  • Recommending, from time to time, the criteria to be satisfied by an applicant before being issued driver’s licence.
  • Producing and issuing of vehicle number plates.
  • Ensure conformity of road users to highway traffic codes.

  • Embarking on adequate researches into causes of motor accidents, methods of prevention them and proper application of the result of such researches.
  • Deciding on and enforcing speed limits for all levels of roads and vehicles

  • Making and enforcement of regulations in pursuance of any other functions assigned to the Corps by or under this Act of establishment.
  • Governing the use of sirens, flashers and beacon lights on vehicles apart from ambulances and vehicles belonging to the Military and Paramilitary agencies of Nigeria;
  • Providing immediate treatment via roadside and mobile clinics for accident victims free of charge.
  • Restricting the use of mobile phones by motorists.
  • Ensuring the use of seat belts and other safety devices.
  • Regulating the use of motorcycles on the highways.
  • Maintaining the validity period for drivers’ licences which shall be three years subject to renewal at the expiration of the validity period.

In exercising these functions, members of the Commission have the power to arrest and prosecute persons reasonably suspected of having committed any traffic offence.

Structural Organization of the FRSC  

Decree 45 of 1988 provides for the establishment of Federal Road Safety Commission (the Governing Council) and Federal Road Safety Corps (the operational/enforcement Agency) for road traffic administration and road safety management in the country. The Commission is headed by the Chairman, while the Director of Organization and Chief Executive who is also a member of the Commission, heads and oversees the day to day administration of the Corps. The ugly narrative of road traffic crashes in the early 70s led to the establishment of the Federal Road Safety Commission (FRSC) in 1988. The commission was specifically empowered by legislation to coordinate road safety administration and traffic management in Nigeria with an ultimate aim of halting the trend of road traffic crashes and fatalities on all the 204,000 kilometres of roads that traverse the country.

Prior to the establishment of the FRSC in 1988, the World Health Organization (WHO) had adjudged Nigeria, the second only behind Ethiopia, as the most dangerous country in the world to drive a motor vehicle. FRSC has not only changed that narrative as lead agency in traffic and safety management, it has recorded tremendous achievements in the area of traffic engineering, road safety administration, traffic management, rescue operation, and crash reduction. It has achieved this feat as a result of a chain of leadership ingenuity that led to the fusion of the services of volunteers called Special Marshals and social responsibility groups. To this end, road safety administration in Nigeria has witnessed a paradigm shift from the traditional approach to the use of state of the art information technology facilities. The corps has also enhanced its operational capacity aimed at promoting public safety and security.

Considering that road transport sector in Nigeria accounts for over 90% of passengers and freight movement, this exerts undue pressure on the FRSC in discharging its cardinal responsibilities. But the corps recorded a commendable reduction in crash from 40,881 in 1976 down to 10,522 in 2020. The statistics above show that the corps is gaining grounds accordingly.

As a performance driven organisation, FRSC is today the only law enforcement organization in Nigeria certified by the International Standard organization. The corps has over three decades designed and operated 28 web applications for its operational activities so as to create an accessible platform for the general public. The introduction of the toll free 122 emergency number and a 24 hours call center has reduced emergency response time from 50 minutes to 15 minutes thereby decreasing the number of fatalities in crash situations. The introduction of Verification Portal for drivers licence and number plates, Road Transport Safety Standardisation Scheme (RTSSS) for uniformity and harmonization of fleet operators and the Driving School Standardisation Scheme (DSSP), speed limiting device and the vehicle tracking system among others, are policies formulated and implemented to fight road traffic crash in the country.

Moreover, as one of the nation’s custodian of critical data infrastructure, the corps has successfully strengthened inter-agency cooperation with relevant stakeholders such as the National Identity Management Commission (NIMC), National Bureau of Statistics (NBS), Nigerian Customs Service (NCS), and banks in Nigeria with evident success.

