When I was invited to become the Vice President and General Manager at Third Way Associates (TWA)* two years ago, the company was in financial and administrative disorder. Cash flow was managed based on immediate needs rather than by the logic of budgets planned by project and city. Sloppy expense reports that were turned in with no receipts were reimbursed to employees.

TWA founders Scott W ____ and Glenn L ____ had good intentions, but spent most of their time selling sponsorships and getting new clients rather than directing and managing the company. As we begin 20XX, TWA is much healthier in every way. Under my direction, vendors are paid in an average of 20 days from date of invoice, instead of 60 days or more. I’ve brought fresh accounts and industries into TWA, including ____ Airlines and Drink Y, among others. Since my arrival, we have a much wider and broader sales menu which has been crucial to generate more revenue. I’ve expanded our most popular sports events to 25 cities, giving our clients new investment opportunities. These events range from recreational soccer clinic tours to professional soccer games broadcast on TV.

I also expanded our field staff, and at present we have 25 strong and reliable managers who report directly to me from each city. Despite the economy, 20XX was not a bad year for TWA, and this year promises to be even better if we continue our current strategy and continue to work as a team.

By effectively leading the thinking of client firms’ problems as well as motivating them to work long hours to develop solutions to these problems and collaborate with clients on implementing them, these businesspeople prove to have what it takes to be exemplary leaders.

So don’t forget to include strong elements of people leadership in your essays. Here are several to keep in mind:

  • Rallying others around a vision. Did you convince your team or group to follow a specific path/solution? How did you do it? Successful clients have talked about handling dissenting opinions diplomatically or presenting their teams’ detailed quantitative evidence for a recommendation. Many of the better versions of this essay convey leadership in ways that are about neither academic leadership nor direct or positional extracurricular leadership.

It’s really easy to get lost in a definition of what leadership means with this prompt. Remember that leadership has a very expansive definition. What leadership looks like to each student will vary drastically, but, in other words, the prompt is asking you to describe how you have utilized your personal experience for the betterment of yourself and others. 

This prompt focuses on concrete actions that create tangible benefits for members of an organization, or even for an individual within the organization. Many students focus on how they have inspired their classmates or helped to resolve a conflict. While these are good examples of being a leader, try not to limit yourself to formal leadership positions and actions when brainstorming your response.

Leadership can range from formal leadership positions, such as being president of a club, to informal positions, such as mentoring a younger peer. Characteristics of an Effective Leader

“[Leadership] is all about influencing people,” said Kirstin Lynde, founder of leadership development firm Catalyze Associates, in a Facebook Live interview .

Early in your career, you might exercise authority by being the go-to person on a certain subject within your organization, or by actively listening and building consensus among your team. As you advance, you may exert influence by knowing how to articulate the direction you think the company should head in next.

According to the online course Power and Influence for Positive Impact , influence is “the ability to produce effects on other people’s behavior.” Influencing others requires building a strong sense of trust with your colleagues.

“This means [you] need to understand the types of resources people value when it comes to achieving safety and self-esteem,” says Harvard Business School Professor Julie Battilana in her course Power and Influence for Positive Impact .

Focus on understanding their motivations and encourage them to share their opinions. You can use that knowledge to make change and show their voice matters.

2. Transparency—to an Extent

Part of building trust is being transparent. The more open you are about the organization’s goals and challenges, the easier it is for employees to understand their role and how they can individually contribute to the company’s overall success. That sense of value and purpose translates into higher levels of employee engagement .

“To get people on board, they need to grasp what you’re conveying so they’re excited to join you in turning that direction into a reality,” says HBS Professor Anthony Mayo in the online course Organizational Leadership . “Your communication should meet people where they are, give them a sense of where the organization is going, and then give them a roadmap for how they can bridge the gap from where the organization is now to where you want to take it.”

While transparency is often intended to promote collaboration, knowledge sharing, and accountability, too much of it can have the opposite effect, according to Ethan Bernstein, an associate professor of organizational behavior at HBS.

“Wide-open workspaces and copious real-time data on how individuals spend their time can leave employees feeling exposed and vulnerable,” writes Bernstein in the Harvard Business Review . “Being observed changes their conduct. They start going to great lengths to keep what they’re doing under wraps, even if they have nothing bad to hide.”

