Citations are required in all types of academic texts. They are needed for several reasons:

  • To avoid plagiarism by indicating when you’re taking information from another source
  • To give proper credit to the author of that source
  • To allow the reader to consult your sources for themselves

Usually, your institution (or the journal you’re submitting to) will require you to follow a specific citation style, so check your guidelines or ask your instructor.

In some cases, you may have to choose a citation style for yourself. Make sure to pick one style and use it consistently:

  • APA Style is widely used in the social sciences and beyond.
  • MLA style is common in the humanities.
  • Chicago notes and bibliography , common in the humanities
  • Chicago author-date , used in the (social) sciences
  • There are many other citation styles for different disciplines.

If in doubt, check with your instructor or read other papers from your field of study to see what style they follow.

In most styles, your citations consist of:

  • Brief in-text citations at the relevant points in the text
  • A reference list or bibliography containing full information on all the sources you’ve cited

In-text citations most commonly take the form of parenthetical citations featuring the last name of the source’s author and its year of publication (aka author-date citations).

An alternative to this type of in-text citation is the system used in numerical citation styles , where a number is inserted into the text, corresponding to an entry in a numbered reference list.

There are also note citation styles , where you place your citations in either footnotes or endnotes . Since they’re not embedded in the text itself, these citations can provide more detail and sometimes aren’t accompanied by a full reference list or bibliography.

A reference list (aka “Bibliography” or “Works Cited,” depending on the style) is where you provide full information on each of the sources you’ve cited in the text. It appears at the end of your paper, usually with a hanging indent applied to each entry.

The information included in reference entries is broadly similar, whatever citation style you’re using. For each source, you’ll typically include the:

  • Author name
  • Publication date
  • Container (e.g., the book an essay was published in, the journal an article appeared in)
  • Location (e.g., a URL or DOI , or sometimes a physical location)

The exact information included varies depending on the source type and the citation style. The order in which the information appears, and how you format it (e.g., capitalization, use of italics) also varies.

Most commonly, the entries in your reference list are alphabetized by author name. This allows the reader to easily find the relevant entry based on the author name in your in-text citation.

In numerical citation styles, the entries in your reference list are numbered, usually based on the order in which you cite them. The reader finds the right entry based on the number that appears in the text.

At college level, you must properly cite your sources in all essays , research papers , and other academic texts (except exams and in-class exercises).

Add a citation whenever you quote , paraphrase , or summarize information or ideas from a source. You should also give full source details in a bibliography or reference list at the end of your text.

The exact format of your citations depends on which citation style you are instructed to use. The most common styles are APA , MLA , and Chicago .

The abbreviation “ et al. ” (Latin for “and others”) is used to shorten citations of sources with multiple authors.

While Sandel argues that pursuing perfection through genetic engineering would decrease our sense of humility, he claims that the sense of solidarity we would lose is also important.

This thesis summarizes several points in Sandel’s argument, but it does not make a claim about how we should understand his argument. A reader who read Sandel’s argument would not also need to read an essay based on this descriptive thesis.  

Broad thesis (arguable, but difficult to support with evidence) 

Michael Sandel’s arguments about genetic engineering do not take into consideration all the relevant issues.

This is an arguable claim because it would be possible to argue against it by saying that Michael Sandel’s arguments do take all of the relevant issues into consideration. But the claim is too broad. Because the thesis does not specify which “issues” it is focused on—or why it matters if they are considered—readers won’t know what the rest of the essay will argue, and the writer won’t know what to focus on. If there is a particular issue that Sandel does not address, then a more specific version of the thesis would include that issue—hand an explanation of why it is important.  

Arguable thesis with analytical claim 

While Sandel argues persuasively that our instinct to “remake” (54) ourselves into something ever more perfect is a problem, his belief that we can always draw a line between what is medically necessary and what makes us simply “better than well” (51) is less convincing.

This is an arguable analytical claim. To argue for this claim, the essay writer will need to show how evidence from the article itself points to this interpretation. It’s also a reasonable scope for a thesis because it can be supported with evidence available in the text and is neither too broad nor too narrow.  

Arguable thesis with normative claim 

Given Sandel’s argument against genetic enhancement, we should not allow parents to decide on using Human Growth Hormone for their children.

This thesis tells us what we should do about a particular issue discussed in Sandel’s article, but it does not tell us how we should understand Sandel’s argument.  

Questions to ask about your thesis 

  • Is the thesis truly arguable? Does it speak to a genuine dilemma in the source, or would most readers automatically agree with it?  
  • Is the thesis too obvious? Again, would most or all readers agree with it without needing to see your argument?  
  • Is the thesis complex enough to require a whole essay's worth of argument?  
  • Is the thesis supportable with evidence from the text rather than with generalizations or outside research?  
  • Would anyone want to read a paper in which this thesis was developed? That is, can you explain what this paper is adding to our understanding of a problem, question, or topic?

So, you’ve been assigned your first college essay. You need to write at least a thousand words but have one issue: you must include quality sources, which will go in the reference list. Your professor has only told you, “Utilize academic databases and scholarly journals.”

Okay, so how exactly do you find credible sources for your essay ? Well, we’ll guide you through that in today’s post. We’ll explore finding quality sources and why you need them. By the time you finish reading, you’ll be ready to find sources for your essay.

Why Do I Need Sources?

You likely learned the importance of sources in high school. You need them to show that you are well-read on your chosen topic. You can’t ignore the importance of conducting academic research , as it will be part of your daily college grind.

Submitting an essay without sources would be like serving a hamburger with just the bun and beef patty. Think of sources as toppings on a burger. An essay lacking sources will undermine your credibility, leaving your professor wondering, “How do you know that?”

You also need to include citations to support your claims, which come from the sources you choose.

Finding Sources

Finding sources will depend on whether you want primary or secondary sources . Primary sources provide first-hand facts about your topic. For example, if your topic is related to literature, you would seek novels or poems as your primary sources. Secondary sources contain information from primary sources, such as journal articles.

Whether they’re primary or secondary sources, here are our suggestions for finding them.

1.   Consult the Textbook

Your course textbook is a great starting point, as it will likely contain valuable and relevant information about your topic. Many students believe the textbook won’t be accepted as a source for an essay, but this is false. Your professor will welcome citations from the textbook.

2.   Head to Your School’s Library

No, we’re not suggesting heading to the library’s on-site Starbucks, hoping for source-searching inspiration as you sip that frothy latte! Your school’s library contains numerous print sources, such as books, magazines, and newspapers. College libraries also subscribe to databases containing journal articles.

Journal articles are highly valued in academic research; every professor will expect at least a few of them in a reference list. Journal articles, or academic journals, are the most current sources in academia written by renowned scholars in the chosen field of study. Additionally, journal articles contribute to the field, summarize the current situation of it, and add new insight to the theory. They are also credible, as field experts review them before publication.

You don’t have to leave your dorm and head to the library. You can access various sources from your school’s library database online. Here’s an example of a student accessing the University of South Florida’s library database from their favorite coffee shop.

Navigating your library’s database can seem daunting; however, the library staff will be more than happy to help you, so don’t be afraid to seek help.

