IV. ಸೈಬರ್ ಅಪರಾಧದ ಪರಿಣಾಮ

• ವ್ಯಕ್ತಿಗಳ ಮೇಲೆ : ಸೈಬರ್ ಅಪರಾಧವು ಹಣಕಾಸಿನ ನಷ್ಟ, ಗುರುತಿನ ಕಳ್ಳತನ ಮತ್ತು ಭಾವನಾತ್ಮಕ ಆಘಾತಕ್ಕೆ ಕಾರಣವಾಗಬಹುದು. ಸೈಬರ್‌ಕ್ರೈಮ್‌ನ ಬಲಿಪಶುಗಳು ಆಗಾಗ್ಗೆ ಉಲ್ಲಂಘನೆ ಮತ್ತು ದುರ್ಬಲತೆಯನ್ನು ಅನುಭವಿಸುತ್ತಾರೆ, ಇದು ಭಯ ಮತ್ತು ಆತಂಕಕ್ಕೆ ಕಾರಣವಾಗುತ್ತದೆ.
• ಆನ್ ಸೊಸೈಟಿ : ಸೈಬರ್‌ಕ್ರೈಮ್ ಡಿಜಿಟಲ್ ಪ್ಲಾಟ್‌ಫಾರ್ಮ್‌ಗಳ ಮೇಲಿನ ನಂಬಿಕೆಯನ್ನು ಕುಗ್ಗಿಸುತ್ತದೆ ಮತ್ತು ಸೈಬರ್‌ಬುಲ್ಲಿಂಗ್ ಮತ್ತು ಕಿರುಕುಳದ ಹೆಚ್ಚಳಕ್ಕೆ ಕಾರಣವಾಗಬಹುದು. ಇದು ಗ್ರಾಹಕರ ವಿಶ್ವಾಸ ಕಡಿಮೆಯಾಗಲು ಮತ್ತು ಹೂಡಿಕೆಯಲ್ಲಿ ಇಳಿಕೆಗೆ ಕಾರಣವಾಗಬಹುದು.

• ಭಾರತೀಯ ಸೈಬರ್ ಅಪರಾಧ ಸಮನ್ವಯ ಕೇಂದ್ರದ ಪಾತ್ರ : ಸೈಬರ್ ಅಪರಾಧವನ್ನು ಸಂಘಟಿತ ಮತ್ತು ಸಮಗ್ರ ರೀತಿಯಲ್ಲಿ ವ್ಯವಹರಿಸಲು ಕಾನೂನು ಜಾರಿ ಸಂಸ್ಥೆಗಳಿಗೆ (LEAs) ಚೌಕಟ್ಟನ್ನು ಒದಗಿಸಲು ಭಾರತೀಯ ಸೈಬರ್ ಅಪರಾಧ ಸಮನ್ವಯ ಕೇಂದ್ರವನ್ನು (I4C) ಸ್ಥಾಪಿಸಲಾಗಿದೆ. ದೇಶದಲ್ಲಿ ಸೈಬರ್ ಅಪರಾಧವನ್ನು ನಿಗ್ರಹಿಸಲು I4C ನೋಡಲ್ ಪಾಯಿಂಟ್ ಆಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಲು ಯೋಜಿಸಲಾಗಿದೆ.

