Statement on the no-homework policy bills

PASIG CITY, August 28, 2019 – With its issuance of the “Guidelines on Giving Homework or Assignment to All Public Elementary School Pupils,” otherwise known as DepEd Memorandum No. 392, series 2010, the Department of Education (DepEd) reiterates its commitment to the holistic development of learners inside and outside the classroom.

The said issuance aims to enable learners to have more quality time with their parents, family, and friends by limiting the homework/assignment to a reasonable quantity on school days and by eliminating the same during weekends.

It is in this regard that the Department supports the no-homework policy proposed by legislators from the House of Representatives. By ensuring that they complete all assignments and projects in school, the no-homework policy enables our learners to find balance between their academic development and personal growth by having ample time for enjoyable activities with family.

The Department will further study the other provisions of the bills to determine the repercussions on the current teaching and learning process.

‘Bawal ang assignment’: No homework bills filed by lawmakers

Lawmakers have filed separate bills on a no-homework policy to prevent stress and burn-out among school children.

The two bills filed at the House of Representatives seek to ban homework activities from kindergarten to high school in order for kids to spend more quality time with their families.

Deputy Speaker Evelina Escudero introduced House Bill No. 3611 which seeks to eliminate homework as a class requirement and limit school activities to the campus.

“Homework assignments can deprive students and parents precious quality time for rest, relaxation and interaction after school hours and even on weekends,” she explained.

Escudero also included in her bill a provision to leave textbooks in school so that children don’t have to carry it back home.

House Bill 3883 by Quezon City Congressman Alfred Vargas, on the other hand, seeks to ban the homework policy during weekends.

“In addition, a few landmark studies have suggested that homework does impact upon family life, in some cases in a negative way… yet in general, it is positively associated with academic achievement,” Vargas wrote.

Teachers may face at least Php50,000 in fine or imprisonment for violations if the bill turns into law.

DepEd: No-homework plan to help students attain school-work balance

MANILA, Philippines — The Department of Education (DepEd) has expressed support to the proposed no-homework policy from kindergarten to high school, stressing it would help students achieve a school-life balance.

DepEd in a statement Wednesday cited Memorandum No. 392 issued in 2010, which advised teachers to limit assignments to a “reasonable quantity” and eliminating it during the weekends. 

“The said issuance aims to enable learners to have more quality time with their parents, family, and friends by limiting the homework/assignment to a reasonable quantity on school days and by eliminating the same during weekends,” Deped said.

“By ensuring that they complete all assignments and projects in school, the no-homework policy enables our learners to find a balance between their academic development and personal growth by having ample time for enjoyable activities with family,” it added.

DepEd Secretary Leonor Briones earlier expressed its support to the proposed legislation, stressing that formal education should be done inside schools. 

“Ang gusto natin, lahat ng pormal na pag-aaral, assignments, projects, whatever, gawin sa loob ng eskwelahan. Pag-uwi nila, libre na sila, free time na nila to be with their parents, with their friends,” Briones said in a recent radio interview. 

Separate bills calling for a no-homework policy were filed at the House of Representatives by Deputy Speaker Evelina Escudero and Quezon City Rep. Alfred Vargas.

Escudero’s bill seeks to eliminate homework and limit school activities within the campus while Vargas’ measure wants to stop teachers from assigning homework during weekends. /kga

Dalawang panukalang batas ang inihain sa Kamara na nagsusulong na ipagbawal ang pagbibigay ng assignment sa mga estudyante mula kindergarten hanggang high school.

Sa House Bill 3611, layon ni Deputy Speaker at Sorsogon Representative Evelina Escudero na bawasan ang bigat ng binubuhat ng mga estudyante sa araw-araw, sa pamamagitan ng paglilimita ng mga aktibidad sa paaralan.

Inimumungkahi rin ng panukala ang pag-iiwan ng mga estudyante sa kindergarten hanggang Grade 6 ng kanilang mga libro sa eskwelahan.

