The information revolution, which is now transforming societies around the world, is also changing the nature of governments and sovereignty, increasing the role of non‐state actors, and enhancing the importance of “soft” power in foreign policy. The U.S. foreign policy needs to anticipate its effects in shaping interstate relations at three levels that affect the utility of “soft” power: first, in terms of the distribution of information management skills; second, in terms of competitive economic advantage; third, in terms of strategic intelligence‐gathering. These levels do not lie in the narrow domain of government action, but reflect broad arenas of societal capability in which “hard” power is merely tangential.

Education and the Information Revolution

The major ceremonies of the academic community have traditionally been the fall convocation and the spring commencement. This year Russell Kirk, a nationally recognized historian, author, educator and political theorist, played an important role in Grand Valley’s observance of both of these occasions. Kirk, a native of Michigan who resides in Mecosta, received an honorary Doctor of Letters degree at GVSC’s 1983 commencement. He recently returned to the campus to deliver a thought-provoking convocation address which has been the subject of lively discussion throughout the Grand Valley community. His convocation remarks were taken from the following text.

T he people of the United States spend annually upon higher learning more money, probably, than did all the nations of the world combined, from the foundation of the ancient universities down to the beginning of the Second World War.

In the United States, ever since the Second World War and especially during the past two decades, the lowering of standards for admission and graduation, the notorious disgrace of “grade inflation,” and the loss of order and integration in curricula, are too widely known and regretted for me to need to labor these afflictions here.

Why are this lowering of standards and this loss of intellectual coherence ruinous to higher education? Because higher learning is intended to develop, primarily, a philosophical habit of mind. Genuine higher education is not meant, really, to “create jobs” or to train technicians. Incidentally, higher education does tend to have such results, too, but only as by-products. We stand in danger of forgetting the fundamental aim in the pursuit of the incidentals.

Benefits of the College

The college is intended to confer two sorts of benefits. The first kind of benefit is the improvement of the human person, for the individual’s own sake: offering the way to some wisdom to young men and women, that there may be something beyond getting and spending in their lives.

The second kind of benefit is the preservation and advancement of society, by developing a body or class of young people who will be leaders in many walks of life: scientists, clergymen, political officials or representatives, officers, physicians, lawyers, teachers, industrialists, managers, and all the rest. The college is meant to develop their intellects, assure their competentce, and (a point often forgotten today) to help form their characters beneficially. I am not speaking of an elite, for I share T. S. Eliot’s conviction that a deliberately cultivated series of elites tends towards narrowness and arrogance. Rather, I refer to a fairly broad and numerous class of tolerably educated men and women who will leaven the lump of society, in a wide variety of ways. Most of them never will be famous, or powerful on a large scale; but they form that body of well-schooled people essential to any modern society, and especially important to a democratic society.

Now, a higher schooling that is merely technological and skill-oriented—what once would have been called a mechanical education, as opposed to a liberal education—can neither impart wisdom to the person nor supply intellectual and moral leadership to the republic. I do not object to learning a trade—far from it. But a trade is best learnt through apprenticeship, internship, on-the-job training, or technical schools. Except for the learned professions, learning a trade is ill suited to a college campus. If we convert higher education into technical training mostly, we may find ourselves living in what Irving Babbitt called “a devil’s sabbath of whirling machinery.” For if the philosophical habit of mind is developed nowhere, “the center cannot hold; mere anarchy is loosed upon the world.”

Let me descend to particulars…

Gadgets and Learning

One of the grave faults of American schooling, at every level, is the eagerness to embrace the newest gadget (mechanical or intellectual) at the expense of the tested tools of learning. Some will remember how, during the 1950’s and 1960’s, we were told that audio-visual aids would supplant the teacher for most purposes. At gigantic public expense, film-projectors, sound systems, and other impedimenta virtually were thrust upon every school. Most of this hardware soon was locked away in closets, where it reposed until obsolete. Some firms made a great deal of money from selling it.

Effective teaching still is done by effective live teachers. “Programmed learning” was another step toward the vaunted Information Revolution. By and large, programmed learning did not work well. A human being talking with other human beings, and an antiquated tool called a book, have had more satisfactory results as far as genuine development of young intellects is concerned. Television certainly worked a revolution. But does anyone still maintain that the boob-tube has improved the minds of the young? Certainly, television opened the way for an even fuller Information Revolution. The apologists for television used to tell us that their darling has moulded the minds of “the best informed generation in the history of America.” Also, it has moulded the minds of the most ignorant generation in America, if we are to judge by the much-applauded recent report of the National Commission on Excellence in Education, “A Nation at Risk.” As a witty friend of mine says, “This is the bird-brained generation.” He does not mean that young people have brains the size of birds; instead, that like birds, boys and girls flit from flower to flower, watching the flickering screen, never settling long enough to learn anything important.

For information is not knowledge, and knowledge is not wisdom.

Aye, where is the knowledge we have lost in information—not to mention the wisdom? What the college used to endeavor to impart was not miscellaneous information, a random accumulation of facts, but an integrated and ordered body of knowledge that would develop the philosophical habit of mind—from which cast of mind one might find the way to wisdom of many sorts.

Doubtless the development of computers will confer various material benefits upon us. But as far as genuine education goes, the computer and its Informational Society may amount to a blight. They seem calculated to enfeeble the individual reason and make most of us dependent upon an elite of computer programmers (at the higher level of the Informational Society, I mean); they may develop into vigorous enemies of the philosophical habit of mind.

An Overwhelming Mass of Miscellaneous Information

Now doubtless it always has been desirable for more Americans to know about affairs abroad; it is especially desirable today. But information scarcely is lacking already. Are there no newspapers, popular magazines, serious periodicals, radios, television sets, teachers? The mass of miscellaneous information thrust upon us already is overwhelming and dismaying. What we need is not more information; what we require, as a public, is the ability to discriminate and integrate that mass of information, and to reflect upon it.

For thirteen years, I was a syndicated newspaper columnist. I found it quite impossible, though I was paid for the work, to gather and integrate all the information about everything that happened everywhere. I did not even learn to “understand Africa,” though I traveled there and read many serious books and articles about that continent.

Simple “speeding up” of the deluge of information cannot be of help to us : for already information rushes upon us daily with a terrible velocity that the average man and woman, or even skilled journalist, cannot endure. How many newspapers are we to read, how many books on current affairs are we to absorb, how many lectures are we to hear?

But possibly what the evangels of the Informational Society have in mind is this: to so select and pre-digest the information that the public will receive such facts and opinions as the elite of the Informational Society think it well they should receive. Already we are subjected to a mild dose of this treatment by the pundits of television. It would be an exaggeration, and impolite, to call such arrangement and distribution of information “brainwashing.” Yet this facile delivery of allegedly accurate information may be ominous for the American democracy. Big Brother will inform us. We are four months away from 1984.

The enthusiasts for the Informational Society may be found everywhere—even, or perhaps especially, in the staff of the federal Department of Education. Members of that staff inserted belligerent praise of “computer science” in the Report of the Commission on Excellence in Education; they even made that alleged science one of their Five New Basics, commended to every school, along with English,mathematics, science, and social studies. (These latter basics do not seem particularly new to me.) Here is the Report’s paragraph on New Basic 5:

“The teaching of computer science in high school should equip graduates to: (a) understand the computer as an information, computation, and communication device; (b) use the computer in the study of the other basics and for personal and work-related purposes; and (c) understand the world of computers, electronics, and related technologies.”

There is no more reason to object to learning how to use a computer in school, or at home, than there is to object to learning how to use a typewriter in school or at home. But are we to elevate computer operation and apprehension to a level equivalent with all the genuine sciences, which are lumped together as Basic 3?

Drying up the Springs of Scientific Imagination

The development of electronic computers results from the genuine sciences of physics and mathematics. If we are to be masters of the computer, rather than its subjects, we need to understand physics and mathematics. Otherwise we are passive vessels, at best skilled operatives. And if facility with operating computers tends to be emphasized at the expense of serious study of physics and mathematics, the springs of the scientific imagination gradually may dry up. This zeal for making “computer science” compulsory for practically everybody is rather as if, when Morse invented the telegraph, every school had been urged to devote a large part of its time and funds to teaching young people to be telegraphers. Is not the computer business, and industry in general, capable of instructing its own technicians?

Nevertheless, various educational institutions already have proclaimed their fealty to Holy Computer, including at least one which has made the completion of a course in computer science a requirement for graduation. I am not aware that this institution requires all undergraduates to study physics or the higher forms of mathematics. “Relevance” is all—even when it is irrelevant to a philosophical habit of mind.

So let usdrop some grains of salt into the Informational Society stew. Young people cannot come to “understand” other societies through barrages of fact. To acquire some tolerable knowledge of Europe and Asia and Africa and the Americas, it remains necessary—more necessary than in yesteryear—to study seriously the disciplines of history, geography, politics, anthropology, and economics; also it is highly important to gain a knowledge of literatures that cannot be conveyed by electronic computers. Such integrated knowledge cannot be obtained in a brief time. But such are the limits of human understanding.

The Restoration of Learning

One thing to remember, then, in discussing what higher education should do for people in the dawning years, is that waves of technological innovation commonly carry in a mass of flotsam and jetsam. A disagreeable mass of educational flotsam and jetsam was flung upon the beaches of academe by the ideological tempests of the 1960’s and the1970’s. At college and university, we are only beginning to recover from the damage done to the philosophical habit of mind by that storm. The gentlefolk and scholars of the academy would be highly imprudent if they should assist in fresh devastation by selling gadgetry above intellectual discipline.

What the good college will essay, in the remaining years of this century and the early decades of the next, is the restoration of learning. We may hope to educate a good many knowledgeable people, and some wise ones. What we ought to discourage is a schooling that turns out young people who know the price of everything and the value of nothing : people replete with information and unable to digest it. Offer the rising generation a discipline of mind and conscience, ladies and gentlemen; a body of firm knowledge and an enlivened imagination; and if the rising generation does not bless you, at least posterity will. Do that, and we may transcend the Informational Society; we may even achieve a Tolerable Society.

Ans- The Information Revolution, marked by advancements in technology and the rise of mass communication platforms, has undoubtedly brought significant changes to individuals’ lives and society as a whole. I completely agree that the information revolution has profoundly transformed mass communication and has had both positive and negative effects on individuals’ lives and society as a whole. 

One of the most significant positive effects of the information revolution is the unprecedented connectivity it has brought. Communication barriers have been broken down, allowing people from different corners of the globe to connect and exchange ideas effortlessly. Social media platforms, instant messaging applications, and video conferencing tools have made it possible for individuals to maintain relationships, collaborate on projects, and engage in meaningful discussions regardless of geographical boundaries. This increased connectivity has fostered a sense of global community and has facilitated cultural exchange, tolerance, and understanding. 

