آزادی ہر فرد اور قوم کا پیدائشی حق ہے۔اللہ تعالیٰ نے انسان کی فطرت میں آزادی کو ودیعت کر دیا ہے۔یہ غلامی کے طوق و سلاسل میں محبوس نہیں رہ سکتا۔یہ انسان سورج کی شعاعوں کو گرفتار کرنے والا مریخ پر کمندیں ڈالنے والا ہے۔مہر و ماہ کی گزر گاہوں پر سفر کرنے کی صلاحتیوں کا حامل ہے اور ان ودیعتوں کے عملی اظہار کے لئے ایک آزاد اور پرسکون ماحول درکار ہے۔اس لئے کسی انسان کو یہ حق حاصل نہین کہ وہ دوسرے انسانوں کو جبرو استبداد کی زنجیروں میں جکڑ ڈالے۔

بندگی میں گھٹ کے رہ جاتی ہے اک جوئے کم آب اور آزادی میں، بحر بے کراں ہے زندگی

حضرات گرامی!

مسلمانان برصغیر پر نوے سال تک انگریزوں نے غلامی کی سیاہ رات کے سائے زبردستی منڈلائے رکھے۔آخر کار ایک دانائے راز کے نغمہ ہائے خواب شکن اور بیدار قیادت نے قفس کی تمام تیلیاں ایک ایک کر کے توڑ ڈالیں اور غلامی کی زنجیروں کو توڑ کررکھ دیا۔اسیری کی سیاہ رات سے خورشید ستگاری طلوع ہوا۔لیکن ایک بدنصیب خطہ ایسا بھی تھا جو آفتاب آزادی کی روشن اور تابندہ کرنوں سے محروم رہا وہ خطہ جسے اہل نظر بہشت برروئے زمین است اور ایران صغیر کہا کرتے تھے۔اس خطہ کشمیر کی آزادی میں روڑے اس لئے اٹکائے گئے کہ پاکستان کے سرسبز و شاداب میدانوں کی شہ رگ کی حثییت رکھتا ہے۔ااس کے فلک بوس کہسار اوراس کی برفیلی وادیاں اپنی آغوش میں پورے موسم میں محض اس لئے اندوختہ جمع کرتی رہتی ہیں کہ پنجاب و سندھ کے جھلستے میدانوں کی پیاس بجھا سکیں بھلامکار حیلہ ساز اور کینہ پروردشمن یہ کب برداشت کر سکتا ہے کہ ہر خطہ پاک کو ہریالی اور شادابی نصیب

دشمن کے دست ظلم سے شمشیر چھین لیں آؤ کہ بڑھ کر وادی کشمیر چھین لیں

اقوام عالم کے نقشے پر ایک نظر دوڈائیے تو بہت سی قوموں پر جنگ اور غلامی کی افتاد پڑی اور وہ غلامی کی زنجیروں کو توڑنے کے لئے سینہ سپر ہوئے اقوام عالم نے ان کا ساتھ دیا اور آخر کام انہیں جبر و استبد اور غلامی سے نجات مل گئی۔ویت نام،کمبوڈیا وغیرہ کی مثالیں ہمارے سامنے ہیں۔افغانستان کا مسئلہ بھی اپنے منطقی نتیجے پر پہنچ چکاہے لیکن سوال یہ ہے کہ کشمیر جنت نظیر کی سر زمین نے کون سا جرم کیا ہے کہ اس کا باسی تک پابند سلاسل ہے۔اس کی چیخ و پکار اور آہ وبکا،ضمیر انسانیت سے کیوں معذور ہے۔وہ عالمی ضمیر جو کتوں کی تڑپتی کیفیت دیکھ کر تڑپ تڑپ جاتا ہے۔اسے انسانوں کے معصوم بچوں کے حلقوم کٹتے دیکھ کر کیوں دکھ نہیں ہوتا۔دنیا میں امن و امان کے ٹھیکیداروں نے چند بے مقصد اور بے جان قرار دادوں کے سوا کیا کیا ہے؟

سمندر سے ملے پیاسے کو شبنم بخیلی ہے یہ رزاقی نہیں ہے

ہم ضمیر عالم سے یہ سوال کرتے ہیں کہ کویت پر عراقی حملے سے فوراً ہمدردی کا مروڑ تمہارے پیٹ میں کیسے پیدا ہوا۔فلسطین و کشمیر میں رہنے والوں کا خون کویتیوں کے خون سے کم سرخ ہے؟اے دنیا کی سپرپاور! دراصل نہ تمہیں عراق سے دشمنی ہے ،نہ کویت سے ہمدردی،نہ حجاز مقدس سے پیار ہے،نہ افغانیوں سے الفت و محبت بلکہ تم صرف حرص و آز کے بندے ہو۔جہاں تمہیں اپنا مفاد نظر آتا ہے وہاں تعاون،ہمدردی اور امداد جیسے الفاظ استعمال کر کے آگے بڑھتے ہو۔مکر وفریب کے دوہرے خول چڑھا کر اس دنیا کو بے وقوف بناتے ہو لیکن سنو!اب کشمیر جاگ اٹھا ہے۔اب کے اس نے اس انداز سے کروٹ لی ہے کہ ہندو بینئے کو دھوتی سنبھالتے بنے گی۔

اب ٹوٹ گریں گی زنجیریں، اب زندانوں کی خیر نہیں جو دریا جھوم کے اٹھے ہیں،تنکوں سے نہ ٹالے جائیں گے

حضرات محترم!