The current management led by Dr Boboye Oyeyemi has so far constructed and inaugurated 16 permanent structures in various sector commands, with other two awaiting inauguration. Oyeyemi’s swift response to the incessant abuse of traffic rules also led to the putting together of the ‘Operation Cobra’ which has become instrumental to the decline in crash rate as apprehended offenders are usually referred to a government health facility for Emotional Stability Test.

On a regular basis, the corps also embarks on consultation with stakeholders who have become more involved through the mechanism of the special marshals, celebrity special marshals and road safety clubs. The deployment of FRSC personnel to Tank Farms has also helped in reducing the rate of crashes associated with articulated vehicles, particularly tankers carrying petroleum products. Through its Safe-to-Load initiative, these articulated vehicles have been subjected to checks before they are allowed to load from the various depots across the country with trained personnel of the corps to ensure strict compliance.

In pursuit of aggressive public enlightenment programme, the FRSC management under Oyeyemi established the National Traffic Radio 107.1 FM in October, 2019 as a medium for educating members of the public on traffic matters and updating them of road conditions across the country. The corps further introduced a massive welfare scheme through the Post Service Scheme and the 20,000 Housing project for Staff.

With its present 12 zonal commands, 37 sector commands, 213 unit commands, 41 out posts, FRSC academy, FRSC training schools, FRSC staff college, 214 driver license centres/work stations, one signage plant, one national driver license print farm, 43 emergency ambulance points and 17 staff clinics; it is quite evident that the corps has witnessed tremendous expansion in these past 33 years.

On the global scene, FRSC takes leadership role of West African Road Safety Organisation (WARSO) and the corps has provided technical assistance to Sierra Leone, Liberia, Ethiopia and a few other countries on the sub-region. It has also secured engagement with international organizations for capacity building including world bank project on Safe corridor Project, etc. Apart from succeeding in securing the endorsement of National Road Safety Strategy in 2016, FRSC made Nigeria the first African country to be admitted into the International Traffic Safety Data Analysis Group (IRTAD) and became the first African country to accede to six United Nations Conventions on road safety.

These efforts have earned the organization both national and international awards, including being rated as the best lead agency on road safety management in Africa. The corps’ success story has been attributed to the introduction of a world class drivers’ licensing standard which is difficult to forge, building and maintenance of a dedicated work force including regular marshals and a volunteer arm and optimal deployment of technology, a feat which has been described as unparalleled in Africa, South of the Sahara.

Experts in the transportation industry have also identified data utilization and transparency as quick win strategies that have ensured effective management through a weekly reportage of traffic trends, utilisation of data for performance monitoring and targeted interventions, effective monitoring, evaluation and planning, in addition to transparent evaluation of trends and sustained drive for improved performance.

In recognising the leadership role FRSC has played in shaping Nigeria’s road safety in 33 years, it is important to acknowledge that the collective responsibility of all Nigerian road users and the political will by the government is the reason for the achievements so far recorded.

Main article content, road transportation and traffic law enforcement in nigeria: a case study of the federal road safety corps (frsc), j a emmanuel.

Road Transportation and Traffic Law Enforcement in Nigeria was established in order to reduce the increasing road crashes and fatalities as well as making road users comply with traffic Laws and regulations as a counter measure, which remain as a great challenge in Nigeria. This paper discussed the roles of the Federal Road Safety Corps (FRSC) in the enforcement of Road Traffic Laws. The methodology used for this paper was the collections of data. The finding from the study revealed that there is dearth of operational equipments in FRSC thus hampering its performance. It further observed that Road traffic laws are strong and adequate, but lack effective enforcement, which is responsible for non-compliance. The study also revealed that FRSC has done very well in its performance especially in Educating motorists through various public enlightenment campaigns. The study shows that there are bad roads with narrow lanes and potholes resulting to traffic congestions and crashes. Having identified these challenges, the study recommended among others, adequate funding of the corps, effective enforcement of existing road traffic laws by all the relevant law enforcement agencies, training of the law enforcement personnel and construction of befitting roads.