However, it is essential to acknowledge that the information revolution has also presented challenges and negative effects. The overwhelming amount of information available can lead to information overload and make it difficult to discern accurate and reliable sources. The Revolution of Information Economics: The Past and the Future

The economics of information has constituted a revolution in economics, providing explanations of phenomena that previously had been unexplained and upsetting longstanding presumptions, including that of market efficiency, with profound implications for economic policy. Information failures are associated with numerous other market failures, including incomplete risk markets, imperfect capital markets, and imperfections in competition, enhancing opportunities for rent seeking and exploitation. This paper puts into perspective nearly a half century of research, including recent advances in understanding the implications of imperfect information for financial market regulation, macro-stability, inequality, and public and corporate governance; and in recognizing the endogeneity of information imperfections. It explores the consequences of recent advances in technology and the policy challenges and opportunities they present for competition policy and policies regarding privacy and transparency. The paper notes the role that information economics played in stimulating other advances in economics, including contract theory and behavioral economics. It reinvigorated institutional economics, showing how institutions mattered, in some cases explaining institutional features that could not be well-understood in the conventional paradigm, and in others showing how institutional responses to market failures might or might not be welfare enhancing. The paper argues that the new paradigm provides a markedly different, and better, lens for looking at the economy than the older perfect markets competitive paradigm.

Include an introduction and conclusion

A conclusion is essential for IELTS writing task 2. It is more important than most people realise. You will be penalised for missing a conclusion in your IELTS essay.

The easiest paragraph to write in an essay is the conclusion paragraph. This is because the paragraph mostly contains information that has already been presented in the essay – it is just the repetition of some information written in the introduction paragraph and supporting paragraphs.

The conclusion paragraph only has 3 sentences:

  • Prediction or recommendation

To summarize, a robotic teacher does not have the necessary disciple to properly give instructions to students and actually works to retard the ability of a student to comprehend new lessons. Therefore, it is clear that the idea of running a classroom completely by a machine cannot be supported. After thorough analysis on this subject, it is predicted that the adverse effects of the debate over technology-driven teaching will always be greater than the positive effects, and because of this, classroom teachers will never be substituted for technology.

The Internet has turned our existence upside down. It has revolutionized communications, to the extent that it is now our preferred medium of everyday communication. In almost everything we do, we use the Internet. Ordering a pizza, buying a television, sharing a moment with a friend, sending a picture over instant messaging. Before the Internet, if you wanted to keep up with the news, you had to walk down to the newsstand when it opened in the morning and buy a local edition reporting what had happened the previous day. But today a click or two is enough to read your local paper and any news source from anywhere in the world, updated up to the minute.

The Internet itself has been transformed. In its early days—which from a historical perspective are still relatively recent—it was a static network designed to shuttle a small freight of bytes or a short message between two terminals; it was a repository of information where content was published and maintained only by expert coders. Today, however, immense quantities of information are uploaded and downloaded over this electronic leviathan, and the content is very much our own, for now we are all commentators, publishers, and creators.

In the 1980s and 1990s, the Internet widened in scope to encompass the IT capabilities of universities and research centers, and, later on, public entities, institutions, and private enterprises from around the world. The Internet underwent immense growth; it was no longer a state-controlled project, but the largest computer network in the world, comprising over 50,000 sub-networks, 4 million systems, and 70 million users.

The emergence of  web 2.0  in the first decade of the twenty-first century was itself a revolution in the short history of the Internet, fostering the rise of social media and other interactive, crowd-based communication tools.

The Internet was no longer concerned with information exchange alone: it was a sophisticated multidisciplinary tool enabling individuals to create content, communicate with one another, and even escape reality. Today, we can send data from one end of the world to the other in a matter of seconds, make online presentations, live in parallel “game worlds,” and use pictures, video, sound, and text to share our real lives, our genuine identity. Personal stories go public; local issues become global.

The rise of the Internet has sparked a debate about how online communication affects social relationships. The Internet frees us from geographic fetters and brings us together in topic-based communities that are not tied down to any specific place. Ours is a networked, globalized society connected by new technologies. The Internet is the tool we use to interact with one another, and accordingly poses new challenges to privacy and security.

Information technologies have wrought fundamental change throughout society, driving it forward from the industrial age to the networked era. In our world, global information networks are vital infrastructure—but in what ways has this changed human relations? The Internet has changed business, education, government, healthcare, and even the ways in which we interact with our loved ones—it has become one of the key drivers of social evolution.

The changes in social communication are of particular significance. Although analogue tools still have their place in some sectors, new technologies are continuing to gain ground every day, transforming our communication practices and possibilities—particularly among younger people. The Internet has removed all communication barriers. Online, the conventional constraints of space and time disappear and there is a dizzyingly wide range of communicative possibilities. The impact of social media applications has triggered discussion of the “new communication democracy.”

The development of the Internet today is being shaped predominantly by instant, mobile communications. The mobile Internet is a fresh revolution. Comprehensive Internet connectivity via smartphones and tablets is leading to an increasingly mobile reality: we are not tied to any single specific device, and everything is in the cloud.

People no longer spend hours gazing at a computer screen after work or class; instead, they use their mobile devices to stay online everywhere, all the time.

Anyone failing to keep abreast of this radical change is losing out on an opportunity.

Communication Opportunities Created by the Internet

The Internet has become embedded in every aspect of our day-to-day lives, changing the way we interact with others. This insight struck me when I started out in the world of social media. I created my first social network in 2005, when I was finishing college in the United States—it had a political theme. I could already see that social media were on the verge of changing our way of communicating, helping us to share information by opening up a new channel that cuts across conventional ones.

That first attempt did not work out, but I learned from the experience.I get the feeling that in many countries failure is punished too harshly—but the fact is, the only surefire way of avoiding failure is to do nothing at all. I firmly believe that mistakes help you improve; getting it wrong teaches you how to get it right. Creativity, hard work, and a positive attitude will let you achieve any goal.

Tuenti (which, contrary to widespread belief, has nothing to do with the number 20; it is short for “tu entidad,” the Spanish for “your entity”) is a social communication platform for genuine friends. From the outset, the idea was to keep it simple, relevant, and private. That’s the key to its success.

I think the real value of social media is that you can stay in touch from moment to moment with the people who really matter to you. Social media let you share experiences and information; they get people and ideas in touch instantly, without frontiers. Camaraderie, friendship, and solidarity—social phenomena that have been around for as long as humanity itself—have been freed from the conventional restrictions of space and time and can now thrive in a rich variety of ways.

Out of all the plethora of communication opportunities that the Internet has opened up, I would highlight the emergence of social media and the way they have intricately melded into our daily lives. Social media have changed our personal space, altering the way we interact with our loved ones, our friends, and our sexual partners; they have forced us to rethink even basic daily processes like studying and shopping; they have affected the economy by nurturing the business startup culture and electronic commerce; they have even given us new ways to form broad-based political movements.

The Internet and Education

The Internet has clearly impacted all levels of education by providing unbounded possibilities for learning. I believe the future of education is a networked future. People can use the Internet to create and share knowledge and develop new ways of teaching and learning that captivate and stimulate students’ imagination at any time, anywhere, using any device. By connecting and empowering students and educators, we can speed up economic growth and enhance the well-being of society throughout the world. We should work together, over a network, to build the global learning society.

The network of networks is an inexhaustible source of information. What’s more, the Internet has enabled users to move away from their former passive role as mere recipients of messages conveyed by conventional media to an active role, choosing what information to receive, how, and when. The information recipient even decides whether or not they want to stay informed.

We have moved on from scattergun mass communication to a pattern where the user proactively selects the information they need.

Students can work interactively with one another, unrestricted by physical or time constraints. Today, you can use the Internet to access libraries, encyclopedias, art galleries, news archives, and other information sources from anywhere in the world: I believe this is a key advantage in the education field. The web is a formidable resource for enhancing the process of building knowledge.

I also believe the Internet is a wonderful tool for learning and practicing other languages—this continues to be a critical issue in many countries, including Spain, and, in a globalized world, calls for special efforts to improve.

The Internet, in addition to its communicative purposes, has become a vital tool for exchanging knowledge and education; it is not just an information source, or a locus where results can be published, it is also a channel for cooperating with other people and groups who are working on related research topics.

The Internet and Privacy and Security

Another key issue surrounding Internet use is privacy. Internet users are becoming more sensitive to the insight that privacy is a must-have in our lives.

Privacy has risen near the top of the agenda in step with an increasing awareness of the implications of using social media. Much of the time, people started to use social media with no real idea of the dangers, and have wised up only through trial and error—sheer accident, snafus, and mistakes. Lately, inappropriate use of social media seems to hit the headlines every day. Celebrities posting inappropriate comments to their profiles, private pictures and tapes leaked to the Internet at large, companies displaying arrogance toward users, and even criminal activities involving private-data trafficking or social media exploitation.

All this shows that—contrary to what many people seem to have assumed—online security and privacy are critical, and, I believe, will become even more important going forward. And, although every user needs privacy, the issue is particularly sensitive for minors—despite attempts to raise their awareness, children still behave recklessly online.

I have always been highly concerned about privacy. On Tuenti, the default privacy setting on every user account is the highest available level of data protection. Only people the user has accepted as a “friend” can access their personal details, see their telephone number, or download their pictures. This means that, by default, user information is not accessible to third parties. In addition, users are supported by procedures for reporting abuse. Any user can report a profile or photograph that is abusive, inappropriate, or violates the terms of use: action is taken immediately. Security and privacy queries are resolved within 24 hours.

We need to be aware that different Internet platforms provide widely different privacy experiences. Some of them are entirely open and public; no steps whatsoever are taken to protect personal information, and all profiles are indexable by Internet search engines.

On the other hand, I think the debate about whether social media use should be subject to an age requirement is somewhat pointless, given that most globally active platforms operate without age restrictions. The European regulatory framework is quite different from the United States and Asian codes. Companies based in Europe are bound by rigorous policies on privacy and underage use of social media. This can become a competitive drawback when the ground rules do not apply equally to all players—our American and Japanese competitors, for instance, are not required to place any kind of age constraint on access.

Outside the scope of what the industry or regulators can do, it is vital that users themselves look after the privacy of their data. I believe the information is the user’s property, so the user is the only party entitled to control the collection, use, and disclosure of any information about him or herself. Some social networks seem to have forgotten this fact—they sell data, make it impossible to delete an account, or make it complex and difficult to manage one’s privacy settings. Everything should be a lot simpler and more transparent.

Social networks should continue to devote intense efforts to developing self-regulation mechanisms and guidelines for this new environment of online coexistence to ensure that user information is safe: the Internet should be a space for freedom, but also for trust. The main way of ensuring that social media are used appropriately is awareness. But awareness and user education will be of little use unless it becomes an absolute requirement that the privacy of the individual is treated as a universal value.