VI. ಸೈಬರ್ ಅಪರಾಧ ತಡೆಗಟ್ಟುವ ಕ್ರಮಗಳು

• ಕಾನೂನು ಚೌಕಟ್ಟನ್ನು ಬಲಪಡಿಸುವುದು : ಭಾರತದಲ್ಲಿ ಸೈಬರ್ ಸುರಕ್ಷತೆ ಮತ್ತು ಡೇಟಾ ರಕ್ಷಣೆಗಾಗಿ ಕಾನೂನು ಚೌಕಟ್ಟನ್ನು ಬಲಪಡಿಸುವುದು ಸೈಬರ್ ಬೆದರಿಕೆಗಳನ್ನು ಪರಿಹರಿಸುವಲ್ಲಿ ಅಸ್ತಿತ್ವದಲ್ಲಿರುವ ಕಾನೂನುಗಳ ಪರಿಣಾಮಕಾರಿತ್ವವನ್ನು ವಿಶ್ಲೇಷಿಸುವುದನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ. ಸೈಬರ್ ಭದ್ರತೆ ಮತ್ತು ಡೇಟಾ ರಕ್ಷಣೆಗಾಗಿ ಕಾನೂನು ಚೌಕಟ್ಟನ್ನು ಸ್ಥಾಪಿಸುವಲ್ಲಿ ಭಾರತವು ಗಮನಾರ್ಹ ಪ್ರಗತಿಯನ್ನು ಸಾಧಿಸಿದ್ದರೂ, ದೇಶದ ಸೈಬರ್ ಭದ್ರತೆಯ ಭಂಗಿಯನ್ನು ಬಲಪಡಿಸಲು ಅಗತ್ಯವಿರುವ ಅಂತರಗಳಿವೆ.
• ಸೈಬರ್ ಸೆಕ್ಯುರಿಟಿ ಮೂಲಸೌಕರ್ಯವನ್ನು ಹೆಚ್ಚಿಸುವುದು : ಸೈಬರ್‌ ಸೆಕ್ಯುರಿಟಿ ಮೂಲಸೌಕರ್ಯವನ್ನು ವರ್ಧಿಸುವುದು ಇಂದಿನ ತಂತ್ರಜ್ಞಾನದ ಮೂಲಕ ಸರಿಯಾದ ಪ್ರವೇಶಗಳು ಮತ್ತು ಪ್ರಮಾಣಿತ ನಿಯಂತ್ರಣಗಳೊಂದಿಗೆ OT ಪರಿಸರವನ್ನು ಸುರಕ್ಷಿತಗೊಳಿಸುವುದನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ, ಬಾಹ್ಯ ಪಾಲುದಾರರೊಂದಿಗೆ OT ಮತ್ತು IT ತಂಡಗಳಿಗೆ ಪಾತ್ರದ ಜವಾಬ್ದಾರಿಗಳನ್ನು ಸ್ಪಷ್ಟಪಡಿಸುತ್ತದೆ ಮತ್ತು ಎಲ್ಲಾ ಪೂರ್ವಭಾವಿಯಾಗಿ ಒಳಗೊಂಡಿರುವ ಸರಿಯಾದ ಪ್ರೋತ್ಸಾಹವನ್ನು ಅನ್ವಯಿಸುತ್ತದೆ. ಮಧ್ಯಸ್ಥಗಾರರು.

• ಅಂತರರಾಷ್ಟ್ರೀಯ ಸಹಕಾರ : ದ್ವಿಪಕ್ಷೀಯ, ಪ್ರಾದೇಶಿಕ ಮತ್ತು ಬಹುಪಕ್ಷೀಯ ಸೈಬರ್‌ಕ್ರೈಮ್ ಒಪ್ಪಂದಗಳಿಂದ ದ್ವಿಪಕ್ಷೀಯ ಅಪರಾಧವು ಇರುವವರೆಗೆ ಅಂತರರಾಷ್ಟ್ರೀಯ ಸಹಕಾರವನ್ನು ಸುಗಮಗೊಳಿಸಲಾಗುತ್ತದೆ. ಇದರರ್ಥ ಆಪಾದಿತ ನಡವಳಿಕೆಯನ್ನು ಸಹಕಾರ ದೇಶಗಳಲ್ಲಿ ಕಾನೂನುಬಾಹಿರವೆಂದು ಪರಿಗಣಿಸಬೇಕು. ಯುಎನ್ ಜನರಲ್ ಅಸೆಂಬ್ಲಿಯು “ಕ್ರಿಮಿನಲ್ ಉದ್ದೇಶಗಳಿಗಾಗಿ ಮಾಹಿತಿ ಮತ್ತು ಸಂವಹನ ತಂತ್ರಜ್ಞಾನಗಳ ಬಳಕೆಯನ್ನು ಎದುರಿಸುವುದು” ಎಂಬ ನಿರ್ಣಯವನ್ನು ಅಂಗೀಕರಿಸಿತು, ಸಮಗ್ರ ಅಂತಾರಾಷ್ಟ್ರೀಯ ಸಮಾವೇಶವನ್ನು ವಿವರಿಸಲು ತಾತ್ಕಾಲಿಕ ಸಮಿತಿಯನ್ನು ಪರಿಚಯಿಸಿತು.

• ಸೈಬರ್ ಕ್ರೈಮ್ ಗಮನಾರ್ಹ ಪರಿಣಾಮ ಬೀರಿದ ನಿದರ್ಶನಗಳು : ಸೈಬರ್ ಅಪರಾಧವು ವ್ಯಕ್ತಿಗಳು ಮತ್ತು ವ್ಯವಹಾರಗಳ ಮೇಲೆ ಗಮನಾರ್ಹ ಪರಿಣಾಮಗಳನ್ನು ಬೀರಿದೆ. ಉದಾಹರಣೆಗೆ, ಭಾರತದಲ್ಲಿ, COVID-19 ಹರಡುವಿಕೆಯು ಸೈಬರ್ ಅಪರಾಧಗಳಲ್ಲಿ 86% ಏರಿಕೆ ಕಂಡಿದೆ. 2019 ರಲ್ಲಿ ಮಾತ್ರ ದೇಶವು ಸೈಬರ್ ಅಪರಾಧ ಪ್ರಕರಣಗಳಲ್ಲಿ 63.5% ಹೆಚ್ಚಳವನ್ನು ಕಂಡಿದೆ. ಇತ್ತೀಚಿನ ‘ಕ್ರೈಮ್ ಇನ್ ಇಂಡಿಯಾ’ ವರದಿಯ ಪ್ರಕಾರ, ಭಾರತದಲ್ಲಿ ಸೈಬರ್ ಅಪರಾಧಗಳು 2020 ರಲ್ಲಿ 50,035 ಕ್ಕೆ ಏರಿದೆ, 2013 ರಲ್ಲಿ 5,693 ಪ್ರಕರಣಗಳು ವರದಿಯಾಗಿವೆ. ಜಾಗತಿಕ ಮಟ್ಟದಲ್ಲಿ, ಇಂಧನ, ಹಣಕಾಸು ಸೇವೆಗಳು, ಉತ್ಪಾದನೆ, ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ಔಷಧೀಯ ವಲಯಗಳಲ್ಲಿನ ಕಂಪನಿಗಳು ಸಹಿಸಿಕೊಂಡಿವೆ. ಸೈಬರ್ ಕ್ರೈಮ್‌ನಿಂದಾಗಿ ಭಾರೀ ನಷ್ಟ.