Finally, your institution’s library uses an inter-library loan system, allowing students to request out-of-stock print or online sources. If the library doesn’t have a specific item you need, there’s a good chance they can get it from another library.

3.   Research Databases

You can use online research databases to find journal articles, other scholarly sources, and specific books. Research databases, which feature various search functions, can help you find the most current and relevant sources.

These research databases are available through your school library, giving you access to popular subject-specific databases such as JSTOR, Project Muse, and PubMed. You can download and save relevant articles from such databases; however, you must be logged into your student account to access and download full-version articles.

Knowing the essay’s scope and relevant keywords is essential for an optimal experience with databases. Once you become familiar with databases, they’ll be your best friends when conducting academic research.

4. Google Scholar

If Google is your preferred poison, we suggest using Google Scholar . It’s Google’s academic search engine, which works like an ordinary Google search except that it finds relevant academic print and online sources. Take this example of a student using Google Scholar to search for sources related to cyberbullying in schools.

Google Scholar presents various journal articles for the student. You can refine your search to find articles that have been published within the last year. One distinguishing Google Scholar feature is its Cited by function that shows the number of times a source has been cited. This function can inform you about a source’s credibility and importance to your topic.

5.   Boolean Operators

We suggest using Boolean operators if your essay topic contains multiple search terms. Boolean operators expand or narrow your search parameters when using research databases. They use AND , OR , and NOT to include or exclude keywords from your search, allowing students to connect various keywords to optimize their search results. Boolean operators can be tricky if you aren’t familiar with using AND, OR, and NOT in search parameters.

Let’s say you’re searching for an article on cyberbullying written by an author named Bales in 2003. You can use AND to find the title of the article using keywords.

This will tell the database that all three terms must be present in the search result.

You can use OR to connect two or more similar concepts and broaden your search. This means any search terms you input can appear in the search results.

You can use NOT to exclude words or terms from your search by typing the excluded word after OR.

The search result will include soccer and omit football . This can be very useful in this example, as football is the UK word for soccer. It also means American football in US English. Because the student only wants to find soccer results, excluding football will avoid pulling up results related to American football.

Boolean operators are helpful if you clearly understand the scope of the assignment and know relevant keywords.

6.   Additional Online Sources

Searching for general online sources is another way to go. You can find potential sources from websites and blogs. We suggest consulting popular news websites such as BBC News and the New York Times, as they often have current and relevant articles related to the topic.

We encourage you to err on the side of caution when using non-academic online sources. You need to ensure that online sources are credible . We recommend looking for sites with trusted domain extensions, such as . edu, .org , and .gov . URLs with .edu endings are educational resources, while .org endings are resources from organizations. Endings with .gov are government-related resources.

It’s also a good idea to look for sources that contain a Digital Object Finder ( DOI ). A DOI is a permanent string attached to online journal articles and books, making it simple to retrieve them. Articles with DOIs indicate that they have been published in peer-reviewed articles.

How Many Sources Should I Have?

The essay rubric will probably specify the number of sources required. However, this is not always the case, so you need to use some judgment. The basic rule is to gather sources until you have enough information to support your claims. If you’re writing an essay of 2,000 words, you should have at least six sources. Remember that your professor expects variety. Try this approach:

–    One book (if possible)

–    Two to three journal articles

–    One additional online source (preferably with a trusted domain extension)

Depending on the field of study, you may find that most of your sources come from journal articles.

Brainstorm specific keywords related to your topic. This will help you efficiently use Boolean operators. You should also have a clear understanding of the scope of your essay. Finally, use databases that are related to your topic. For instance, if your topic is literature then JSTOR is a good option.

4. Is Writing the Reference List Difficult?

This will depend on the required referencing style, such as APA, MLA, and Chicago. Remember to list the sources alphabetically in the reference list.

What is a Source?

In your courses, you may hear your professors refer to 'sources of information'. But what do we mean when we say sources? Information can be found in an incredibly wide variety of types, formats, and styles. This can include anything created from other people, to text, to video, and everything found in between. Anything that provides information or material that informs your thoughts on a topic can be considered a source of information. 

Each source type has a specific role in research and may be more or less useful for you depending on your specific research context. It is important to understand the different sources of information and what you can gain from them. Prior to starting your research, make sure that you consider your information needs. Are you looking for more of a topic overview / general information? Or do you need in-depth, detailed information on your topic? Having these considerations in mind will allow you to create an appropriate research plan and will ultimately make your research process easier. 

There are many different ways in which sources can be categorized. Below we will describe two of these possible categorizations which are commonly referred to in academia: 

  • primary sources vs secondary sources
  • scholarly sources vs professional sources vs popular sources .  

Primary and Secondary Sources

What is a primary source? A primary source is a piece of evidence. It is a by-product of an event, or a recording of an event as it happened. Here are some examples:

In the humanities, a primary source could be: correspondences, interviews, manuscripts, newspapers, novels, paintings, period artifacts, photographs, statistics, surveys, testimonies, videos, etc. 

In the sciences, a primary source could be: articles detailing an original study, case notes or report forms, clinical exams, experimental protocols, industrial drawings, raw data or results, etc. 

Why use a primary source? Primary sources allow direct entry into a historical event or pieces of evidence. Sometimes they are difficult to understand. Having even a surface understanding of the context in which they were produced helps to interpret primary sources.

What is a secondary source? Secondary sources, also called academic sources or scientific sources, are analytical documents that interpret primary sources. They are created by someone who did not experience first-hand or participate in the events or conditions you're researching. 

They include books, electronic resources, memoirs, monographs, peer-reviewed articles, theses.

Why use a secondary source? You will be asked to use secondary sources to support your ideas and arguments when writing any academic papers. Since they are often written by experts to review, analyze, explain or interpret primary sources, they will help you understand a topic and provide you with different perspectives. Remember that not all secondary sources are considered scholarly or academic.

Scholarly, Professional, and Popular Sources

A second categorization of information sources includes scholarly sources vs professional or trade sources vs popular sources. These categories refer to the specific audience for which they are being produced. 

Scholarly sources  are typically written by an expert, on their own original research, for an audience of other experts. Because of this, they often include discipline-specific jargon and terminology that make it harder for non-experts to understand. At the end of the source, you will find a bibliography containing the full references of all of the other sources used to support their claims. Many scholarly sources have gone through a peer-review process (described in detail further down on the page). 

Professional or trade sources  are typically written by practitioners within a specific field, for other practitioners in that field. Because of this, they often use the terminology and language that is commonly used within the field but may not be common knowledge to the general public. While scholarly sources usually focus more on theory or academic research, professional sources focus on current practices and developments in the field. At the end of the source, you may find a bibliography, however, it will not be as extensive as in scholarly publications.

Popular sources  are typically written by non-experts (journalists or writers) for the general public. Since it is being produced for a more general audience, they do not use discipline-specific terminology and do not assume that you have any prior knowledge of the subject. As a result, they are typically much easier to understand. Depending on the type of popular source, they may refer to scholarly sources, however, they do not usually contain a full bibliography.

Quoting and integrating sources into your paper

In any study of a subject, people engage in a “conversation” of sorts, where they read or listen to others’ ideas, consider them with their own viewpoints, and then develop their own stance. It is important in this “conversation” to acknowledge when we use someone else’s words or ideas. If we didn’t come up with it ourselves, we need to tell our readers who did come up with it.

