the ability to implement change by creating and communicating a vision to others. Organizational leadership is the qualities and skills required to run a company or one of its divisions. It’s greater in scale and scope than many other forms of leadership.

“Scale refers to the sheer size and magnitude of what you’re leading,” says Harvard Business School Professor Anthony Mayo in the online course Organizational Leadership , “how many people; how large a budget; and how many teams, locations, and operations you oversee. Scope refers to the range and diversity of what you’re responsible for—the range and diversity of the people, teams, business lines, locations, operations, and facilities you’re leading.”

Although leadership doesn't inherently require business acumen, it’s helpful for organizational leaders to have, so they can guide their organizations, drive innovation, and manage organizational change .

Organizational leaders must consider what’s happening outside and inside their businesses. They often don’t directly interact with everyone they lead—engaging in what’s known as capital “L” leadership.

The Capital "L" in Leadership

Many senior-level leaders hold capital "L" leadership roles. According to Organizational Leadership , those leaders no longer have direct contact with everyone in their organizations and must:

  • Inspire and motivate their employees
  • Lead their organizations into the future
  • Anticipate and respond to internal and external threats
  • Pursue opportunities that range from money makers to risky bets
  • Handle crises quickly and assuredly

As your duties increase as a leader—overseeing or guiding those you don’t directly supervise—it's essential to learn how to communicate effectively and execute tasks. This is particularly important when considering the differences between organizational leadership and traditional management.

Organizational Leadership vs. Traditional Management

Leadership and management differ in several ways. At an organizational level, the two are highly intertwined but have three primary differences.

  • Proximity to the team: Managers work closely with the individuals they oversee, whereas organizational leaders don't always have direct contact with those they lead.
  • Scale: Like leadership, management is a broad term that can be big or small in scale, whereas organizational leadership involves managing larger populations.
  • Role: Managers are hired for specific roles; organizational leaders oversee managers and ensure their companies’ visions are reflected in how they guide and align teams.

What Makes Organizational Leaders Effective?

Organizational leaders bring unique qualities, competencies, and practices to their roles. In Organizational Leadership , this is called a leadership constellation .

A leadership constellation includes:

  • Qualities: The aspects of who you are as a person. They contribute to how others perceive you.
  • Competencies: The skills and knowledge you've developed over time that enable you to fulfill responsibilities—either by yourself or by leading others.
  • Practices: The routine actions you engage in to complete tasks, guide your team and organization, and enhance your and others’ skills.

According to Organizational Leadership , you can leverage these attributes in three ways:

  • Leader as beacon: Creating and communicating a vision to your organization and embodying it in your conduct (i.e., leading by example)
  • Leader as architect: Ensuring your organization can follow the direction you set, and creating value using the tools and resources at your disposal
  • Leader as catalyst of change: Leading organizational change by encouraging and enabling it

To be an effective leader , strive to be proficient in each.

Why Is Effective Organizational Leadership Important?

Leadership is vital in business. Organizational leaders assume an additional role because they often set the tone for the directions their companies—and sometimes even their industries—will take.

Here are four reasons why effective organizational leadership is important.

1. Motivates Team Members

Leaders play a critical role in employee engagement. According to Zippia , 69 percent of employees say they would work harder if their efforts were better recognized. This is an important statistic to consider if you struggle to retain talent or want to boost team performance .

Motivated, engaged employees can lead to higher productivity. A Gallup analysis of employee engagement data shows that highly engaged employees resulted in a 14 percent increase in productivity compared to those who were less engaged.

Leaders focus on improving team morale and their companies. Those at higher levels face the challenge of improving employees’ motivation without direct lines of contact.

According to Organizational Leadership , you can improve employee morale by:

  • Hiring for leadership: If you’re involved in the recruiting process, ensure you hire effective leaders for management positions.

There are many contexts and ways in which leadership is exercised. But, according to McKinsey analysis of academic literature as well as a survey of nearly 200,000 people in 81 organizations all over the world, there are four types of behavior that account for 89 percent of leadership effectiveness :

  • being supportive
  • operating with a strong results orientation
  • seeking different perspectives
  • solving problems effectively

Effective leaders know that what works in one situation will not necessarily work every time. Leadership strategies must reflect each organization’s context and stage of evolution. One important lens is organizational health, a holistic set of factors that enable organizations to grow and succeed over time. A situational approach  enables leaders to focus on the behaviors that are most relevant as an organization becomes healthier.

Senior leaders must develop a broad range of skills to guide organizations. Ten timeless topics are important for leading nearly any organization, from attracting and retaining talent  to making culture a competitive advantage. A 2017 McKinsey book, Leading Organizations: Ten Timeless Truths (Bloomsbury, 2017), goes deep on each aspect.

How is leadership evolving?

In the past, leadership was called “management,” with an emphasis on providing technical expertise and direction. The context was the traditional industrial economy command-and-control organization, where leaders focused exclusively on maximizing value for shareholders. In these organizations, leaders had three roles: planners (who develop strategy, then translate that strategy into concrete steps), directors (who assign responsibilities), or controllers (who ensure people do what they’ve been assigned and plans are adhered to).