Bernstein encourages balancing transparency with privacy and setting different types of boundaries to still foster experimentation and collaboration.

3. Encourage Risk-Taking and Innovation

Experimentation is critical to establishing and maintaining your company’s competitive advantage. Great leaders recognize this and encourage risk-taking and innovation within their organization.

“You can’t wave a wand, dictate to people that they need to be more creative, and wake up the next day to find people taking risks and trying new things,” Mayo says in Organizational Leadership .

Instead, leaders must actively foster a culture of innovation by supporting experimentation, challenging unwritten rules, and embracing mistakes. These steps, backed by data, can yield innovations that wouldn’t have otherwise surfaced.

By creating a culture that embraces failure and experimentation, employees are more emboldened to test theories or propose new ideas, because they see that creativity is valued. For example, Google’s innovation lab, X, offered bonuses to each team member who worked on a project the company ultimately decided to kill as soon as evidence suggested it wouldn’t scale, in an effort to “make it safe to fail.”

After all, big breakthroughs don’t happen when companies play it safe; experimentation is needed to reach lofty business goals. If well-intentioned, failures often become valuable lessons.

4. Integrity and Accountability

One of the most important aspects of leadership is demonstrating integrity. In a survey by consulting firm Robert Half , 75 percent of employees ranked “integrity” as the most important attribute of a leader. In a separate survey by Sunnie Giles , creator of Quantum Leadership, 67 percent of respondents ranked “high moral standards” as the most important leadership competency. Yet, it can be easy for leaders to deprioritize integrity when faced with organizational power. The ability to balance power and accountability can set successful leaders apart from ineffective ones.

“It’s precisely these two levers—sharing power and accountability—that enable workplaces and societies to keep power in check,” Battilana says in Power and Influence for Positive Impact .

Employees want to know that their manager will advocate for them, treat them fairly, and, ultimately, do what’s right for the business. As a leader, it’s important to not only avoid the consolidation of power but also any decision-making that could negatively affect others. Doing so can foster trust within your team and model behavior for others in the organization. The culmination of these factors can help you build a successful team.

5. Act Decisively

In today’s fast-changing, complex business environment, effective leaders need to make strategic decisions quickly—even before any definitive information is available.

Once you make a choice, stick with it, unless there’s a compelling reason to shift focus. Your goal is to move the organization forward, but that won’t happen if you can’t make a decision without wavering.

While timely decision-making is essential for any effective leader, it’s important to remember that decision-making is a process.

“The majority of people think about making decisions as an event,” says HBS Professor Len Schlesinger in the online course Management Essentials . “It’s very rare to find a single point in time where a ‘decision of significance’ is made and things go forward from there. What we’re really talking about is a process. The role of the manager in overseeing that process is straightforward, yet, at the same time, extraordinarily complex.”

By acting decisively, continuously evaluating, and pivoting when necessary, you can lead your organization through the ever-changing business landscape.

6. Demonstrate Resilience

Every decision you make won’t result in success. There will be times when you’re met with failure; it’s your job as a leader to exercise resiliency.

Consider the example of Antarctic explorer Ernest Schackleton presented in HBS Online’s sample business lesson on resilient leadership , led by HBS Professor Nancy Koehn.

When Shackleton’s ship, the Endurance, was trapped and crushed by icebergs, the original mission—traversing Antarctica—suddenly became irrelevant. The new mission was to get his team of 28 men home alive. To do so, he needed to quickly lead his team through crisis.

What’s more, leadership is not something people are born with—it is a skill you can learn. Traditional management was revolutionary in its day and enormously effective in building large-scale global enterprises that have materially improved lives over the past 200 years. However, with the advent of the 21st century, this approach is reaching its limits.

For one thing, this approach doesn’t guarantee happy or loyal managers or workers. Indeed, a large portion of American workers—56 percent— claim their boss is mildly or highly toxic , while 75 percent say dealing with their manager is the most stressful part of their workday.

For 21st-century organizations operating in today’s complex business environment, a fundamentally new and more effective approach to leadership is emerging. Leaders today are beginning to focus on building agile, human-centered, and digitally enabled organizations able to thrive in today’s unprecedented environment and meet the needs of a broader range of stakeholders (customers, employees, suppliers, and communities, in addition to investors).