It is important to draw on the work of experts to formulate your own ideas. Quoting and paraphrasing the work of authors engaged in writing about your topic adds expert support to your argument and thesis statement. You are contributing to a scholarly conversation with scholars who are experts on your topic with your writing. This is the difference between a scholarly research paper and any other paper: you must include your own voice in your analysis and ideas alongside scholars or experts.

All your sources must relate to your thesis, or central argument, whether they are in agreement or not. It is a good idea to address all sides of the argument or thesis to make your stance stronger. There are two main ways to incorporate sources into your research paper.

Quoting is when you use the exact words from a source. You will need to put quotation marks around the words that are not your own and cite where they came from. For example:

“It wasn’t really a tune, but from the first note the beast’s eyes began to droop . . . Slowly the dog’s growls ceased – it tottered on its paws and fell to its knees, then it slumped to the ground, fast asleep” (Rowling 275).

Follow these guidelines when opting to cite a passage:

  • Choose to quote passages that seem especially well phrased or are unique to the author or subject matter.
  • Be selective in your quotations. Avoid over-quoting. You also don’t have to quote an entire passage. Use ellipses (. . .) to indicate omitted words. Check with your professor for their ideal length of quotations – some professors place word limits on how much of a sentence or paragraph you should quote.
  • Before or after quoting a passage, include an explanation in which you interpret the significance of the quote for the reader. Avoid “hanging quotes” that have no context or introduction. It is better to err on the side of your reader not understanding your point until you spell it out for them, rather than assume readers will follow your thought process exactly.
  • If you are having trouble paraphrasing (putting something into your own words), that may be a sign that you should quote it.
  • Shorter quotes are generally incorporated into the flow of a sentence while longer quotes may be set off in “blocks.” Check your citation handbook for quoting guidelines.

Paraphrasing is when you state the ideas from another source in your own words . Even when you use your own words, if the ideas or facts came from another source, you need to cite where they came from. Quotation marks are not used. For example:

With the simple music of the flute, Harry lulled the dog to sleep (Rowling 275).

Follow these guidelines when opting to paraphrase a passage:

  • Don’t take a passage and change a word here or there. You must write out the idea in your own words. Simply changing a few words from the original source or restating the information exactly using different words is considered plagiarism .
  • Read the passage, reflect upon it, and restate it in a way that is meaningful to you within the context of your paper . You are using this to back up a point you are making, so your paraphrased content should be tailored to that point specifically.
  • After reading the passage that you want to paraphrase, look away from it, and imagine explaining the main point to another person.
  • After paraphrasing the passage, go back and compare it to the original. Are there any phrases that have come directly from the original source? If so, you should rephrase it or put the original in quotation marks. If you cannot state an idea in your own words, you should use the direct quotation.

A summary is similar to paraphrasing, but used in cases where you are trying to give an overview of many ideas. As in paraphrasing, quotation marks are not used, but a citation is still necessary. For example:

Through a combination of skill and their invisibility cloak, Harry, Ron, and Hermione slipped through Hogwarts to the dog’s room and down through the trapdoor within (Rowling 271-77).

Important guidelines

When integrating a source into your paper, remember to use these three important components:

  • Introductory phrase to the source material : mention the author, date, or any other relevant information when introducing a quote or paraphrase.
  • Source material : a direct quote, paraphrase, or summary with proper citation.
  • Analysis of source material : your response, interpretations, or arguments regarding the source material should introduce or follow it. When incorporating source material into your paper, relate your source and analysis back to your original thesis.

Ideally, papers will contain a good balance of direct quotations, paraphrasing and your own thoughts. Too much reliance on quotations and paraphrasing can make it seem like you are only using the work of others and have no original thoughts on the topic.

This section lists the types of sources most frequently used in academic research and describes the sort of information that each commonly offers.

Print Sources

Books and Textbooks:  Odds are that at least one book has been written about virtually any research topic you can imagine (and if not, your research could represent the first steps toward a best-selling publication that addresses the gap!). Because of the time it takes to publish a book, books usually contain more dated information than will be found in journals and newspapers. However, because they are usually much longer, they can often cover topics in greater depth than more up-to-date sources.

Newspapers:  Newspapers contain very up-to-date information by covering the latest events and trends. Newspapers publish both factual information and opinion-based articles. However, due to journalistic standards of objectivity, news reporting will not always take a “big picture” approach or contain information about larger trends, instead opting to focus mainly on the facts relevant to the specifics of the story. This is exacerbated by the rapid publication cycles most newspapers undergo: new editions must come out frequently, so long, in-depth investigations tend to be rarer than simple fact-reporting pieces.

Academic and Trade Journals:  Academic and trade journals contain the most up-to-date information and research in industry, business, and academia. Journal articles come in several forms, including literature reviews that overview current and past research, articles on theories and history, and articles on specific processes or research. While a well-regarded journal represents the cutting-edge knowledge of experts in a particular field, journal articles can often be difficult for non-experts to read, as they tend to incorporate lots of technical jargon and are not written to be engaging or entertaining.

Government Reports and Legal Documents:  The government regularly releases information intended for internal and/or public use. These types of documents can be excellent sources of information due to their regularity, dependability, and thoroughness. An example of a government report would be any of the reports the U.S. Census Bureau publishes from census data. Note that most government reports and legal documents can now be accessed online.

Press Releases and Advertising:  Companies and special interest groups produce texts to help persuade readers to act in some way or inform the public about some new development. While the information they provide can be accurate, approach them with caution, as these texts' publishers may have vested interests in highlighting particular facts or viewpoints.

Flyers, Pamphlets, Leaflets:  While some flyers or pamphlets are created by reputable sources, because of the ease with which they can be created, many less-than-reputable sources also produce these. Pamphlets and leaflets can be useful for quick reference or very general information, but beware of pamphlets that spread propaganda or misleading information.

Digital and Electronic Sources

Multimedia:  Printed material is certainly not the only option for finding research. You might also consider using sources such as radio and television broadcasts, interactive talks, and recorded public meetings. Though we often go online to find this sort of information today, libraries and archives offer a wealth of nondigitized media or media that is not available online. 

Websites:  Most of the information on the Internet is distributed via websites. Websites vary widely in terms of the quality of information they offer. For more information, visit the OWL's page on evaluating digital sources.

Blogs and personal websites:  Blogs and personal sites vary widely in their validity as sources for serious research. For example, many prestigious journalists and public figures may have blogs, which may be more credible than most amateur or personal blogs. Note, however, that there are very few standards for impartiality or accuracy when it comes to what can be published on personal sites.

Social media pages and message boards:  These types of sources exist for all kinds of disciplines, both in and outside of the university. Some may be useful, depending on the topic you are studying, but, just like personal websites, the information found on social media or message boards is not always credible.

MLA Format Citation Examples

The Modern Language Association created the MLA Style, currently in its 9th edition, to provide researchers with guidelines for writing and documenting scholarly borrowings.  Most often used in the humanities, MLA style (or MLA format ) has been adopted and used by numerous other disciplines, in multiple parts of the world.