What are the limits of traditional management styles?

Traditional management was revolutionary in its day and enormously effective in building large-scale global enterprises that have materially improved lives over the past 200 years. However, with the advent of the 21st century, this approach is reaching its limits.

For one thing, this approach doesn’t guarantee happy or loyal managers or workers. Indeed, a large portion of American workers—56 percent— claim their boss is mildly or highly toxic , while 75 percent say dealing with their manager is the most stressful part of their workday.

For 21st-century organizations operating in today’s complex business environment, a fundamentally new and more effective approach to leadership is emerging. Leaders today are beginning to focus on building agile, human-centered, and digitally enabled organizations able to thrive in today’s unprecedented environment and meet the needs of a broader range of stakeholders (customers, employees, suppliers, and communities, in addition to investors).

What is the emerging new approach to leadership?

This new approach to leadership is sometimes described as “ servant leadership .” While there has been some criticism of the nomenclature, the idea itself is simple: rather than being a manager directing and controlling people, a more effective approach is for leaders to be in service of the people they lead. The focus is on how leaders can make the lives of their team members easier—physically, cognitively, and emotionally. Research suggests this mentality can enhance both team performance and satisfaction.

In this new approach, leaders practice empathy, compassion, vulnerability, gratitude, self-awareness, and self-care. They provide appreciation and support, creating psychological safety so their employees are able to collaborate, innovate, and raise issues as appropriate. This includes celebrating achieving the small steps on the way to reaching big goals and enhancing people’s well-being through better human connections. These conditions have been shown to allow for a team’s best performance.

More broadly, developing this new approach to leadership can be expressed as making five key shifts that include, build on, and extend beyond traditional approaches:

  • beyond executive to visionary, shaping a clear purpose that resonates with and generates holistic impact for all stakeholders
  • beyond planner to architect, reimagining industries and innovating business systems that are able to create new levels of value
  • beyond director to catalyst, engaging people to collaborate in open, empowered networks
  • beyond controller to coach, enabling the organization to constantly evolve through rapid learning, and enabling colleagues to build new mindsets, knowledge, and skills
  • beyond boss to human, showing up as one’s whole, authentic self

Together, these shifts can help a leader expand their repertoire and create a new level of value for an organization’s stakeholders. The last shift is the most important, as it is based on developing a new level of consciousness and awareness of our inner state. Leaders who look inward  and take a journey of genuine self-discovery make profound shifts in themselves and their lives; this means they are better able to benefit their organization. That involves developing “profile awareness” (a combination of a person’s habits of thought, emotions, hopes, and behavior in different circumstances) and “state awareness” (the recognition of what’s driving a person to take action). Combining individual, inward-looking work with outward-facing actions can help create lasting change.

Looking for direct answers to other complex questions?

Leaders must learn to make these five shifts at three levels : transforming and evolving personal mindsets and behaviors; transforming teams to work in new ways; and transforming the broader organization by building new levels of agility, human-centeredness, and value creation into the entire enterprise’s design and culture.

An example from the COVID-19 era offers a useful illustration of this new approach to leadership. In pursuit of a vaccine breakthrough, at the start of the pandemic Moderna CEO Stéphane Bancel increased the frequency of executive meetings  from once a month to twice a week. The company implemented a decentralized model enabling teams to work independently and deliver on the bold goal of providing 100 million doses of vaccines in 12 months. “The pace was unprecedented,” Bancel said.

What is the impact of this new approach to leadership?

This new approach to leadership is far more effective. While the dynamics are complex, countless studies show empirical links among effective leadership, employee satisfaction, customer loyalty, and profitability.

How can leaders empower employees?

Empowering employees , surprisingly enough, might mean taking a more hands-on leadership approach. Organizations whose leaders successfully empower others through coaching are nearly four times more likely to make swift, good decisions and outperform other companies . But this type of coaching isn’t always natural for those with a more controlling or autocratic style.

Here are five tips to get started  if you’re a leader looking to empower others:

  • Provide clear rules, for example, by providing guardrails for what success looks like and communicating who makes which decisions. Clarity and boundary structures like role remits and responsibilities help to contain any anxiety associated with work and help teams stay focused on their primary tasks.
  • Establish clear roles, say, by assigning one person the authority to make certain decisions.
  • Avoid being a complicit manager—for instance, if you’ve delegated a decision to a team, don’t step in and solve the problem for them.
  • Address culture and skills, for instance, by helping employees learn how to have difficult conversations.
  • Begin soliciting personal feedback from others, at all levels of your organization, on how you are experienced as a leader.

How can leaders communicate effectively?

Good, clear communication is a leadership hallmark. Fundamental tools of effective communication  include:

  • defining and pointing to long-term goals
  • listening to and understanding stakeholders
  • creating openings for dialogue
  • communicating proactively

And in times of uncertainty, these things are important for crisis communicators :

  • give people what they need, when they need it
  • communicate clearly, simply, and frequently
  • choose candor over charisma
  • revitalize a spirit of resilience
  • distill meaning from chaos
  • support people, teams, and organizations to build the capability for self-sufficiency

Is leadership different in a hybrid workplace?