What is the emerging new approach to leadership?

This new approach to leadership is sometimes described as “ servant leadership .” While there has been some criticism of the nomenclature, the idea itself is simple: rather than being a manager directing and controlling people, a more effective approach is for leaders to be in service of the people they lead. The focus is on how leaders can make the lives of their team members easier—physically, cognitively, and emotionally. Research suggests this mentality can enhance both team performance and satisfaction.

In this new approach, leaders practice empathy, compassion, vulnerability, gratitude, self-awareness, and self-care. They provide appreciation and support, creating psychological safety so their employees are able to collaborate, innovate, and raise issues as appropriate. This includes celebrating achieving the small steps on the way to reaching big goals and enhancing people’s well-being through better human connections. These conditions have been shown to allow for a team’s best performance.

More broadly, developing this new approach to leadership can be expressed as making five key shifts that include, build on, and extend beyond traditional approaches:

  • beyond executive to visionary, shaping a clear purpose that resonates with and generates holistic impact for all stakeholders
  • beyond planner to architect, reimagining industries and innovating business systems that are able to create new levels of value
  • beyond director to catalyst, engaging people to collaborate in open, empowered networks
  • beyond controller to coach, enabling the organization to constantly evolve through rapid learning, and enabling colleagues to build new mindsets, knowledge, and skills
  • beyond boss to human, showing up as one’s whole, authentic self

Together, these shifts can help a leader expand their repertoire and create a new level of value for an organization’s stakeholders. The last shift is the most important, as it is based on developing a new level of consciousness and awareness of our inner state. Leaders who look inward  and take a journey of genuine self-discovery make profound shifts in themselves and their lives; this means they are better able to benefit their organization. That involves developing “profile awareness” (a combination of a person’s habits of thought, emotions, hopes, and behavior in different circumstances) and “state awareness” (the recognition of what’s driving a person to take action). Combining individual, inward-looking work with outward-facing actions can help create lasting change.

Leaders must learn to make these five shifts at three levels : transforming and evolving personal mindsets and behaviors; transforming teams to work in new ways; and transforming the broader organization by building new levels of agility, human-centeredness, and value creation into the entire enterprise’s design and culture.

An example from the COVID-19 era offers a useful illustration of this new approach to leadership. In pursuit of a vaccine breakthrough, at the start of the pandemic Moderna CEO Stéphane Bancel increased the frequency of executive meetings  from once a month to twice a week. The company implemented a decentralized model enabling teams to work independently and deliver on the bold goal of providing 100 million doses of vaccines in 12 months. “The pace was unprecedented,” Bancel said.

Empowering employees , surprisingly enough, might mean taking a more hands-on leadership approach. Organizations whose leaders successfully empower others through coaching are nearly four times more likely to make swift, good decisions and outperform other companies . But this type of coaching isn’t always natural for those with a more controlling or autocratic style.

Here are five tips to get started  if you’re a leader looking to empower others:

  • Provide clear rules, for example, by providing guardrails for what success looks like and communicating who makes which decisions. Clarity and boundary structures like role remits and responsibilities help to contain any anxiety associated with work and help teams stay focused on their primary tasks.
  • Establish clear roles, say, by assigning one person the authority to make certain decisions.
  • Avoid being a complicit manager—for instance, if you’ve delegated a decision to a team, don’t step in and solve the problem for them.
  • Address culture and skills, for instance, by helping employees learn how to have difficult conversations.

How can leaders communicate effectively?

Good, clear communication is a leadership hallmark. Fundamental tools of effective communication  include:

  • defining and pointing to long-term goals

Is leadership different in a hybrid workplace?

A leader’s role may look slightly different in remote or hybrid workplace settings . Rather than walking around a physical site, these leaders might instead model what hybrid looks like, or orchestrate work based on tasks, interactions, or purpose. Being communicative and radiating positivity  can go a long way. Leaders need to find other ways to be present and accessible, for example, via virtual drop-in sessions, regular company podcasts, or virtual townhalls. Leaders in these settings may also need to find new ways to get authentic feedback. These tactics can include pulse surveys or learning to ask thoughtful follow-up questions that reveal useful management insights.