APA Format Citation Examples

The American Psychological Association created the APA citation style in 1929 as a way to help psychologists, anthropologists, and even business managers establish one common way to cite sources and present content.

APA is used when citing sources for academic articles such as journals, and is intended to help readers better comprehend content, and to avoid language bias wherever possible. The APA style (or APA format ) is now in its 7th edition, and provides citation style guides for virtually any type of resource.

Chicago Style Citation Examples

The Chicago/Turabian style of citing sources is generally used when citing sources for humanities papers, and is best known for its requirement that writers place bibliographic citations at the bottom of a page (in Chicago-format footnotes ) or at the end of a paper (endnotes).

The Turabian and Chicago citation styles are almost identical, but the Turabian style is geared towards student published papers such as theses and dissertations, while the Chicago style provides guidelines for all types of publications. This is why you’ll commonly see Chicago style and Turabian style presented together. The Chicago Manual of Style is currently in its 17th edition, and Turabian’s A Manual for Writers of Research Papers, Theses, and Dissertations is in its 8th edition.

6 Interesting Citation Facts

The world of citations may seem cut and dry, but there’s more to them than just specific capitalization rules, MLA in-text citations , and other formatting specifications. Citations have been helping researches document their sources for hundreds of years, and are a great way to learn more about a particular subject area.

Ever wonder what sets all the different styles apart, or how they came to be in the first place? Read on for some interesting facts about citations!

1. There are Over 7,000 Different Citation Styles

You may be familiar with MLA and APA citation styles, but there are actually thousands of citation styles used for all different academic disciplines all across the world. Deciding which one to use can be difficult, so be sure to ask you instructor which one you should be using for your next paper.

2. Some Citation Styles are Named After People

While a majority of citation styles are named for the specific organizations that publish them (i.e. APA is published by the American Psychological Association, and MLA format is named for the Modern Language Association), some are actually named after individuals. The most well-known example of this is perhaps Turabian style, named for Kate L. Turabian, an American educator and writer. She developed this style as a condensed version of the Chicago Manual of Style in order to present a more concise set of rules to students.

3. There are Some Really Specific and Uniquely Named Citation Styles

How specific can citation styles get? The answer is very. For example, the “Flavour and Fragrance Journal” style is based on a bimonthly, peer-reviewed scientific journal published since 1985 by John Wiley & Sons. It publishes original research articles, reviews and special reports on all aspects of flavor and fragrance. Another example is “Nordic Pulp and Paper Research,” a style used by an international scientific magazine covering science and technology for the areas of wood or bio-mass constituents.

The specific style rules, however, can and do change regularly. For example, in 2018 alone, 46 new citation styles were introduced , and 106 updates were made to exiting styles. They Provide Hard Evidence of Ideas

Having many citations from a wide variety of sources related to their idea means that the student is working on a well-researched and respected subject. Citing sources that back up their claim creates room for fact-checking and further research . And, if they can cite a few sources that have the converse opinion or idea, and then demonstrate to the reader why they believe that that viewpoint is wrong by again citing credible sources, the student is well on their way to winning over the reader and cementing their point of view.

The point of research projects is not to regurgitate information that can already be found elsewhere. We have Google for that! What the student’s project should aim to do is promote an original idea or a spin on an existing idea, and use reliable sources to promote that idea. Copying or directly referencing a source without proper citation can lead to not only a poor grade, but accusations of academic dishonesty. By citing their sources regularly and accurately, students can easily avoid the trap of plagiarism , and promote further research on their topic.

They Create Better Researchers

By researching sources to back up and promote their ideas, students are becoming better researchers without even knowing it! Each time a new source is read or researched, the student is becoming more engaged with the project and is developing a deeper understanding of the subject area. Proper citations demonstrate a breadth of the student’s reading and dedication to the project itself. By creating citations, students are compelled to make connections between their sources and discern research patterns. Each time they complete this process, they are helping themselves become better researchers and writers overall.

When is the Right Time to Start Making Citations?

Make in-text/parenthetical citations as you need them.

As you are writing your paper, be sure to include references within the text that correspond with references in a works cited or bibliography. These are usually called in-text citations or parenthetical citations in MLA and APA formats. The most effective time to complete these is directly after you have made your reference to another source. For instance, after writing the line from Charles Dickens’ A Tale of Two Cities : “It was the best of times, it was the worst of times…,” you would include a citation like this (depending on your chosen citation style):

(Dickens 11).

This signals to the reader that you have referenced an outside source. What’s great about this system is that the in-text citations serve as a natural list for all of the citations you have made in your paper, which will make completing the works cited page a whole lot easier. After you are done writing, all that will be left for you to do is scan your paper for these references, and then build a works cited page that includes a citation for each one.

Citation styles can dictate more than just the appearance of the citations themselves, but rather can impact the layout of your paper as a whole, with specific guidelines concerning margin width, title treatment, and even font size and spacing. Knowing how to organize your paper before you start writing will ensure that you do not receive a low grade for something as trivial as forgetting a hanging indent.

3. Double-check All of Your Outside Sources for Relevance and Trustworthiness First

Collecting outside sources that support your research and specific topic is a critical step in writing an effective paper. But before you run to the library and grab the first 20 books you can lay your hands on, keep in mind that selecting a source to include in your paper should not be taken lightly. Before you proceed with using it to backup your ideas, run a quick Internet search for it and see if other scholars in your field have written about it as well. Check to see if there are book reviews about it or peer accolades. If you spot something that seems off to you, you may want to consider leaving it out of your work. Doing this before your start making citations can save you a ton of time in the long run.

Using Sources as Objects of Analysis

Sources of opinion, whether fair or biased.

Please note: If you are not an expert researcher, the general discussion below will help you understand some of the questions involved with selecting sources. But what qualifies as evidence or as a reliable source is different in different disciplines, and sometimes among different courses in the same discipline. It’s very important to check with your teachers about appropriate sources for the research you’ve been assigned.

What are Scholarly Sources?

Scholarly sources are those that have been approved by a group with recognized expertise in the field under discussion. Books published by University Presses fall into this category, as do articles published in peer-reviewed journals—journals where the editors send pieces out to be read by experts in the field before deciding to publish them. The Yale library subscribes to several databases that specialize in scholarly sources (such as Academic Search Premier). See Databases for more information. If you use sources for facts or ideas in your writing, some research projects will demand that you rely heavily if not exclusively on scholarly sources. Scholarly sources are not infallible, but their publication process includes many steps for verifying facts, for reducing political bias, and for identifying conflicts of interest (for instance, for informing readers when a drug company has funded research on its own product).

In a narrow sense, every other source could be called a popular source. But this does not mean that all popular sources are of equal reliability. Nor does it mean that you should use only scholarly sources for all of your writing at Yale. Depending on the research context, some projects will permit a mix of scholarly and popular sources. As a general rule, the more specialized the course or the research project you’re working on, the more you should restrict yourself to using verified, expert sources in your paper. In a history seminar about World War II, you would usually be expected to consult the most definitive, academic studies of the period. But in a literary essay analyzing Joseph Heller’s Catch-22 , you may be able to rely on a popular history for facts about World War II, because the focus of your paper is on interpreting the novel. This is not to say you can rely on what your friends say about the war or on the “facts” in Saving Private Ryan . But a trade paperback issued by a major publisher may be sufficient.