The Internet and Culture

As in the sphere of education, the development of information and communication technologies and the wide-ranging effects of globalization are changing what we are, and the meaning of cultural identity. Ours is a complex world in which cultural flows across borders are always on the rise. The concepts of space, time, and distance are losing their conventional meanings. Cultural globalization is here, and a global movement of cultural processes and initiatives is underway.

Again, in the cultural arena, vast fields of opportunity open up thanks to online tools. The possibilities are multiplied for disseminating a proposal, an item of knowledge, or a work of art. Against those doomsayers who warn that the Internet is harming culture, I am radically optimistic. The Internet is bringing culture closer to more people, making it more easily and quickly accessible; it is also nurturing the rise of new forms of expression for art and the spread of knowledge. Some would say, in fact, that the Internet is not just a technology, but a cultural artifact in its own right.

In addition to its impact on culture itself, the Internet is enormously beneficial for innovation, which brings progress in all fields of endeavor—the creation of new goods, services, and ideas, the advance of knowledge and society, and increasing well-being.

The Internet and Personal Relationships

The Internet has also changed the way we interact with our family, friends, and life partners. Now everyone is connected to everyone else in a simpler, more accessible, and more immediate way; we can conduct part of our personal relationships using our laptops, smart phones, and tablets.

The benefits of always-online immediate availability are highly significant. I would find a long-distance relationship with my life partner or my family unthinkable without the communication tools that the network of networks provides me with. I’m living in Madrid, but I can stay close to my brother in California. For me, that is the key plus of the Internet: keeping in touch with the people who really matter to me.

As we have seen, the Internet revolution is not just technological; it also operates at a personal level, and throughout the structure of society. The Internet makes it possible for an unlimited number of people to communicate with one another freely and easily, in an unrestricted way.

Just a century ago, this was unimaginable. An increasing number of couples come together, stay together, or break up with the aid—or even as a consequence—of social communication tools. There are even apps and social networks out there that are purposely designed to help people get together for sex.

Of course, when compared to face-to-face communication, online communication is severely limited in the sense impressions it can convey (an estimated 60 to 70 percent of human communication takes place nonverbally), which can lead to misunderstandings and embarrassing situations—no doubt quite a few relationships have floundered as a result. I think the key is to be genuine, honest, and real at all times, using all the social media tools and their many advantages. Let’s just remember that a liar and a cheat online is a liar and a cheat offline too.

The Internet and Social and Political Activism

Even before the emergence of social media, pioneering experiments took place in the political sphere—like  Essembly , a project I was involved in. We started to create a politically themed platform to encourage debate and provide a home for social and political causes; but the social networks that have later nurtured activism in a new way were not as yet in existence.

Research has shown that young people who voice their political opinions on the Internet are more inclined to take part in public affairs. The better informed a citizen is, the more likely they will step into the polling booth, and the better they will express their political liberties. The Internet has proved to be a decisive communication tool in the latest election campaigns. It is thanks to the Internet that causes in the social, welfare, ideological, and political arenas have been spoken up for and have won the support of other citizens sharing those values—in many cases, with a real impact on government decision making.

The Internet and Consumer Trends

New technologies increase the speed of information transfer, and this opens up the possibility of “bespoke” shopping. The Internet offers an immense wealth of possibilities for buying content, news, and leisure products, and all sorts of advantages arise from e-commerce, which has become a major distribution channel for goods and services. You can book airline tickets, get a T-shirt from Australia, or buy food at an online grocery store. New applications support secure business transactions and create new commercial opportunities.

In this setting, it is the consumer who gains the upper hand, and the conventional rules and methods of distribution and marketing break down. Consumers’ access to information multiplies, and their reviews of their experience with various products and services take center stage. Access to product comparisons and rankings, user reviews and comments, and recommendations from bloggers with large followings have shaped a new scenario for consumer behavior, retail trade, and the economy in general.

The Internet and the Economy

The Internet is one of the key factors driving today’s economy. No one can afford to be left behind. Even in a tough macroeconomic framework, the Internet can foster growth, coupled with enhanced productivity and competitiveness.

The Internet provides opportunities for strengthening the economy: How should we tackle them? While Europe—and Spain specifically—are making efforts to make the best possible use of the Internet, there are areas in which their approach needs to improve. Europe faces a major challenge, and risks serious failure if it lets the United States run ahead on its own. The European Commission, in its “Startup Manifesto,” suggests that the Old World be more entrepreneur-friendly—the proposal is backed by companies like Spotify and Tuenti. Europe lacks some of the necessary know-how. We need to improve in financial services and in data privacy, moving past the obsolete regulatory framework we now have and making a bid to achieve a well-connected continent with a single market for 4G mobile connections. We need to make it easier to hire talent outside each given country.

The use of e-commerce should be encouraged among small and medium-sized enterprises so that growth opportunities can be exploited more intensely. Following the global trend of the Internet, companies should internalize their online business. And much more emphasis should be placed on new technologies training in the academic and business spheres.

Modern life is global, and Spain is competing against every other country in the world. I do not believe in defeatism or victim culture. Optimism should not translate into callousness, but I sincerely believe that if you think creatively, if you find a different angle, if you innovate with a positive attitude and without fear of failure, then you can change things for the better. Spain needs to seize the moment to reinvent itself, grasping the opportunities offered up by the online world. We need to act, take decisions, avoid “paralysis through analysis.” I sometimes feel we are too inclined to navel-gazing: Spain shuts itself off, fascinated with its own contradictions and local issues, and loses its sense of perspective. Spain should open up to the outside, use the crisis as an opportunity to do things differently, in a new way—creating value, underlining its strengths, aspiring to be something more.

In the United States, for instance, diving headfirst into a personal Internet-related startup is regarded as perfectly normal. I’m glad to see that this entrepreneurial spirit is beginning to take hold here as well. I believe in working hard, showing perseverance, keeping your goals in view, surrounding yourself with talent, and taking risks. No risk, no success. We live in an increasingly globalized world: of course you can have a Spain-based Internet startup, there are no frontiers.

We need to take risks and keep one step ahead of the future. It is precisely the most disruptive innovations that require radical changes in approach and product, which might not even find a market yet ready for them—these are the areas providing real opportunities to continue being relevant, to move forward and “earn” the future, creating value and maintaining leadership. It is the disruptive changes that enable a business, product, or service to revolutionize the market—and, particularly in the technology sector, such changes are a necessity.

The Future of Social Communications, Innovation, Mobile Technologies, and Total Connectivity in Our Lives

The future of social communications will be shaped by an  always-online  culture.  Always online  is already here and will set the trend going forward. Total connectivity, the Internet you can take with you wherever you go, is growing unstoppably. There is no turning back for global digitalization.

Innovation is the driving force of growth and progress, so we need to shake up entrenched processes, products, services, and industries, so that all of us together—including established businesses, reacting to their emerging competitors—can move forward together.

Innovation is shaping and will continue to shape the future of social communications. It is already a reality that Internet connections are increasingly mobile. A survey we conducted in early 2013 in partnership with Ipsos found that 94 percent of Tuenti users aged 16 to 35 owned cell phones, 84 percent of users connected to the Internet using their phones, and 47 percent had mobile data subscriptions for connecting to the Internet. A total of 74 percent of users reported connecting to the Internet from their phone on a daily basis, while 84 percent did so at least weekly. Only 13 percent did not use their phones to connect to the Internet, and that percentage is decreasing every day.

Mobile Internet use alters the pattern of device usage; the hitherto familiar ways of accessing the Internet are changing too. The smartphone activities taking up the most time (over three hours a day) include instant messaging (38%), social media use (35%), listening to music (24%), and web browsing (20%). The activities taking up the least time (under five minutes a day) are: SMS texting (51%), watching movies (43%), reading and writing e-mail (38%), and talking on the phone (32%). Things are still changing.

Smartphones are gaining ground in everyday life. Many of the purposes formerly served by other items now involve using our smartphones. Some 75 percent of young people reported having replaced their MP3 player with their phone, 74 percent use their phone as an alarm clock, 70 percent use it as their camera, and 67 percent use it as their watch.

We have been observing these shifts for a while, which is why we decided to reinvent ourselves by placing smartphones at the heart of our strategy. I want to use this example as a showcase of what is happening in the world of social communication and the Internet in general: mobile connectivity is bringing about a new revolution. Tuenti is no longer just a social network, and social media as a whole are becoming more than just websites. The new Tuenti provides native mobile apps for Android, iPhone, Blackberry, Windows Phone, as well as the Firefox OS app and the mobile version of the website, m.tuenti.com. Tuenti is now a cross-platform service that lets users connect with their friends and contacts from wherever they may be, using their device of choice. A user with a laptop can IM in real time with a user with a smartphone, and switch from one device to another without losing the thread of the conversation. The conversations are in the cloud, so data and contacts are preserved independently of the devices being used. This means the experience has to be made uniform across platforms, which sometimes involves paring down functionalities, given the processing and screen size limitations of mobile devices. Facebook, Twitter, Instagram, LinkedIn, and so on are all evolving to become increasingly cross-platform experiences. But Tuenti is the first social network that has also developed its own Mobile Virtual Network Operator (MVNO)—the company is an Internet service provider over the mobile network. Tuenti is an MVNO with a social media angle, and this may be the future path of telecommunications.

Social media are evolving to become something more, and innovation must be their hallmark if they are to continue being relevant. Tuenti now embraces both social communications and telecom services provision, offering value added by letting you use the mobile app free of charge and without using up your data traffic allowance, even if you have no credit on your prepaid card—this is wholly revolutionary in the telecom sector. The convergence of social media with more traditional sectors is already bringing about a new context for innovation, a new arena for the development and growth of the Internet.

Just about everything in the world of the Internet still lies ahead of us, and mobile communications as we know them must be reinvented by making them more digital. The future will be shaped by innovation converging with the impact of mobility. This applies not just to social media but to the Internet in general, particularly in the social communications field. I feel that many people do not understand what we are doing and have no idea of the potential development of companies like ours at the global level. Right now, there may be somebody out there, in some corner of the world, developing the tool that will turn the Internet upside down all over again. The tool that will alter our day-to-day life once more. Creating more opportunities, providing new benefits to individuals, bringing more individual and collective well-being. Just ten years ago, social media did not exist; in the next ten years, something else radically new will emerge. There are many areas in which products, processes, and services can be improved or created afresh. The future is brimming with opportunities, and the future of the Internet has only just begun.