It is on record that Nigeria has witnessed drastic insecurity challenges in the last few years during which the lives of citizen are irrevocably altered. This has made national security threat to be a major issue for the government and has prompted huge allocation of the national budget to security. In order to ameliorate the incidence of crime, the Federal Government has criminalized terrorism by passing Anti-terrorism Act in 2011. Despite these efforts the level of insecurity in the Country is still high.

Road transportation is one of the most prevalent and widely used means of transportation in Nigeria. This paper examines how corruption by security and safety officer's through the abuse of roadblocks and checkpoints and the get rich quick syndrome of commuters precipitate a compromise of road safety policies leading to implementation paradox and insecurity in the Nigerian road transport system. The paper traced the origin of these phenomena to the era of colonialism and the end of the Nigerian Civil War with the attendant socioeconomic hardship of the period and observed that although with increased construction of roads, street lights and traffic control systems; human insecurity in road transportation has increased tremendously. The exercise of overloading vehicles with goods and passengers, speed driving, undue taxation by transport unions and collection of bribe by armed uniform officers are contentious issues which confronts road transportation in Nigeria as identified in this study. The paper contends that this pervasive trend shows an implementation paradox of road safety and security legislations and portends pernicious implications to the development of efficient and effective road transport system, national development and nation building. The recent road crashes along the main routes in Oyo State have drawn the attention of people towards the role and statutory responsibilities of Federal Road Safety Corps (FRSC). Therefore, this research was conducted to assess the statutory duties of FRSC aimed at limiting the number of road crashesin Oyo State. This work was limited to 3 Local Government Areas (LGAs) out of 11 LGAs that make up Ibadan and its environs. The study adopted simple random sampling technique using well-structured questionnaires to elicit information regarding the statutory duties of FRSC, a major road transport enforcement agency in Nigeria. From110 respondents ranging from commercial drivers, private vehicle owners, commercial motorcyclists, commuters, and road accident victims, 103 questionnaires were retrieved and were found analysable. In the first half of the year 2020, Nigeria had recorded intensified violence spawn from the insurgent groups in the form of Boko Haram Islamic sect, Islamic State in West African Province (ISWAP), banditry and the self-styled Fulani herdsmen attacks in the North East, North West, and now in other regions of the country. These seemingly intensified and determined campaign of violence by these insurgent groups, and the ineptitudes of the Security Chiefs to contain the activities of these terrorists groups and criminal gangs, as well as the occasional violations of human rights and abuse of the rule of law, inarguably, resulted to the regular outcries for the protection of lives and properties, as well as the removal of the Security Service Chiefs in the country. This study, therefore, seeks to unveil the reasons behind the activities of these insurgent groups and the consequences of their actions to socioeconomic development of the country. Also of pertinence is the need to x-ray the trends in attacks by the insurgents and criminal gangs. To achieve the objectives of this study, historical research design which is qualitative and explorative in nature was adopted. This means that data used were derived mainly from secondary source such as textbooks, journal publications, official documents, internet materials, among others. The study adopts Expectancy theory to examine the need for the government and security agencies to ensure the citizens are protected, and not particularly, the regime. Policy options were proffered to ameliorate the consequences of the activities of the insurgent groups and to strengthen the security agencies, especially the armed forces to enable them combat these insurgencies in the country. Moreover, the government needs to improve on border security to stem the inflow of jihadist groups, small and light weapons through the country's porous borders with its neighbouring countries; and also on the forestry department in order to check the movement of these criminal groups who find our forests as safe for camping and training of their recruited members, among others.