To understand this difference, it may help to recognize that when you write for a departmental class, you are writing for an audience more expert than the common reader. When writing about Republican and Democratic voting patterns on stem cells, science reports from a general interest magazine like Newsweek might be considered sufficiently authoritative. But when you write about stem cells for a Biomedical Engineering class, your teachers and classmates are considered more expert than the average non-scientist reader. For this audience, your sources must have stronger science credentials, must generally be working scientists, not journalists.

Newspapers are not as easy to classify as other sources. Newspapers are not scholarly sources, but some would not properly be termed popular, either. Every source must be questioned for its stake in the material. The New York Post is notoriously inflammatory, for instance, and also seems to love television shows broadcast on the Fox network (owned by the same company). But some newspapers, such as The Wall Street Journal and The New York Times , have developed a national or even worldwide reputation for thoroughness. On issues of fact, major mainstream magazines such as Newsweek and Time are also generally reliable.

Finally, it’s worth noting that many Internet sources are less reliable than print sources. Because it’s relatively inexpensive to put material on the Web (when compared to the cost of print publication), it’s easy for private individuals to post their unverified opinions on websites. It’s also cost-effective for corporations or other organizations to post websites that appear to be factual but actually serve to promote the group’s agenda. Not all Internet sources are unreliable, and some unreliable sources—when used carefully—can serve a role in research (see “ Sources of Opinion ” below). But you should take special care when doing research on the Internet; see Special Demands of Internet Sources for more information.

Any source can be cited if it’s being used as what we might call an “object” source—for instance, if the text is an object of analysis, such as the poem in a literary criticism paper. In these instances, you are not relying on the source for authoritative information about a topic, but are instead investigating the source, itself, and using paraphrase and quotation to argue about the source’s meaning. Depending on the course, academic papers can analyze movies, commercials, buildings, magazine advertisements, popular songs, or dialogue recorded on a city bus. It’s still necessary to identify the origin of your source, but if your paper makes clear that you do not accept the text as a source of fact, but are instead developing your own ideas about the text and how it works, you can profitably use almost anything in an essay.

Depending on the research context, you may have sources that are not as reliable as scholarly sources but that still add texture or authority to your argument. In the humanities, for instance, critics’ opinions often demonstrate bias (even celebrate it). But because of their authors’ professional experience, such opinions can be used as ideas to extend your own analysis—or to serve as counter-arguments that clarify your own claims. When critics highlight the same element of the text that you focus on, for instance (the ending of a play, the entrance to a building, the color scheme in a movie), their attention can serve as evidence that the component is significant, even as you use your paper to argue for a different interpretation. See Why Cite? for more discussion of counter-argument. Some magazines—like Discover —are more authoritative than a general news magazine but less authoritative than a scholarly journal. In the sciences, studies done by interested parties would normally not be accepted uncritically (such as pollution studies commissioned by chemical companies). But they may still identify key elements of the topic that require attention.

Finally, almost any source can be used as evidence that someone believes the idea you quote . Although that may seem self-evident, such evidence can be surprisingly helpful when developing an argument, especially for articulating the research problem of your essay. If the Harvard Crimson publishes a negative article about Yale’s football team, you probably can’t trust that it’s an unbiased assessment. But such an article can still be cited as evidence that “some people have negative opinions about Yale football.” It can also be cited as evidence that “Football matters enough at some Ivy schools to merit coverage in the campus newspaper.” If you compare it to other articles in the issue that describe cross-campus cooperation, then the football article might be used to suggest “Feelings are divided at Harvard about its rivalry with Yale.” In the sciences and social sciences, you might discuss popular, non-expert representations of a key issue, explaining where they go astray—and therefore why your paper is necessary.

How to Integrate Sources into Your Paper

Integrating a source means using another author’s writing to help build your credibility and argument. Just be sure to cite everything you use to give credit to the authors who inspired and informed your work.

There are three main ways of integrating sources into your paper:  

1. Quote:   Any time you use the exact wording found in a source it needs to be "quoted." Use only when the source has written something in an interesting or distinctive way.

Example:  According to Graff et al, quotes lend “...a tremendous amount of credibility to your summary and helps ensure that it is fair and accurate” (42). Incorporating quotes help you prove you have read and understand the conversation surrounding your topic.  

2. Paraphrase:  Paraphrasing puts an excerpt from a source into your own words, rephrasing but not shortening it. Paraphrase when a quote won’t quite fit into the grammar or tone of your own writing.  

Example (using quote above): According to Graff et al, quotes can bolster your ethos and provide proof that you are representing other authors correctly (42).  

3. Summarize: Summarizing boils a text down to its essential points. It is especially useful for incorporating other authors’ big ideas without sacrificing too much space in your own writing.  

Example: In their chapter, “The Art of Summarizing,” Graff et al underscore the importance of properly representing a source while connecting it to your particular argument (37).  

Each way of integrating a source has a special application, but they all help strengthen your argument and prove you have done your research!

  • Remember,  all three methods require a citation ! See the other pages in this guide for more information on how to do this.
  • Limit block quotes (long, direct quotations from a source) as much as possible.  They can make it hard for readers to decipher how your argument is different from other writers’.
  • Don't do this: "A quotation from a source without any explanation." It's called a dropped quote; it just sits in a paragraph on its own. Always explain where a quotation is from and why it's important. Analyze its language and explain its relevance to the research question you are pursuing.
  • Introduce and comment on every quotation, paraphrase, and summary. This makes it easier to distinguish your voice from the source's.
  • Summaries are handy when you need to explain a lot of sources in a short space. Choose your words carefully to emphasize the most relevant aspects of longer passages.

NPR is defending its journalism and integrity after a senior editor wrote an essay accusing it of losing the public's trust.

NPR's top news executive defended its journalism and its commitment to reflecting a diverse array of views on Tuesday after a senior NPR editor wrote a broad critique of how the network has covered some of the most important stories of the age.

"An open-minded spirit no longer exists within NPR, and now, predictably, we don't have an audience that reflects America," writes Uri Berliner.

A strategic emphasis on diversity and inclusion on the basis of race, ethnicity and sexual orientation, promoted by NPR's former CEO, John Lansing, has fed "the absence of viewpoint diversity," Berliner writes.

NPR's chief news executive, Edith Chapin, wrote in a memo to staff Tuesday afternoon that she and the news leadership team strongly reject Berliner's assessment.

"We're proud to stand behind the exceptional work that our desks and shows do to cover a wide range of challenging stories," she wrote. "We believe that inclusion — among our staff, with our sourcing, and in our overall coverage — is critical to telling the nuanced stories of this country and our world."

She added, "None of our work is above scrutiny or critique. We must have vigorous discussions in the newsroom about how we serve the public as a whole."

A spokesperson for NPR said Chapin, who also serves as the network's chief content officer, would have no further comment.

Praised by NPR's critics

Berliner is a senior editor on NPR's Business Desk. (Disclosure: I, too, am part of the Business Desk, and Berliner has edited many of my past stories. He did not see any version of this article or participate in its preparation before it was posted publicly.)