Additional considerations, such as making sure that in-person work and togetherness has a purpose, are important. Keeping an eye on inclusivity in hybrid work  is also crucial. Listening to what employees want, with an eye to their lived experience, will be vital to leaders in these settings. And a focus on output, outcomes, results, and impact—rather than arbitrary norms about time spent in offices— may be a necessary adaptation in the hybrid era .

How should CEOs lead in this new world?

Just as for leadership more broadly, today’s environment requires CEOs to lead very differently. Recent research indicates that one-third to one-half of new CEOs fail within 18 months.

We examined 20 years’ worth of data on 7,800 CEOs—from 3,500 public companies across 70 countries and 24 industries. What is leadership development?

Leaders aren’t born; they learn to lead over time. Neuroplasticity refers to the power of the brain to form new pathways and connections through exposure to novel, unfamiliar experiences. This allows adults to adapt, grow, and learn new practices throughout our lifetimes.

When it comes to leadership within organizations, this is often referred to as leadership development. Programs, books, and courses on leadership development abound, but results vary.

Leadership development efforts fail for a variety of reasons. Some overlook context; in those cases, asking a simple question (something like “What, precisely, is this program for?”) can help. Others separate reflections on leadership from real work, or they shortchange the role of adjusting leaders’ mindsets, feelings, assumptions, and beliefs, or they fail to measure results.

So what’s needed for successful leadership development? Generally, developing leaders is about creating contexts where there is sufficient psychological safety in combination with enough novelty and unfamiliarity to cultivate new leadership practices in response to stimuli. Leadership programs that successfully cultivate leaders are also built around “placescapes”—these are novel experiences, like exploring wilderness trails, practicing performing arts, or writing poetry.

When crafting a leadership development program, there are six ingredients to incorporate  that lead to true organizational impact:

A well-designed and executed leadership development program can help organizations build leaders’ capabilities broadly, at scale. And these programs can be built around coaching, mentoring, and having people try to solve challenging problems—learning skills by applying them in real time to real work.

What are mentorship, sponsorship, and apprenticeship?

Mentorship, sponsorship, and apprenticeship can also be part of leadership development efforts. What are they? Mentorship refers to trusted counselors offering guidance and support on various professional issues, such as career progression. Sponsorship is used to describe senior leaders who create opportunities to help junior colleagues succeed. These roles are typically held by more senior colleagues, whereas apprenticeship could be more distributed. Apprenticeship  describes the way any colleague with domain expertise might teach others, model behaviors, or transfer skills. These approaches can be useful not only for developing leaders but also for helping your company upskill or reskill employees quickly and at scale.

Writing an essay for college admission gives you a chance to use your authentic voice and show your personality. It's an excellent opportunity to personalize your application beyond your academic credentials, and a well-written essay can have a positive influence come decision time.

Tips for Essay Writing

A typical college application essay, also known as a personal statement, is 400-600 words. Although that may seem short, writing about yourself can be challenging. It's not something you want to rush or put off at the last moment. Think of it as a critical piece of the application process. Follow these tips to write an impactful essay that can work in your favor.

1. Start Early.

Few people write well under pressure. Try to complete your first draft a few weeks before you have to turn it in. Many advisers recommend starting as early as the summer before your senior year in high school. That way, you have ample time to think about the prompt and craft the best personal statement possible.

You don't have to work on your essay every day, but you'll want to give yourself time to revise and edit. You may discover that you want to change your topic or think of a better way to frame it. Either way, the sooner you start, the better.

2. Understand the Prompt and Instructions.

Before you begin the writing process, take time to understand what the college wants from you. The worst thing you can do is skim through the instructions and submit a piece that doesn't even fit the bare minimum requirements or address the essay topic. Look at the prompt, consider the required word count, and note any unique details each school wants.

3. Create a Strong Opener.

Students seeking help for their application essays often have trouble getting things started. It's a challenging writing process. Finding the right words to start can be the hardest part.

Spending more time working on your opener is always a good idea. The opening sentence sets the stage for the rest of your piece. The introductory paragraph is what piques the interest of the reader, and it can immediately set your essay apart from the others.

One of the most important things to remember is to keep to the essay topic. If you're applying to 10 or more colleges, it's easy to veer off course with so many application essays.

