The real meaning of politics may seem difficult to unravel because of the difference in systems of government, applications and functions or attributes of the politicians in different countries.

A Canadian definition of politics would significantly vary from that of an American since the Canadian sees politics as natural and a growth in human behavior. On the other hand, the American will view it as the most important discipline that determines the success or failure of a state.

It therefore suffices to claim that people do not see politics from the same perspective. They have different political ideologies, which they embrace ranging from conservatism, liberalism and even fascism.

Therefore, in my own definition, politics is an art and science of ensuring freedom, liberty, adherence to constitution, fairness and justice, equality and adherence of human rights.

Political opinions like any other opinion from someone can strengthen or weaken democracy of a nation based on the nature of the opinion. However, when clearly researched with the chosen sample acting as a representative of the entire population and views of people, opinion polls will strengthen democracy.

Furthermore, free and fair opinion polls result to the achievement democracy as opposed to discriminative polls, which lean on one side thereby interfering with the expected democracy. Such cases will automatically weaken democracy leading to dictatorship.

Therefore, It becomes vital to have an idea of what others thinks and feel about certain political ideas or an issue before making up our mind in order to understand the issue in context in depth to avoid making unsubstantial remarks about the same. Failure to do so will cause mayhem in the political field influencing us negatively even leading to our fall and lose of authority and trust.

Individuals’ ideas and ideologies form the basis of politics. These ideologies differ from one politician to another and may be positive or negative to the society. Ideologies and idea in politics are important because they provide the leadership style of a politician.

They assist a politician in formulating his/her policies thereby ensuring the adaptation of the best leadership. Furthermore, these ideas ad ideologies help a person to identify the kind of political systems a politician seems agitated for, whether liberal, socialism, conservatism and many others.

Many societies form their ideologies from the influence of the political socialization of the day. Therefore, it has a number of roles it plays in supporting the societal ideologies. For instance, it helps in providing guidelines and support through enactments of important bills as per the interest of the society at the same time denying the introduction of changes that the society does not embrace.

As a result, there stands three questions that I would ask a politician, given the chance, concerning his/her political beliefs. The answers of the questions would assist me in determining their ideologies.

Do you believe in the opinions of the people as determinants of the leadership styles? Who forms the agenda of the national politics? What is your preferred or role model philosopher and which ideology did he or she uphold?

As long as every society or nation upholds or cherishes its own ideologies, the ideologies have their strengths and weaknesses. Some of the strengths of liberalism include the promotion of freedom, equality of liberty and transparency in the government system and leadership of a country.

They therefore ensure that democracy prevails, as people are free to raise their own opinions and views without limitation. On the other hand, the weakness of liberalism is that the free space and freedom available can amount to misuse hence leading to poor governance.

Conservatism too has its own strengths for instance the transfer of good values and tradition from one government to another hence promoting the well-being of a country. The weakness of conservatism is that, the traditions that a state upholds may become absolute due to changes in the current society leading to redundancy in success of a country.

Socialism on the other hand has its strengths and weaknesses. Its strength is that it ensures that the society is united working together towards ensuring that every person grows and develops uniformly. But is has a weakness in that it de-motivate capitalism as those people working hard will not be motivated to do so hence retarding the growth of economy.

Ideologies provide the guiding principles of how the country is governed. They stipulate the philosophy on which the people of that particular country oblige in their day-to-day existence. There stand some values and beliefs, which may compromise certain ideologies.

These include beliefs in traditions: belief that certain ideologies like socialism hinder the growth of a country economically. Technology, religious beliefs, and social status among others too constitute the various beliefs and values. Political philosophy and ideologies have certain differences.

Political philosophy simply refers to the values, beliefs that politicians liaise as their point of references in their political careers while ideologies are set or predetermined thoughts postulated by a given philosopher on how people ought to carry out political activities.

Ordinary ideas simply constitute the day-to-day thoughts or feelings of an individual pertaining to a certain subject while ideologies are thoughts of a person, adopted or not adopted by a given society as their point of reference in their lives.

1.1 Defining Politics: Who Gets What, When, Where, How, and Why?

Politics has existed as long as humans have faced scarcity, have had different beliefs and preferences, and have had to resolve these differences while allocating scarce resources. It will continue to exist so long as these human conditions persist—that is, forever. Politics are fundamental to the human condition.

Politics means different things to different people. Politics , and related terms like political and politician , can have both positive and negative connotations. The Greek philosopher Aristotle argued that humans were “political animals” in that only by engaging in politics could humans reach their highest potential. 5 Yet often, the terms political and politician can be used in disparaging ways to refer to individuals using trickery or manipulation to obtain or preserve their status or authority. More formally, a politician is someone running for elective office or serving in it or as a person who is using the skills of a politician in other social interaction. A political actor is anyone who is engaged in political activity. Politics involves all the actions of government and all the people who work for, serve, or challenge it.

This book takes the broadest view, adopting the guidance of political scientist Harold Lasswell , who defined politics as “who gets what, when, how.” 6 Politics exists wherever people interact with one another to make decisions that affect them collectively. Politics exists within families. When parents decide where the family will live: politics. The family (who) gets a place to live (what) at the point of decision (when) based on the parents’ choice (how). When your school decides what tuition to charge: politics. When the government imposes taxes or funds education: politics. Most generally, politics is any interaction among individuals, groups, or institutions that seek to arrive at a decision about how to make a collective choice, or to solve some collective problem. Political science focuses primarily on these interactions as they involve governments. 7

Every political event is different. The mass protests in Hong Kong in 2020, inspired by those seeking to protect their political rights, were not exactly the same as the Black Lives Matter protests in the United States or the climate change actions animated by Swedish environmental activist Greta Thunberg . Yet as varied as political situations can be, there are commonalities across these events and over all political activities. Whenever you seek to understand a political event—whether an election in Tanzania, a protest in Estonia, or a public health program in Indonesia—it is useful to focus on the following:

What are the most important rules ? What is the reality of the existing event or environment? What choices do the participants make? Political outcomes—for example, which candidate wins an election—are based on the interaction of these rules, realities, and choices.

The importance of rules in politics or in life cannot be overstated. In virtually every human endeavor, the most successful individuals are likely to have a keen knowledge of the rules and how to use (or break) the rules to the advantage of their cause. Ignorance of the rules makes accomplishing your goals more difficult.

Rules can be highly precise or open to interpretation. In chess, for example, the rules are completely known to all players: each piece can move in certain directions but in no other ones. Each player takes a turn; that’s the rule. Although chess is highly complex, each player’s options at any given time are known. Chess champions—in fact, all champions—know how to use the rules to their advantage.

College campuses have their own sets of formal and informal rules, and not all of them are as precise as those in chess. The de jure rules are the rules as they are written, the formal rules. The de facto rules are the ones actually practiced or enforced, the informal rules. For example: a sign might state that the ( de jure ) speed limit is 55 miles per hour, but if police do not give tickets to drivers unless they are driving 65 miles per hour, then that is the de facto rule. To thrive at college, it is useful to understand not only the formal rules but also the informal rules, which have been called “the hidden curriculum.” 8

The rules in any political environment affect who has power and how they can use it. Consider the rules that determine who can vote and how. These rules can be permissive or strict, making voting either easier or harder to do. The harder it is to vote, the fewer people will actually cast their ballots and vice versa. Voting rules influence who shows up to vote. Politicians who believe they have a better chance of success under permissive voting rules are likely to advocate for such rules, while politicians who believe they are more likely to prevail under restrictive voting rules will advocate for them instead.

Rules might appear to be neutral—that is, they may seem fair and not designed to favor one group over another—but this is not entirely true. Until recently, to become a pilot in the US Air Force, a person had to be no shorter than 5 feet 4 inches and no taller than 6 feet 5 inches: the short and the tall were excluded from this opportunity. The rule might be in place for a good reason—in this case, to ensure that pilots can fit properly into their seats—but rules like these allocate opportunities and resources to some while withholding them from others. Because this rule excluded over 40 percent of American women from becoming pilots, it has been modified. 9

Rules are everywhere in politics. Your family has rules—even if the main rule is “no rules”—as does your school. Rules, such as Robert’s Rules of Order , 10 govern legislatures, and the criminal justice system, the tax system, and the national immigration systems are all based, at least in principle, on rules.

Rules and institutions are closely related. The institution of marriage or the institution of the family, for example, are the sets of rules (rights, roles, and responsibilities) by which those within the marriage or family live. Alternatively, institutions can be organizations, which are groups of people working together for a common purpose whose actions are governed by rules.

Perhaps the most important set of rules for any institution or organization is its constitution . The constitution affirms the most basic legal principles of a country or a state. These principles typically include the structure of the government, its duties, and the rights of the people. Constitutions can be quite general or extremely detailed. The Constitution of Monaco has fewer than 4,000 words, while the Constitution of India has nearly 150,000 words. 11 Unlike the United States, some countries, including Canada, New Zealand, and the United Kingdom, do not have a single document they call the constitution but instead rely on other written and even unwritten sources. In most countries the constitution is called just that—the constitution—although Germany, Oman, Saudi Arabia, and a few other countries call their constitutions the basic law. 12

What Is a Constitution?

Constitutions define the relationship between people and their government. They give powers to and place limits upon the government and serve as the basis for any other laws or government activities.

Constitutions are perhaps the most important set of rules in a country because, after all, they are just pieces of paper. The true importance of a country’s constitution depends on the politics of that country. In the United States, the Constitution is venerated almost as if it were a religious document. Most of the biggest conflicts throughout US history have involved disputes over what the Constitution requires, allows, or prohibits. When the US Supreme Court rules that a political action is unconstitutional, the violator—whether it be the president, the Congress, or any other group or individual in society—is expected to comply with the ruling and stop the action. 13 But this is not always the case everywhere. Politicians in any country may be tempted to ignore their constitutions, especially when it comes to the rights they ostensibly guarantee, and whether those politicians prevail depends on whether other political actors are willing and able to uphold the constitution.