“Schoolchildren carry heavy bags as they feel compelled to bring home all their books and activity kits because of the daily homework given by their respective subject teachers. The giving of homework assignments to conclude a lesson is a hallmark of Philippine pedagogy which also needs to be seriously assessed,” paliwanag ng mambabatas.

Samantala, sa House Bill 3883 naman na inihain ni Quezon City Representative Alfred Vargas, nais ipagbawal ang pagbibigay ng takdang-aralin tuwing weekend.

Layon nito na mabigyan ng kalidad na oras ang mga estudyante kasama ang kanilang pamilya kapag weekend.

Binanggit ni Vargas ang isang pag-aaral sa South Africa noong nakaraang taon na nagsasabing nagiging sagabal ang mga assignment sa oras ng pamilya.

“The bill aims to promote and protect the physical, moral, spiritual, intellectual and social well-being of the youth to the end that the youth realize their potential for improving the quality of life must always be observed. The bill also seeks to enjoy their free time from the precisions of school during weekends and to be able to have a quality time with their family and friends,” saad sa panukala.

Pagmumultahin ng P50,000 ang mga gurong lalabag sakaling maisabatas ang naturang panukala.

Ahead of the passage of a law, the Department of Education (DepEd) will issue a directive regulating the giving of homework to students during weekdays, Secretary Leonor Briones told GMA News Online.

Briones said the directive will contain guidelines including the number of homework that will be assigned, the subjects to be included and the students who will be covered by the policy.

The directive will also reiterate DepEd Memorandum No. 392 (series of 2010)  that prohibits homework or assignments during weekends “for pupils to enjoy their childhood and spend quality time with their parents without being burdened by the thought of doing lots of homework.”

Briones said the directive is being finalized for her signature.

“Right now, we are discouraging homework during weekends, but we need to issue a new directive, pending the approval of the bills, that will regulate or limit the homework given on weekdays,” she said.

“In principle, I am supportive of the pending bills in Congress because the final test of the pudding is not really on the homework, we cannot prove the effectiveness of our educational system through homework,” the Education chief added.

There are no guarantees that the kids themselves do the homework, Briones said.

“We know that in a number of cases it is the mother or father, lolo or lola, the tutors or even the yayas who accomplish these homework, so yung output na sina-submit sa school ay hindi output ng bata,” she said.

What should be encouraged within the classrooms is more time for discussions to hone the analytical thinking and assessment of students.

“Data changes, so we can’t always ask them to memorize information and figures.  What we should do is teach them discernment and analytical thinking,” Briones said.

Several bills seeking to implement a “no-homework” policy among kindergarten to Grade 12 students are up for deliberation at the Senate and the House of Representatives.

In House Bill 3611, Deputy Speaker and Sorsogon Representative Evelina Escudero also seeks to compel schools and teachers to implement a "more holistic and effective pedagogy" by conducting all lessons and activities in school.

Apart from a no-homework policy, House Bill 3611 also proposes that all kindergarden and Grade 6 students will deposit and leave their textbooks in school. No textbook will be brought home to "prevent the adverse effects" of carrying heavy bags to-and-from schools. —KBK, GMA News

Bong Revilla Pushes “No Homework Policy” for Elem, Junior High

Senator Ramon “Bong” Revilla Jr files a “no homework policy” for elementary and junior high school students.

The Senator introduced Senate Bill No. 1792, often known as the “No Homework Act of 2023,” on Saturday, February 11. The measure seeks to establish a policy that prohibits the requirement of assigning homework to elementary and junior high school pupils every weekend.

According to a report by the Philippine News Agency, Sen. Revilla stated that take-home assignments impair pupils’ academic performance and productivity. He stressed that it also contributes to a high dropout rate.