A common mistake many students make is trying to fit previously written essays into the mold of another college's requirements. This seems like a time-saving way to avoid writing new pieces entirely, but it often backfires. The result is usually a final piece that's generic, unfocused, or confusing. Always write a new essay for every application, no matter how long it takes.

If it seems alarmist to anticipate the horrifying aftermath of a nuclear attack, consider this: The United States and Ukraine governments have been planning for this scenario for at least two years.

In the fall of 2022, a U.S. intelligence assessment put the odds at 50-50 that Russia would launch a nuclear strike to halt Ukrainian forces if they breached its defense of Crimea. Preparing for the worst, American officials rushed supplies to Europe. Ukraine has set up hundreds of radiation detectors around cities and power plants, along with more than 1,000 smaller hand-held monitors sent by the United States.

Nearly 200 hospitals in Ukraine have been identified as go-to facilities in the event of a nuclear attack. Thousands of doctors, nurses and other workers have been trained on how to respond and treat radiation exposure. And millions of potassium iodide tablets, which protect the thyroid from picking up radioactive material linked with cancer, are stockpiled around the country.

But well before that — just four days after Russia launched its invasion of Ukraine, in fact — the Biden administration had directed a small group of experts and strategists, a “Tiger Team,” to devise a new nuclear “playbook” of contingency plans and responses. Pulling in experts from the intelligence, military and policy fields, they pored over years-old emergency preparedness plans, weapon-effects modeling and escalation scenarios, dusting off materials that in the age of counterterrorism and cyberwarfare were long believed to have faded into irrelevance.

The playbook, which was coordinated by the National Security Council, now sits in the Eisenhower Executive Office Building, next to the West Wing of the White House. It has a newly updated, detailed menu of diplomatic and military options for President Biden — and any future president — to act upon if a nuclear attack occurs in Ukraine.

At the heart of all of this work is a chilling conclusion: The possibility of a nuclear strike, once inconceivable in modern conflict, is more likely now than at any other time since the Cold War. “We've had 30 pretty successful years keeping the genie in the bottle,” a senior administration official on the Tiger Team said. While both America and Russia have hugely reduced their nuclear arsenals since the height of the Cold War, the official said, “Right now is when nuclear risk is most at the forefront.”

Russian President Vladimir Putin reminded the world of this existential danger last week when he publicly warned of nuclear war if NATO deepened its involvement in Ukraine.

The risk of nuclear escalation in Ukraine, while now low, has been a primary concern for the Biden administration throughout the conflict, details of which are being reported here for the first time. In a series of interviews over the past year, U.S. and Ukrainian officials spoke on condition of anonymity to discuss internal planning, diplomacy and ongoing security preparations.

And while it may cause sleepless nights in Washington and Kyiv, most of the world has barely registered the threat. Perhaps it’s because an entire generation came of age in a post-Cold War world, when the possibility of nuclear war was thought to be firmly behind us. It is time to remind ourselves of the consequences in order to avoid them.

Even after last week’s nuclear threat, few believe that Mr. Putin will wake up one day and decide to lob megaton warheads at Washington or European capitals in retaliation for supporting Ukraine. What Western allies see as more likely is that Russia will use a so-called tactical nuclear weapon, which is less destructive and designed to strike targets over short distances to devastate military units on the battlefield.

The strategic thinking behind those weapons is that they are far less damaging than city-destroying hydrogen bombs and therefore more “usable” in warfare. The United States estimates Russia has a stockpile of up to 2,000 tactical nuclear warheads, some small enough they fit in an artillery shell.

But the detonation of any tactical nuclear weapon would be an unprecedented test of the dogma of deterrence, a theory that has underwritten America’s military policy for the past 70 years. The idea stipulates that adversaries are deterred from launching a nuclear attack against the United States — or more than 30 of its treaty-covered allies — because by doing so they risk an overwhelming counterattack.

Possessing nuclear weapons isn’t about winning a nuclear war, the theory goes; it’s about preventing one. It hinges upon a carefully calibrated balance of terror among nuclear states.

If Mr. Putin dropped a nuclear weapon on Ukraine — a nonnuclear nation that’s not covered by anyone’s nuclear umbrella — what then? If deterrence fails, how is it possible to reduce the risk of one attack escalating into a global catastrophe?