A leader’s role may look slightly different in remote or hybrid workplace settings . Rather than walking around a physical site, these leaders might instead model what hybrid looks like, or orchestrate work based on tasks, interactions, or purpose. Being communicative and radiating positivity  can go a long way. Leaders need to find other ways to be present and accessible, for example, via virtual drop-in sessions, regular company podcasts, or virtual townhalls. Leaders in these settings may also need to find new ways to get authentic feedback. These tactics can include pulse surveys or learning to ask thoughtful follow-up questions that reveal useful management insights.

Additional considerations, such as making sure that in-person work and togetherness has a purpose, are important. Keeping an eye on inclusivity in hybrid work  is also crucial. Listening to what employees want, with an eye to their lived experience, will be vital to leaders in these settings. And a focus on output, outcomes, results, and impact—rather than arbitrary norms about time spent in offices— may be a necessary adaptation in the hybrid era .

How should CEOs lead in this new world?

Just as for leadership more broadly, today’s environment requires CEOs to lead very differently. Recent research indicates that one-third to one-half of new CEOs fail within 18 months.

What helps top performers thrive today? To find out, McKinsey led a research effort to identify the CEOs who achieved breakaway success. We examined 20 years’ worth of data on 7,800 CEOs—from 3,500 public companies across 70 countries and 24 industries. The result is the McKinsey book CEO Excellence: The Six Mindsets That Distinguish the Best Leaders from the Rest (Scribner, March 2022). Getting perspective on leadership from CEOs themselves is enlightening—and illustrates the nuanced ways in which the new approach to leadership described above can be implemented in practice. Here are a few quotes drawn from McKinsey’s interviews with these top-level leaders :

  • “I think the fundamental role of a leader is to look for ways to shape the decades ahead, not just react to the present, and to help others accept the discomfort of disruptions to the status quo.” — Indra Nooyi , former chairman and CEO of PepsiCo
  • “The single most important thing I have to do as CEO is ensure that our brand continues to be relevant.” — Chris Kempczinski , CEO of McDonald’s
  • “Leaders of other enterprises often define themselves as captains of the ship, but I think I’m more the ship’s architect or designer. That’s different from a captain’s role, in which the route is often fixed and the destination defined.” — Zhang Ruimin , CEO of Haier
  • “I think my leadership style [can be called] ‘collaborative command.’ You bring different opinions into the room, you allow for a really great debate, but you understand that, at the end of the day, a decision has to be made quickly.” — Adena Friedman , CEO of Nasdaq
  • “We need an urgent refoundation of business and capitalism around purpose and humanity. To find new ways for all of us to lead so that we can create a better future, a more sustainable future.” — Hubert Joly , former chairman and CEO of Best Buy

What is leadership development?

Leaders aren’t born; they learn to lead over time. Neuroplasticity refers to the power of the brain to form new pathways and connections through exposure to novel, unfamiliar experiences. This allows adults to adapt, grow, and learn new practices throughout our lifetimes.

When it comes to leadership within organizations, this is often referred to as leadership development. Programs, books, and courses on leadership development abound, but results vary.

Leadership development efforts fail for a variety of reasons. Some overlook context; in those cases, asking a simple question (something like “What, precisely, is this program for?”) can help. Others separate reflections on leadership from real work, or they shortchange the role of adjusting leaders’ mindsets, feelings, assumptions, and beliefs, or they fail to measure results.

So what’s needed for successful leadership development? Generally, developing leaders is about creating contexts where there is sufficient psychological safety in combination with enough novelty and unfamiliarity to cultivate new leadership practices in response to stimuli. Leadership programs that successfully cultivate leaders are also built around “placescapes”—these are novel experiences, like exploring wilderness trails, practicing performing arts, or writing poetry.

When crafting a leadership development program, there are six ingredients to incorporate  that lead to true organizational impact:

  • Set up for success:
  • Focus your leadership transformation on driving strategic objectives and initiatives.
  • Commit the people and resources needed.
  • Be clear about focus:
  • Engage a critical mass of leaders to reach a tipping point for sustained impact.
  • Zero in on the leadership shifts that drive the greatest value.
  • Execute well:
  • Architect experiential journeys to maximize shifts in mindsets, capabilities, and practices.
  • Measure for holistic impact.

A well-designed and executed leadership development program can help organizations build leaders’ capabilities broadly, at scale. And these programs can be built around coaching, mentoring, and having people try to solve challenging problems—learning skills by applying them in real time to real work.

What are mentorship, sponsorship, and apprenticeship?

Mentorship, sponsorship, and apprenticeship can also be part of leadership development efforts. What are they? Mentorship refers to trusted counselors offering guidance and support on various professional issues, such as career progression. Sponsorship is used to describe senior leaders who create opportunities to help junior colleagues succeed. These roles are typically held by more senior colleagues, whereas apprenticeship could be more distributed. Apprenticeship  describes the way any colleague with domain expertise might teach others, model behaviors, or transfer skills. These approaches can be useful not only for developing leaders but also for helping your company upskill or reskill employees quickly and at scale.