ಸೈಬರ್ ಅಪರಾಧವು ಕಂಪ್ಯೂಟರ್ ಮತ್ತು ಡಿಜಿಟಲ್ ಸಾಧನಗಳ ಮೇಲಿನ ದಾಳಿಯನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ. ಈ ಸೈಬರ್ ದಾಳಿಗಳು ಸಂಸ್ಥೆಗೆ ಮಾತ್ರವಲ್ಲ, ರಾಷ್ಟ್ರಕ್ಕೂ ಅಪಾಯಕಾರಿ ಎಂದು ಸಾಬೀತುಪಡಿಸಬಹುದು. ಇಲ್ಲಿಯವರೆಗೆ ಭಾರತದಲ್ಲಿ ಮತ್ತು ಜಾಗತಿಕವಾಗಿ ಹಲವಾರು ಡಿಜಿಟಲ್ ದಾಳಿ ಪ್ರಕರಣಗಳಿವೆ.

ಇಲ್ಲಿ ಹೆಚ್ಚಿನ ಭದ್ರತಾ ಕ್ರಮಗಳನ್ನು ಒತ್ತಾಯಿಸುತ್ತಿದೆ. ಈ ದಾಳಿಗಳನ್ನು ಆರಂಭಿಕ ಹಂತದಲ್ಲಿ ನಿಯಂತ್ರಿಸದಿದ್ದರೆ ದೇಶದ ಆರ್ಥಿಕತೆಯ ಮೇಲೂ ಪರಿಣಾಮ ಬೀರುತ್ತಿದೆ.

ಮೊದಲು ಸೈಬರ್ ಅಪರಾಧವನ್ನು ವ್ಯಕ್ತಿಗಳು ಅಥವಾ ಸಣ್ಣ ಗುಂಪುಗಳಿಂದ ಮಾತ್ರ ಮಾಡಲಾಗುತ್ತಿತ್ತು. ಆದಾಗ್ಯೂ ಈಗ ಹೆಚ್ಚು ಸಂಕೀರ್ಣವಾದ ಸೈಬರ್ ಕ್ರಿಮಿನಲ್‌ಗಳ ನೆಟ್‌ವರ್ಕ್ ಡೇಟಾಗಾಗಿ ಸಿಸ್ಟಮ್‌ನ ಮೇಲೆ ದಾಳಿ ಮಾಡುತ್ತದೆ

ಸೈಬರ್ ಅಪರಾಧಗಳ ಮೂರು ಗುಂಪುಗಳು

ಈ ರೀತಿಯ ಅಪರಾಧಗಳನ್ನು ಸೈಬರ್ ಭಯೋತ್ಪಾದನೆ ಎಂದು ಸೂಚಿಸಲಾಗುತ್ತದೆ. ಇದು ಭಯಂಕರವಾಗಿರಬಹುದು ಏಕೆಂದರೆ ದಾಳಿಕೋರರು ಸರ್ಕಾರಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಅಗತ್ಯ ದಾಖಲೆಗಳನ್ನು ಪಡೆಯಬಹುದು

ಯೋಜನೆಗಳು. ಶತ್ರು ರಾಷ್ಟ್ರ ಅಥವಾ ಭಯೋತ್ಪಾದಕರು ಸಾಮಾನ್ಯವಾಗಿ ಇಂತಹ ದಾಳಿಗಳನ್ನು ಮಾಡುತ್ತಾರೆ. ಭಯೋತ್ಪಾದಕರು ಸರ್ಕಾರದ ಡೇಟಾವನ್ನು ಹ್ಯಾಕ್ ಮಾಡುವ ಜಾಗತಿಕವಾಗಿ ಅನೇಕ ಸಂದರ್ಭಗಳಲ್ಲಿ ಇವುಗಳ ಹೊರತಾಗಿ ಹ್ಯಾಕರ್‌ಗಳು ಹಣವನ್ನು ಕದಿಯುವ ಆರ್ಥಿಕ ಅಪರಾಧವಿದೆ. ಬಳಕೆದಾರ ಖಾತೆದಾರ. ಇದಲ್ಲದೆ ಅವರು ಕಂಪನಿಯ ಡೇಟಾ ಮತ್ತು ಹಣಕಾಸು ಕದಿಯುತ್ತಾರೆ.