Because rules affect the allocation of power and other scarce resources, political actors spend substantial time and effort fighting over them. In general, political actors seek to establish rules that benefit them and their allies.

Rules guide and constrain behavior, but the reality on the ground at any specific time also impacts political outcomes. Reality —facts—is not a matter of opinion, although people can dispute the nature of reality. Something is a fact , for example, when there is compelling evidence that an event has happened or a condition exists. The sun rises in the East: reality. The United Nations is an international organization: fact (reality). 14 Has the United Nations made the world a better place? That is a matter of opinion, although those who say “yes” or “no” can provide facts that support their views about reality. 15

How candidates can raise and spend money on their electoral campaigns may be limited by campaign finance laws, but if one candidate raises twice as much money as the other candidate, that is an important fact. If one candidate is the incumbent —a politician already serving in office and running for reelection—and the other is not, that is an important fact. These are important facts because whether or not a candidate is an incumbent and how much campaign money they raise may affect their chances of winning the election. In US elections, for example, incumbents generally have a better chance of being elected (although the strength of this relationship has varied over time), while the impact of fundraising on electoral success is open to question. 16

In chess, the rules are constant, never changing during the game. The reality changes as play proceeds—at any moment each player has a specific number of pieces in particular places on the board. What happens then depends on the choices the players make. This is as true for politics as for any other game. A key difference between chess and politics is that, in politics, the players themselves can change the rules of the game while they are playing.

Politics can be thought of as having the characteristics of a game. The players—anyone involved in political action—make strategic choices, given the rules and the current conditions, in an attempt to “win” the game by obtaining their goals.

Rules provide constraints and opportunities. Reality presents resources and challenges. The choices participants make in the face of rules and reality determine political outcomes. Choice exists whenever political actors face options, which they always do. If there are two candidates in an election for a single position, the voter has to choose between them, not being able to vote for both. Even if there is only one candidate, the voter still has an option: to vote for the candidate or to abstain.

In a democracy , the winning candidate wins because more voters chose to vote, and vote for that candidate, than for other options. The very definition of democracy is that it is a form of government in which the people have the ability to choose their leaders or, in some cases, the policies that they will adopt. 17

Political outcomes are always contingent; they cannot be predicted with certainty in advance. That does not mean, however, that outcomes are completely unpredictable. By accounting for the rules, how human behavior works, and existing realities, it is possible to reasonably predict what is likely to happen and explain what does happen.

We often refer to something as being ‘political’, or ‘all about politics’, to mean it boils down to a power struggle between people or groups. The idea is that politics is a process of manoeuvring to assert rival interests.

Of course, this notion of competition over interests or power is very relevant to politics with a capital ‘P’, or party politics. Indeed, we might start by defining politics as a process of competitive claims-making by rival parties, with the aim of mobilising support to put these programmes into action. But beyond this broad definition, it’s useful to unpack what this competition is about and the way in which it plays out. Both of these questions will help us develop a rather more nuanced (and hopefully less cynical!) view of politics.

First, what is politics about? One of the classic answers to this question is that politics is about who gets what, when and how. On this view, politics is essentially about settling contestation over the distribution of material goods. This may have been a fair characterisation of politics in the post-World War II era – an era that saw the rolling out of progressive taxation and welfare provision by a relatively centralised state and a party political system based on a traditional left-right ideological cleavage.

Yet the notion that politics is solely, or mainly, about distribution has been challenged over the past three or more decades. The increasing salience of ‘post-ideological’ contestation around values and lifestyles suggests that politics is as much, or arguably more, about identity and culture as it is about material resources. Much of our contemporary political debate revolves around issues that are not neatly categorised as left or right, such as the environment, gender and sexual rights, immigration and security.

Another challenge to this classic view comes from the ‘ideational turn’ in studies of politics. Scholars have shown how politics is as much about contestation over ways of framing or narrating policy problems, as it is about struggles over distribution. Of course, the two may not be easily distinguishable: different ways of framing problems may have profound consequences for distribution. But the point is that politics is a battle of ideas, in which participants attempt to control the narrative through tapping deep-rooted values and beliefs, rather than invoking objective self-interest. This recognition of the importance of narratives chimes with debates on ‘fake news’ and the potential for significant divergence in the way rival political groups frame policy issues.

The second question is about the process of politics: how are these rival claims translated into policy? In multi-party democracies, the obvious answer to this is through winning elections, which allows parties to implement their programmes.

But this rather transactional account is misleading. Electoral competition tends to create a ‘bidding war’, in which rival parties promise ever more appealing programmes. Voters often assume that these programmes can be straightforwardly implemented – as if they are consumers choosing a product. But in reality, manifesto claims are often discarded or watered down in the face of limited resources, viability, or political veto. What results is disappointment and disillusionment in democratic politics.

One of the challenges for political science, then, is to chart and understand these changes in the nature of politics. We need to understand that political contestation is as much about cultural identity and recognition, as it is about allocating material resources and to make sense of the disappointment in politics generated by the gap between the transactional view and the messier reality. Only by elucidating these trends can we develop institutions that can renew democratic debate and trust in politics. No mean feat in the current political climate, but definitely worth our best effort.

What is Politics: Theorizing the ‘Political’

Politics is a complex and multifaceted concept that has been studied and debated by philosophers, political scientists, and scholars from a wide range of disciplines for centuries. At its most basic level, politics can be understood as the process by which decisions are made within a society, particularly those that relate to the allocation of resources and the exercise of power.

However, the concept of politics is much broader and more abstract than this simple definition might suggest. In order to fully understand what politics is and how it operates, it is necessary to delve into the various theories that have been developed to explain and analyze it.

In this blog, we will explore some of the classical and modern theories of politics that have shaped our understanding of the political and its role in society. We will also consider some of the contemporary theories that continue to influence political thought and practice today.

The Classical Theories of Politics

Throughout history, philosophers and political theorists have sought to understand the nature of politics and the state, and to identify the principles and values that should guide their operation. Some of the most influential classical theories of politics include:

Plato’s Theory of the State and the Philosopher-King

Plato , a Greek philosopher who lived in the 4th century BCE, was one of the first philosophers to systematically study the nature of politics and the state. In his works, he argued that the best form of government was one in which philosophers, who had a deep understanding of the nature of reality and the good life, ruled.

According to Plato, these philosopher-kings would be guided by reason and wisdom, rather than by the desires and interests of the people. He believed that this would lead to a more just and harmonious society, as the philosopher-kings would be able to make decisions that were in the best interests of the community as a whole.

Aristotle’s Theory of the State and the Good Life

Aristotle , another Greek philosopher who lived in the 4th century BCE, was a student of Plato and shared many of his views on politics and the state. However, he also had some significant differences with his teacher.

Unlike Plato, who believed that the best form of government was one in which philosopher-kings ruled, Aristotle argued that the best form of government was one in which power was shared among different groups, such as the aristocracy and the people. He believed that this would allow for a more balanced and stable society, as different groups would be able to check and balance one another.

In addition to his views on the state and government, Aristotle also had a theory of the good life, which he saw as the ultimate goal of politics. According to Aristotle, the good life was one in which individuals were able to realize their full potential and achieve happiness. He believed that this could be achieved through the cultivation of virtues, such as wisdom, courage, and justice .

Hobbes’ Theory of the Social Contract

Thomas Hobbes , an English philosopher who lived in the 17th century, developed a theory of the state that was based on the idea of the social contract. According to Hobbes, individuals in a state of nature, where there is no government or law, would be in a constant state of conflict and insecurity.

In order to overcome this state of nature and establish a stable and peaceful society, Hobbes argued that individuals would have to give up some of their freedoms and rights and enter into a social contract with one another. Under this contract, individuals would agree to be governed by a sovereign authority, who would have the power to make and enforce laws.

Hobbes believed that this social contract was necessary in order to ensure the safety and security of the people, and that it was the role of the sovereign to protect the people from external threats and to maintain order within the society.

Locke’s Theory of Natural Rights and Government

John Locke , another English philosopher who lived in the 17th century, developed a theory of politics that was based on the idea of natural rights . According to Locke, all individuals are born with certain inalienable rights, such as the right to life, liberty, and property.

Locke argued that the purpose of government was to protect these natural rights, and that when a government failed to do so, it was the right of the people to alter or abolish it and establish a new one. He believed that this right of revolution was necessary to ensure that governments remained accountable to the people they were supposed to serve.

As the world changed and societies became more complex, new theories of politics emerged that sought to understand and explain these changes. Some of the most influential modern theories of politics include:

Machiavelli’s Theory of Power and the Role of the Leader

Niccolò Machiavelli , an Italian political theorist who lived in the 16th century, is perhaps best known for his work The Prince, in which he outlines his views on the nature of power and the role of the leader.

According to Machiavelli, the most important goal for a leader is to maintain and strengthen their power, and to do this, they must be willing to use any means necessary. He argued that a leader should be willing to deceive, manipulate, and even use violence in order to achieve their ends.

Machiavelli’s ideas were highly controversial at the time, and his name has become synonymous with the idea of using ruthless and unscrupulous tactics in order to gain and maintain power.

Marx’s Theory of Class Struggle and Revolution

Karl Marx, a German philosopher and economist who lived in the 19th century, developed a theory of politics that was based on the idea of class struggle. Essays are one of the best parts of the college application process. With your grades in, your test scores decided, and your extracurriculars developed over your years in high school, your essays are the last piece of your college application that you have immediate control over. With them, you get to add a voice to your other stats, a “face” to the name, so to speak. They’re an opportunity to reveal what’s important to you and what sets you apart from other applicants and tell the admissions committee why you’d be an excellent addition to their incoming student class.