When I was invited to become the Vice President and General Manager at Third Way Associates (TWA)* two years ago, the company was in financial and administrative disorder. This article focuses on considerable changes in the field of leadership in organizations because of the growing number of women who penetrated and proved competent in leadership positions. It assesses how this development affects the changing leadership models within organizations and supports the call for increased diversity in leadership pursuits. The sexually diverse leadership literature synthesizing recent studies integrating gender and leadership, gender and outcomes, and leadership gender and outcomes reveals the positive changes female leaders bring. It also articulates contextualized known issues like biases and stereotyping that should be dealt with to maximize diverse leadership fully. Leadership Psychology while dealing with employees requires an active role as a gateway to success, satisfaction, growth, and knowledge. This level can be attained only when the organizational leadership has prepared itself with a solid understanding of employees’ needs; the level of emotional order and disorder as well as attitude towards work. As the term leadership is related to something which is meant for a group raring to achieve a goal under the guidance of a single person or in some cases some personalities. It’s this leadership that sets a goal; envisions a path and divides the whole process into various modules. Now, these modules are none other than people who work for achieving the goal while sticking to the guidelines provided by the leaders. Technically it’s the leadership that influences the whole system as if it’s the brain of an intelligent with different modules acting as various parts of the megastructure craving for success (Fairhurst, 2008).

On issues related to employee values, attitudes, and emotions help to build loyalty in the organization and how are these factors influenced by culture and demographic factors, one would like to enforce the thought based on the fact that despite being a heavy machine; its the wheels which decide how a vehicle should move. The employees from the same portion of the complete system. The success of the system especially the critical one similar to crime and justice, the loyalty of the employees is a must. The Supervisors should have to maintain the highest level of maturity in issues related to employee relations. Factors like employees’ values, attitudes, and emotions play a decisive role in maintaining the employees’ devotion towards the work on top (Rainy, 1997).

Now moving out the structure to various modules, the real test of leadership comes into the picture. This phase is that of giving the modules a physical shape. The personals are being appointed for carving the modules. The leadership now looks for the same traits so that the modules can function by their objectives. Various traits and their measurement techniques have to be found so that necessary qualities can be quantified as well as compared so that the needed workforce can be identified as well as instated (Astley & Sachdeva, 1984).

The transactional leadership ability will provide the much-needed motivational requirements. It will works while making avenues through the creation of clear structures as per subordinates’ requirements and considerable necessity and at the same time, they are awarded for following the orders leading to observance of the company’s objective (Likert, 1961).

Performance appraisal can promote both the institutional development of the organization and the personal development of the people working within it. Integrating personal goals and organizational goals is an elusive but desirable objective, especially at a time when many workers feel alienated. Mistrustful or even hostile relationships between managers and rank and file employees are signs of poor organizational health. These are ‘we versus them” relationships inevitably led to malaise for the organization and the individual (Sypher, 1997).

Hence, the role of leadership especially in the case of an organization is to identify leaders. Here, leaders are the symbols that add importance to the rule of law and its influence so that the society can grow and as a whole, the country can grow. They are the very reason that makes a common people fearless. They instill confidence and hence they should be confident of their role and purpose (Sypher, 1997).

As job hopping becomes more common and less stigmatized, why do some hiring managers (and media outlets) still perpetuate the stereotype that millennial and Gen Z workers are disloyal to their organizations? When we look closely at the motivators behind job hopping, there are several factors to consider — beyond disloyalty. Since the pandemic, work-life balance, mental health, flexibility, and competitive salaries are top-of mind for young workers. If you’re one of the many job hoppers struggling to explain the multiple roles you’ve held in the past, there are a few ways to approach this predicament. Should a potential employer ask about the “job hopping” areas of your resume, try to think of it as an opportunity. It’s a chance to help your interviewer better understand your motivations while highlighting what you’re looking for long term.

Last month, I met my friend for coffee, where I was introduced to a popular term used in the world of HR: frequent applier. My friend, let’s call her Joy, is the head of hiring at a DC-based consulting firm where she often receives resumes from “frequent appliers,” or applicants who’ve held multiple jobs over a short span of time and apply to a series of new roles in rapid succession. This practice is more commonly known as job hopping.

NORMAN, OKLA. – Robin Zape-tah-hol-ah Starr Minthorn (Kiowa), a professor and chair of the Department of Educational Leadership and Policy Studies at the University of Oklahoma, has been named president-elect for the Association for the Study of Higher Education. She is the first Indigenous person to serve in this position in the history of the organization. In her three-year term as the president-elect and president of ASHE, Minthorn will serve as the organization’s chief executive officer.

Even before her election, Minthorn facilitated the incorporation of a land tax at ASHE. It is an idea she borrowed from the American Educational Research Association, which is the largest national interdisciplinary research association devoted to the study of education and learning.

“Under this initiative, we will actually tax ourselves as an organization to give back to local Indigenous communities. It’s a way to ensure that we’re investing in these communities and understanding what their local needs are,” she said. “By also establishing land acknowledgements, I think we can deeply engage with our local communities and acknowledge those that are invisible – not just Indigenous communities, but those that have often been underrepresented or underserved – making sure their voices are visible in our association.”