We might find an answer in the autumn of 2022, when fears of Russia’s nuclear use in Ukraine were most palpable. A lightning Ukrainian military counteroffensive had reclaimed territory from the Russians in the northeastern region of Kharkiv. The Ukrainians were on the cusp of breaching Russian defense lines at Kherson in the south, possibly causing a second Russian retreat that could signal an imminent broader military collapse.

U.S. intelligence estimated that if Ukraine’s fighters managed to break through Russian defenses — and were on the march to the occupied Crimean Peninsula, where the Russian Black Sea Fleet is based — it came down to a coin flip whether or not Russia would launch a tactical nuclear weapon to stop them, senior administration officials said.

Moscow has made implicit and explicit nuclear threats throughout the war to scare off Western intervention. Around this time, however, a series of frightening episodes took place.

On Oct. 23, Defense Minister Sergei Shoigu of Russia made a flurry of phone calls to the defense chiefs of four NATO nations, including Defense Secretary Lloyd Austin, to say Russia had indications that Ukrainian fighters could detonate a dirty bomb — a conventional explosive wrapped in radioactive material — on their own territory to frame Moscow.

American intelligence also intercepted chatter around then among Russian military leaders about using a tactical nuclear weapon, according to current and former Biden administration officials. General Austin and the Joint Chiefs of Staff chairman, Gen. Mark Milley, held three phone calls in four days with Russian counterparts during this tense period.

Believing the Russians were building an unfounded pretext for their own nuclear attack, the Biden administration quickly began a multilateral effort with allies, adversaries and nations in between to de-escalate the situation and try to talk Moscow out of it. For nearly a week, Biden aides pulled all-nighters at the White House, coordinating high-level conversations and planning for the worst: the detonation of a small nuclear device in Ukrainian territory that had the power of a few kilotons or less.

Many in the administration believed the Kremlin’s dirty bomb ploy posed the greatest risk of nuclear war since the 1962 Cuban missile crisis. State Department officials traveled to Poland to ensure that medical supplies and radiation equipment were rushed over the border. The Energy Department sent equipment to collect potential debris so that it could be later analyzed by American scientists for weapon design characteristics and the origin of the nuclear material. U.S. Strategic Command, which oversees nuclear operations, directed a team of experts (cheekily named The Writers’ Club, because their findings were written up daily for the Pentagon leadership) to assess the risk and determine which conditions would trigger Russia to go nuclear.

While cautions about the potential withering economic, diplomatic and military consequences were delivered in private to Moscow, administration officials also publicly sounded alarm bells.

The administration’s diplomatic push was coupled with efforts by leaders of several nations, including China, India and Turkey, to explain to Mr. Putin’s government the potential costs if he were to go through with a nuclear attack. That November, the director of the Central Intelligence Agency, William J. Burns, met with his Russian counterpart in Turkey, where he conveyed a similar warning. On Nov. 16, the Group of 20 released a joint statement:

What took place to prevent a nuclear attack that fall was a rare moment of consensus on an issue on which world leaders seem to be moving farther apart. Russia is replacing its Soviet-era hardware with new jets, missiles and submarines. And the other eight nations that have nuclear weapons are believed to be enhancing their arsenals in parts of the world that are already on edge.

India, which has continuing tensions over its borders with China and Pakistan, is fielding longer-range weapons.

Pakistan is developing new ballistic missiles and expanding nuclear production facilities.

North Korea, which has an arsenal of several hundred missiles and dozens of nuclear warheads, regularly threatens to attack South Korea, where the U.S. keeps about 28,500 troops.

China, which has publicly expressed its desire to control the U.S.-allied island of Taiwan by force if necessary, is increasing its nuclear arsenal at a “scale and pace unseen since the U.S.-Soviet nuclear arms race that ended in the late 1980s,” the Congressional Commission on the Strategic Posture of the United States concluded in October.

So while Washington has been helping Ukraine prepare for a nuclear attack, Taiwan or South Korea could be next. The National Security Council has already coordinated contingency playbooks for possible conflicts that could turn nuclear in Taiwan, the Korean Peninsula and the Middle East. Iran, which has continued its nuclear program amid Israel’s war on Hamas in Gaza, has amassed enough enriched uranium to build several weapons if and when it chooses.