The Digital Revolution: How Technology is Changing the Way We Communicate and Interact

This article examines the impact of technology on human interaction and explores the ever-evolving landscape of communication. With the rapid advancement of technology, the methods and modes of communication have undergone a significant transformation. This article investigates both the positive and negative implications of this digitalization. Technological innovations, such as smartphones, social media, and instant messaging apps, have provided unprecedented accessibility and convenience, allowing people to connect effortlessly across distances. However, concerns have arisen regarding the quality and authenticity of these interactions. The article explores the benefits of technology, including improved connectivity, enhanced information sharing, and expanded opportunities for collaboration. It also discusses potential negative effects including a decline in in-person interactions, a loss of empathy, and an increase in online anxiety. This article tries to expand our comprehension of the changing nature of communication in the digital age by exposing the many ways that technology has an impact on interpersonal interactions. It emphasizes the necessity of intentional and thoughtful communication techniques to preserve meaningful connections in a society that is becoming more and more reliant on technology.

Introduction:

Technology has significantly transformed our modes of communication and interaction, revolutionizing the way we connect with one another over the past few decades. However, the COVID-19 pandemic has acted as a catalyst, expediting this transformative process, and necessitating our exclusive reliance on digital tools for socializing, working, and learning. Platforms like social media and video conferencing have emerged in recent years, expanding our options for virtual communication. The impact of these changes on our lives cannot be ignored. In this article, we will delve into the ways in which technology has altered our communication and interaction patterns and explore the consequences of these changes for our relationships, mental well-being, and society.

To gain a deeper understanding of this topic, I have conducted interviews and surveys, allowing us to gather firsthand insights from individuals of various backgrounds. Additionally, we will compare this firsthand information with the perspectives shared by experts in the field. By drawing on both personal experiences and expert opinions, we seek to provide a comprehensive analysis of how technology influences our interpersonal connections. Through this research, we hope to get a deeper comprehension of the complex interactions between technology and people, enabling us to move mindfully and purposefully through the rapidly changing digital environment.

The Evolution of Communication: From Face-to-Face to Digital Connections:

In the realm of communication, we have various mediums at our disposal, such as face-to-face interactions, telephone conversations, and internet-based communication. According to Nancy Baym, an expert in the field of technology and human connections, face-to-face communication is often regarded as the most personal and intimate, while the phone provides a more personal touch than the internet. She explains this in her book Personal Connections in the Digital Age by stating, “Face-to-face is much more personal; phone is personal as well, but not as intimate as face-to-face… Internet would definitely be the least personal, followed by the phone (which at least has the vocal satisfaction) and the most personal would be face-to-face” (Baym 2015).  These distinctions suggest that different communication mediums are perceived to have varying levels of effectiveness in conveying emotion and building relationships. This distinction raises thought-provoking questions about the impact of technology on our ability to forge meaningful connections. While the internet offers unparalleled convenience and connectivity, it is essential to recognize its limitations in reproducing the depth of personal interaction found in face-to-face encounters. These limitations may be attributed to the absence of nonverbal cues, such as facial expressions, body language, and tone of voice, which are vital elements in understanding and interpreting emotions accurately.

Traditionally, face-to-face interactions held a prominent role as the primary means of communication, facilitating personal and intimate connections. However, the rise of technology has brought about significant changes, making communication more convenient but potentially less personal. The rise of phones, instant messaging, and social media platforms has revolutionized how we connect with others. While these digital tools offer instant connectivity and enable us to bridge geographical distances, they introduce a layer of blockage that may impact the depth and quality of our interactions. It is worth noting that different communication mediums have their strengths and limitations. Phone conversations, for instance, retain a certain level of personal connection through vocal interactions, allowing for the conveyance of emotions and tones that text-based communication may lack. However, even with this advantage, phone conversations still fall short of the depth and richness found in face-to-face interactions, as they lack visual cues and physical presence.

Internet-based communication, on the other hand, is considered the least personal medium. Online interactions often rely on text-based exchanges, which may not fully capture the nuances of expression, tone, and body language. While the internet offers the ability to connect with a vast network of individuals and share information on a global scale, it may not facilitate the same depth and authenticity that in-person or phone conversations can provide. As a result, establishing meaningful connections and building genuine relationships in an online setting can be challenging. Research and observations support these ideas. Figure 1. titled “Social Interaction after Electronic Media Use,” shows the potential impact of electronic media on social interaction (source: ResearchGate). This research highlights the need to carefully consider the effects of technology on our interpersonal connections. While technology offers convenience and connectivity, it is essential to strike a balance, ensuring that we do not sacrifice the benefits of face-to-face interactions for the sake of digital convenience.

The Limitations and Effects of Digital Communication

In today’s digital age, the limitations and effects of digital communication are becoming increasingly evident. While the phone and internet offer undeniable benefits such as convenience and the ability to connect with people regardless of geographical distance, they fall short in capturing the depth and richness of a face-to-face conversation. The ability to be in the same physical space as the person we’re communicating with, observing their facial expressions, body language, and truly feeling their presence, is something unique and irreplaceable.

Ulrike Schultze, in her thought-provoking TED Talk titled “How Social Media Shapes Identity,” delves further into the impact of digital communication on our lives by stating, “we construct the technology, but the technology also constructs us. We become what technology allows us to become” (Schultze 2015). This concept highlights how our reliance on digital media for interaction has led to a transformation in how we express ourselves and relate to others.

The influence of social media has been profound in shaping our communication patterns and interpersonal dynamics. Research conducted by Kalpathy Subramanian (2017) examined the influence of social media on interpersonal communication, highlighting the changes it brings to the way we interact and express ourselves (Subramanian 2017). The study found that online communication often involves the use of abbreviations, emoticons, and hashtags, which have become embedded in our online discourse. These digital communication shortcuts prioritize speed and efficiency, but they also contribute to a shift away from the physical action of face-to-face conversation, where nonverbal cues and deeper emotional connections can be fostered.

Additionally, the study emphasizes the impact of social media on self-presentation and identity construction. With the rise of platforms like Facebook, Instagram, and Twitter, individuals have a platform to curate and present themselves to the world. This online self-presentation can influence how we perceive ourselves and how others perceive us, potentially shaping our identities in the process. The study further suggests that the emphasis on self-presentation and the pressure to maintain a certain image on social media can lead to increased stress and anxiety among users.

Interviews:

I conducted interviews with individuals from different age groups to gain diverse perspectives on how technology and social media have transformed the way we connect with others. By exploring the experiences of a 21-year-old student and an individual in their 40s, we can better understand the evolving dynamics of interpersonal communication in the digital age. These interviews shed light on the prevalence of digital communication among younger generations, their preference for convenience, and the concerns raised by individuals from older age groups regarding the potential loss of deeper emotional connections.

When I asked the 21-year-old classmate about how technology has changed the way they interact with people in person, they expressed, “To be honest, I spend more time texting, messaging, or posting on social media than actually talking face-to-face with others. It’s just so much more convenient.” This response highlights the prevalence of digital communication among younger generations and their preference for convenience over traditional face-to-face interactions. It suggests that technology has significantly transformed the way young people engage with others, with a greater reliance on virtual interactions rather than in-person conversations. Additionally, the mention of convenience as a driving factor raises questions about the potential trade-offs in terms of depth and quality of interpersonal connections.

To gain insight from an individual in their 40s, I conducted another interview. When asked about their experiences with technology and social media, they shared valuable perspectives. They mentioned that while they appreciate the convenience and accessibility offered by technology, they also expressed concerns about its impact on interpersonal connections. They emphasized the importance of face-to-face interactions in building genuine relationships and expressed reservations about the potential loss of deeper emotional connections in digital communication. Additionally, they discussed the challenges of adapting to rapid technological advancements and the potential generational divide in communication preferences.

Comparing the responses from both interviews, it is evident that there are generational differences in the perception and use of technology for communication. While the 21-year-old classmate emphasized convenience as a primary factor in favor of digital communication, the individual in their 40s highlighted the importance of face-to-face interactions and expressed concerns about the potential loss of meaningful connections in the digital realm. This comparison raises questions about the potential impact of technology on the depth and quality of interpersonal relationships across different age groups. It also invites further exploration into how societal norms and technological advancements shape individuals’ preferences and experiences.

Overall, the interviews revealed a shift towards digital communication among both younger and older individuals, with varying perspectives. While convenience and connectivity are valued, concerns were raised regarding the potential drawbacks, including the pressure to maintain an idealized online presence and the potential loss of genuine connections. It is evident that technology and social media have transformed the way we communicate and interact with others, but the interviews also highlighted the importance of maintaining a balance and recognizing the value of face-to-face interactions in fostering meaningful relationships.

I have recently conducted a survey with my classmates to gather insights on how technology and social media have influenced communication and interaction among students in their daily lives. Although the number of responses is relatively small, the collected data allows us to gain a glimpse into individual experiences and perspectives on this matter.

One of the questions asked in the survey was how often students rely on digital communication methods, such as texting, messaging, or social media, in comparison to engaging in face-to-face conversations. The responses indicated a clear trend towards increased reliance on digital communication, with 85% of participants stating that they frequently use digital platforms as their primary means of communication. This suggests a significant shift away from traditional face-to-face interactions, highlighting the pervasive influence of technology in shaping our communication habits.

Furthermore, the survey explored changes in the quality of interactions and relationships due to the increased use of technology and social media. Interestingly, 63% of respondents reported that they had noticed a decrease in the depth and intimacy of their connections since incorporating more digital communication into their lives. Many participants expressed concerns about the difficulty of conveying emotions effectively through digital channels and the lack of non-verbal cues that are present in face-to-face interactions. It is important to note that while the survey results provide valuable insights into individual experiences, they are not representative of the entire student population. The small sample size limits the generalizability of the findings. However, the data collected does shed light on the potential impact of technology and social media on communication and interaction patterns among students.

Expanding on the topic, I found an insightful figure from Business Insider that sheds light on how people utilize their smartphones (Business Insider). Figure 2. illustrates the average smartphone owner’s daily time spent on various activities. Notably, communication activities such as texting, talking, and social networking account for a significant portion, comprising 59% of phone usage. This data reinforces the impact of digital communication on our daily lives, indicating the substantial role it plays in shaping our interactions with others.  Upon comparing this research with the data, I have gathered, a clear trend emerges, highlighting that an increasing number of individuals primarily utilize their smartphones for communication and interaction purposes.

The Digital Make Over:

In today’s digital age, the impact of technology on communication and interaction is evident, particularly in educational settings. As a college student, I have witnessed the transformation firsthand, especially with the onset of the COVID-19 pandemic. The convenience of online submissions for assignments has led to a growing trend of students opting to skip physical classes, relying on the ability to submit their work remotely. Unfortunately, this shift has resulted in a decline in face-to-face interactions and communication among classmates and instructors.

The decrease in physical attendance raises concerns about the potential consequences for both learning and social connections within the academic community. Classroom discussions, collaborative projects, and networking opportunities are often fostered through in-person interactions. By limiting these experiences, students may miss out on valuable learning moments, diverse perspectives, and the chance to establish meaningful connections with their peers and instructors.