In addition to her professorship at OU, Minthorn is also the coordinator of Tribal and Indigenous Education Initiatives for the Jeannine Rainbolt College of Education. This role allows her to develop Tribal partnerships and incorporate Tribal perspectives into course curricula. She will also support Native students as they navigate their higher education degrees and provide professional development support to faculty to help them understand the needs and realities of Tribal communities in Oklahoma.

“I’m excited to not only be the first person from the University of Oklahoma to serve as the president of ASHE, but the first Native person to serve in this role in the association’s history,” she said. “I’m so grateful for this opportunity; and while I might be the first Indigenous person to serve in this role, I don’t want to be the last.”

Robin Zape-tah-hol-ah Minthorn is an enrolled citizen of the Kiowa tribe of Oklahoma and a descendant of the Umatilla, Nez Perce, Apache, and Assiniboine Nations. She is also the co-editor of Indigenous Leadership in Higher Education, Reclaiming Indigenous Research in Higher Education and Indigenous Motherhood in the Academy. Her ASHE term begins in November 2024 and ends in November 2027.

The Justice Department announced today the unsealing of terrorism, murder conspiracy, and sanctions-evasion charges against six senior leaders of Hamas, a designated foreign terrorist organization. The charges relate to the defendants’ central roles in planning, supporting, and perpetrating the terrorist atrocities that Hamas committed in Israel on Oct. 7, 2023 (the October 7 Hamas Massacres), involving the murders and kidnappings of countless innocent civilians, including American citizens, which was the culmination of Hamas’s decades-long campaign of terrorism and violence against Israel and its allies, including American citizens. The defendants are either deceased or remain at large. 

“The Justice Department has charged Yahya Sinwar and other senior leaders of Hamas for financing, directing, and overseeing a decades-long campaign to murder American citizens and endanger the national security of the United States,” said Attorney General Merrick B. Garland. “On October 7 th , Hamas terrorists, led by these defendants, murdered nearly 1200 people, including over 40 Americans, and kidnapped hundreds of civilians. This weekend, we learned that Hamas murdered an additional six people they had kidnapped and held captive for nearly a year, including Hersh Goldberg-Polin, a 23 year old Israeli American. We are investigating Hersh’s murder, and each and every one of Hamas’ brutal murders of Americans, as an act of terrorism. The charges unsealed today are just one part of our effort to target every aspect of Hamas’ operations. These actions will not be our last.”

“Yahya Sinwar and the other senior leaders of Hamas are charged today with orchestrating this terrorist organization’s decades-long campaign of mass violence and terror — including on October 7th. On that horrible day, Hamas terrorists viciously massacred nearly 1,200 innocent men, women, and children, including over 40 Americans, kidnapped hundreds more, and used sexual violence as a weapon of brutality,” said Deputy Attorney General Lisa Monaco. “Since that horrific day, we have worked to investigate and hold accountable those responsible, and we will not rest until all those who kidnapped or murdered Americans are brought to justice. Our thoughts continue to be with the families of all the victims of this barbaric terrorist attack.”

“From the moment Hamas launched its horrific attack on October 7, the FBI has been dedicated to identifying and charging those responsible for these heinous crimes,” said FBI Director Christopher Wray. “The FBI has and will continue to relentlessly investigate these attacks on civilians, including Americans. Hamas is a Foreign Terrorist Organization with a long history of violence, and the group’s actions have resulted in increased terrorism threats in the U.S. and against American interests throughout the world. Countering terrorism remains our number one priority, and our work continues.”

“The core mission of the National Security Division is to protect Americans from violent terrorists and extremist organizations like Hamas,” said Assistant Attorney General Matthew G. Olsen of the Justice Department’s National Security Division. “The atrocities committed by Hamas in Israel on October 7 are intolerable, and the Justice Department will not rest in our pursuit to hold Hamas accountable for perpetrating its campaign of terror, death, and destruction.”

“For decades, Hamas and its leadership have dedicated themselves to the eradication of the State of Israel, and to murdering, maiming, and brutalizing anyone — including dozens of Americans — who stood in their way,” said U.S. Attorney Damian Williams for the Southern District of New York. “The October 7 Hamas Massacres – in which over 40 American citizens were murdered – is only the latest act of savagery carried out by Hamas. This office has long been dedicated to serving as a bulwark against terrorism, and striking blows against its leaders. Our commitment is clear: if you hurt one member of our community, you hurt all of us — and we stand with all victims of Hamas’ reign of terror. We will bring justice to this terrorist organization from the top down for the atrocities they have committed.”  

According to court documents, Harakat al-Muqawamah al-Islamiyya, commonly known as Hamas, is a terrorist organization that was founded in 1987, and has been designated as a foreign terrorist organization (FTO) by the United States since 1997. From its inception, Hamas’ stated purpose has been to create an Islamic Palestinian state throughout Israel by eliminating the State of Israel through violent holy war, or jihad. Hamas also promotes attacks against the U.S. and its citizens and, over more than two decades, Hamas has murdered and injured dozens of Americans as part of its campaign of violence and terror. 