ಸೈಬರ್ ಅಪರಾಧವನ್ನು ತಡೆಗಟ್ಟುವ ಕ್ರಮಗಳು

• ಯಾವುದೇ ಅಪ್ಲಿಕೇಶನ್ ಡೌನ್‌ಲೋಡ್ ಮಾಡುವಾಗ ಅಥವಾ ಯಾವುದೇ ವೆಬ್‌ಸೈಟ್‌ನಲ್ಲಿ ನಿಮ್ಮ ವೈಯಕ್ತಿಕ ವಿವರಗಳನ್ನು ನಮೂದಿಸುವಾಗ ಜಾಗರೂಕರಾಗಿರಿ ಏಕೆಂದರೆ ಈ ವೆಬ್‌ಸೈಟ್‌ಗಳು ನಿಮ್ಮ ಡೇಟಾವನ್ನು ಹಾನಿಗೊಳಿಸಬಹುದು.

ಸೈಬರ್ ಅಪರಾಧವನ್ನು ಇಂಟರ್ನೆಟ್ ಮತ್ತು ಕಂಪ್ಯೂಟರ್‌ನ ಅಕ್ರಮ ಬಳಕೆ ಎಂದು ಉಲ್ಲೇಖಿಸಬಹುದು. ಕಂಪ್ಯೂಟರ್ ಅಪರಾಧಗಳಿಗೆ ಮಾಧ್ಯಮವಾಗಿದೆ ಅಥವಾ ಅಪರಾಧಕ್ಕೆ ಅಸ್ತ್ರವಾಗಿ ಬಳಸಲಾಗುತ್ತದೆ. ಈ ಅಪರಾಧಗಳು ನಮ್ಮ ದೈನಂದಿನ ಜೀವನದ ಸಾಮಾನ್ಯ ಭಾಗವಾಗಿದೆ. ಪ್ರತಿದಿನ ಯಾರೋ ಒಬ್ಬರು ಸೈಬರ್ ಅಪರಾಧಕ್ಕೆ ಬಲಿಯಾಗುತ್ತಿದ್ದಾರೆ. ಇಂಟರ್ನೆಟ್ ಅನ್ನು ಅನೇಕ ಜನರು ಒಂದೇ ಸಮಯದಲ್ಲಿ ವಿವಿಧ ಉದ್ದೇಶಗಳಿಗಾಗಿ ಬಳಸುತ್ತಾರೆ, ಈ ಹ್ಯಾಕರ್‌ಗಳು ಈ ಅವಕಾಶಗಳಿಗೆ ದಾರಿ ಮಾಡಿಕೊಡುತ್ತಾರೆ.