Throughout your college applications process, there are many different types of essays you’ll be asked to write. Some of the most popular essay questions you’ll see might include writing about an extracurricular, why you want to matriculate at a school, and what you want to study.

Increasingly, you might also see a supplemental college essay asking you to discuss a political or global issue that you’re passionate about. Asking this type of question helps colleges understand what you care about outside of your personal life and how you will be an active global citizen.

Tips for Writing the Political and Global Issues College Essay

Pick an issue close to your life.

When you first see a political and global issues prompt, your gut reaction might be to go with a big-picture topic that’s all over the news, like poverty or racism. The problem with these topics is that you usually have a page or less to talk about the issue and why it matters to you. Students also might not have a direct personal connection to such a broad topic. The goal of this essay is to reveal your critical thinking skills, but the higher-level goal of every college essay is to learn more about who you are.

Rather than go with a broad issue that you’re not personally connected to, see if there’s just one facet of it that you  can  contend with. This is especially important if the prompt simply asks for “an issue,” and not necessarily a “global issue.” While some essay prompts will specifically ask that you address a  global  issue (like Georgetown’s School of Foreign Service), there are still ways to approach it from a more focused perspective.

For example, if you were to talk about world hunger, you could start with the hunger you see in your community, which is a food desert. For your solution, you can discuss your plan to build a community garden, so the town is able to access fresh produce. Food deserts, of course, aren’t the only reason world hunger exists; so, you should also explore some other reasons, and other solutions. Maybe there is a better way to prevent and recuperate produce currently being wasted, for instance. If the prompt doesn’t specifically ask for a global issue, however, you could simply focus on food deserts.

For another example, maybe you want to talk about climate change. A more personal and focused approach would deal with happenings in your community, or a community you’ve had contact with. For instance, perhaps your local river was polluted because of textile industry waste; in this case, it would be fitting to address fast fashion specifically (which is still a global issue).

Remember your audience

As you’re approaching this essay, take care to understand the political ramifications of what you’re suggesting and how the school you’re addressing might react to it. Make sure you understand the school’s political viewpoints, and keep in mind that schools are hoping to see how you might fit on their campus based on your response.

So, if you’re applying to a school known for being progressive, like Oberlin or Amherst, you might not want to write an essay arguing that religious freedom is under threat in America. Or, if you’re applying to Liberty University, you should probably avoid writing an essay with a strong pro-LGBTQ stance. You don’t have to take the opposite position, but try picking a different issue that won’t raise the same concerns.

If you have no political alignment, choose economics

If you find yourself applying to a school with which you share no political viewpoints, you might want to consider if the school would even be a good fit for you. Why do you really want to go there? Are those reasons worth it? If you think so, consider writing about an economic issue, which tend to be less contentious than social issues.

For instance, you could write about the impact of monopolies because your parents own an independent bookstore that has been affected by Amazon. Or you could discuss tax breaks for companies that keep or move their production domestically, after seeing how your town changed when factories were moved abroad. Maybe tax filing is a cause you’re really passionate about, and you think the government should institute a free electronic system for all. No matter what you write about here, the key is to keep it close to home however you can.

Pick the best possible framing

When you’re writing an essay that doesn’t fully align with the political views of the school you’re applying to, you’ll want to minimize the gap between your viewpoint and that of the school. While they still might disagree with your views, this will give your essay (and therefore you) the best possible chance. Let’s say you’re applying to a school with progressive economic views, while you firmly believe in free markets. Consider these two essay options:

Option 1:  You believe in free markets because they have pulled billions out of terrible poverty in the developing world.

Option 2:  “Greed is good,” baby! Nothing wrong with the rich getting richer.

Even if you believe equally in the two reasons above personally, essay option 1 would be more likely to resonate with an admissions committee at a progressive school.

Let’s look at another, more subtle example:

Option 1:  Adding 500 police officers to the New York City public transit system to catch fare evaders allows officers to unfairly and systematically profile individuals based on their race.

Option 2:  The cost of hiring 500 additional police officers in the New York City public transit system is higher than the money that would be recouped by fare evasion.

While you might believe both of these things, a school that places a lower priority on race issues may respond better to the second option’s focus on the fallible economics of the issue.

Structuring the Essay

Depending on how long the essay prompt is, you’ll want to use your time and word count slightly differently. For shorter essays (under 250 words), focus on your personal connection rather than the issue itself. You don’t have much space and you need to make it count. For standard essays (250-500 words), you can spend about half the time on the issue and half the time on your personal connection. This should allow you to get more into the nuance. For longer essays, you can write more on the issue itself. But remember, no matter how long the essay is, they ultimately want to learn about you–don’t spend so much time on the issue that you don’t bring it back to yourself.

A Brief History of the Political Essay

The political essay has never been a clearly defined genre. David Hume may have legitimated it in 1758 when he classified under a collective rubric his own Essays, Moral, Political, and Literary. “Political,” however, should have come last in order, since Hume took a speculative and detached view of politics, and seems to have been incapable of feeling passion for a political cause. We commonly associate political thought with full-scale treatises by philosophers of a different sort, whose understanding of politics was central to their account of human nature. Hobbes’s Leviathan , Montesquieu’s Spirit of the Laws , Rousseau’s Social Contract , Mill’s Representative Government , and, closer to our time, Rawls’s Theory of Justice , all satisfy that expectation. What, then, is a political essay? By the late 18th century, the periodical writings of Steele, Swift, Goldsmith, and Johnson had broadened the scope of the English essay for serious purposes. The field of politics, as much as culture, appeared to their successors well suited to arguments on society and government.

A public act of praise, dissent, or original description may take on permanent value when it implicates concerns beyond the present moment. Where the issue is momentous, the commitment stirred by passion, and the writing strong enough, an essay may sink deep roots in the language of politics. An essay is an attempt , as the word implies—a trial of sense and persuasion, which any citizen may hazard in a society where people are free to speak their minds. A more restrictive idea of political argument—one that would confer special legitimacy on an elite caste of managers, consultants, and symbolic analysts—presumes an environment in which state papers justify decisions arrived at from a region above politics. By contrast, the absence of formal constraints or a settled audience for the essay means that the daily experience of the writer counts as evidence. A season of crisis tempts people to think politically; in the process, they sometimes discover reasons to back their convictions.

The experience of civic freedom and its discontents may lead the essayist to think beyond politics. In 1940, Virginia Woolf recalled the sound of German bombers circling overhead the night before; the insect-like irritant, with its promise of aggression, frightened her into thought: “It is a queer experience, lying in the dark and listening to the zoom of a hornet which may at any moment sting you to death.” The ugly noise, for Woolf, signaled the prerogative of the fighting half of the species: Englishwomen “must lie weaponless tonight.” Yet Englishmen would be called upon to destroy the menace; and she was not sorry for their help. The mood of the writer is poised between gratitude and a bewildered frustration. Woolf ’s essay, “Thoughts on Peace in an Air Raid,” declines to exhibit the patriotic sentiment by which most reporters in her position would have felt drawn. At the same time, its personal emphasis keeps the author honest through the awareness of her own dependency.

Begin with an incident— I could have been killed last night —and you may end with speculations on human nature. Start with a national policy that you deplore, and it may take you back to the question, “Who are my neighbors?” In 1846, Henry David Thoreau was arrested for having refused to pay a poll tax; he made a lesson of his resistance two years later, when he saw the greed and dishonesty of the Mexican War: “Under a government which imprisons any unjustly, the true place for a just man is also a prison.” But to Thoreau’s surprise, the window of the prison had opened onto the life of the town he lived in, with its everyday errands and duties, its compromises and arrangements, and for him that glimpse was a revelation:

They were the voices of old burghers that I heard in the streets. I was an involuntary spectator and auditor of whatever was done and said in the kitchen of the adjacent village inn,—a wholly new and rare experience to me. It was a closer view of my native town. I was fairly inside of it. I had never seen its institutions before. This is one of its peculiar institutions; for it is a shire town. I began to comprehend what its inhabitants were about.

Slavery, at that time, was nicknamed “the peculiar institution,” and by calling the prison itself a peculiar institution, and maybe having in mind the adjacent inn as well, Thoreau prods his reader to think about the constraints that are a tacit condition of social life.

The risk of political writing may lure the citizen to write—a fact Hazlitt seems to acknowledge in his essay “On the Regal Character,” where his second sentence wonders if the essay will expose him to prosecution: “In writing a criticism, we hope we shall not be accused of intending a libel.” (His friend Leigh Hunt had recently served two years in prison for “seditious libel” of the Prince Regent—having characterized him as a dandy notorious for his ostentation and obesity.) The writer’s consciousness of provocative intent may indeed be inseparable from the wish to persuade; though the tone of commitment will vary with the zeal and composition of the audience, whether that means a political party, a movement, a vanguard of the enlightened, or “the people” at large.

Edmund Burke, for example, writes to the sheriffs of Bristol (and through them to the city’s electors) in order to warn against the suspension of habeas corpus by the British war ministry in 1777. The sudden introduction of the repressive act, he tells the electors, has imperiled their liberty even if they are for the moment individually exempt. In response to the charge that the Americans fighting for independence are an unrepresentative minority, he warns: “ General rebellions and revolts of an whole people never were encouraged , now or at any time. They are always provoked. ” So too, Mahatma Gandhi addresses his movement of resistance against British rule, as well as others who can be attracted to the cause, when he explains why nonviolent protest requires courage of a higher degree than the warrior’s: “Non-violence is infinitely superior to violence, forgiveness is more manly than punishment.” In both cases, the writer treats the immediate injustice as an occasion for broader strictures on the nature of justice. There are certain duties that governors owe to the governed, and duties hardly less compulsory that the people owe to themselves.