The defendants charged in the complaint are all senior leaders of Hamas who have orchestrated, overseen, and supported Hamas’s decades-long campaign of terrorism, including the October 7 Hamas Massacres. They and their co-conspirators control all aspects of the terrorist organization, including its political and military branches, known as the Politburo and Izz al-Din al-Qassam Brigades (al-Qassam Brigades).

Ismail Haniyeh was the chairman of Hamas’s Politburo from 2017 until his reported death on or about July 31. Prior to 2017, Haniyeh was the deputy chairman of the Politburo and the leader of Hamas in the Gaza Strip. Haniyeh was based principally in Turkey and Qatar.

Yahya Sinwar, also known as Abu Ibrahim, 61, is the leader of Hamas. Previously, beginning in approximately 2017, he was the leader of Hamas in the Gaza Strip, and is one of the founders of the al-Qassam Brigades. Sinwar is based principally in the Gaza Strip.   

Mohammad Al-Masri, also known as Mohammed Deif and al Khalid al-Deif, was the commander in chief of the al-Qassam Brigades, a position he held from in or about 2002 until his reported death on or about July 13. Al-Masri was based principally in the Gaza Strip.

Marwan Issa, also known as Abu Baraa, was the deputy commander of the al-Qassam Brigades from approximately 2007 until his reported death on or about March 10.  Issa was based principally in the Gaza Strip.   

Khaled Meshaal, also known as Abu al-Waleed, 68, was the chairman of Hamas’ Politburo from approximately 2004 to 2017 and is now the head of Hamas’ diaspora office — effectively responsible for Hamas’ official presence outside of the Gaza Strip and the West Bank. Meshaal is based principally in Qatar.   

Ali Baraka, 57, has been Hamas’ head of National Relations Abroad since approximately 2019, and was previously Hamas’s representative in Lebanon. Baraka is based principally in Lebanon. 

Hamas has pursued its objectives through innumerable acts of brutal terrorist violence, including launching thousands of rockets specifically targeting civilian populations; suicide bombings of restaurants, markets, public transportation systems, and other public spaces; and military-style attacks on towns and residential communities. Hamas’s campaign of terrorism has killed and wounded citizens of Israel, the U.S., and many other countries. 

On Oct. 7, 2023, Hamas committed its most violent, large-scale terrorist attack to date — the October 7 Hamas Massacres. Hamas targeted civilian populations with a barrage of rockets, before waves of Hamas terrorists breached the border between the Gaza Strip and Israel, infiltrated Israel, and launched attacks on civilians, by land, sea, and air. Hamas sent thousands of armed fighters into southern Israel, where they carried out the massacres of over a thousand people and the kidnappings of more than 200 others. Hamas terrorists attacked civilians, firing handguns, assault rifles, and handheld rocket launchers, in small residential communities in Kfar Aza, Be’eri, Nir Oz, Nahal Oz, Re’im, Holit, Zikim, Kerem Shalom, Sufa, and others; the Israeli town of Sderot; and a music festival held near Re’im; among other places. Armed Hamas operatives attacked and shot civilians, including children, sometimes with machineguns and sometimes at point blank range, and weaponized sexual violence against Israeli women, including through rape and genital mutilation. Hundreds of civilians, including Americans, and Israeli soldiers, were killed and wounded; other victims, including Americans, were kidnapped, taken hostage, and brought into Gaza by Hamas. As of the date of the complaint, over 40 American citizens were among those murdered, and at least eight American citizens were taken hostage or remain unaccounted for. Most recently, Hamas executed a U.S. citizen who was taken hostage by Hamas during the October 7 Hamas Massacres and remained in captivity until he was murdered.

Throughout Hamas’ existence, the organization’s ability to carry out acts of terrorism, including the October 7 Hamas Massacres, has been fueled in part by the Government of Iran, particularly the Islamic Revolutionary Guard Corps (IRGC) and its Qods Force (IRGC-QF) — the element of the IRGC responsible for conducting external terrorism operations and providing support to terrorist groups — which has supported, supplied, and trained Hamas, and by the Lebanon-based Shia Islamic terrorist organization Hizballah. Hamas’ attacks have played a significant role in the Government of Iran’s regional and global campaign of supporting terrorism to weaken and ultimately destroy both the United States and Israel. Hamas’ leaders, including the defendants, have been instrumental in Hamas’ relationship with the Government of Iran, including through personal communications with leaders in the Iranian regime. Emblematic of this close relationship, Ismail Haniyeh, who had been the chairman of Hamas’s Politburo since 2017, was reported killed in Iran on or about July 31, while visiting Tehran to attend the swearing-in of Iran’s President. Hamas’ leaders, including the defendants, have acknowledged the importance of the support from the Government of Iran and Hizballah to Hamas’ ability to carry out the October 7 Hamas Massacres, including the IRGC-QF providing Hamas, among other things, rockets and technical assistance necessary to build rockets, and extensive funding for Hamas’ terror wing. 

Hamas raises money to fund its terrorist activities through a variety of methods, including by soliciting and receiving cryptocurrency payments, advertising the ostensible anonymity of such transactions. Since 2019, Hamas’ military wing has used social media and other platforms to call for cryptocurrency contributions from supporters abroad, including in the United States, to Hamas-controlled virtual wallets, explicitly acknowledging that those payments would be used to fund Hamas’ campaign of violence. Through these mechanisms, Hamas has received tens of millions of dollars in cryptocurrency payments to fund its activities. 