Berliner's essay , titled "I've Been at NPR for 25 years. Here's How We Lost America's Trust," was published by The Free Press, a website that has welcomed journalists who have concluded that mainstream news outlets have become reflexively liberal.

Berliner writes that as a Subaru-driving, Sarah Lawrence College graduate who "was raised by a lesbian peace activist mother ," he fits the mold of a loyal NPR fan.

Yet Berliner says NPR's news coverage has fallen short on some of the most controversial stories of recent years, from the question of whether former President Donald Trump colluded with Russia in the 2016 election, to the origins of the virus that causes COVID-19, to the significance and provenance of emails leaked from a laptop owned by Hunter Biden weeks before the 2020 election. In addition, he blasted NPR's coverage of the Israel-Hamas conflict.

On each of these stories, Berliner asserts, NPR has suffered from groupthink due to too little diversity of viewpoints in the newsroom.

The essay ricocheted Tuesday around conservative media , with some labeling Berliner a whistleblower . Others picked it up on social media, including Elon Musk, who has lambasted NPR for leaving his social media site, X. (Musk emailed another NPR reporter a link to Berliner's article with a gibe that the reporter was a "quisling" — a World War II reference to someone who collaborates with the enemy.)

When asked for further comment late Tuesday, Berliner declined, saying the essay spoke for itself.

The arguments he raises — and counters — have percolated across U.S. newsrooms in recent years. The #MeToo sexual harassment scandals of 2016 and 2017 forced newsrooms to listen to and heed more junior colleagues. The social justice movement prompted by the killing of George Floyd in 2020 inspired a reckoning in many places. Newsroom leaders often appeared to stand on shaky ground.

Leaders at many newsrooms, including top editors at The New York Times and the Los Angeles Times , lost their jobs. Legendary Washington Post Executive Editor Martin Baron wrote in his memoir that he feared his bonds with the staff were "frayed beyond repair," especially over the degree of self-expression his journalists expected to exert on social media, before he decided to step down in early 2021.

Since then, Baron and others — including leaders of some of these newsrooms — have suggested that the pendulum has swung too far.

New York Times publisher A.G. Sulzberger warned last year against journalists embracing a stance of what he calls "one-side-ism": "where journalists are demonstrating that they're on the side of the righteous."

"I really think that that can create blind spots and echo chambers," he said.

Internal arguments at The Times over the strength of its reporting on accusations that Hamas engaged in sexual assaults as part of a strategy for its Oct. 7 attack on Israel erupted publicly . The paper conducted an investigation to determine the source of a leak over a planned episode of the paper's podcast The Daily on the subject, which months later has not been released. The newsroom guild accused the paper of "targeted interrogation" of journalists of Middle Eastern descent.

Heated pushback in NPR's newsroom

Given Berliner's account of private conversations, several NPR journalists question whether they can now trust him with unguarded assessments about stories in real time. Others express frustration that he had not sought out comment in advance of publication. Berliner acknowledged to me that for this story, he did not seek NPR's approval to publish the piece, nor did he give the network advance notice.

Some of Berliner's NPR colleagues are responding heatedly. Fernando Alfonso, a senior supervising editor for digital news, wrote that he wholeheartedly rejected Berliner's critique of the coverage of the Israel-Hamas conflict, for which NPR's journalists, like their peers, periodically put themselves at risk.

Alfonso also took issue with Berliner's concern over the focus on diversity at NPR.

"As a person of color who has often worked in newsrooms with little to no people who look like me, the efforts NPR has made to diversify its workforce and its sources are unique and appropriate given the news industry's long-standing lack of diversity," Alfonso says. "These efforts should be celebrated and not denigrated as Uri has done."

After this story was first published, Berliner contested Alfonso's characterization, saying his criticism of NPR is about the lack of diversity of viewpoints, not its diversity itself.

"I never criticized NPR's priority of achieving a more diverse workforce in terms of race, ethnicity and sexual orientation. I have not 'denigrated' NPR's newsroom diversity goals," Berliner said. "That's wrong."

Questions of diversity

Under former CEO John Lansing, NPR made increasing diversity, both of its staff and its audience, its "North Star" mission. Berliner says in the essay that NPR failed to consider broader diversity of viewpoint, noting, "In D.C., where NPR is headquartered and many of us live, I found 87 registered Democrats working in editorial positions and zero Republicans."

Berliner cited audience estimates that suggested a concurrent falloff in listening by Republicans. (The number of people listening to NPR broadcasts and terrestrial radio broadly has declined since the start of the pandemic.)

Former NPR vice president for news and ombudsman Jeffrey Dvorkin tweeted , "I know Uri. He's not wrong."

Others questioned Berliner's logic. "This probably gets causality somewhat backward," tweeted Semafor Washington editor Jordan Weissmann . "I'd guess that a lot of NPR listeners who voted for [Mitt] Romney have changed how they identify politically."

Similarly, Nieman Lab founder Joshua Benton suggested the rise of Trump alienated many NPR-appreciating Republicans from the GOP.

In recent years, NPR has greatly enhanced the percentage of people of color in its workforce and its executive ranks. Four out of 10 staffers are people of color; nearly half of NPR's leadership team identifies as Black, Asian or Latino.

"The philosophy is: Do you want to serve all of America and make sure it sounds like all of America, or not?" Lansing, who stepped down last month, says in response to Berliner's piece. "I'd welcome the argument against that."

"On radio, we were really lagging in our representation of an audience that makes us look like what America looks like today," Lansing says. The U.S. looks and sounds a lot different than it did in 1971, when NPR's first show was broadcast, Lansing says.

A network spokesperson says new NPR CEO Katherine Maher supports Chapin and her response to Berliner's critique.

The spokesperson says that Maher "believes that it's a healthy thing for a public service newsroom to engage in rigorous consideration of the needs of our audiences, including where we serve our mission well and where we can serve it better."

Students Are Likely Writing Millions of Papers With AI

Students have submitted more than 22 million papers that may have used generative AI in the past year, new data released by plagiarism detection company Turnitin shows.

A year ago, Turnitin rolled out an AI writing detection tool that was trained on its trove of papers written by students as well as other AI-generated texts. Since then, more than 200 million papers have been reviewed by the detector, predominantly written by high school and college students. Turnitin found that 11 percent may contain AI-written language in 20 percent of its content, with 3 percent of the total papers reviewed getting flagged for having 80 percent or more AI writing. (Turnitin is owned by Advance, which also owns Condé Nast, publisher of WIRED.) Turnitin says its detector has a false positive rate of less than 1 percent when analyzing full documents.

ChatGPT’s launch was met with knee-jerk fears that the English class essay would die . The chatbot can synthesize information and distill it near-instantly—but that doesn’t mean it always gets it right. Generative AI has been known to hallucinate , creating its own facts and citing academic references that don’t actually exist. Generative AI chatbots have also been caught spitting out biased text on gender and race . Despite those flaws, students have used chatbots for research, organizing ideas, and as a ghostwriter . Traces of chatbots have even been found in peer-reviewed, published academic writing .

Teachers understandably want to hold students accountable for using generative AI without permission or disclosure. But that requires a reliable way to prove AI was used in a given assignment. Instructors have tried at times to find their own solutions to detecting AI in writing, using messy, untested methods to enforce rules , and distressing students. Further complicating the issue, some teachers are even using generative AI in their grading processes.