Apparently diverse topics connect the essays in Writing Politics ; but, taken loosely to illustrate a historical continuity, they show the changing face of oppression and violence, and the invention of new paths for improving justice. Arbitrary power is the enemy throughout—power that, by the nature of its asserted scope and authority, makes itself the judge of its own cause. King George III, whose reign spanned sixty years beginning in 1760, from the first was thought to have overextended monarchical power and prerogative, and by doing so to have reversed an understanding of parliamentary sovereignty that was tacitly recognized by his predecessors. Writing against the king, “Junius” (the pen name of Philip Francis) traced the monarch’s errors to a poor education; and he gave an edge of deliberate effrontery to the attack on arbitrary power by addressing the king as you. “It is the misfortune of your life, and originally the cause of every reproach and distress, which has attended your government, that you should never have been acquainted with the language of truth, until you heard it in the complaints of your people.”

A similar frankness, without the ad hominem spur, can be felt in Burke’s attack on the monarchical distrust of liberty at home as well as abroad: “If any ask me what a free Government is, I answer, that, for any practical purpose, it is what the people think so; and that they, and not I, are the natural, lawful, and competent judges of this matter.” Writing in the same key from America, Thomas Paine, in his seventh number of The Crisis , gave a new description to the British attempt to preserve the unity of the empire by force of arms. He called it a war of conquest; and by addressing his warning directly “to the people of England,” he reminded the king’s subjects that war is always a social evil, for it sponsors a violence that does not terminate in itself. War enlarges every opportunity of vainglory—a malady familiar to monarchies.

The coming of democracy marks a turning point in modern discussions of sovereignty and the necessary protections of liberty. Confronted by the American annexation of parts of Mexico, in 1846–48, Thoreau saw to his disgust that a war of conquest could also be a popular war, the will of the people directed to the oppression of persons. It follows that the state apparatus built by democracy is at best an equivocal ally of individual rights. Yet as Emerson would recognize in his lecture “The Fugitive Slave Law,” and Frederick Douglass would confirm in “The Mission of the War,” the massed power of the state is likewise the only vehicle powerful enough to destroy a system of oppression as inveterate as American slavery had become by the 1850s.

Acceptance of political evil—a moral inertia that can corrupt the ablest of lawmakers—goes easily with the comforts of a society at peace where many are satisfied. “Here was the question,” writes Emerson: “Are you for man and for the good of man; or are you for the hurt and harm of man? It was question whether man shall be treated as leather? whether the Negroes shall be as the Indians were in Spanish America, a piece of money?” Emerson wondered at the apostasy of Daniel Webster, How came he there? The answer was that Webster had deluded himself by projecting a possible right from serial compromise with wrong.

Two ways lie open to correct the popular will without a relapse into docile assent and the rule of oligarchy. You may widen the terms of discourse and action by enlarging the community of participants. Alternatively, you may strengthen the opportunities of dissent through acts of exemplary protest—protest in speech, in action, or both. Gandhi and Martin Luther King, Jr. remain the commanding instances in this regard. Both led movements that demanded of every adherent that the protest serve as an express image of the society it means to bring about. Nonviolent resistance accordingly involves a public disclosure of the work of conscience—a demonstrated willingness to make oneself an exemplary warrior without war. Because they were practical reformers, Gandhi and King, within the societies they sought to reform, were engaged in what Michael Oakeshott calls “the pursuit of intimations.” They did not start from a model of the good society generated from outside. They built on existing practices of toleration, friendship, neighborly care, and respect for the dignity of strangers.

Nonviolent resistance, as a tactic of persuasion, aims to arouse an audience of the uncommitted by its show of discipline and civic responsibility. Well, but why not simply resist? Why show respect for the laws of a government you mean to change radically? Nonviolence, for Gandhi and King, was never merely a tactic, and there were moral as well as rhetorical reasons for their ethic of communal self-respect and self-command. Gandhi looked on the British empire as a commonwealth that had proved its ability to reform. King spoke with the authority of a native American, claiming the rights due to all Americans, and he evoked the ideals his countrymen often said they wished to live by. The stories the nation loved to tell of itself took pride in emancipation much more than pride in conquest and domination. “So,” wrote King from the Birmingham City Jail, “I can urge men to obey the 1954 decision of the Supreme Court because it is morally right, and I can urge them to disobey segregation ordinances because they are morally wrong.”

A subtler enemy of liberty than outright prejudice and violent oppression is the psychological push toward conformity. This internalized docility inhabits and may be said to dictate the costume of manners in a democracy. Because the rule of mass opinion serves as a practical substitute for the absolute authority that is no longer available, it exerts an enormous and hidden pressure. This dangerous “omnipotence of the majority,” as Tocqueville called it, knows no power greater than itself; it resembles an absolute monarch in possessing neither the equipment nor the motive to render a judgment against itself. Toleration thus becomes a political value that requires as vigilant a defense as liberty. Minorities are marked not only by race, religion, and habits of association, but also by opinion.

“It is easy to see,” writes Walter Bagehot in “The Metaphysical Basis of Toleration,” “that very many believers would persecute sceptics” if they were given the means, “and that very many sceptics would persecute believers.” Bagehot has in mind religious belief, in particular, but the same intolerance operates when it is a question of penalizing a word, a gesture, a wrongly sympathetic or unsympathetic show of feeling by which a fellow citizen might claim to be offended. The more divided the society, the more it will crave implicit assurances of unity; the more unified it is, the more it wants an even greater show of unity—an unmistakable signal of membership and belonging that can be read as proof of collective solidarity. The “guilty fear of criticism,” Mary McCarthy remarked of the domestic fear of Communism in the 1950s, “the sense of being surrounded by an unappreciative world,” brought to American life a regimen of tests, codes, and loyalty oaths that were calculated to confirm rather than subdue the anxiety.

Proscribed and persecuted groups naturally seek a fortified community of their own, which should be proof against insult; and by 1870 or so, the sure method of creating such a community was to found a new nation. George Eliot took this remedy to be prudent and inevitable, in her sympathetic early account of the Zionist quest for a Jewish state, yet her unsparing portrait of English anti-Semitism seems to recognize the nation-remedy as a carrier of the same exclusion it hopes to abolish. Perhaps the greatest obstacle to a widened sense of community is the apparently intuitive—but in fact regularly inculcated—intellectual habit by which we divide people into racial, religious, and ethnic identities. The idea of an international confederation for peace was tried twice, without success, in the 20th century, with the League of Nations and the United Nations; but some such goal, first formulated in the political writings of Kant, has found memorable popular expression again and again.

W. E. B. Du Bois’s essay “Of the Ruling of Men” affords a prospect of international liberty that seems to the author simply the next necessary advance of common sense in the cause of humanity. Du Bois noticed in 1920 how late the expansion of rights had arrived at the rights of women. Always, the last hiding places of arbitrary power are the trusted arenas of privilege a society has come to accept as customary, and to which it has accorded the spurious honor of supposing it part of the natural order: men over women; the strong nations over the weak; corporate heads over employees. The pattern had come under scrutiny already in Harriet Taylor Mill’s “Enfranchisement of Women,” and its application to the hierarchies of ownership and labor would be affirmed in William Morris’s lecture “Useful Work Versus Useless Toil.” The commercial and manufacturing class, wrote Morris, “ force the genuine workers to provide for them”; no better (only more recondite in their procedures) are “the parasites” whose function is to defend the cause of property, “sometimes, as in the case of lawyers, undisguisedly so.” The socialists Morris and Du Bois regard the ultimate aim of a democratic world as the replacement of useless by useful work. With that change must also come the invention of a shared experience of leisure that is neither wasteful nor thoughtless.

A necessary bulwark of personal freedom is property, and in the commercial democracies for the past three centuries a usual means of agreement for the defense of property has been the contract. In challenging the sacredness of contract, in certain cases of conflict with a common good, T. H. Green moved the idea of “freedom of contract” from the domain of nature to that of social arrangements that are settled by convention and therefore subject to revision. The freedom of contract must be susceptible of modification when it fails to meet a standard of public well-being. The right of a factory owner, for example, to employ child labor if the child agrees, should not be protected. “No contract,” Green argues, “is valid in which human persons, willingly or unwillingly, are dealt with as commodities”; for when we speak of freedom, “we mean a positive power or capacity of doing or enjoying something worth doing or enjoying.” And again:

When we measure the progress of a society by its growth in freedom, we measure it by the increasing development and exercise on the whole of those powers of contributing to social good with which we believe the members of the society to be endowed; in short, by the greater power on the part of the citizens as a body to make the most and best of themselves.

Legislation in the public interest may still be consistent with the principles of free society when it parts from a leading maxim of contractual individualism.

The very idea of a social contract has usually been taken to imply an obligation to die for the state. Though Hobbes and Locke offered reservations on this point, the classical theorists agree that the state yields the prospect of “commodious living” without which human life would be unsocial and greatly impoverished; and there are times when the state can survive only through the sacrifice of citizens. May there also be a duty of self-sacrifice against a state whose whole direction and momentum has bent it toward injustice? Hannah Arendt, in “Personal Responsibility Under Dictatorship,” asked that question regarding the conduct of state officials as well as ordinary people under the encroaching tyranny of Nazi Germany in the 1930s. Citizens then, Arendt observes, had live options of political conduct besides passive obedience and open revolt. Conscientious opposition could show itself in public indications of nonsupport . This is a fact that the pervasiveness of conformism and careerism in mass societies makes harder to see than it should be.