The complaint unsealed today charges each of the defendants with: conspiring to provide material support to a foreign terrorist organization resulting in death, which carries a maximum penalty of life in prison; conspiring to provide material support for acts of terrorism resulting in death, which carries a maximum penalty of life in prison; conspiring to murder U.S. nationals outside the United States, which carries a maximum penalty of life in prison; conspiring to bomb a place of public use resulting in death, which carries a maximum penalty of death or life in prison; conspiring to use weapons of mass destruction resulting in death, which carries a maximum penalty of death or life in prison; conspiring to finance terrorism, which carries a maximum penalty of 20 years in prison; and conspiring to violate the International Emergency Economic Powers Act, which carries a maximum penalty of 20 years in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

The FBI is investigating the case.

A complaint is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

U.S. charges Hamas leaders with terrorism in connection with Oct. 7 attacks

Six senior leaders of Hamas, including the militant group's political head Yahya Sinwar , were charged with terrorism and other crimes in connection with the Oct. 7 attacks on Israel, the U.S. Justice Department announced Tuesday.

Other members of the group charged in the indictment include Ismail Haniyeh, Mohammad al-Masri, Marwan Issa, Khaled Meshaal and Ali Baraka. They were charged with conspiracy to provide material support to a foreign terrorist organization resulting in death, conspiracy to murder U.S. nationals and other alleged crimes.

In a news release, the Department of Justice identified the defendants as senior leaders of Hamas who have played a key role in overseeing a decadeslong campaign of terrorism, including on Oct. 7.

"Hamas, led by these defendants, committed its most violent, large-scale attack to date" on that day, Attorney General Merrick Garland said in a video statement.

Sinwar, who has led Hamas in Gaza since roughly 2017, became the group's political leader earlier this month after Ismail Haniyeh was assassinated in Iran .

Before his killing, Haniyeh was chairman of Hamas' politburo and led Hamas in Gaza, the Justice Department said.

Al-Masri, also known as Mohammed Deif, was commander-in-chief of Hamas' military wing, Qassam Brigades, the department said. Earlier this month, Israel's military said it had killed the military leader in an air strike that left at least 90 others dead.

Issa was deputy commander of the Qassam Brigades until his reported death in March, the department said. Issa also died in an Israeli airstrike, according to the BBC , which cited White House National Security Adviser Jake Sullivan.

Meshaal, 68, leads Hamas' diaspora office and is responsible for the group's presence outside of Gaza and the West Bank, the department said, noting that he is based in Qatar.

Baraka, 57, leads Hamas' National Relations Abroad and is responsible for the group's foreign relations, according to the complaint.

The complaint points to public statements from the defendants supporting Hamas’ Oct. 7 attack, including a speech from Haniyeh announcing the attack and an Oct. 8 media interview with Baraka in which he described Hamas' social and civic activities as a ruse aimed at making it appear as though they were focused on governing in Gaza.

“All the while, under the table, Hamas was preparing for this big attack,” the complaint quotes him as telling a Russian TV outlet.

Roughly 1,200 people were killed and another 250 were taken hostage when Hamas attacked Israel on Oct. 7, according to Israeli officials, who have said that dozens still remain in captivity. 

The bodies of six hostages, including Israeli American Hersh Goldberg-Polin, were recovered in a tunnel under Rafah on Sunday , a spokesman for the Israel Defense Forces said.

In Gaza, local officials have said that more than 40,000 people have been killed since Israeli forces launched an offensive in response to the Hamas attacks.

US charges Hamas leader, other militants in connection with Oct. 7 massacre in Israel

WASHINGTON (AP) — The Justice Department announced criminal charges Tuesday against Hamas leader Yahya Sinwar and other senior militants in connection with the Oct. 7, 2023, rampage in Israel , marking the first effort by American law enforcement to formally call out the masterminds of the attack.

The seven-count criminal complaint filed in federal court in New York City includes charges such as conspiracy to provide material support to a foreign terrorist organization resulting in death, conspiracy to murder U.S. nationals and conspiracy to finance terrorism. It also accuses Iran and Lebanon’s Hezbollah of providing financial support, weapons, including rockets, and military supplies to Hamas for use in attacks.

The impact of the case may be mostly symbolic given that Sinwar is believed to be hiding in tunnels in Gaza and the Justice Department says three of the six defendants are believed now to be dead. But officials say additional actions are expected as part of a broader effort to target a militant group that the U.S. designated as a foreign terrorist organization in 1997 and that over the decades has been linked to a series of deadly attacks on Israel, including suicide bombings.

The complaint was originally filed under seal in February to give the U.S. time to try to take into custody then-Hamas leader Ismail Haniyeh and other defendants, but it was unsealed Tuesday after Haniyeh’s death in July and other developments in the region lessened the need for secrecy, the Justice Department said.

“The charges unsealed today are just one part of our effort to target every aspect of Hamas’ operations,” Attorney General Merrick Garland said in a video statement. “These actions will not be our last.”