• ಫಿಶಿಂಗ್ – ಇದು ಸ್ಪ್ಯಾಮ್ ಇಮೇಲ್‌ಗಳನ್ನು ಕಳುಹಿಸುವ ಮೂಲಕ ಅಥವಾ ನಕಲಿ ವೆಬ್‌ಸೈಟ್ ಮೂಲಕ ಬಳಕೆದಾರರ ವೈಯಕ್ತಿಕ ಮಾಹಿತಿಯನ್ನು ಪಡೆಯುವುದನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ.
• ಗುರುತಿನ ಕಳ್ಳತನ – ಇದು ಕ್ರೆಡಿಟ್ ಅಥವಾ ಡೆಬಿಟ್ ಕಾರ್ಡ್‌ಗಳು ಅಥವಾ ಬ್ಯಾಂಕ್ ವಿವರಗಳ ಬಗ್ಗೆ ಮಾಹಿತಿಯನ್ನು ಪಡೆಯುವುದನ್ನು ಒಳಗೊಂಡಿರುತ್ತದೆ, ಮಾಹಿತಿಯನ್ನು ಕದ್ದ ನಂತರ, ಮತ್ತಷ್ಟು ಅನಗತ್ಯ ಹಣವನ್ನು ಸುಲಭವಾಗಿ ಹಿಂಪಡೆಯಬಹುದು.
• ಮಾಲ್‌ವೇರ್ ಅಟ್ಯಾಕ್ – ಮಾಲ್‌ವೇರ್ ಎನ್ನುವುದು ಕಂಪ್ಯೂಟರ್ ಅಥವಾ ಸಿಸ್ಟಮ್‌ಗೆ ಹಾನಿ ಮಾಡಲು ವಿನ್ಯಾಸಗೊಳಿಸಲಾದ ಕಾನೂನುಬಾಹಿರ ಸಾಫ್ಟ್‌ವೇರ್ ಆಗಿದೆ. ಸರಾಸರಿ ಮಾಹಿತಿಯನ್ನು ಪ್ರವೇಶಿಸಲು ಅಥವಾ ಆ ವ್ಯವಸ್ಥೆಯನ್ನು ಬಳಸಿಕೊಂಡು ಕೆಲವು ಅಪರಾಧಗಳನ್ನು ಮಾಡಲು ಇದನ್ನು ಮಾಡಲಾಗುತ್ತದೆ.
• ಎಟಿಎಂ ಚೀಟ್ – ಈ ಅಪರಾಧದಲ್ಲಿ ಎಟಿಎಂ ಯಂತ್ರ ಸಂಪೂರ್ಣವಾಗಿ ಹ್ಯಾಕ್ ಆಗಿದೆ. ಕಾರ್ಡ್‌ನಲ್ಲಿ ಮುದ್ರಿಸಲಾದ ಡೇಟಾ ಮತ್ತು ಪಿನ್ ಎರಡನ್ನೂ ಪ್ರವೇಶಿಸಲು ಅಪರಾಧಿಗಳು ಒಂದು ಮಾರ್ಗವನ್ನು ಅಭಿವೃದ್ಧಿಪಡಿಸಿದ್ದಾರೆ, ಇದರಿಂದಾಗಿ ಅವರು ಕಾರ್ಡ್ ಅನ್ನು ನಕಲು ಮಾಡಲು ಮತ್ತು ಹಣವನ್ನು ಹಿಂಪಡೆಯಲು ಅದನ್ನು ಬಳಸಲು ಸಾಧ್ಯವಾಗುತ್ತದೆ.
• ಸೈಬರ್ ಕಿರುಕುಳ – ಅಪರಾಧಿಯು ಆನ್‌ಲೈನ್ ಮೂಲಕ ವ್ಯಕ್ತಿಯನ್ನು ಹಿಂಬಾಲಿಸುವ ಅಥವಾ ಕಿರುಕುಳ ನೀಡುವಲ್ಲಿ ಸಾಕಷ್ಟು ಸಕ್ರಿಯನಾಗಿರುತ್ತಾನೆ. ಅವರು ಮಾಲ್ವೇರ್ ಕಳುಹಿಸುವ ಮೂಲಕ ಸಿಸ್ಟಮ್ ಅನ್ನು ಹಾನಿಗೊಳಿಸುತ್ತಾರೆ ಮತ್ತು ನಿಖರವಾದ ಮಾಹಿತಿಯನ್ನು ಪಡೆದುಕೊಳ್ಳಲು ಸಮರ್ಥರಾಗಿದ್ದಾರೆ.
• ಅಶ್ಲೀಲತೆ – ಅಶ್ಲೀಲ ವೆಬ್‌ಸೈಟ್‌ಗಳ ಮೂಲಕ ಲೈಂಗಿಕ ಚಟುವಟಿಕೆಯನ್ನು ಹೊಂದಿರುವ ವೀಡಿಯೊಗಳನ್ನು ಪ್ರಸ್ತುತಪಡಿಸುವ ಕ್ರಿಯೆ.
• ವಂಚನೆ – ಈ ರೀತಿಯ ಅಪರಾಧದಲ್ಲಿ, ನೀವು ಅಧಿಕೃತ ಮೂಲದಿಂದ ಕಳುಹಿಸಲ್ಪಟ್ಟ ಇಮೇಲ್ ಅನ್ನು ಪಡೆಯುತ್ತೀರಿ, ಆದರೆ ಅದು ಅಲ್ಲ, ಅದು ತಪ್ಪುದಾರಿಗೆಳೆಯುವಂತಿದೆ.
• ಪೈರಸಿ – ಇದು ಗೌಪ್ಯ ಮಾಹಿತಿಯನ್ನು ಪ್ರವೇಶಿಸುವ ಅನಧಿಕೃತ ವಿಧಾನವಾಗಿದೆ. ಅನೇಕ ಬಾರಿ ಸರ್ಕಾರಿ ವೆಬ್‌ಸೈಟ್‌ಗಳನ್ನು ಹ್ಯಾಕ್ ಮಾಡಲಾಗುತ್ತದೆ ಮತ್ತು ಫೈಲ್‌ಗಳ ಪ್ರಮುಖ ಡೇಟಾದ ಪೈರೇಟೆಡ್ ಪ್ರತಿಗಳನ್ನು ತಯಾರಿಸಲಾಗುತ್ತದೆ, ಇದು ಬಹಳಷ್ಟು ಸಮಸ್ಯೆಗಳನ್ನು ಸೃಷ್ಟಿಸುತ್ತದೆ ಅಥವಾ ಪ್ರಮುಖ ಡೇಟಾ ನಾಶವಾಗುತ್ತದೆ.