Jonathan Swift, a writer as temperamentally diverse from Arendt as possible, shows in “A Modest Proposal” how the human creature goes about rationalizing any act or any policy, however atrocious. Our propensity to make-normal, to approve whatever renders life more orderly, can lead by the lightest of expedient steps to a plan for marketing the babies of the Irish poor as flesh suitable for eating. It is, after all—so Swift’s fictional narrator argues—a plausible design to alleviate poverty and distress among a large sector of the population, and to eliminate the filth and crowding that disgusts persons of a more elevated sort. The justification is purely utilitarian, and the proposer cites the most disinterested of motives: he has no financial or personal stake in the design. Civility has often been praised as a necessity of political argument, but Swift’s proposal is at once civil and, in itself, atrocious.

An absorbing concern of Arendt’s, as of several of the other essay writers gathered here, was the difficulty of thinking. We measure, we compute, we calculate, we weigh advantages and disadvantages—that much is only sensible, only logical—but we give reasons that are often blind to our motives, we rationalize and we normalize in order to justify ourselves. It is supremely difficult to use the equipment we learn from parents and teachers, which instructs us how to deal fairly with persons, and apply it to the relationship between persons and society, and between the manners of society and the laws of a nation. The 21st century has saddled persons of all nations with a catastrophic possibility, the destruction of a planetary environment for organized human life; and in facing the predicament directly, and formulating answers to the question it poses, the political thinkers of the past may help us chiefly by intimations. The idea of a good or tolerable society now encompasses relations between people at the widest imaginable distance apart. It must also cover a new relation of stewardship between humankind and nature.

Having made the present selection with the abovementioned topics in view—the republican defense against arbitrary power; the progress of liberty; the coming of mass-suffrage democracy and its peculiar dangers; justifications for political dissent and disobedience; war, as chosen for the purpose of domination or as necessary to destroy a greater evil; the responsibilities of the citizen; the political meaning of work and the conditions of work—an anthology of writings all in English seemed warranted by the subject matter. For in the past three centuries, these issues have been discussed most searchingly by political critics and theorists in Britain and the United States.

The span covers the Glorious Revolution and its achievement of parliamentary sovereignty; the American Revolution, and the civil war that has rightly been called the second American revolution; the expansion of the franchise under the two great reform bills in England and the 15th amendment to the US constitution; the two world wars and the Holocaust; and the mass movements of nonviolent resistance that brought national independence to India and broadened the terms of citizenship of black Americans. The sequence gives adequate evidence of thinkers engaged in a single conversation. Many of these authors were reading the essayists who came before them; and in many cases (Burke and Paine, Lincoln and Douglass, Churchill and Orwell), they were reading each other.

Writing Politics contains no example of the half-political, half-commercial genre of “leadership” writing. Certain other principles that guided the editor will be obvious at a glance, but may as well be stated. Only complete essays are included, no extracts. This has meant excluding great writers—Hobbes, Locke, Wollstonecraft, and John Stuart Mill, among others—whose definitive political writing came in the shape of full-length books. There are likewise no chapters of books; no party manifestos or statements of creed; nothing that was first published posthumously. All of these essays were written at the time noted, were meant for an audience of the time, and were published with an eye to their immediate effect. This is so even in cases (as with Morris and Du Bois) where the author had in view the reformation of a whole way of thinking. Some lectures have been included—the printed lecture was an indispensable medium for political ideas in the 19th century—but there are no party speeches delivered by an official to advance a cause of the moment.

Two exceptions to the principles may prove the rule. Abraham Lincoln’s letter to James C. Conkling was a public letter, written to defend the Emancipation Proclamation, in which, a few months earlier, President Lincoln had declared the freedom of all slaves in the rebelling states; he now extended the order to cover black soldiers who fought for the Union: “If they stake their lives for us, they must be prompted by the strongest motive—even the promise of freedom. And the promise being made, must be kept.” Lincoln was risking his presidency when he published this extraordinary appeal and admonition, and his view was shared by Frederick Douglass in “The Mission of the War”: “No war but an Abolition war, no peace but an Abolition peace.” The other exception is “The Roots of Honour,” John Ruskin’s attack on the mercenary morality of 19th-century capitalism . He called the chapter “Essay I” in Unto This Last , and his nomenclature seemed a fair excuse for reprinting an ineradicable prophecy.

What is Politics?

According to the Oxford Dictionary, Politics refers to the activities associated with the governance of a country or area, especially the debate between parties having power. Talking practically, politics refers to all the activities a person or group of people wants in their interest. 

On a bigger level, politics involves the distribution and exchange of power among organizations and administrations, such as political parties. Politics includes different mechanisms and values, such as governance, political institutions and ideologies, elections, international relations, public policies, social change, etc. These mechanisms and values allow us to know what politics is about and how it works.

The concept of politics has been followed since ancient times. Today’s politics is more or less like the ancient Hindu political philosophy of Dharma. Dharma meant rules and orders, which everyone was abiding by through birth. It included duties, rights, laws, conduct, virtues and the right way of living.

Is Texas About to Turn Latinos Into Single-Issue Voters?

Its new immigration law resembles other “show me your papers” measures that cost the GOP Latino voters.

I n the days after the November election in 2020, I traveled from Laredo, Texas, down along the Rio Grande into one of the great heartlands of Mexican America, a place locals proudly refer to by its area code, “the 956.” Along this stretch of the Texas border, towns are up to 98 percent Latino; Spanish is so common that Anglos have to learn the language if they want to order at restaurants. Yet on Election Night, residents had shocked the country by turning out for Donald Trump in record numbers.

In Zapata County, where Trump became the first Republican to win the presidential vote since Warren Harding in 1920, I asked Cynthia Villarreal, a longtime Democratic organizer, what explained Trump’s success after four years of immigration raids and family separation. Villarreal told me that, in South Texas, many Mexican Americans don’t identify as immigrants; her own ancestors lived on the Rio Grande before Texas even existed. In Starr County, where Trump had almost quadrupled Republican turnout, the then–county chair of the GOP, a retired colonel named Ross Barrera, said that he and many other Latinos in Texas wanted a border wall. He felt pity, but no solidarity, for those crossing the border; he explained that some South Texans call them mojaditos —Spanish for the slur “wetback.”

Since 2020, Texas politicians have seemed to absorb the lesson that many Latinos will tolerate border crackdowns. In early 2021, Republican Governor Greg Abbott sent thousands of state police and National Guardsmen into Texas’s southernmost counties as part of his “ Operation Lone Star .” Residents appeared to reward him: Even if the police SUVs and razor wire were an eyesore, in the 2022 governor’s election Abbott improved on his 2018 results in almost every border county.

But soon, Texas Republicans could test just how harsh an immigration policy Latinos really want. In a raucous legislative session last year, the state’s Republican supermajority sent Abbott a monumental bill, S.B. 4 . The law, currently on hold in the courts, would essentially give Texas its own immigration system, making “illegal entry”—traditionally enforced by the federal government—into a state crime. If the law goes into effect, a police officer anywhere in the state will be able to stop, question, and arrest anyone they suspect might have crossed the Rio Grande illegally. Judges will be able to coerce defendants to auto-deport to Mexico by threatening them with serious prison time.

S.B. 4 would go far beyond Operation Lone Star, potentially moving immigration enforcement into the state’s interior. Razor wire along the river is meant to control who gets into the state; policing cities such as Dallas and Houston is about getting people out. Will the Latinos in Texas who have welcomed Republicans’ border crackdown feel the same way if state police start arresting their neighbors?

The history here looks grim for the GOP. When Republicans in California and Arizona tried to create the same sort of “show me your papers” system—California’s Proposition 187 and Arizona’s S.B. 1070—the measures backfired. Both laws reeked of racial profiling. People who were around in each state, including my father in California, have told me stories from those years. In Latino neighborhoods, many people came to see the laws not as immigration policy, but as a population control: an attempt to make their state less Latino. They responded by organizing into coalitions that eventually eroded Republican power in both states—and perhaps gave birth to the popular assumption that Latinos vote mostly on immigration.

I n California, my father was one of the people for whom Prop. 187 fundamentally changed the way they saw themselves and their place in this country. Growing up in a Mexican American family in San Antonio, he didn’t think of himself as an immigrant. Like Villareal’s family, our roots in Texas run deeper than the state, back to when it was called Coahuila y Tejas. And, like Barrera, my dad heard other Mexican kids at his school smear more recent immigrants as mojaditos . When he moved to California in the 1980s, my father thought of himself as a political moderate. He was an entrepreneur and a family man, besides being Mexican by heritage. He voted for Ronald Reagan in the 1984 presidential race (“Just like everyone else in America,” he joked to me recently).

Things changed when the Republican governor of California, Pete Wilson, championed Prop. 187. California was in the midst of a historic immigration surge, and as many as 1.3 million undocumented immigrants were living in the state; Wilson was flagging in his 1994 reelection bid. The measure passed, and he held on to his office. When the law went into effect, it instructed public employees—not just cops, but teachers, nurses, and anyone else who worked for the state—to report anyone they suspected might be undocumented.

“I had to start thinking: Was the name ‘Herrera’ probable cause?” my dad said. Prop. 187 erased the conceptual difference he might have felt between himself and noncitizens. He came to believe that, no matter how he thought of himself, some people in this country would only ever see him as Mexican, as an outsider. He never voted Republican again.

He wasn’t alone. In 1984, 45 percent of Latinos in California had, like my father, voted for Reagan. By 1996, that support had cratered: More than 71 percent of Latinos voted for Bill Clinton (a 16 percent increase over his own 1992 result). Turnout among Latinos in California also increased dramatically each election year after Prop. 187. New Latino voters were far more likely to register as Democrats; in Los Angeles County, for instance, six times as many Latinos registered with the Democratic Party than the GOP.