Simon Lindgren, in his thought-provoking Ted Talk , “Media Are Not Social, but People Are,” delves deeper into the effects of technology and social media on our interactions. Lindgren highlights a significant point by suggesting that while technology may have the potential to make us better individuals, we must also recognize its potential pitfalls. Social media, for instance, can create filter bubbles that limit our exposure to diverse viewpoints, making us less in touch with reality and more narrow-minded. This cautionary reminder emphasizes the need to approach social media thoughtfully, seeking out diverse perspectives and avoiding the pitfalls of echo chambers. Furthermore, it is crucial to strike a balance between utilizing technology for educational purposes and embracing the benefits of in-person interactions. While technology undoubtedly facilitates certain aspects of education, such as online learning platforms and digital resources, we must not overlook the importance of face-to-face communication. In-person interactions allow for nuanced non-verbal cues, deeper emotional connections, and real-time engagement that contribute to a more comprehensive learning experience.

A study conducted by Times Higher Education delved into this topic, providing valuable insights. Figure 3. from the study illustrates a significant drop in attendance levels after the pandemic’s onset. Undeniably, technology played a crucial role in facilitating the transition to online learning. However, it is important to acknowledge that this shift has also led to a decline in face-to-face interactions, which have long been regarded as essential for effective communication and relationship-building. While technology continues to evolve and reshape the educational landscape, it is imperative that we remain mindful of its impact on communication and interaction. Striking a balance between digital tools and in-person engagement can help ensure that we leverage the benefits of technology while preserving the richness of face-to-face interactions. By doing so, we can foster a holistic educational experience that encompasses the best of both worlds and cultivates meaningful connections among students, instructors, and the academic community.

When asked about the impact of online submissions for assignments on physical attendance in classes, the survey revealed mixed responses. While 73% of participants admitted that the convenience of online submissions has led them to skip classes occasionally, 27% emphasized the importance of in-person attendance for better learning outcomes and social interactions. This finding suggests that while technology offers convenience, it also poses challenges in maintaining regular face-to-face interactions, potentially hindering educational and social development, and especially damaging the way we communicate and interact with one another. Students are doing this from a young age, and it comes into huge effect once they are trying to enter the work force and interact with others. When examining the survey data alongside the findings from Times Higher Education, striking similarities become apparent regarding how students approach attending classes in person with the overall conclusion being a massive decrease in students attending class which hinders the chance for real life interaction and communication. the convenience and instant gratification provided by technology can create a sense of detachment and impatience in interpersonal interactions. Online platforms allow for quick and immediate responses, and individuals can easily disconnect or switch between conversations. This can result in a lack of attentiveness and reduced focus on the person with whom one is communicating, leading to a superficial engagement that may hinder the establishment of genuine connections.

Conclusion:

Ultimately, the digital revolution has profoundly transformed the way we communicate and interact with one another. The COVID-19 pandemic has accelerated this transformation, leading to increased reliance on digital tools for socializing, working, and learning. While technology offers convenience and connectivity, it also introduces limitations and potential drawbacks. The shift towards digital communication raises concerns about the depth and quality of our connections, as well as the potential loss of face-to-face interactions. However, it is essential to strike a balance between digital and in-person engagement, recognizing the unique value of physical presence, non-verbal cues, and deeper emotional connections that face-to-face interactions provide. By navigating the digital landscape with mindfulness and intentionality, we can harness the transformative power of technology while preserving and nurturing the essential elements of human connection.

Moving forward, it is crucial to consider the impact of technology on our relationships, mental well-being, and society. As technology continues to evolve, we must be cautious of its potential pitfalls, such as the emphasis on self-presentation, the potential for increased stress and anxiety, and the risk of forgetting how to interact in person. Striking a balance between digital and face-to-face interactions can help ensure that technology enhances, rather than replaces, genuine human connections. By prioritizing meaningful engagement, valuing personal interactions, and leveraging the benefits of technology without compromising the depth and quality of our relationships, we can navigate the digital revolution in a way that enriches our lives and fosters authentic connections.

The Digital Revolution (also known as the Third Industrial Revolution) is the shift from mechanical and analogue electronic technology to digital electronics, which began in the closing years of the 20th century.

The adoption of computers and other aspects of digital technology has transformed how humans interact with their environment, and these changes continue to the day.

This article will further give details about the Digital Revolution within the context of the Civil Services Examination.

History of Digital Revolution in Brief

  • The invention of the Analytical Engine (the precursor to the modern-day computer) by Charles Babbage in the late 19th century and as well as that of the telegraph is believed to have accelerated the Digital Revolution.
  • Digital communication began to be viable for economic reasons when the personal computer was invented.
  • The Digital Revolution was all about the conversion of analog technology to that of the digital format. This would make it possible for copies of the original to be made. For example, repeatable hardware was able to amplify the digital signal and pass it on with no loss of information in the signal
  • The turning point of the revolution was the change from analogue to digitally recorded music. During the 1980s, the digital format of optical compact discs gradually replaced analog formats, such as vinyl records and cassette tapes, as the popular medium of choice.

Social Impact of the Digital Revolution

The Digital Revolution has come with its fair share of negative and positive factors. They are detailed as follows:

Positive aspects:

  • Greater interconnectedness
  • Easier communication
  • Exposure of information that in the past could have more easily been suppressed by totalitarian regimes.

The revolutions during the Arab Spring of 2010-2012 were enabled by social networking and smartphone technology.

Regarding the economic impact of the digital revolution, there has been a wide- range of impacts. For example, without the advent of the internet, globalization would not be a feasible venture in today’s world

The revolution altered the way individuals and companies interact with each other. Small and medium enterprises today have access to large markets of the world

The adoption of digital technologies has resulted in a boost in economic productivity and its allied activities.

With the increase of technical advances, the digital revolution has created a demand for new job skills.

Negative effects

  • Information overload,
  • The rise in Internet predators
  • Forms of social isolation
  • Media saturation
  • Infringement in personal privacy

There have been some cases where excessive use of digital devices as well as computers for personal use has been linked to a company’s productivity, or at least such a perception seems to exist.

Personal computing and other non-work related digital activities in the workplace thus helped lead to stronger forms of privacy invasion, such as keystroke recording and information filtering applications (spyware and content-control software).

India and Digital Revolution

  • The Digital India programme, launched in July 2015, is a flagship programme of the Government of India with a vision of transforming India into a digitally empowered society and knowledge economy.
  • India is one of the biggest and fastest-growing digital markets in the world.
  • Decisive government action and private-sector innovation are driving rapid, large-scale digital adoption.
  • With nearly 1.2 billion mobile subscriptions and 560 million internet subscriptions, India is home to the second-largest mobile subscription base in the world and the second-largest internet.
  • The Digital revolution has given considerable benefits to society at large, but it has also brought its fair share of concerns in the process.
  • Powers of communication and information sharing have been greatly expanded and with it  new technologies that can exploit the information concerned have also cropped up.
  • It has ushered in a new scenario where mass surveillance can become the norm, bringing in its wake new concerns about civil and human rights.

Although the internet’s official birthday is often debated, it was the invention of the world wide web that drove the democratization of information access and shaped the modern internet we use today.

Created by British scientist Tim Berners-Lee, the World Wide Web was launched to the public in 1993 and brought with it the dawn of online communication, e-commerce and the beginning of the digital economy.

Despite the enormous progress since its invention, 2.6 billion people still lack internet access and global digital inclusion is considered a priority. The World Economic Forum’s EDISON Alliance aims to bridge this gap and digitally connect 1 billion people to essential services like healthcare, education and finance by 2025.

1997: Wi-Fi

The emergence of publicly available Wi-Fi in 1997 changed the face of internet access – removing the need to tether to a network via a cable. Without Wi-Fi, the smartphone and the ever-present internet connection we’ve come to rely on, wouldn’t have been possible, and it has become an indispensable part of our modern, connected world.

1998: Google

The launch of Google’s search engine in 1998 marked the beginning of efficient web search, transforming how people across the globe accessed and navigated online information . Today, there are many others to choose from – Bing, Yahoo!, Baidu – but Google remains the world’s most-used search engine.

2004: Social media

Over the past two decades, the rise of social media and social networking has dominated our connected lives. In 2004, MySpace became the first social media site to reach one million monthly active users. Since then, platforms like Facebook, Instagram and TikTok have reshaped communication and social interaction , nurturing global connectivity and information sharing on an enormous scale, albeit not without controversy .

2007: The iPhone

More than a decade after the first smartphone had been introduced, the iPhone redefined mobile technology by combining a phone, music player, camera and internet communicator in one sleek device. It set new standards for smartphones and ultimately accelerated the explosion of smartphone usage we see across the planet today.

2009: Bitcoin

The foundations for modern digital payments were laid in the late 1950s with the introduction of the first credit and debit cards, but it was the invention of Bitcoin in 2009 that set the stage for a new era of secure digital transactions. The first decentralized cryptocurrency, Bitcoin introduced a new form of digital payment system that operates independently of traditional banking systems. Its underlying technology, blockchain, revolutionized the concept of digital transactions by providing a secure, transparent, and decentralized method for peer-to-peer payments. Bitcoin has not only influenced the development of other cryptocurrencies but has also sparked discussions about the future of money in the digital age.

2014: Virtual reality

2014 was a pivotal year in the development of virtual reality (VR) for commercial applications. Facebook acquired the Oculus VR company for $2 billion and kickstarted a drive for high-quality VR experiences to be made accessible to consumers. Samsung and Sony also announced VR products, and Google released the now discontinued Cardboard – a low-cost, do-it-yourself viewer for smartphones. The first batch of Oculus Rift headsets began shipping to consumers in 2016.

2015: Autonomous vehicles

Autonomous vehicles have gone from science fiction to science fact in the past two decades, and predictions suggest that almost two-thirds of registered passenger cars worldwide will feature partly-assisted driving and steering by 2025 . In 2015, the introduction of Tesla’s Autopilot brought autonomous features to consumer vehicles, contributing to the mainstream adoption of self-driving technology.

2019: Quantum computing

A significant moment in the history of quantum computing was achieved in October 2019 when Google’s Sycamore processor demonstrated “quantum supremacy” by solving a complex problem faster than the world’s most powerful supercomputers. Quantum technologies can be used in a variety of applications and offer transformative impacts across industries. The World Economic Forum’s Quantum Economy Blueprint provides a framework for value-led, democratic access to quantum resources to help ensure an equitable global distribution and avoid a quantum divide.

2020: The COVID-19 pandemic

The COVID-19 pandemic accelerated digital transformation on an unprecedented scale . With almost every aspect of human life impacted by the spread of the virus – from communicating with loved ones to how and where we work – the rate of innovation and uptake of technology across the globe emphasized the importance of remote work, video conferencing, telemedicine and e-commerce in our daily lives.

In response to the uncertainties surrounding generative AI and the need for robust AI governance frameworks to ensure responsible and beneficial outcomes for all, the Forum’s Centre for the Fourth Industrial Revolution (C4IR) has launched the AI Governance Alliance .