• 2019 ರ ಸೆಪ್ಟೆಂಬರ್ 4 ಮತ್ತು 5 ರಂದು ನವದೆಹಲಿಯಲ್ಲಿ ನೆಲೆಗೊಂಡಿರುವ ಸಿಬಿಐ (ಕೇಂದ್ರ ತನಿಖಾ ಬ್ಯೂರೋ) ಕೇಂದ್ರ ಕಛೇರಿಯಲ್ಲಿ ನಮ್ಮ ರಾಷ್ಟ್ರ ಭಾರತವು ಮೊದಲ ಬಾರಿಗೆ ಅಪರಾಧ ತನಿಖೆಯ ರಾಷ್ಟ್ರೀಯ ಸಮ್ಮೇಳನವನ್ನು ನಡೆಸಿತು.
• ಸೈಬರ್ ಸಂಬಂಧಿತ ಅಪರಾಧಗಳನ್ನು ಎದುರಿಸಲು ವಿವಿಧ ವಿಧಾನಗಳು ಮತ್ತು ಕ್ರಮಗಳನ್ನು ಚರ್ಚಿಸಲು ತನಿಖಾಧಿಕಾರಿಗಳು, ವಿಧಿವಿಜ್ಞಾನ ತಂಡಗಳು ಮತ್ತು ಇತರ ಅಧಿಕಾರಿಗಳಿಗೆ ವೇದಿಕೆಯನ್ನು ರಚಿಸುವುದು ಸಮ್ಮೇಳನದ ಮುಖ್ಯ ಉದ್ದೇಶವಾಗಿದೆ.

ಸೈಬರ್ ಅಪರಾಧ ಜಾಗೃತಿ

• ಸೈಬರ್ ಅಪರಾಧದ ಭಯಾನಕ ಕೃತ್ಯಗಳಿಂದ ಸುರಕ್ಷಿತವಾಗಿರಲು ವಿವಿಧ ಭದ್ರತಾ ಕ್ರಮಗಳನ್ನು ಅನುಸರಿಸಬೇಕು.
• ಬಲವಾದ ಪಾಸ್‌ವರ್ಡ್ ಬಳಸಬೇಕು. ಪಾಸ್ವರ್ಡ್ ಸಂಕೀರ್ಣವಾಗಿರಬೇಕು, ಅದನ್ನು ಊಹಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ.
• ಸಿಸ್ಟಮ್ ಅನ್ನು ಮಾಲ್‌ವೇರ್‌ನಿಂದ ಮುಕ್ತವಾಗಿಡಲು ಆಂಟಿವೈರಸ್ ಪ್ರೋಗ್ರಾಂ(ಗಳನ್ನು) ಬಳಸಬೇಕು.
• ನಿಯಮಿತವಾಗಿ ಸಿಸ್ಟಮ್ ಅನ್ನು ನವೀಕರಿಸಿ.
• ಜಾಗರೂಕರಾಗಿರಿ ಮತ್ತು ನಿಮ್ಮ ಗುರುತು ಮತ್ತು ಪ್ರಮುಖ ಮಾಹಿತಿಯ ಕಳ್ಳತನವನ್ನು ತಪ್ಪಿಸಲು ನಿಮ್ಮನ್ನು ಸ್ಮಾರ್ಟ್ ಮತ್ತು ಪೂರ್ವಭಾವಿಯಾಗಿ ಮಾಡಿ.
• ನಿಮ್ಮ ಮಕ್ಕಳಿಗೆ ಇಂಟರ್‌ನೆಟ್‌ನ ಬಗ್ಗೆ ಅರಿವು ಮೂಡಿಸಿ, ಇದರಿಂದ ಅವರು ಯಾವುದೇ ದುರುಪಯೋಗ ಅಥವಾ ಕಿರುಕುಳದ ಬಗ್ಗೆ ತಕ್ಷಣ ತಿಳಿದುಕೊಳ್ಳಬಹುದು.

ಸೈಬರ್ ಭದ್ರತೆ

ಸೈಬರ್ ಭದ್ರತೆಯು ನಮ್ಮ ಸಿಸ್ಟಮ್‌ಗಳು, ನೆಟ್‌ವರ್ಕ್‌ಗಳು, ಸಾಧನಗಳು ಮತ್ತು ಪ್ರೋಗ್ರಾಂಗಳನ್ನು ದುರುದ್ದೇಶಪೂರಿತ ಸಾಫ್ಟ್‌ವೇರ್‌ನಿಂದ ದಾಳಿಯಿಂದ ರಕ್ಷಿಸುತ್ತದೆ. ಹೀಗಾಗಿ ಅಪರಾಧಿಗಳು ಡೇಟಾ ಅಕ್ರಮ ಪ್ರವೇಶವನ್ನು ತಡೆಯಬಹುದು.