In countries with drastically reduced homework loads on students explain that there is a link between assigning more homework to students and an increased level of anxiety, which leads to low motivation in schoolwork. According to Revilla’s explanation note, the extra time allows the children to relax their thoughts and improves their ability to grasp things.

Students can only be assigned mandatory take-home assignments on weekdays, according to the measure. However, if they are assigned homework, it should be short so that they do not spend more than two hours completing it. It is also stated that their participation in such homework should be entirely voluntary.

“Less homework gives parents more time with their children, allowing the latter to engage in more co-curricular activities,” said Revilla.

Sanaysay Tungkol Sa No Homework Policy

Isinusulong sa Kongreso at Senado ngayon ang pag-aalis ng takdang aralin mula kindergarten hanggang haiskul. Ang mga kongresista ay nais na wala nang takdang aralin araw-araw habang sa ang bersiyon naman ng isang senador ay tuwing Sabado at Linggo lamang ipagbabawal ang assignment.

Dahil dito, naging usap-usapan ng marami kung dapat nga bang walang takdang aralin. Ayon sa mga nagsusulong nito, dapat daw ay ibigay ang oras na wala sa eskwela upang makapagpahinga ang mga bata.

Lubha na raw nakakapagod ang panahong inilalaan sa paaralan at kailangan din ng mga mag-aaral na magkaroong muli ng sapat na enerhiya para sa panibagong araw sa paaralan.

Naisasakripisyo daw ng mga mag-aaral ang kanilang kalusugan dahil sa dami ng ginagawa sa paaralan. Nawawalan na rin umano ng oras ang mga ito para sa kanilang pamilya.

Sang-ayon naman mismo ang Department of Education (DepEd) sa ganitong panukala. Maging sila ay nakikita ang positibong epekto nito sa parehong mga mag-aaral at mga guro. Pahinga rin ang mga guro dahil mababawasan ang kanilang gawain ayon sa DepEd.

Nangangamba lamang ang iba na baka raw ay mawalan na nang maayos na study habit ang mga bata. Wala na raw rason para magbuklat ang mga bata ng aklat at kwaderno kung wala nang takdang aralin.

Payo naman ng mga eksperto, kailangan lamang na ituro sa mga bata ang kanilang responsibilidad at kahalagahan ng pag-aaral kahit wala nang ibinibigay na takda ang mga guro.

‘No Homework Policy’ para sa elementary at junior high schools, ipinanukala sa Senado

Nagsumite si Sen. Bong Revilla Jr. sa Senate ng isang panukalang batas hinggil sa “No Homework Policy” sa elementary at junior high school sa bansa dahil ang take home assignments ay nagpapababa ng saloobin at pagiging produktibo ng mga mag-aaral na nagreresulta sa pagkakaroon ng mababang grado at mataas na dropout rate.

Sa ilalim ng Senate Bill No. 1792, o ang “No Homework Act of 2023”, ay ipinapanukala ni Revilla na walang “mandatory homework o assignment” sa weekend. Maaari lamang itong gawin ng mga guro kapag weekdays, dapat ay hindi lalampas sa dalawang oras para matapos ng estudyante, at dapat ay boluntaryo.

Sa explanatory note ng kanyang proposed bill, sinabi ni Revilla na sa isang pag-aaral noong 2009 ng The Organization for Economic Cooperation and Development’s Program for International Student Assessment (OECD PISA), ay nalaman na may “neglible impact” sa mga mag-aaral ang pagdadala ng assignment sa bahay.

Nagkakaroon umano ng pagtaas sa level ng anxiety nila na nagiging daan upang sila ay mawalan ng ganang mag-aral kaya mababa ang kanilang mga grado, o di kaya ay ayaw ng mag-aaral at nagdra-dropout.

“Relatedly, less homework creates more parent-child time that allows the child to engage in more co-curricular activities. The additional time allows the children to relax their mind, and increases their ability to better grasp concepts,” ayon sa kanyang pagpapaliwanag sa panukalang batas.