The Alliance will unite industry leaders, governments, academic institutions, and civil society organizations to champion responsible global design and release of transparent and inclusive AI systems.

2022: Artificial intelligence

Artificial intelligence (AI) technology has been around for some time and AI-powered consumer electronics, from smart home devices to personalized assistants, have become commonplace. However, the emergence of mainstream applications of generative AI has dominated the sector in recent years.

In 2022, OpenAI unveiled its chatbot, ChatGPT. Within a week, it had gained over one million users and become the fastest-growing consumer app in history . In the same year, DALL-E 2, a text-to-image generative AI tool, also launched.

While many organizations’ climate goals are lofty, enterprise technology leaders—CIOs, chief digital innovation officers (CDIOs), and chief technology officers (CTOs), among others—have not always succeeded at turning climate ambitions into reality. One of the biggest reasons is that hard facts and clear paths of action are scarce. Misconceptions and misinformation have clouded the picture of what CIOs and tech leaders should do.

We have done extensive analysis of where technology can have the biggest impact on reducing emissions. To start, we divided technology’s role into two primary types of activities:

  • offense—the use of technology and analytics to cut emissions by reducing (improving operational efficiency), replacing (shifting emission-generating activities to cleaner alternatives), and reusing (recycling material)
  • defense—the actions IT can take to reduce emissions from the enterprise’s technology estate

Scope of the McKinsey analysis

McKinsey’s emissions analysis for this report focuses on enterprise technology emissions, which are the business IT emissions from the hardware, software, IT services, enterprise communications equipment, mobile devices, fixed and mobile network services, and internal technology teams that a company uses for its own operations and that a CIO has control over. These include the emissions related to the full life cycles of the products and services that an enterprise IT function uses, including their development, delivery, usage, and end of life (exhibit). Our internal services emissions' analysis assumes around 40 percent of IT workers are working from home.

The analysis does not include the emissions from the technology products and services that a company is selling (such as data center capacity sold by hyperscalers), operational technology devices (such as sensors and point-of-sale systems), and cryptocurrency mining.

The defense activities are where the CIO, as the head of IT, can act independently and quickly. This article focuses on defense, specifically the IT elements over which a CIO has direct control. We examined emissions from use of electricity for owned enterprise IT operations, such as the running of on-premises data centers and devices (classified as scope 2 by the Greenhouse Gas Protocol 1 Greenhouse Gas Protocol: Technical Guidance for Calculating Scope 3 Emissions: Supplement to the Corporate Value Chain (Scope 3) Accounting & Reporting Standard , World Resources Institute & World Business Council for Sustainable Development, 2013. Scope 1 emissions are direct emissions from the activities of an organization or under their control, including fuel combustion on site such as gas boilers, fleet vehicles, and air-conditioning leaks; scope 2 emissions are from electricity purchased and used by the organization; and scope 3 emissions are all indirect emissions not included in scope 2 that occur in the value chain of the reporting company, including both upstream and downstream emissions. ), and indirect emissions from technology devices that the CIO buys and disposes of (scope 3). 2 These calculations do not include emissions from technology-driven services sold, such as cloud capacity. (See sidebar, “Scope of the McKinsey analysis.”)

What the facts say

Our analysis has uncovered several facts that contravene some commonly held views about enterprise technology emissions. These facts involve the significant amount of tech-related emissions, the share of emissions from end-user devices, the variety of mitigation options available, and the favorable impact of shifting to cloud computing.

Enterprise technology generates significant emissions

Enterprise technology is responsible for emitting about 350 to 400 megatons of carbon dioxide equivalent gases (CO 2 e), accounting for about 1 percent of total global greenhouse gas (GHG) emissions. At first blush, this might not seem like a lot, but it equals about half of the emissions from aviation or shipping and is the equivalent of the total carbon emitted by the United Kingdom.

The industry sector that contributes the largest share of technology-related scope 2 and scope 3 GHG emissions is communications, media, and services (Exhibit 1). Enterprise technology’s contribution to total emissions is especially high for insurance (45 percent of total scope 2 emissions) and for banking and investment services (36 percent).

This amount of carbon dioxide and equivalent gases is a significant prize for companies under increasing pressure to cut emissions. Progress on climate change requires action on many fronts, and enterprise technology offers an important option that CIOs and companies can act on quickly.

The biggest carbon culprit is end-user devices, not on-premises data centers

End-user devices—laptops, tablets, smartphones, and printers—generate 1.5 to 2.0 times more carbon globally than data centers (Exhibit 2). 3 On-premises and co-located data centers used by enterprises, not including data center capacity sold by hyperscalers. One reason is that companies have significantly more end-user devices than servers in on-premises data centers. In addition, the devices typically are replaced much more often: smartphones have an average refresh cycle of two years, laptops four years, and printers five years. On average, servers are replaced every five years, though 19 percent of organizations wait longer. 4 Rhona Ascierto and Andy Lawrence, Uptime Institute global data center survey 2020 , Uptime Institute, July 2020.

More worrisome, emissions from end-user devices are on track to increase at a CAGR of 12.8 percent per year. 5 End-user computing market: Growth, trends, COVID-19 impact, and forecasts (2022–2027) , Mordor Intelligence, January 2022. Efforts to address this could target the major causes of emissions from these devices. About three-fourths of the emissions comes from manufacturing, upstream transportation, and disposal. A significant source of these emissions is the semiconductors that power the devices.

Plenty of low-cost/high-impact options exist, starting with improved sourcing

We have found that when it comes to going green, many CIOs think in terms of investments needed to replace items or upgrade facilities. Our analysis, however, finds that CIOs can capture significant carbon benefits without making a significant investment—and in some cases can even save money (Exhibit 3).

Overall, for example, 50 to 60 percent of emissions related to end-user devices can be addressed through sourcing changes, primarily by procuring fewer devices per person and extending the life cycle of each device through recycling. These options will not require any investment and will lower costs, though companies may want to evaluate the impact on employee experience.

In addition, companies can more aggressively recycle their devices; 89 percent of organizations recycle less than 10 percent of their hardware overall. 6 Sustainable IT: Why it’s time for a green revolution for your organization’s IT , Capgemini Research Institute, 2021. CIOs can put pressure on suppliers to use greener devices, especially as companies in the semiconductor sector are already increasing their commitments to emission reduction. Further low-cost, high-impact actions include optimizing business travel and data center computing needs, as well as increasing the use of cloud to manage workloads.

Moving to cloud has more impact than optimizing data centers

Optimizing an on-premises data center’s power usage effectiveness (PUE) 7 PUE describes how efficiently a computer data center uses energy, expressed as the ratio of total facility energy to IT equipment energy. is expensive and results in limited carbon abatement. If a company were to double what it spends on infrastructure and cloud to reduce PUE, it would cut carbon emissions by only 15 to 20 percent. Structural improvements in data centers and optimized layout can help, but the impact is limited, and many companies have already implemented them. More aggressive measures, such as moving data centers to cooler locations or investing in new cooling tech, are prohibitively expensive.

A more effective approach is to migrate workloads to the cloud. Hyperscalers (also known as cloud service providers) and co-locators are investing significantly to become greener through measures such as buying green energy themselves and investing in ultra-efficient data centers with a PUE equal to or less than 1.10, compared with the average PUE of 1.57 for an on-premises data center. 8 “Uptime Institute 11th annual Global Data Center Survey shows sustainability, outage, and efficiency challenges amid capacity growth,” Uptime Institute, September 14, 2021. (We estimate that companies could achieve just a 1.3 PUE score for their data center if they invested nearly 250 percent more, on average, over what they currently spend for their data centers and cloud presence.)

With thoughtful migration to and optimized usage of the cloud, companies could reduce the carbon emissions from their data centers by more than 55 percent—about 40 megatons of CO 2 e worldwide, the equivalent of the total carbon emissions from Switzerland.

Three steps to take now

With companies and governments under intensifying pressure to cut carbon emissions and with technology playing a key role in delivering on those goals, CIOs will find themselves on the front lines. The challenge will be to reduce IT’s carbon footprint while delivering high-quality, low-cost technology services to customers and employees.

On average, completion of the defensive steps might take three to four years. However, CIOs who act decisively and precisely can achieve 15 to 20 percent of carbon reduction potential in the first year with minimal investment.

CIOs can choose from among a wide array responses, particularly in conjunction with the CEO and the board. However, three measures they can take right now will prepare the organization for longer-term efforts. These measures involve sourcing strategies, key metrics, and a performance management system.

Far and away the fastest and most effective defensive measure for reducing IT carbon emissions is to revise policies for technology sourcing. Optimizing the number of devices in line with standards followed by companies in the top quartile 9 Top quartile in terms of the ratio of devices to people is derived from the number of devices per person. Our analysis uses McKinsey Digital’s Ignite solutions and 2020 data. would reduce about 30 percent of end-user-device emissions, the amount of carbon emitted by Hong Kong. For example, top-quartile companies have one printer for every 16 people in the workplace; the overall average is one printer per eight people.

This sourcing shift does not necessarily lead to a degradation in user experience, because the rollout of 5G and increasingly advanced processing and compute power allow the main processing function to happen at the server. Therefore, devices can be less powerful and consume much less energy. Essentially, this is a software-as-a-service (SaaS) model where high-end and user-friendly experiences happen on the server, not the device. The effectiveness of this approach will depend on having stable networks, less resource-intensive coding at the device level, edge computing capabilities, and shifts of offerings to more efficient platforms (for example, cloud).

As part of this effort, the CIO and the business’s head of procurement will need to collaborate on reviewing and adjusting device refresh timelines and device-to-person ratios, as well as adjusting the basis for purchasing decisions. Procurement generally relies on cost/benefit calculations, and rightly so. That approach will need to expand to account for carbon dioxide emissions. The spirit of collaboration should extend to suppliers as well, with the parties working together to formulate plans that provide the greatest benefits for all.

A more thoughtful sourcing strategy extends beyond end-user devices. CIOs, for example, should look for green sources of the electricity IT uses. When these sources are unavailable, CIOs can direct procurement to power purchase agreements to offset carbon use. CIOs can also set green standards for their vendors and suppliers, requiring GHG emissions disclosures and incorporating them into their criteria for purchase decisions.

Establish a green ROI metric for technology costs

Any real progress on green technology can happen only when companies measure their “green returns.” But today, most green metrics omit cost and savings, which ultimately makes them impractical. A better metric focuses on cost per ton of carbon saved (accounting for costs saved as well). Sophisticated models calculate emissions throughout the full life cycle, including production, transportation, and disposal.

CIOs can further assess suppliers, manufacturers, and service providers based on how advanced they are in recycling and refurbishing electronics; designing circular components; extending product life cycles with better design, higher-quality manufacturing, and more robust materials; offering repair services; and reselling to consumers.