ಪ್ರಾಮುಖ್ಯತೆ – ರಾಷ್ಟ್ರದ ಯಾವುದೇ ಪ್ರಮುಖ ವಿಷಯದ ಮಾಹಿತಿ ಅಥವಾ ವೈಯಕ್ತಿಕ ಬಳಕೆಗಾಗಿ ಉದ್ದೇಶಿಸಲಾದ ಯಾವುದೇ ಡೇಟಾ, ಹಂಚಿಕೊಂಡರೆ ಅನೇಕ ಸಮಸ್ಯೆಗಳನ್ನು ಉಂಟುಮಾಡುತ್ತದೆ. ಆದ್ದರಿಂದ ಅನೇಕ ಹಂತಗಳಲ್ಲಿ ಭದ್ರತಾ ತಪಾಸಣೆಗಳನ್ನು ಹಾಕಿದರೆ, ಮಾಹಿತಿ ಮತ್ತು ಪ್ರಮುಖ ಡೇಟಾ ಸೋರಿಕೆಯಾಗದಂತೆ ತಡೆಯಬಹುದು.

ಸೈಬರ್ ಭದ್ರತೆಯ ವಿಧಗಳು

• ನೆಟ್‌ವರ್ಕ್ ಸೆಕ್ಯುರಿಟಿ – ಮಾಲ್‌ವೇರ್‌ನಿಂದ ನೆಟ್‌ವರ್ಕ್ ದಾಳಿಯಾಗದಂತೆ ರಕ್ಷಿಸುತ್ತದೆ ಮತ್ತು ಆದ್ದರಿಂದ ಯಾವಾಗಲೂ ಸುರಕ್ಷಿತ ನೆಟ್‌ವರ್ಕ್ ಅನ್ನು ಬಳಸಿ.
• ಮೇಘ ಭದ್ರತೆ – ಕ್ಲೌಡ್ ಸಂಪನ್ಮೂಲಗಳು ಡೇಟಾವನ್ನು ರಕ್ಷಿಸಲು ಸಾಧನಗಳನ್ನು ಒದಗಿಸುತ್ತವೆ.
• ಮಾಹಿತಿ ಭದ್ರತೆ – ಅನಧಿಕೃತ ಅಥವಾ ಅಕ್ರಮ ಪ್ರವೇಶದಿಂದ ಡೇಟಾವನ್ನು ರಕ್ಷಿಸಲು ಸಹಾಯ ಮಾಡುತ್ತದೆ.
• ಅಂತಿಮ-ಬಳಕೆದಾರರ ಭದ್ರತೆ – ಯಾವುದೇ ಬಾಹ್ಯ ಸಾಧನವನ್ನು ಸಿಸ್ಟಮ್‌ಗೆ ಸೇರಿಸುವಾಗ, ಯಾವುದೇ ಮೇಲ್ ಅಥವಾ ಲಿಂಕ್ ತೆರೆಯುವಾಗ ಬಳಕೆದಾರರು ಜಾಗರೂಕರಾಗಿರಬೇಕು.
• ಅಪ್ಲಿಕೇಶನ್ ಭದ್ರತೆ – ಸಿಸ್ಟಮ್ ಮತ್ತು ಸಾಫ್ಟ್‌ವೇರ್ ಅನ್ನು ಯಾವುದೇ ಬೆದರಿಕೆಗಳಿಂದ ಮುಕ್ತವಾಗಿಡಲು ಸಹಾಯ ಮಾಡುತ್ತದೆ.

ಆದರೆ ಮಸ್ಕ್‌ ತಾವು ಕೆಲಸ ಮಾಡುತ್ತಿರುವ ಸ್ಥಳದ ಫೋಟೋ, ಮಕ್ಕಳ ಬಗ್ಗೆ ಮಾತನಾಡಿದ್ದು, ತನ್ನ ಅಭಿಮಾನಿಗಳೊಂದಿಗೆ ಹೀಗೆ ಆಗಾಗ ಮಾತನಾಡುತ್ತೇನೆ ಎಂದು ಹೇಳಿದ್ದೂ ಆಕೆಗೆ ನಿಜವಾಗಿಯೂ ಮಸ್ಕ್‌ ಜತೆಗೆ ಸಂಪರ್ಕದಲ್ಲಿರುವ ಮಾಹಿತಿ ದೊರತಿತ್ತು. ಅಲ್ಲದೇ ಸದ್ಯವೇ ಕೋರಿಯಾದ ಅಧ್ಯಕ್ಷರನ್ನು ಭೇಟಿ ಮಾಡಲು ಬರುತ್ತೇನೆ ಎಂದು ಹೇಳಿದ್ದು ಇನ್ನೂ ನಂಬುವಂತೆ ಮಾಡಿತ್ತು.