The charges come as the White House says it is developing a new cease-fire and hostage deal proposal with its Egyptian and Qatari counterparts to try to bring about an agreement between Israel and Hamas to end the nearly 11-month war in Gaza.

A U.S. official, who was not authorized to talk publicly about the case and spoke on condition of anonymity, told The Associated Press there was no reason to believe the charges would affect the ongoing negotiations.

National security spokesman John Kirby said the recent “executions” of six hostages, including one American, Hersh Goldberg-Polin, by Hamas underscore “the sense of urgency” in the talks.

“We are investigating Hersh’s murder, and each and every one of the brutal murders of Americans, as acts of terrorism,” Garland said in the statement. “We will continue to support the whole of government effort to bring the Americans still being held hostage home.”

Sinwar was appointed the overall head of Hamas after the killing of Haniyeh in Iran and sits atop Israel’s most-wanted list. He is believed to have spent most of the past 10 months living in tunnels under Gaza, and it is unclear how much contact he has with the outside world. He was a long-serving Palestinian prisoner freed in an exchange of the type that would be part of a cease-fire and hostage release deal.

Haniyeh was also charged.

Other Hamas leaders facing charges include Marwan Issa , deputy leader of Hamas’ armed wing in Gaza, who helped plan last year’s attack and who Israel says was killed when its fighter jets struck an underground compound in central Gaza in March; Khaled Mashaal, another Haniyeh deputy and a former leader of the group thought to be based in Qatar; Mohammed Deif , Hamas’ longtime shadowy military leader who was thought to be killed in an Israeli airstrike in southern Gaza in July; and Lebanon-based Ali Baraka, Hamas’ head of external relations.

The charges are “yet another tool” for the U.S. to respond to the threat Hamas poses to the U.S. and its ally Israel, said Merissa Khurma, Middle East program director at the Wilson Center think tank in Washington.

“If Sinwar is found and brought to justice for planning the October 7 attacks, it would be a significant win for the U.S. and for all those who lost loved ones,” she said by email.

However, with Sinwar in hiding, Khurma doesn’t see the charges adding more pressure on Hamas. She noted that the chief prosecutor of the world’s top war crimes court sought arrest warrants for Hamas leaders like Sinwar and it didn’t change their behavior or weaken them in the cease-fire negotiations.

She said the case was still important for the U.S. because many of those killed or kidnapped were Americans and because the country doesn’t recognize the International Criminal Court.

During the Oct. 7 attacks, militants killed some 1,200 people, mostly civilians, and took about 250 people hostage. Roughly 100 hostages remain, a third of whom are believed to be dead.

The criminal complaint describes the massacre as the “most violent, large-scale terrorist attack” in Hamas’ history. It details how Hamas operatives who arrived in southern Israel with “trucks, motorcycles, bulldozers, speedboats, and paragliders” engaged in a brutal campaign of violence that included rape, genital mutilation and machine-gun shootings at close range.

Israel’s retaliatory offensive has killed over 40,000 Palestinians , according to Gaza’s Health Ministry, which does not distinguish between civilians and combatants in its count. The war has caused widespread destruction, forced the vast majority of Gaza’s 2.3 million residents to flee their homes, often multiple times, and created a humanitarian catastrophe.

Hamas has accused Israel of dragging out months of negotiations by issuing new demands, including for lasting Israeli control over the Philadelphi corridor along the border of Egypt and a second corridor running across Gaza .

Hamas has offered to release all hostages in return for an end to the war, the complete withdrawal of Israeli forces and the release of a large number of Palestinian prisoners, including high-profile militants — broadly the terms called for under an outline for a deal put forward by President Joe Biden in July.

Israeli Prime Minister Benjamin Netanyahu has pledged “total victory” over Hamas and blames it for the failure of the negotiations.

Donald J. Trump and his allies are planning a sweeping expansion of presidential power over the machinery of government if voters return him to the White House in 2025, reshaping the structure of the executive branch to concentrate far greater authority directly in his hands.

Their plans to centralize more power in the Oval Office stretch far beyond the former president’s recent remarks that he would order a criminal investigation into his political rival, President Biden, signaling his intent to end the post-Watergate norm of Justice Department independence from White House political control.

Mr. Trump and his associates have a broader goal: to alter the balance of power by increasing the president’s authority over every part of the federal government that now operates, by either law or tradition, with any measure of independence from political interference by the White House, according to a review of his campaign policy proposals and interviews with people close to him.

Mr. Trump intends to bring independent agencies — like the Federal Communications Commission, which makes and enforces rules for television and internet companies, and the Federal Trade Commission, which enforces various antitrust and other consumer protection rules against businesses — under direct presidential control.

He wants to revive the practice of “impounding” funds, refusing to spend money Congress has appropriated for programs a president doesn’t like — a tactic that lawmakers banned under President Richard Nixon.

He intends to strip employment protections from tens of thousands of career civil servants, making it easier to replace them if they are deemed obstacles to his agenda. And he plans to scour the intelligence agencies, the State Department and the defense bureaucracies to remove officials he has vilified as “the sick political class that hates our country.”