During this time of widening conflict, the rising nuclear threat is especially destabilizing: A nuclear explosion in Ukraine or Gaza, where tens of thousands of civilians have already been killed or injured, would sizeably escalate either conflict and its humanitarian toll.

The world has been through a version of this moment before. The last nuclear standoff during the Cold War was cooled in part because of numerous nonproliferation efforts and arms control agreements between the United States and the former Soviet Union. The two nations, recognizing the terrifying situation they were in, worked to identify weapons that were mutually menacing and simply agreed to eliminate them. Nuclear warhead numbers plummeted to 12,500 today from roughly 70,400 in 1986.

Now that shared safety net of treaties and agreements is nearly gone. After a decade of diplomatic breakdown and military antagonism, only one major arms treaty between the United States and Russia remains — New START, which Mr. Putin suspended Russia’s participation in last year. The treaty is set to expire in February 2026.

That means we are just two years away from a world in which there are no major treaty limits on the number of strategic nuclear weapons the United States and Russia deploy. Already today, because of the New START suspension, the two nations disclose little information about their arsenals to each other and do not engage in talks for further agreements. If nuclear deterrence — however flawed a concept it may be — is to work, transparency about nations’ capabilities is critical. Without better communication, the risk of rapid escalation and miscalculation will grow.

The danger of nuclear use in Ukraine fluctuates. It waned after Ukraine’s drive to recapture territory and sever Russia’s supply lines to Crimea was stopped short. But if the momentum swings back in Ukraine’s favor, or if Mr. Putin feels threatened by increased Western intervention, it could rise again. A U.S. intelligence report declassified late last year estimated Russia had lost around 315,000 troops to death or injury in Ukraine since 2022. That’s nearly 90 percent of its prewar force, along with at least 20 warships, thousands of battle tanks and heavy weapons — all major losses that could create more dependency on its tactical nuclear arsenal.

This isn’t an easy time for adversaries to be making big leaps of faith, but history shows it’s not impossible to forge deals amid international crises.

The Limited Test Ban Treaty, which prohibits nuclear tests in the atmosphere, in space and underwater, was signed by the United States, Britain and the former Soviet Union in 1963, less than a year after the Cuban missile crisis. Negotiations over the first Strategic Arms Limitation Talks, which froze the number of American and Soviet long-range, nuclear-capable missiles, were concluded less than two months after the United States bombed Haiphong Harbor in Vietnam in 1972, damaging some Soviet ships. Several close calls in Europe during the Cold War contributed to a sweeping collection of agreements between Washington and Moscow that capped the number of each nation’s strategic weapons, opened communication channels and amplified monitoring and verification measures.

China’s aggressive nuclear buildup has complicated the strategic balance of the Cold War, raising questions in the United States about how to handle a three-way competition. In June, Jake Sullivan, President Biden’s national security adviser, publicly offered to hold nuclear arms control negotiations with Russia and China — one-on-one or multilaterally — without preconditions. The proposal has resulted in only preliminary discussions with the Chinese and was met with outright dismissal from the Russians, according to administration officials.

Nuclear arms treaties typically take months or years to negotiate. And while the agreements don’t solve everything, they do allow governments to gain insights and assurances about an adversary’s stockpile that they otherwise wouldn’t have. Left in the dark, governments are forced to plan for the worst, building offensive and defensive capabilities.

The United States is now preparing to build new nuclear warheads for the first time since 1991, part of a decades-long program to overhaul its nuclear forces that’s estimated to cost up to $2 trillion. The outline of that plan was drawn up in 2010 — in a much different security environment than what the country faces today. This administration, or the next one, could make the political case that even more weapons need to be built in response to the expansion and modernization of other nations’ arsenals, particularly Russia’s and China’s.

Behind a nondescript door on the fifth floor of the State Department building in Washington, down the hall from the former offices of the director of the Manhattan Project, a windowless control room provides a direct channel between the world’s two biggest nuclear powers.

The National and Nuclear Risk Reduction Center was established in 1988 as a 24-hour watch station to facilitate the information exchange required by various arms control treaties and security-building agreements, mostly between the United States and Russia.

With a Russian translator always on the floor, the center once buzzed with more than 1,000 messages a year regarding the testing, movement and maintenance of Russia’s weapons, missiles and bombers. Last year, after the abandonment of New START, the center received fewer than a dozen of those messages.