Decisions about IT spending need to consider a range of factors, including technical debt abatement and business strategy. Along with these factors, companies should institutionalize a green ROI metric that is transparent to everybody in the business as an element in IT decision making, including in requests for proposals (RFPs). Doing so will enable companies to better understand the true impact their technology is having on carbon emissions.

Put in place green measurement systems

Establishing a green ROI metric is only a start. CIOs need to establish a baseline of performance, measure progress against the baseline, and track impact in near real time, much as companies track real-time computer and network usage for applications in the cloud. This kind of measuring system ensures that CIOs know what’s working and what isn’t, so they can adjust quickly.

In practice, implementing green measurement can be challenging. Some companies have spent a year measuring their carbon footprint, ending up with an outdated analysis. This tends to happen when companies are determined to measure every bit of carbon emitted, a praiseworthy but time-consuming effort. CIOs can make substantial progress by instead prioritizing measurement where the impact is highest, such as tracking the number of end-user devices purchased and in use, the current duration of use for each device, and the ratio of devices per user. Another way CIOs can make quick progress is to embed emissions- and power-monitoring capabilities into large technology assets and work with external providers, such as electricity companies, to track usage in real time.

Effectively combating climate change won’t happen through one or two big wins; those don’t exist yet. To have real impact, companies and governments will need to act in many areas. Technology has a huge role to play in many of these areas, but CIOs and tech leaders need to act quickly and decisively.

How it works

Not only did the Townsend Acts have a profound economic impact, but they also ignited colonial opposition that led to the American Revolution, making them one of the most important episodes in pre-revolutionary American history. These regulations, which were passed between 1767 and 1768, served as both financial instruments and reminders of Britain’s growing control over the American colonies. This increased unrest and prepared the ground for a revolution.

The Acts bear Charles Townsend’s name, the British Chancellor of the Exchequer, who thought that the American colonies could be used as a means of relieving the financial strains of the British Empire, which had been exacerbated by the French and Indian War.

Imports of glass, lead, paints, paper, and tea into the colonies were subject to duties under the statutes. Townsend had two goals in mind: first, he wanted to prove that Britain had the authority to tax the colonies, and second, he wanted to use the money collected to pay the salaries of British officials in America, removing them from colonial authority and influence.

The reaction in the colonies was swift and furious. Unlike the earlier Sugar Act, which was also grievous but more economically driven, the Townsend Acts were seen as an explicit violation of the political rights of the colonists. This perception stemmed from a fundamental British principle: that English subjects could not be taxed without their consent, expressed through their elected representatives. Since the colonies had no representatives in Parliament, they believed these taxes violated their rights as Englishmen.

The colonial response took many forms. Intellectual opposition was spearheaded by figures like John Dickinson, who articulated the colonial argument against taxation without representation in his letters from a Pennsylvania farmer. On the ground, the response was more visceral. Boycotts of British goods became common, and merchants banded together to avoid importing goods taxed by the Acts. This form of economic resistance was a significant precursor to the later, more coordinated efforts that would be seen in the lead-up to the revolution.

Moreover, the enforcement of these acts led to increasing tensions between British officials and colonists, notably seen in incidents like the Boston Massacre. This tragic event, which occurred partly as a result of the heightened military presence in Boston to enforce these taxes, underscored the growing rift between Britain and its American colonies.

Despite their significant economic impact, the Townsend Acts did not generate substantial revenue. This shortfall exposed a fundamental flaw in Townsend’s reasoning: the assumption that colonists would choose to pay the taxes rather than forego the goods. However, the strong colonial opposition through non-importation agreements undermined these expectations, leading to the repeal of all the duties except the tax on tea in 1770. The retention of the tea tax, however, remained a sticking point, illustrating Britain’s persistence in asserting its tax authority over the colonies, which eventually led to the iconic Boston Tea Party.

In hindsight, the Townsend Acts did more than just tax a few commodities; they galvanized a burgeoning American political identity and catalyzed organizational and ideological developments that would later define the Revolutionary War. The acts helped forge a unified colonial opposition, which became instrumental in resisting British rule. This unity was significantly bolstered by the widespread communication among colonies, facilitated by the acts’ shared grievances.

In essence, the Townsend Acts played a crucial role not just in the economics of the colonies but in the psychology of a budding nation. They were as much a catalyst for economic innovation, such as the development of local industries to circumvent British goods, as they were for political revolution. Thus, these Acts are not merely footnotes in American history but pivotal moments that highlight the complex interplay between economics and politics in the journey towards independence.

As such, the story of the Townsend Acts offers a compelling glimpse into the causes of the American Revolution, providing not just a narrative of economic imposition but also a tale of the rise of a collective American identity against perceived injustice. This chapter in history serves as a testament to the power of collective resistance and the profound impact of policy on the path to national formation.

When Prison and Mental Illness Amount to a Death Sentence

The downward spiral of one inmate, Markus Johnson, shows the larger failures of the nation’s prisons to care for the mentally ill.

Markus Johnson slumped naked against the wall of his cell, skin flecked with pepper spray, his face a mask of puzzlement, exhaustion and resignation. Four men in black tactical gear pinned him, his face to the concrete, to cuff his hands behind his back.

He did not resist. He couldn’t. He was so gravely dehydrated he would be dead by their next shift change.

“I didn’t do anything,” Mr. Johnson moaned as they pressed a shield between his shoulders.

It was 1:19 p.m. on Sept. 6, 2019, in the Danville Correctional Center, a medium-security prison a few hours south of Chicago. Mr. Johnson, 21 and serving a short sentence for gun possession, was in the throes of a mental collapse that had gone largely untreated, but hardly unwatched.

He had entered in good health, with hopes of using the time to gain work skills. But for the previous three weeks, Mr. Johnson, who suffered from bipolar disorder and schizophrenia, had refused to eat or take his medication. Most dangerous of all, he had stealthily stopped drinking water, hastening the physical collapse that often accompanies full-scale mental crises.

Mr. Johnson’s horrific downward spiral, which has not been previously reported, represents the larger failures of the nation’s prisons to care for the mentally ill. Many seriously ill people receive no treatment . For those who do, the outcome is often determined by the vigilance and commitment of individual supervisors and frontline staff, which vary greatly from system to system, prison to prison, and even shift to shift.

The country’s jails and prisons have become its largest provider of inpatient mental health treatment, with 10 times as many seriously mentally ill people now held behind bars as in hospitals. Estimating the population of incarcerated people with major psychological problems is difficult, but the number is likely 200,000 to 300,000, experts say.

Many of these institutions remain ill-equipped to handle such a task, and the burden often falls on prison staff and health care personnel who struggle with the dual roles of jailer and caregiver in a high-stress, dangerous, often dehumanizing environment.

In 2021, Joshua McLemore , a 29-year-old with schizophrenia held for weeks in an isolation cell in Jackson County, Ind., died of organ failure resulting from a “refusal to eat or drink,” according to an autopsy. In April, New York City agreed to pay $28 million to settle a lawsuit filed by the family of Nicholas Feliciano, a young man with a history of mental illness who suffered severe brain damage after attempting to hang himself on Rikers Island — as correctional officers stood by.

Mr. Johnson’s mother has filed a wrongful-death suit against the state and Wexford Health Sources, a for-profit health care contractor in Illinois prisons. The New York Times reviewed more than 1,500 pages of reports, along with depositions taken from those involved. Together, they reveal a cascade of missteps, missed opportunities, potential breaches of protocol and, at times, lapses in common sense.

Prison officials and Wexford staff took few steps to intervene even after it became clear that Mr. Johnson, who had been hospitalized repeatedly for similar episodes and recovered, had refused to take medication. Most notably, they did not transfer him to a state prison facility that provides more intensive mental health treatment than is available at regular prisons, records show.

The quality of medical care was also questionable, said Mr. Johnson’s lawyers, Sarah Grady and Howard Kaplan, a married legal team in Chicago. Mr. Johnson lost 50 to 60 pounds during three weeks in solitary confinement, but officials did not initiate interventions like intravenous feedings or transfer him to a non-prison hospital.

And they did not take the most basic step — dialing 911 — until it was too late.

There have been many attempts to improve the quality of mental health treatment in jails and prisons by putting care on par with punishment — including a major effort in Chicago . But improvements have proved difficult to enact and harder to sustain, hampered by funding and staffing shortages.

Lawyers representing the state corrections department, Wexford and staff members who worked at Danville declined to comment on Mr. Johnson’s death, citing the unresolved litigation. In their interviews with state police investigators, and in depositions, employees defended their professionalism and adherence to procedure, while citing problems with high staff turnover, difficult work conditions, limited resources and shortcomings of co-workers.

But some expressed a sense of resignation about the fate of Mr. Johnson and others like him.

Prisoners have “much better chances in a hospital, but that’s not their situation,” said a senior member of Wexford’s health care team in a deposition.

“I didn’t put them in prison,” he added. “They are in there for a reason.”

Markus Mison Johnson was born on March 1, 1998, to a mother who believed she was not capable of caring for him.

Days after his birth, he was taken in by Lisa Barker Johnson, a foster mother in her 30s who lived in Zion, Ill., a working-class city halfway between Chicago and Milwaukee. Markus eventually became one of four children she adopted from different families.

The Johnson house is a lively split level, with nieces, nephews, grandchildren and neighbors’ children, family keepsakes, video screens and juice boxes. Ms. Johnson sits at its center on a kitchen chair, chin resting on her hand as children wander over to share their thoughts, or to tug on her T-shirt to ask her to be their bathroom buddy.

From the start, her bond with Markus was particularly powerful, in part because the two looked so much alike, with distinctive dimpled smiles. Many neighbors assumed he was her biological son. The middle name she chose for him was intended to convey that message.

“Mison is short for ‘my son,’” she said standing over his modest footstone grave last summer.

He was happy at home. School was different. His grades were good, but he was intensely shy and was diagnosed with attention deficit hyperactivity disorder in elementary school.

That was around the time the bullying began. His sisters were fierce defenders, but they could only do so much. He did the best he could, developing a quick, taunting tongue.

These experiences filled him with a powerful yearning to fit in.

It was not to be.

When he was around 15, he called 911 in a panic, telling the dispatcher he saw two men standing near the small park next to his house threatening to abduct children playing there. The officers who responded found nothing out of the ordinary, and rang the Johnsons’ doorbell.

He later told his mother he had heard a voice telling him to “protect the kids.”

He was hospitalized for the first time at 16, and given medications that stabilized him for stretches of time. But the crises would strike every six months or so, often triggered by his decision to stop taking his medication.

His family became adept at reading signs he was “getting sick.” He would put on his tan Timberlands and a heavy winter coat, no matter the season, and perch on the edge of his bed as if bracing for battle. Sometimes, he would cook his own food, paranoid that someone might poison him.