The rate of insurgency in Nigeria in general and Niger State in particular especially on the roads is of great concern to the governments and the stakeholders in the country. The fear of the unknown and whether someone will arrive at his/her final destination has become a mirage. Many refuses to travel again, some using alternative means such as rail and air transport, while several others now make the only essential journey. It is on this premise that this paper focuses on the effects of insurgency on road travel and freight transportation in, Niger state. Secondary information from reports on transport insecurity was analysed while 301 copies of questionnaires were administered using simple random sampling to passengers at seven major interstate road transport parks in Minna. Oral interview was also deployed to acquire information from park managers and operators of the various interstate transport service providers. Findings revealed that the safety and security of lives and goods were some of the important factors that determine the choice of transportation services. It was also revealed that increase in fare rates; waiting times and reduced patronage were the major effects of insecurity on interstate road transport service in Minna. The paper therefore recommends the overhauling of the security arms of the nation by recruiting more personnel, providing them with efficient weapons and incentives while the roads should be well maintained, lighted at night and equipped with cameras. Furthermore, efforts should be made to encourage the use of virtual technologies to reduce the need for travels, thereby reducing risk of attacks on roads.

ABSTRACT This paper attempts to examine and evaluate the origin, causes, and suggested solutions to National Security Issues and challenges. The paper highlights the ongoing concerns, challenges and proffers solutions which citing Mr. President as the only authority that should acknowledge the failure of the security agencies and provide complete overhaul of the Security Agencies to pre-empt these security breaches. In particular, the failure of the intelligence services to contain the recurring security breaches. Such as the spate of bombings which has once more brought to limelight the need for a Sovereign National Conference. And until these structural distortions and anomalies are addressed, the monster of insecurity will loom large. The paper recommends that Mr. President has the power to act decisively to execute his office, and this can be achieved by implementing the anti-terrorism law and punish culprits of such heinous crimes capable of causing instability in the nation. This paper also discusses the instrumentality of effective use of the Islamic panacea in tackling moral degeneration and insecurity that have both become the bane of Nigeria. From this paper, we see that it is expressly stated in our Constitution that the Government(s) is ultimately responsible for the security of lives, property, etc of the people of Nigeria. Nigeria's Fourth Republic is being threatened daily by political violence of various shades. A development that has negatively affected Nigeria's internal security. Some of the old security threats have remained or even assumed worrisome dimensions while new threats have also emerged. Threats to human and national security include the proliferation of small arms and light weapons (SALWS), sea piracy, armed robbery, assassination, human trafficking, kidnapping, and ethno-religious conflicts. A threat considered to be relatively new in Nigeria, though not without precedent, is the outbreak of violent extremism. Since 1999, there has been a revival and resurgence of radical Islamic fundamentalism under the cover of Sharia, which has resulted in the emergence of a Taliban-styled group called Boko Haram in the northern part of the country. Meanwhile, national security is implicated in the situation of violence which has brought untold sorrows to the innocent Nigerians and caused security concerns for the nation at large. Also, national security objectives and strategies are queried as a result of many failed attempts to ameliorate, and consequently bring to an end, the activities of Boko Haram and other terrorists group within the country. Using both primary and secondary sources of data collection, this study revisits the governmental efforts to curb terrorism in Nigeria, and, as well, suggests the way forward on this subject.

The provision of security and well-being of the citizens of nation is a primary function of every Governments all over the world through the use of instruments of state power, including defense and security agencies, backed-up by enabling laws. For instance, the 1999 Nigerian constitution outlines the role of government and relationship among levels of government in security management. Akwa Ibom State and Nigeria as a whole had suffered myriad of internal security challenges namely; kidnappings and hostage takings, murder, assassinations, armed robberies, cult-related criminal activities and subversion. Others include illegal possession of fire arms, insurgency, economic sabotage, oil pipelines and divergent forms of vandalization, arson and communal clashes due to boundary disputes. This work used Chi-Square formula to analyze the causes of insecurity and the role of government in security management. The study however, focused on security challenges arising from negligence of statutory responsibilities by police personnel due to poor salary, insufficient funding and equipping of security agencies. The result of findings among others showed that there are divergent causes of insecurity in Nigeria which include unemployment, cultism, robbery and inadequate funding of security agencies. The study recommends that government at all levels should create more jobs for the unemployed, motivate, approve good remuneration to security and law enforcement agents, properly fund and equip security agencies to boost their operational capabilities for effective protection of lives and property of the citizens.