Detecting the use of gen AI is tricky. It’s not as easy as flagging plagiarism, because generated text is still original text. Plus, there’s nuance to how students use gen AI; some may ask chatbots to write their papers for them in large chunks or in full, while others may use the tools as an aid or a brainstorm partner.

Students also aren't tempted by only ChatGPT and similar large language models. So-called word spinners are another type of AI software that rewrites text, and may make it less obvious to a teacher that work was plagiarized or generated by AI. Turnitin’s AI detector has also been updated to detect word spinners, says Annie Chechitelli, the company’s chief product officer. It can also flag work that was rewritten by services like spell checker Grammarly, which now has its own generative AI tool . As familiar software increasingly adds generative AI components, what students can and can’t use becomes more muddled.

Detection tools themselves have a risk of bias. English language learners may be more likely to set them off; a 2023 study found a 61.3 percent false positive rate when evaluating Test of English as a Foreign Language (TOEFL) exams with seven different AI detectors. The study did not examine Turnitin’s version. The company says it has trained its detector on writing from English language learners as well as native English speakers. A study published in October found that Turnitin was among the most accurate of 16 AI language detectors in a test that had the tool examine undergraduate papers and AI-generated papers.

Schools that use Turnitin had access to the AI detection software for a free pilot period, which ended at the start of this year. Chechitelli says a majority of the service’s clients have opted to purchase the AI detection. But the risks of false positives and bias against English learners have led some universities to ditch the tools for now. Montclair State University in New Jersey announced in November that it would pause use of Turnitin’s AI detector. Vanderbilt University and Northwestern University did the same last summer.

“This is hard. I understand why people want a tool,” says Emily Isaacs, executive director of the Office of Faculty Excellence at Montclair State. But Isaacs says the university is concerned about potentially biased results from AI detectors, as well as the fact that the tools can’t provide confirmation the way they can with plagiarism. Plus, Montclair State doesn’t want to put a blanket ban on AI, which will have some place in academia. With time and more trust in the tools, the policies could change. “It’s not a forever decision, it’s a now decision,” Isaacs says.

Chechitelli says the Turnitin tool shouldn’t be the only consideration in passing or failing a student. Instead, it’s a chance for teachers to start conversations with students that touch on all of the nuance in using generative AI. “People don’t really know where that line should be,” she says.

In late March, after two years of withering attacks on Ukraine, Russia knocked out half of Ukraine’s power supply. Up to that point, Russia’s missiles and kamikaze drones had mostly targeted the Ukrainian substations that push electricity from power plants to consumers. When power stops, life grinds to a halt. Lights go out. Sewage treatment stops. Clean water stops. Electric cars, buses and trolleys stop. Elevators stop, trapping older and disabled people. For many, home heating, refrigeration, cooking and clothes washing stops, along with medical devices such as oxygen generators.

Even though the world’s dependence on electricity for all of this and more is growing, power grids are still legitimate military targets, according to both international law and our own military rule book. But there are small, promising signs that could be changing. Early last month, before Russia’s most damaging assaults, the International Criminal Court in The Hague concluded that the country’s pummeling of Ukraine’s power system had already crossed the line and issued arrest warrants for a pair of senior Russian commanders, Adm. Viktor Nikolayevich Sokolov and Lt. Gen. Sergei Ivanovich Kobylash, whose units are accused of launching the missiles. (Russia has denied committing war crimes.)

It was the world’s first prosecution of combatants for attacks on a power grid and an important first step toward recognizing electricity’s growing centrality to modern life. But the global community must now draw bright lines for combatants in future conflicts — and strengthen the hand of future prosecutors — by codifying specific protections for power grids. The international community already attempts to do that for select infrastructure, including hospitals, dams and nuclear power plants, via the Geneva Conventions. It’s time to add power grids to that privileged roster.

For decades, armies have routinely attacked power grids during war. Germany targeted Britain’s grid from zeppelins in World War I, and NATO jets targeted power plants in Serbia in 1999. The civilian fallout from these attacks can be devastating: When the United States knocked out Baghdad’s electricity in 1991 in the Persian Gulf war, water and sewage treatment were disrupted, sparking typhoid and cholera epidemics.

International law is supposed to curb these kinds of attacks; the laws set out in the Geneva Conventions consider power grids “civilian objects,” to be protected in war. But in practice, thanks to myriad exceptions, militaries can justify nearly any attack where anticipated gains outweigh the projected civilian suffering.

Governments often point to electricity’s role in everything from political and military communications to arms manufacturing. According to Russia’s Defense Ministry , the massive strikes last month were necessary because they disrupted enterprises making and repairing “weapons, equipment and ammunition.” But it would seem that the real goal was to terrorize and break the Ukrainian people. Vladimir Putin’s spokesman, Dmitri Peskov, said as much while explaining grid attacks in November 2022 that left 10 million people without power: “The unwillingness of the Ukrainian side to settle the problem, to start negotiations, its refusal to seek common ground, this is their consequence.”

In its Department of Defense Law of War Manual updated last year, the United States says that it views power plants as important enough to a state’s military functions “to qualify as military objectives during armed conflicts.” The Pentagon rule book dismisses civilian injuries and deaths caused by blackouts as too “remote” and “myriad” for field commanders to accurately calculate and encourages them to consider only the civilians affected “very soon after the attack,” such as those at a hospital directly connected to a power plant. But even in that case, the manual hews to the general rule for civilian infrastructure, advising American forces to stand down only where the harm of powering down life support will be “excessive” relative to the gains.

Unsurprisingly, even U.S. military experts on the law of armed conflict have taken divergent stands on Russia’s grid attacks in Ukraine, attacks it continued last week. “At least some” violated international law, wrote one . Another found it hard to “definitively” identify a criminal act.

The three-judge International Criminal Court panel said it had “reasonable grounds to believe” that the officers they seek to apprehend committed crimes against humanity. That charge applies to unlawful acts that are widespread or systematic, and Russia’s grid attacks keep intensifying.

Our military began scaling down its attacks on electrical grids over 20 years ago. Gregory Noone — a captain and former judge advocate in the U.S. Navy who has trained government officials in Rwanda, Afghanistan and Russia in the laws of war — told me he saw a shift in U.S. behavior between the Persian Gulf war and the Iraq war. “We, the U.S. military, took great pride in the fact that we turned all the lights off in Baghdad in the first gulf war. We wiped out their electric grid,” Dr. Noone said. But by the time of the Iraq war, “we realized that wasn’t such a good idea.”

Other countries would be wise to follow our lead and reject wholesale attacks on the grid. It would save lives and prevent needless destruction; it would also help build an unwritten (yet enforceable) body of international law constraining power grid attacks.

But the international community can and should go further. A strong grid protection protocol that explicitly limits power system destruction could be a game changer. It would ratchet up the threat of prosecution, potentially deterring bad actors who might otherwise be tempted to target power generators. The International Criminal Court said a desire to stop further attacks prompted it to unseal the warrants for General Kobylash and Admiral Sokolov. The hope is that field officers directing missiles and drones may think twice before they order these kinds of attacks in the future.