He graduated six months early, on the dean’s list, but was rudderless, and hanging out with younger boys, often paying their way.

His mother pointed out the perils of buying friendship.

“I don’t care,” he said. “At least I’ll be popular for a minute.”

Zion’s inviting green grid of Bible-named streets belies the reality that it is a rough, unforgiving place to grow up. Family members say Markus wanted desperately to prove he was tough, and emulated his younger, reckless group of friends.

Like many of them, he obtained a pistol. He used it to hold up a convenience store clerk for $425 in January 2017, according to police records. He cut a plea deal for two years of probation, and never explained to his family what had made him do it.

But he kept getting into violent confrontations. In late July 2018, he was arrested in a neighbor’s garage with a handgun he later admitted was his. He was still on probation for the robbery, and his public defender negotiated a plea deal that would send him to state prison until January 2020.

An inpatient mental health system

Around 40 percent of the about 1.8 million people in local, state and federal jails and prison suffer from at least one mental illness, and many of these people have concurrent issues with substance abuse, according to recent Justice Department estimates.

Psychological problems, often exacerbated by drug use, often lead to significant medical problems resulting from a lack of hygiene or access to good health care.

“When you suffer depression in the outside world, it’s hard to concentrate, you have reduced energy, your sleep is disrupted, you have a very gloomy outlook, so you stop taking care of yourself,” said Robert L. Trestman , a Virginia Tech medical school professor who has worked on state prison mental health reforms.

The paradox is that prison is often the only place where sick people have access to even minimal care.

But the harsh work environment, remote location of many prisons, and low pay have led to severe shortages of corrections staff and the unwillingness of doctors, nurses and counselors to work with the incarcerated mentally ill.

In the early 2000s, prisoners’ rights lawyers filed a class-action lawsuit against Illinois claiming “deliberate indifference” to the plight of about 5,000 mentally ill prisoners locked in segregated units and denied treatment and medication.

In 2014, the parties reached a settlement that included minimum staffing mandates, revamped screening protocols, restrictions on the use of solitary confinement and the allocation of about $100 million to double capacity in the system’s specialized mental health units.

Yet within six months of the deal, Pablo Stewart, an independent monitor chosen to oversee its enforcement, declared the system to be in a state of emergency.

Over the years, some significant improvements have been made. But Dr. Stewart’s final report , drafted in 2022, gave the system failing marks for its medication and staffing policies and reliance on solitary confinement “crisis watch” cells.

Ms. Grady, one of Mr. Johnson’s lawyers, cited an additional problem: a lack of coordination between corrections staff and Wexford’s professionals, beyond dutifully filling out dozens of mandated status reports.

“Markus Johnson was basically documented to death,” she said.

‘I’m just trying to keep my head up’

Mr. Johnson was not exactly looking forward to prison. But he saw it as an opportunity to learn a trade so he could start a family when he got out.

On Dec. 18, 2018, he arrived at a processing center in Joliet, where he sat for an intake interview. He was coherent and cooperative, well-groomed and maintained eye contact. He was taking his medication, not suicidal and had a hearty appetite. He was listed as 5 feet 6 inches tall and 256 pounds.

Mr. Johnson described his mood as “go with the flow.”

A few days later, after arriving in Danville, he offered a less settled assessment during a telehealth visit with a Wexford psychiatrist, Dr. Nitin Thapar. Mr. Johnson admitted to being plagued by feelings of worthlessness, hopelessness and “constant uncontrollable worrying” that affected his sleep.

He told Dr. Thapar he had heard voices in the past — but not now — telling him he was a failure, and warning that people were out to get him.

At the time he was incarcerated, the basic options for mentally ill people in Illinois prisons included placement in the general population or transfer to a special residential treatment program at the Dixon Correctional Center, west of Chicago. Mr. Johnson seemed out of immediate danger, so he was assigned to a standard two-man cell in the prison’s general population, with regular mental health counseling and medication.

Things started off well enough. “I’m just trying to keep my head up,” he wrote to his mother. “Every day I learn to be stronger & stronger.”

But his daily phone calls back home hinted at friction with other inmates. And there was not much for him to do after being turned down for a janitorial training program.

Then, in the spring of 2019, his grandmother died, sending him into a deep hole.

Dr. Thapar prescribed a new drug used to treat major depressive disorders. Its most common side effect is weight gain. Mr. Johnson stopped taking it.

On July 4, he told Dr. Thapar matter-of-factly during a telehealth check-in that he was no longer taking any of his medications. “I’ve been feeling normal, I guess,” he said. “I feel like I don’t need the medication anymore.”

Dr. Thapar said he thought that was a mistake, but accepted the decision and removed Mr. Johnson from his regular mental health caseload — instructing him to “reach out” if he needed help, records show.

The pace of calls back home slackened. Mr. Johnson spent more time in bed, and became more surly. At a group-therapy session, he sat stone silent, after showing up late.

By early August, he was telling guards he had stopped eating.

At some point, no one knows when, he had intermittently stopped drinking fluids.

‘I’m having a breakdown’

Then came the crash.

On Aug. 12, Mr. Johnson got into a fight with his older cellmate.

He was taken to a one-man disciplinary cell. A few hours later, Wexford’s on-site mental health counselor, Melanie Easton, was shocked by his disoriented condition. Mr. Johnson stared blankly, then burst into tears when asked if he had “suffered a loss in the previous six months.”

He was so unresponsive to her questions she could not finish the evaluation.

Ms. Easton ordered that he be moved to a 9-foot by 8-foot crisis cell — solitary confinement with enhanced monitoring. At this moment, a supervisor could have ticked the box for “residential treatment” on a form to transfer him to Dixon. That did not happen, according to records and depositions.

Around this time, he asked to be placed back on his medication but nothing seems to have come of it, records show.

By mid-August, he said he was visualizing “people that were not there,” according to case notes. At first, he was acting more aggressively, once flicking water at a guard through a hole in his cell door. But his energy ebbed, and he gradually migrated downward — from standing to bunk to floor.

“I’m having a breakdown,” he confided to a Wexford employee.

At the time, inmates in Illinois were required to declare an official hunger strike before prison officials would initiate protocols, including blood testing or forced feedings. But when a guard asked Mr. Johnson why he would not eat, he said he was “fasting,” as opposed to starving himself, and no action seems to have been taken.

‘Tell me this is OK!’

Lt. Matthew Morrison, one of the few people at Danville to take a personal interest in Mr. Johnson, reported seeing a white rind around his mouth in early September. He told other staff members the cell gave off “a death smell,” according to a deposition.

On Sept. 5, they moved Mr. Johnson to one of six cells adjacent to the prison’s small, bare-bones infirmary. Prison officials finally placed him on the official hunger strike protocol without his consent.

Mr. Morrison, in his deposition, said he was troubled by the inaction of the Wexford staff, and the lack of urgency exhibited by the medical director, Dr. Justin Young.

On Sept. 5, Mr. Morrison approached Dr. Young to express his concerns, and the doctor agreed to order blood and urine tests. But Dr. Young lived in Chicago, and was on site at the prison about four times a week, according to Mr. Kaplan. Friday, Sept. 6, 2019, was not one of those days.

Mr. Morrison arrived at work that morning, expecting to find Mr. Johnson’s testing underway. A Wexford nurse told him Dr. Young believed the tests could wait.

Mr. Morrison, stunned, asked her to call Dr. Young.

“He’s good till Monday,” Dr. Young responded, according to Mr. Morrison.

“Come on, come on, look at this guy! You tell me this is OK!” the officer responded.

Eventually, Justin Duprey, a licensed nurse practitioner and the most senior Wexford employee on duty that day, authorized the test himself.

Mr. Morrison, thinking he had averted a disaster, entered the cell and implored Mr. Johnson into taking the tests. He refused.

So prison officials obtained approval to remove him forcibly from his cell.

‘Oh, my God’

What happened next is documented in video taken from cameras held by officers on the extraction team and obtained by The Times through a court order.

Mr. Johnson is scarcely recognizable as the neatly groomed 21-year-old captured in a cellphone picture a few months earlier. His skin is ashen, eyes fixed on the middle distance. He might be 40. Or 60.

At first, he places his hands forward through the hole in his cell door to be cuffed. This is against procedure, the officers shout. His hands must be in back.

He will not, or cannot, comply. He wanders to the rear of his cell and falls hard. Two blasts of pepper spray barely elicit a reaction. The leader of the tactical team later said he found it unusual and unnerving.

The next video is in the medical unit. A shield is pressed to his chest. He is in agony, begging for them to stop, as two nurses attempt to insert a catheter.

Then they move him, half-conscious and limp, onto a wheelchair for the blood draw.

For the next 20 minutes, the Wexford nurse performing the procedure, Angelica Wachtor, jabs hands and arms to find a vessel that will hold shape. She winces with each puncture, tries to comfort him, and grows increasingly rattled.

“Oh, my God,” she mutters, and asks why help is not on the way.

She did not request assistance or discuss calling 911, records indicate.

“Can you please stop — it’s burning real bad,” Mr. Johnson said.

Soon after, a member of the tactical team reminds Ms. Wachtor to take Mr. Johnson’s vitals before taking him back to his cell. She would later tell Dr. Young she had been unable to able to obtain his blood pressure.

“You good?” one of the team members asks as they are preparing to leave.

“Yeah, I’ll have to be,” she replies in the recording.

Officers lifted him back onto his bunk, leaving him unconscious and naked except for a covering draped over his groin. His expressionless face is visible through the window on the cell door as it closes.

‘Cardiac arrest.’

Mr. Duprey, the nurse practitioner, had been sitting inside his office after corrections staff ordered him to shelter for his own protection, he said. When he emerged, he found Ms. Wachtor sobbing, and after a delay, he was let into the cell. Finding no pulse, Mr. Duprey asked a prison employee to call 911 so Mr. Johnson could be taken to a local emergency room.

The Wexford staff initiated CPR. It did not work.

At 3:38 p.m., the paramedics declared Markus Mison Johnson dead.

Afterward, a senior official at Danville called the Johnson family to say he had died of “cardiac arrest.”

Lisa Johnson pressed for more information, but none was initially forthcoming. She would soon receive a box hastily crammed with his possessions: uneaten snacks, notebooks, an inspirational memoir by a man who had served 20 years at Leavenworth.

Later, Shiping Bao, the coroner who examined his body, determined Mr. Johnson had died of severe dehydration. He told the state police it “was one of the driest bodies he had ever seen.”

For a long time, Ms. Johnson blamed herself. She says that her biggest mistake was assuming that the state, with all its resources, would provide a level of care comparable to what she had been able to provide her son.

She had stopped accepting foster care children while she was raising Markus and his siblings. But as the months dragged on, she decided her once-boisterous house had become oppressively still, and let local agencies know she was available again.

“It is good to have children around,” she said. “It was too quiet around here.”