ಡಿಫೇಕ್‌ ವಿಡಿಯೋದಲ್ಲಿ ಮಸ್ಕ್‌ ರೀತಿಯಲ್ಲೇ ಆತ ನಿರಂತರವಾಗಿ ಆಕೆಯೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಿದ್ದ. ಮಸ್ಕ್‌ ಐ ಲವ್‌ ಯು ಎಂದು ಕೂಡ ಹೇಳಿಕೊಂಡಿದ. ಇದರಿಂದ ಆಕೆ ಪುಳಕಿತಳಾಗಿ ಹೋಗಿದ್ದಳು.

ಇದೇ ವೇಳೆ ನನ್ನ ಉದ್ಯಮವನ್ನು ವಿಸ್ತರಣೆ ಮಾಡುತ್ತಿದ್ದೇನೆ. ನಿನ್ನ ಹಣವನ್ನು ಹೂಡಿಕೆ ಮಾಡಿ ನಿನ್ನನ್ನೇ ಶ್ರೀಮಂತಳನ್ನಾಗಿ ಮಾಡುವೆ ಎಂದು ನಂಬಿಸಿದ. ಕೋರಿಯಾದಲ್ಲಿರುವ ಸ್ನೇಹಿತರೊಬ್ಬರ ಖಾತೆಗೆ ಹಣ ಹಾಕುವಂತೆ ತಿಳಿಸಿದ್ದ. ನನ್ನಂದಾಗಿ ನನ್ನ ಫ್ಯಾನ್‌ಗಳು ಶ್ರೀಮಂತರಾಗುವುದು ನನಗೂ ಖುಷಿ ತರುವ ವಿಚಾರ ಎಂದು ಹೇಳಿಕೊಂಡಿದ್ದ. ಇದನ್ನು ನಂಬಿದ ಸುನ್‌ ಬರೋಬ್ಬರಿ , 41 ಲಕ್ಷ ರೂ.ಗಳನ್ನು ಆಕೆ ಖಾತೆಗೆ ವರ್ಗಾಯಿಸಿದ್ದಳು. ಬ್ಯಾಂಕ್‌ನಲ್ಲಿ ವಿಚಾರಿಸಿದಾಗ ಅಂತ ಹೆಸರಿನ ಯಾವುದೇ ಖಾತೆ ಇಲ್ಲ ಎನ್ನುವುದು ತಿಳಿದಿತ್ತು. ಆನಂತರ ಆಕೆ ಕೃತಬುದ್ದಿ ತಂತ್ರಜ್ಞಾನ ವಂಚನೆ ಬಲೆಗೆ ತಾನು ಬಿದ್ದಿರುವುದು ಬಯಲಾಗಿತ್ತು.

ಆದರೆ ದಕ್ಷಿಣಾ ಕೋರಿಯಾದಲ್ಲಿ ಸೈಬರ್‌ ಅಪರಾಧ ಪ್ರಕರಣ ತಡೆಗೆ ಅಂತಹ ಬಿಗಿ ಕಾನೂನುಗಳು ಇಲ್ಲ. ಈ ಕಾರಣದಿಂದ ಅಲ್ಲಿ ಜನ ವಂಚನೆಗೆ ಒಳಗಾಗುತ್ತಲೇ ಇದ್ದಾರೆ. ಅದರಲ್ಲಿ ಸುನ್‌ ಕೂಡ ಒಬ್ಬರು.

Certificate forgery: Computer operator arrested

Detectives have arrested a computer operator on charges of forging marksheets and certificates of Bangladesh Technical Education Board in the capital's Khilgaon.

The arrestee, Kamrul Hasan Abed, 28, works at a printing shop in the capital's Paltan, said Detective Branch officials.

During a raid on Wednesday, the DB also seized blank papers for making marksheets and certificates of BTEB from a house in Khilgaon.

Certificate Forgery: Former BTEB chairman to be quizzed today

DB's Lalbagh Division deputy commissioner Mashiur Rahman said that they got information about Kamrul while investigating the case of selling fake certificates.

"We have arrested Kamrul in this connection. A case has been filed on Thursday," the DC added.

According to DB officials, Kamrul made the certificates in collusion with some dishonest officials and employees of the BTEB.

DB officials said, the BTEB employees used to sell the fake certificates made by Kamrul after inserting examination roll numbers with the names and addresses. The certificates were then uploaded to the board's server, they added.

During primary interrogation, Kamrul claimed that he had contract from BTEB to make a background for 500 certificates and 500 pieces for marksheets. He also showed a permit signed by the board's controller of examinations.

Asked, Kapayet Ullah, controller of examinations of the board, said they did not print their board certificates, marksheets or even any official papers from anywhere other than BG Press.

The controller also said he did not know anyone by the name of Kamrul and did not give any permission.