While Mr. Putin may never face consequences for plunging Ukraine into darkness, General Kobylash and Admiral Sokolov may never leave Russia, for fear of being picked up outside its borders to face trial. If they do, a reckoning could yet lie ahead for those who would thrust civilians into darkness. Prosecutors who pursue war criminals can keep hunting for decades.

Opinion Leaders of Jordan, France and Egypt: Cease fire now in Gaza

Abdullah II bin Al-Hussein is king of Jordan. Emmanuel Macron is president of France. Abdel Fatah El-Sisi is president of Egypt.

The war in Gaza and the catastrophic humanitarian suffering it is causing must end now. Violence, terror and war cannot bring peace to the Middle East. The two-state solution will. It is the only credible path to guaranteeing peace and security for all, and ensuring that neither the Palestinians nor the Israelis ever have to relive the horrors that have befallen them since the Oct. 7 attack.

On March 25, the U.N. Security Council finally assumed its responsibility by demanding an immediate cease-fire in Gaza. This is a critical step that must be fully implemented without further delay.

In light of the intolerable human toll of the war, we, the leaders of Egypt, France and Jordan, call for the immediate and unconditional implementation of U.N. Security Council Resolution 2728. We underline the urgent need to bring about a permanent cease-fire in Gaza.

We emphasize the urgency of implementing the Security Council’s demand for the immediate release of all hostages and reaffirm our support for the negotiations brokered by Egypt, Qatar and the United States that address a cease-fire, as well as the hostages and detainees.

As we urge all parties to abide by all relevant U.N. Security Council resolutions, we warn against the dangerous consequences of an Israeli offensive on Rafah, where about 1.5 million Palestinian civilians have sought refuge. Such an offensive would only bring more death and suffering, heighten the risks and consequences of mass displacement of the people of Gaza and threaten regional escalation. We reiterate our equal respect for all lives. We condemn all violations and abuses of international humanitarian law, including all acts of violence, terrorism and indiscriminate attacks on civilians. Protecting civilians is a fundamental legal obligation for all parties and the cornerstone of international humanitarian law. Violating this obligation is absolutely prohibited.

Palestinians in Gaza are no longer facing only a risk of famine, but famine is already setting in. There is an urgent need for a massive increase in the provision and distribution of humanitarian assistance. This is a core demand of U.N. Security Council Resolutions 2720 and 2728, which emphasize the urgent need to expand aid supplies.

U.N. agencies, including the U.N. Relief and Works Agency, and humanitarian actors play a critical role in relief operations in Gaza. They must be protected and granted full access, including in the northern part of the Gaza Strip . We condemn the killing of humanitarian aid workers, most recently the attack against World Central Kitchen’s aid convoy .

Consistent with international law, Israel is under an obligation to ensure the flow of humanitarian assistance to the Palestinian population, a responsibility it has not fulfilled. We reiterate the Security Council’s demand to lift barriers to humanitarian assistance and for Israel to immediately facilitate humanitarian assistance through all crossing points, including in the North of the Gaza Strip and through a direct land corridor from Jordan, as well as by sea.

We, the leaders of Egypt, France and Jordan, are determined to continue stepping up our efforts to meet the humanitarian, medical and health needs of the civilian population of Gaza, in close coordination with the U.N. system and regional partners.

Lastly, we underline the urgency of restoring hope for peace and security for all in the region, primarily the Palestinian and Israeli people. We emphasize our determination to continue working together to avoid further regional spillover, and we call on all actors to refrain from any escalatory action. We urge an end to all unilateral measures, including settlement activity and land confiscation. We also urge Israel to prevent settler violence.

We emphasize the necessity of respecting the historical and legal status quo at Jerusalem’s Muslim and Christian holy sites, and the role of the Jordanian Waqf under the Hashemite custodianship.

We stress our determination to step up our joint efforts to effectively bring about the two-state solution. The establishment of an independent, sovereign Palestinian state on the basis of the two-state solution, in accordance with international law and relevant U.N. Security Council resolutions, to live side by side in peace and security with Israel, is the only way to achieve true peace. The Security Council must play a role in decisively reopening this horizon for peace.

Trump and Mike Johnson zero in on noncitizen voting. It’s already illegal and very rare.

Former President Donald Trump and House Speaker Mike Johnson pitched new legislation to crack down on noncitizen voting on Friday, despite the fact the practice is already illegal and occurs rarely.

Johnson said House Republicans would introduce a bill to require documentary proof of citizenship to register to vote, speaking at Mar-a-Lago next to Trump as he seeks to fend off threats from his right flank.

“It seems like common sense, I’m sure all of us would agree that we only want U.S. citizens to vote in U.S. elections,” Johnson said, falsely suggesting that “so many people” are registering to vote when they obtain welfare benefits.

It is already a crime to register or vote as a noncitizen in all state and federal elections, though Washington, D.C., and a handful of municipalities in California, Maryland and Vermont allow noncitizen voting in local elections.

And few individuals break those laws.

“This is a crime where not only are the consequences really high and the payoff really low — you’re not getting millions of dollars, it’s not robbing a bank, you get to cast one ballot,” said Sean Morales-Doyle, a lawyer at the Brennan Center for Justice. “But what also makes this somewhat unique is that committing this crime actually entails the creation of a government record of your crime.”

Registering to vote and casting a ballot both leaves a paper trail that elected officials are required by law to routinely review. Some records are available to the public, as well.

“It’s very easy to catch, and you will get caught,” Morales-Doyle added.

The consequences are sweeping, too: noncitizens can face jail time, fines or deportation for voting illegally. Registering to vote alone could carry a five-year prison sentence, according to the Brennan Center.

On the flip side, Morales-Doyle said, requiring documentary proof of citizenship could disenfranchise millions of Americans who do not have access to passports or birth certificates.

Several states have tried to require documentary proof of citizenship in the past, but federal law currently prohibits it in federal elections. Arizona requires it for state elections, alone.

Many have investigated noncitizen voting and found little evidence of it. The Brennan Center found just 30 suspected noncitizen votes amid 23.5 million votes in 2016 , suggesting that suspected noncitizen votes accounted for 0.0001 % of votes cast. Trump’s own election integrity commission disbanded without releasing evidence of voter fraud, even though he’d claimed 3 million undocumented immigrants had voted in 2016 costing him the popular vote.

But Johnson and Trump have both long advanced baseless claims about election integrity. Johnson repeatedly promoted conspiracy theories about the 2020 election and its voting machines being rigged, and he recruited Republicans to back a lawsuit seeking to overturn states where Trump lost.

For Trump, however, the proposal fuses two of his favorite talking points: immigration and voter fraud. 

“It’s the sort of story that if you’re inclined to not like immigrants in the first place feels truthy,” said Justin Levitt, a former Biden advisor on democracy issues and election policy expert. “I think that has helped it stayed politically potent even if it hasn’t gotten more true.”

Levitt said when noncitizens do vote, it’s typically a misunderstanding or mistake. He said he recalled an instance where California residents in the process of naturalizing were told they had been granted citizenship and immediately left naturalization interviews to register to vote. They had not been formally sworn in as citizens, however, and therefore were not eligible yet.