Prop. 187 “created a multigenerational, anti-Republican coalition” among Latinos in California, Mike Madrid, the political director of the California Republican Party from 1996 to 1998, told me. Madrid, who grew up in a Mexican American family in Sacramento, spent years trying to get Republican campaigns to understand Latinos’ complexity. He thought then, and still thinks today, that the party’s best chance of courting Latino voters was with a message geared toward the working class, an “aspirational conservatism.” But Prop. 187 essentially turned hundreds of thousands of Latinos into single-issue voters. Today some of the more prominent Latino officials in the country , including the former San Antonio mayor and Housing and Urban Development secretary Julián Castro and Senator Alex Padilla of California, trace their political roots to their opposition to Prop. 187.

“You can build a multigenerational coalition when a community is perceived to be personally, individually, and as a community under attack,” Madrid said. “If I was naturalized, or my kids were born here, or my grandchildren—everyone came home” to Democrats after Prop. 187. (Madrid clashed with the Republican Party in a very public way when Donald Trump was nominated in 2016.)

From the March 2022 issue: There’s no such thing as ‘the Latino vote’

Prop. 187 died in the courts; judges ruled that it violated the supremacy clause in the Constitution and infringed on the federal government’s exclusive jurisdiction over immigration. Almost 15 years would pass before Republicans tried again, this time in Arizona, where Republican Governor Jan Brewer signed S.B. 1070 in 2010. Seeking to stop undocumented immigrants from accessing public services, the law mandated that all immigrants over age 18 carry their “papers” with them at all times, and it empowered cops to arrest anyone caught without proper ID.

Academics are still studying how S.B. 1070 changed Arizona. When the bill passed, the state had not only a Republican governor but two Republican senators. Now a Democrat is in the governor’s mansion, along with one and a half Democrats in the senate (Kyrsten Sinema became an independent in 2022). Since S.B. 1070, turnout has exploded in Latino communities, far outstripping population growth. In 2008, just 291,000 Latinos voted in Arizona. By 2012, turnout had increased to 400,000; by 2016 , it was more than 550,000. Voter registration has heavily favored Democrats. According to analysis by Televisa Univision , as of 2022, just 17 percent of Latinos in Arizona are registered as Republican, compared with 44 percent as Democrats and 39 percent as independents.

In 2020, more than 813,000 Latinos showed up to vote in Arizona. While some Latino communities in Arizona saw a rightward shift , it was much more muted than it was in Texas; some areas even shifted left. In all, Latino Arizonans voted overwhelmingly for President Joe Biden, sealing his victory in the state.

Underneath Biden’s win was a large network of activists and a get-out-the-vote infrastructure that had first gotten organized in response to S.B. 1070. Belén Sisa, who immigrated with her parents from Buenos Aires at the age of 6, was in high school when the law passed. “I was homecoming queen, varsity cheerleader—like, the last person you would think would be the undocumented girl,” she told me. On the school bus each morning in Florence, Arizona, she looked out at an ICE detention center that employed some of her classmates’ parents, and imagined getting locked up there.

In the years after the law passed, Sisa and her family saw cities like nearby Mesa become relative “ghost towns” as immigrants left the state in large numbers . Sometimes, her family watched protests, but they were too frightened to join in. When Sisa went to college at Arizona State University, she began meeting other undocumented young people, many of whom had started openly identifying as “Dreamers.” She became part of a group of activists that grew throughout the state, often supporting Democrats’ electoral efforts . By 2020, Sisa herself was working as the national Latino press secretary for Senator Bernie Sanders’s presidential campaign.

In 2012, the Supreme Court struck down the sections of S.B. 1070 that made immigration violations state crimes—though it allowed Arizona police to continue to question the immigration status of the people they stopped or detained. At the time, some wondered whether the Supreme Court had handed a victory to Democrats by keeping part of the law in place, because of how strong Latino opposition to it was.

Sisa recalled having conversations with other Latinos, some of whom had citizenship.“I could say: ‘You’re a lot closer to my situation than you will ever be to people that are white and born here,’” she said.

A s any Texan will tell you , things are different down here. Latinos in the state are more socially conservative than their counterparts farther west. Not only do many of them not see themselves as immigrants—many identify as racially white . Across the country, immigrants are also becoming a smaller percentage of the Latino population. It’s tough to predict how S.B. 4 will play out if it goes into effect.

“Unlike, say, people in New York, I think Hispanics in Texas are more open to the idea that we need to close that border and do the right thing,” Jason Villalba, who served as a Republican in the Texas house from 2013 to 2019, told me.

Jerusalem Demsas: Texas pulls an ugly stunt on the border

As controversy around S.B. 4 has grown, and connections to laws like Prop. 187 have been drawn, some Republican architects of the bill have begun signaling that they intend for the law to target recent border crossers , not immigrants already living in the state. Texas Solicitor General Aaron Nielson told judges at a hearing last week, “There wouldn’t be probable cause in almost all cases, unless a Texas officer sees somebody crossing the border.” Abbott has been ambiguous: After the law was blocked, he said , “Texas has the legal authority to arrest people coming across the razor-wire barriers on our border.”

But legislators have frequently referred to statewide enforcement. When the Fort Worth chief of police released a video in March arguing that immigration enforcement should be left to the feds, Dade Phelan, the speaker of the Texas house, wrote on X : “Any local law enforcement agency that refuses to enforce Senate Bill 4 is abandoning their sworn duty to uphold the rule of law.” State Senator Charles Perry, the author of the bill, has said in interviews that Texas essentially was forced to pass S.B. 4, because of what lawmakers see as inaction by the Biden administration. The Constitution makes exceptions to federal supremacy during times of “invasion,” and Perry and other Republicans argue that migration constitutes an invasion, one that the feds have failed to prevent. “We’re not challenging federal supremacy. We’re saying you got supremacy. You just chose not to do anything with it. We’re going to take that role for you,” Perry told conservative news site The Texan . (Perry did not respond to an interview request.)

Villalba, the former Republican lawmaker, told me he is a believer in border security; for him, and for many other Latinos in Texas, the fact that the state wants more of a say in what happens on its own border makes sense. “But this is different,” he said about S.B. 4. “On a Saturday afternoon, when I take my son to go play hockey, and I’m wearing a baseball cap, and, you know, and a T-shirt that might not be as clean and crisp as I normally wear, and I have brown hair and brown eyes and brown skin, are they going to do that to me”—ask for his papers—“in front of my son?”

Deep south in the Rio Grande Valley, Tania Chavez is the executive director of LUPE, a direct-aid organization founded by the labor-rights icon Cesar Chavez (no relation). She and her team have spent months running “know your rights” clinics for community members to help them prepare for S.B. 4. She said she has talked with parents about what will happen if they get arrested. “Who’s going to take legal guardianship of their kids? … Who else is listed on your bank account? … What is going to happen to your property? Those are all the things that we’re planning and thinking,” she told me. At one recent meeting, Chavez said she saw something she hadn’t seen before: Two groups of young people had driven all the way from Houston and Corpus Christi to join.

“We’re starting to see a lot of new faces,” she said.

On March 19, the Supreme Court briefly allowed S.B. 4 to go into effect, sending the law back to the Fifth Circuit Court of Appeals, where judges issued a new injunction less than 24 hours later. Oral arguments are ongoing, and Texas’s defense has gotten less vociferous. Last week, Nielson, Texas’s lawyer, told judges: “Now, to be fair, maybe Texas went too far. And that’s the question this court is going to have to decide.”

But, during those few hours the law was in effect, I felt an alien thought cross my mind as I sat in my home in Austin: Should I start carrying my passport? I won’t exaggerate how worried I felt; I’m insulated by citizenship and light-beige skin. Just having that thought, however, made me dissociate: It was like someone else had forced the worry into my brain.

It’s a species of fear many people live with daily. In the Rio Grande Valley, Chavez spent two decades of her life undocumented; she knows what it’s like driving to work each day wondering if a broken taillight will bring her time in this country to an end. She said that feeling is what gets many young citizens engaged in organizing in the Valley.

But when asked if she thinks S.B. 4 might change the minds of Latinos who aren’t immigrants, who have so far supported Texas’s border crackdown, Chavez was dubious.

“Unfortunately, I don’t think that’s going to happen until those people start getting arrested,” she said.

NPR Editor's Critical Op-Ed Ignites Debate Over Political Bias in Journalism: 'This Essay Has It Backwards'

A scathing op-ed from NPR veteran and current senior business editor Uri Berliner published in The Free Press on Tuesday has intensified debates over whether the publicly funded news organization has adopted a partisan lean in recent years. 

In the piece , Berliner details a culture shift at the organization, in which "An open-minded spirit no longer exists within NPR, and now, predictably, we don't have an audience that reflects America."

Berliner argued that NPR is plagued with an "absence of viewpoint diversity," which he considers to be a result of leadership's emphasis on promoting diversity and inclusion on the basis of race and sexual orientation. He also claims that he found "87 registered Democrats working in editorial positions and zero Republicans."

NPR editor-in-chief Edith Chapin defended the organization in response to the piece, saying she the leadership team "strongly disagree with Uri's assessment of the quality of our journalism."

While Chapin backed the "exceptional work that our desks and shows do to cover a wide range of challenging stories," she added that "None of our work is above scrutiny or critique. We must have vigorous discussions in the newsroom about how we serve the public as a whole."

According to NPR media reporter David Folkenflik , several journalists inside the organization question how they can proceed with Berliner as a colleague, with concerns about whether he can be a trusted member of NPR in the aftermath of the op-ed. Additionally, Berliner did not seek NPR's approval to publish the piece, nor did he seek comment from the organization ahead of time; though he does say in his piece that he sought to raise his concerns with leadership on several occasions.

Meanwhile, outside of the organization, debates regarding the content of Berliner's piece have sprouted up across social media, with many coming to the defense of the storied NPR institution. 

Some argued that the shift that occurred in political coverage across the media industry was forced on institutions due to the changing nature of the Republican Party since the election of Donald Trump in 2016. 

Some came to Berliner's defense, including former NPR vice president for news Jeffrey Dvorkin who vouched for the changes to the organization.

2.1.5 Politics as a social and public activity

Some of the examples cited above, involving the politics of playgrounds or the politics of familial coexistence, prompt us to consider some even broader definitions of politics. The play of children or the interaction of spouses has little to do with states, politicians or political institutions. If you have watched children play, you probably know that the politics of playgrounds does not always involve the peaceful resolution of conflict. It is often about power, but power defined in rather broad terms. Thus, if we agree that there is such a thing as the politics of playgrounds, we might have to stretch our definition of politics quite significantly.

Proponents of narrower definitions of politics often object to such stretching by arguing that if stretched too far politics can lose its meaning, becoming everything and anything one can imagine. That is indeed a legitimate concern, and one that broad definitions of politics must contend with. Keep this in mind as we examine some of these broader definitions of politics; in the end, it will be up to you to decide whether any of these definitions succeed at broadening the scope of politics without diluting it to the extent that it loses its meaning.

Among the broadest ways of defining politics is to understand it as a ‘social activity’ – an activity we engage in together with others, or one through which we engage others. Politics, in this sense, is ‘always a dialogue, and never a monologue’ (Heywood, 2013, p. 1). A similarly broad (or perhaps even broader) definition is offered by Arendt (2005), who argues that politics does not have an ‘essence’ – it does not have an intrinsic nature, or an indispensable element according to which we can definitively, and in all circumstances, identify something as political. Thus, there are no quintessentially political acts, subjects or places. Politics, rather, is the world that emerges between us – the world that emerges through our interactions with each other, or through the ways that our individual actions and perspectives are aggregated into collectivities.

Having consistently critically engaged with the definitions of politics presented thus far, you are probably already asking some critical questions about these newest definitions. You might be asking, for instance, What qualifies as social? Is it simply an activity that is engaged in by more than two people? If so, is everything that is social also political? Is going to a pub or a football game or shopping political? If politics is a dialogue, is every conversation political? Conversely, is politics never a monologue? Must it always be a conversation? And what precisely qualifies as a conversation? Do politicians yelling across each other during a parliamentary debate qualify as a dialogue? Or are they simply shouting, without actually engaging with each other’s ideas, and therefore not actually ‘doing politics’? Or if, as Arendt postulates, there is nothing that is ‘essentially’ political, and politics can appear anywhere, is everything political? Does this stretch politics a bit too thin, diluting its meaning to the point of making it meaningless?

Similar questions could be asked of yet another interpretation of politics, that which defines politics as a public (as opposed to private) endeavour. For some, this has meant that politics occurs exclusively in the public sphere, while that which goes on in private does not merit the label ‘political’. This distinction between the public and private has been problematised and disrupted by feminist political theory, and is well captured by the feminist slogan ‘the personal is political’, or, in other iterations, ‘the private is political’. The phrase originated with second-wave feminism, a period of feminist activism that began in the 1960s and focused on issues like domestic violence and reproductive rights, previously considered matters of ‘private’ as opposed to ‘political’ concern. The phrase has since been used to argue that the narrow association of politics with public institutions or the institutions of the state (from which women have been historically excluded) should be abandoned in favour of a more inclusive definition of politics that recognises the activities of women in the private sphere (within the family structure, for instance) as potentially political. It has also been used to argue that issues such as spousal abuse or reproductive rights (often considered private matters, as opposed to public issues) should in fact be politicised, and considered matters of public concern.

However, the argument that politics is a public endeavour can also be understood more broadly. For something to be public, it need not take place in the public sphere, as defined above. Something can be public in its orientation; it can qualify as public if it is directed outward, into the world, so to speak. On this understanding of publicity, the political-ness of an action does not depend on its location in the public or private sphere, but on its public orientation. Take, for instance, the act of reading a book or watching a film that has been censored or banned by your government. Reading such a book in a coffee shop (a public space) would certainly qualify as a political activity. But so might reading it in your home (a private space), or, indeed, keeping it on your bookshelf. Though done in the privacy of your home, these acts are directed outward, into the world, in the sense of making a (political) statement against censorship. In fact, they might even be considered political in the narrower sense of the term – they do, after all, ‘concern the state’ in the sense of directly challenging its laws.

Let’s stick with this example, and return briefly to the definition of politics as a social activity. Even if we broaden the definition of ‘public’ to include reading a banned book at your kitchen table, reading is surely not a ‘social’ activity or a ‘dialogue’, so it might not qualify as political according to that definition. Yet for some of those advocating a broad interpretation of politics, the concept of ‘dialogue’ is rather fluid. Dialogue, for instance, does not need to be a dialogue with someone specific, but could be a dialogue with (or critique of) prevailing laws or social norms. This would enable us not only to stretch the category of politics to include activities such as reading a banned book, but also to include within the realm of politics individual actions that are ‘directed’ towards others (without necessarily having an identifiable audience) or engaging in a ‘conversation’ in a more metaphorical sense of the term. Literature and art more generally, as well as their consumption (the reading of novels, the watching of films or attendance at an art exhibition, for instance) could, in this sense, be political. And so too, of course, would be the writing of fiction or the production of a film or piece of visual art.

Given the example you just worked through, you might be tempted to think that politics (whether broadly or narrowly defined) is all about critically engaging with or challenging the status quo – the present state of affairs. Protests against dominant social norms or government law do indeed challenge the status quo, but politics also includes attempts to preserve the status quo. Those who have engaged in protests to preserve the definition of marriage as a union between a man and a women have been engaging in politics as much as those lobbying to change it. Thus, while some engage in politics in order to change the present state of affairs, others do so to endorse and conserve that which exists.

I Served on the Florida Supreme Court. What the New Majority Just Did Is Indefensible.

On April 1, the Florida Supreme Court, in a 6–1 ruling, overturned decades of decisions beginning in 1989 that recognized a woman’s right to choose—that is, whether to have an abortion—up to the time of viability.

Anchored in Florida’s own constitutional right to privacy, this critical individual right to abortion had been repeatedly affirmed by the state Supreme Court, which consistently struck down conflicting laws passed by the Legislature.

As explained first in 1989:

Florida’s privacy provision is clearly implicated in a woman’s decision of whether or not to continue her pregnancy. We can conceive of few more personal or private decisions concerning one’s body in the course of a lifetime.

Tellingly, the justices at the time acknowledged that their decision was based not only on U.S. Supreme Court precedent but also on Florida’s own privacy amendment.

I served on the Supreme Court of Florida beginning in 1998 and retired, based on our mandatory retirement requirement, a little more than two decades later. Whether Florida’s Constitution provided a right to privacy that encompassed abortion was never questioned, even by those who would have been deemed the most conservative justices—almost all white men back in 1989!

And strikingly, one of the conservative justices at that time stated: “If the United States Supreme Court were to subsequently recede from Roe v. Wade , this would not diminish the abortion rights now provided by the privacy amendment of the Florida Constitution.” Wow!

In 2017 I authored an opinion holding unconstitutional an additional 24-hour waiting period after a woman chooses to terminate her pregnancy. Pointing out that other medical procedures did not have such requirements, the majority opinion noted, “Women may take as long as they need to make this deeply personal decision,” adding that the additional 24 hours stipulated that the patient make a second, medically unnecessary trip, incurring additional costs and delays. The court applied what is known in constitutional law as a “strict scrutiny” test for fundamental rights.

Interestingly, Justice Charles Canady, who is still on the Florida Supreme Court and who participated in the evisceration of Florida’s privacy amendment last week, did not challenge the central point that abortion is included in an individual’s right to privacy. He dissented, not on substantive grounds but on technical grounds.

So what can explain this 180-degree turn by the current Florida Supreme Court? If I said “politics,” that answer would be insufficient, overly simplistic. Unfortunately, with this court, precedent is precedent until it is not. Perhaps each of the six justices is individually, morally or religiously, opposed to abortion.

Yet, all the same, by a 4–3 majority, the justices—three of whom participated in overturning precedent—voted to allow the proposed constitutional amendment on abortion to be placed on the November ballot. (The dissenters: the three female members of the Supreme Court.) That proposed constitutional amendment:

Amendment to Limit Government Interference With Abortion: No law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient’s health, as determined by the patient’s healthcare provider. This amendment does not change the Legislature’s constitutional authority to require notification to a parent or guardian before a minor has an abortion. 

For the proposed amendment to pass and become enshrined in the state constitution, 60 percent of Florida voters must vote yes.

In approving the amendment to be placed on the ballot at the same time that it upheld Florida’s abortion bans, the court angered those who support a woman’s right to choose as well as those who are opposed to abortion. Most likely the latter groups embrace the notion that fetuses are human beings and have rights that deserve to be protected. Indeed, Chief Justice Carlos Muñiz, during oral argument on the abortion amendment case, queried the state attorney general on precisely that issue, asking if the constitutional language that defends the rights of all natural persons extends to an unborn child at any stage of pregnancy.

In fact, and most troubling, it was the three recently elevated Gov. Ron DeSantis appointees—all women—who expressed their views that the voters should not be allowed to vote on the amendment because it could affect the rights of the unborn child. Justice Jamie Grosshans, joined by Justice Meredith Sasso, expressed that the amendment was defective because it failed to disclose the potential effect on the rights of the unborn child. Justice Renatha Francis was even more direct, writing in her dissent:

The exercise of a “right” to an abortion literally results in a devastating infringement on the right of another person: the right to live. And our Florida Constitution recognizes that “life” is a “basic right” for “[a]ll natural persons.” One must recognize the unborn’s competing right to life and the State’s moral duty to protect that life.

In other words, the three dissenting justices would recognize that fetuses are included in who is a “natural person” under Florida’s Constitution.

What should be top of mind days after the dueling decisions? Grave concern for the women of our state who will be in limbo because, following the court’s ruling, a six-week abortion ban—at a time before many women even know they are pregnant—will be allowed to go into effect. We know that these restrictions will disproportionately affect low-income women and those who live in rural communities.

But interestingly, there is a provision in the six-week abortion ban statute that allows for an abortion before viability in cases of medical necessity: if two physicians certify that the pregnant patient is at risk of death or that the “fetus has a fatal fetal abnormality.”

The challenge will be finding physicians willing to put their professional reputations on the line in a state bent on cruelly impeding access to needed medical care when it comes to abortion.

Yet, this is the time that individuals and organizations dedicated to women’s health, as well as like-minded politicians, will be crucial in coordinating efforts to ensure that abortions, when needed, are performed safely and without delay. This is the time to celebrate and support organizations, such as Planned Parenthood and Emergency Medical Assistance , as well as our own RBG Fund , which provides patients necessary resources and information. Floridians should also take full advantage of the Repro Legal Helpline .

We all have a role in this—women and men alike. Let’s get out, speak out, shout out, coordinate our efforts, and, most importantly, vote . Working together, we can make a difference.

NPR in Turmoil After It Is Accused of Liberal Bias

An essay from an editor at the broadcaster has generated a firestorm of criticism about the network on social media, especially among conservatives.

NPR is facing both internal tumult and a fusillade of attacks by prominent conservatives this week after a senior editor publicly claimed the broadcaster had allowed liberal bias to affect its coverage, risking its trust with audiences.

Uri Berliner, a senior business editor who has worked at NPR for 25 years, wrote in an essay published Tuesday by The Free Press, a popular Substack publication, that “people at every level of NPR have comfortably coalesced around the progressive worldview.”

Mr. Berliner, a Peabody Award-winning journalist, castigated NPR for what he said was a litany of journalistic missteps around coverage of several major news events, including the origins of Covid-19 and the war in Gaza. He also said the internal culture at NPR had placed race and identity as “paramount in nearly every aspect of the workplace.”

Mr. Berliner’s essay has ignited a firestorm of criticism of NPR on social media, especially among conservatives who have long accused the network of political bias in its reporting. Former President Donald J. Trump took to his social media platform, Truth Social, to argue that NPR’s government funding should be rescinded, an argument he has made in the past.

NPR has forcefully pushed back on Mr. Berliner’s accusations and the criticism.

“We’re proud to stand behind the exceptional work that our desks and shows do to cover a wide range of challenging stories,” Edith Chapin, the organization’s editor in chief, said in an email to staff on Tuesday. “We believe that inclusion — among our staff, with our sourcing, and in our overall coverage — is critical to telling the nuanced stories of this country and our world.” Some other NPR journalists also criticized the essay publicly, including Eric Deggans, its TV critic, who faulted Mr. Berliner for not giving NPR an opportunity to comment on the piece.

In an interview on Thursday, Mr. Berliner expressed no regrets about publishing the essay, saying he loved NPR and hoped to make it better by airing criticisms that have gone unheeded by leaders for years. He called NPR a “national trust” that people rely on for fair reporting and superb storytelling.

“I decided to go out and publish it in hopes that something would change, and that we get a broader conversation going about how the news is covered,” Mr. Berliner said.

He said he had not been disciplined by managers, though he said he had received a note from his supervisor reminding him that NPR requires employees to clear speaking appearances and media requests with standards and media relations. He said he didn’t run his remarks to The New York Times by network spokespeople.

When the hosts of NPR’s biggest shows, including “Morning Edition” and “All Things Considered,” convened on Wednesday afternoon for a long-scheduled meet-and-greet with the network’s new chief executive, Katherine Maher , conversation soon turned to Mr. Berliner’s essay, according to two people with knowledge of the meeting. During the lunch, Ms. Chapin told the hosts that she didn’t want Mr. Berliner to become a “martyr,” the people said.

Mr. Berliner’s essay also sent critical Slack messages whizzing through some of the same employee affinity groups focused on racial and sexual identity that he cited in his essay. In one group, several staff members disputed Mr. Berliner’s points about a lack of ideological diversity and said efforts to recruit more people of color would make NPR’s journalism better.

On Wednesday, staff members from “Morning Edition” convened to discuss the fallout from Mr. Berliner’s essay. During the meeting, an NPR producer took issue with Mr. Berliner’s argument for why NPR’s listenership has fallen off, describing a variety of factors that have contributed to the change.

Mr. Berliner’s remarks prompted vehement pushback from several news executives. Tony Cavin, NPR’s managing editor of standards and practices, said in an interview that he rejected all of Mr. Berliner’s claims of unfairness, adding that his remarks would probably make it harder for NPR journalists to do their jobs.

“The next time one of our people calls up a Republican congressman or something and tries to get an answer from them, they may well say, ‘Oh, I read these stories, you guys aren’t fair, so I’m not going to talk to you,’” Mr. Cavin said.

Some journalists have defended Mr. Berliner’s essay. Jeffrey A. Dvorkin, NPR’s former ombudsman, said Mr. Berliner was “not wrong” on social media. Chuck Holmes, a former managing editor at NPR, called Mr. Berliner’s essay “brave” on Facebook.

Mr. Berliner’s criticism was the latest salvo within NPR, which is no stranger to internal division. In October, Mr. Berliner took part in a lengthy debate over whether NPR should defer to language proposed by the Arab and Middle Eastern Journalists Association while covering the conflict in Gaza.

“We don’t need to rely on an advocacy group’s guidance,” Mr. Berliner wrote, according to a copy of the email exchange viewed by The Times. “Our job is to seek out the facts and report them.” The debate didn’t change NPR’s language guidance, which is made by editors who weren’t part of the discussion. And in a statement on Thursday, the Arab and Middle Eastern Journalists Association said it is a professional association for journalists, not a political advocacy group.

Mr. Berliner’s public criticism has highlighted broader concerns within NPR about the public broadcaster’s mission amid continued financial struggles. Last year, NPR cut 10 percent of its staff and canceled four podcasts, including the popular “Invisibilia,” as it tried to make up for a $30 million budget shortfall. Listeners have drifted away from traditional radio to podcasts, and the advertising market has been unsteady.

In his essay, Mr. Berliner laid some of the blame at the feet of NPR’s former chief executive, John Lansing, who said he was retiring at the end of last year after four years in the role. He was replaced by Ms. Maher, who started on March 25.

During a meeting with employees in her first week, Ms. Maher was asked what she thought about decisions to give a platform to political figures like Ronna McDaniel, the former Republican Party chair whose position as a political analyst at NBC News became untenable after an on-air revolt from hosts who criticized her efforts to undermine the 2020 election.

“I think that this conversation has been one that does not have an easy answer,” Ms. Maher responded.

Trump and Mike Johnson zero in on noncitizen voting. It’s already illegal and very rare.

Former President Donald Trump and House Speaker Mike Johnson pitched new legislation to crack down on noncitizen voting on Friday, despite the fact the practice is already illegal and occurs rarely.

Johnson said House Republicans would introduce a bill to require documentary proof of citizenship to register to vote, speaking at Mar-a-Lago next to Trump as he seeks to fend off threats from his right flank.

“It seems like common sense, I’m sure all of us would agree that we only want U.S. citizens to vote in U.S. elections,” Johnson said, falsely suggesting that “so many people” are registering to vote when they obtain welfare benefits.

It is already a crime to register or vote as a noncitizen in all state and federal elections, though Washington, D.C., and a handful of municipalities in California, Maryland and Vermont allow noncitizen voting in local elections.

And few individuals break those laws.

“This is a crime where not only are the consequences really high and the payoff really low — you’re not getting millions of dollars, it’s not robbing a bank, you get to cast one ballot,” said Sean Morales-Doyle, a lawyer at the Brennan Center for Justice. “But what also makes this somewhat unique is that committing this crime actually entails the creation of a government record of your crime.”

Registering to vote and casting a ballot both leaves a paper trail that elected officials are required by law to routinely review. Some records are available to the public, as well.

“It’s very easy to catch, and you will get caught,” Morales-Doyle added.

The consequences are sweeping, too: noncitizens can face jail time, fines or deportation for voting illegally. Registering to vote alone could carry a five-year prison sentence, according to the Brennan Center.

On the flip side, Morales-Doyle said, requiring documentary proof of citizenship could disenfranchise millions of Americans who do not have access to passports or birth certificates.

Several states have tried to require documentary proof of citizenship in the past, but federal law currently prohibits it in federal elections. Arizona requires it for state elections, alone.

Many have investigated noncitizen voting and found little evidence of it. The Brennan Center found just 30 suspected noncitizen votes amid 23.5 million votes in 2016 , suggesting that suspected noncitizen votes accounted for 0.0001 % of votes cast. Trump’s own election integrity commission disbanded without releasing evidence of voter fraud, even though he’d claimed 3 million undocumented immigrants had voted in 2016 costing him the popular vote.

But Johnson and Trump have both long advanced baseless claims about election integrity. Johnson repeatedly promoted conspiracy theories about the 2020 election and its voting machines being rigged, and he recruited Republicans to back a lawsuit seeking to overturn states where Trump lost.

For Trump, however, the proposal fuses two of his favorite talking points: immigration and voter fraud. 

“It’s the sort of story that if you’re inclined to not like immigrants in the first place feels truthy,” said Justin Levitt, a former Biden advisor on democracy issues and election policy expert. “I think that has helped it stayed politically potent even if it hasn’t gotten more true.”

Levitt said when noncitizens do vote, it’s typically a misunderstanding or mistake. He said he recalled an instance where California residents in the process of naturalizing were told they had been granted citizenship and immediately left naturalization interviews to register to vote. They had not been formally sworn in as citizens, however, and therefore were not eligible yet.