اب آخر میں اپنے گریباں میں منہ ڈالتے ہیں۔ہم نے بھی مسئلہ کشمیر اور اپنی شہ رگ کے کٹنے کا احساس نہیں کیا۔اس مسئلہ کو مفادات کی بھینٹ چڑھایا،مصلحتوں کے خول چڑھائے،بڑے بڑے شملوں کے معاہدوں کی تہوں میں چھپایا۔دنیا کے ضمیر کو کیا پڑی کہ مدعی سست اور گواہ چست ہو جائے۔جب تک بچہ نہ روئے اس وقت تک تو اس کی حقیقی ماں کے سینے میں دودھ کے دھارے بھی جوش نہیں مارتے تو دنیا ہمارے مسئلے کے لئے بیدار کیوں ہو،اگر ضمیر عالم کو بیدار کرنا ہے،اگر کشمیر جنت نظیر کو آزاد کرانا ہے،اگر اس کے مجاہدوں کو آزاد فضاؤں کی مہکتی سانسیں مہیا کرنی ہیں تو مصلحتوں اور مفادات کے خول سے نکل کر شعلہ جوالہ بن کر میدان میں کود پڑو،کہیں ایسا نہ ہو کہ پہلے تو ایک بازو کٹوا چکے ہیں اب کوئی شہ رگ بھی نہ کاٹ کر لے جائے۔

میری مانو چلو منجد ھار میں موجوں سے ٹکرائیں وگرنہ دیکھنا ساحل پہ سارے ڈوب جائیں گے

My honor, Kashmiris have done what they could. But the history brings to light the question: O Pakistanis, what have you done for your fellow Kashmiris? They have suffered for a long – just because of their demand for annexation to Pakistani. What have you given in return? 

Let's recall today the message of Quaid-e-Azam, Muhammad Ali Jinnah, who, while addressing the Kashmiris laid the course of action for all of us. While addressing the Jammu and Kashmir Muslim Conference on 26 Oct 1946 – he remarkably said: 

My message and earnest appeal to Muslim leadership in Kashmir is: Organize your people, educationally, socially, economically and politically and set your hand on constructive nation building programme.

Mr. President, we need to revive our conscience, awake our senses and follow the call to action. This day should not merely be a commemorative day. It should be the day of allegiance. The day of pledging allegiance to the cause. Kashmir will never be sovereign, Mr. President, unless we get to fix the internal cracks in Muslim Ummah. Unless the sectarian fire is extinguished. 

Unless our Muslim stakeholders take pain for Kashmiris. Unless the Kashmir dispute is voiced well in the international community. Unless the world comes to know the heinous atrocities of so-called democratic India in Kashmir over seventy years. Unless we are united. Unless we are devoted. Let's make a vow to God, to our conscience, to our blood – for surfacing the Kashmir issue with all zeal and zest. 

With the immense hope that one day the sun of independence will dawn upon the beautiful valley. And our fellow Kashmiris will have a peaceful and prosperous life. As Faiz Ahmed Faiz writes: 

And we oppressed Beneath our feet will have this earth shiver, shake and beat And heads of rulers will be struck With crackling lightening and thunder roars.

Indian throne will soon be reduced to ashes; Kashmir will be ours! Pakistan Zindabad!

Urdu was introduced in the erstwhile princely state of Jammu and Kashmir as an official language in 1889 replacing many centuries of Persian in official patronage. The language grew steadily in use with the general populace of the people of Jammu and Kashmir. With distinct political regions in the state, where people speak different mother tongues, Urdu began to act as a cohesive and assimilating language that helped in merging the three regions of Jammu, Ladakh and Kashmir together. Urdu was introduced in schools and colleges even before the regional languages of Kashmiri and Dogri. Early poets and literary figures of Kashmir enthusiastically took up Urdu to compete with their peers and icons outside Kashmir, but most of them could not register success in these efforts. Many poets had to resort to their mother tongues, like Kashmiri and Dogri, to be recognized and adored by masses. Prose writings continued in Urdu as it was recognized mostly in the literary and academic circles. In Kashmir, there is a growing crisis of identity in the masses to either identify with Kashmiri or with Urdu as their language of preference in their day to day activities. My contention in this paper is that those who took up education early in Kashmir, like in the city of Srinagar, find it very easy to accept Urdu as their chosen language of preference –both inside and outside the realm of their private spheres. Those from the rural areas unequivocally consider Kashmiri as their primary language. But there are many between the two exclusively urban and ruler groups in Kashmir who remain torn in their devotion to either their primarily local language or the official one that is Urdu. The government efforts to promote regional languages –especially Dogri and Kashmiri- in the last two decades has only deepened the sense of regionalism and identity crisis among the people, with Urdu facing backlash many a time in Jammu and Ladakh provinces.

Pakistan is home to several indigenous communities. However, life in cities is much more challenging than in under-developed areas. Due to social mobility, economic uplift, and better educational and health opportunities; communities migrate from their local towns to cities. Hence, each province reflects a diverse population and cultural groups speaking their mother tongues, practicing different religions, and following their cultural norms independently. Therefore, this study aims to explore the case of young migrant Kashmiri speakers who are residing in different urban parts of Karachi. As the focus is to identify the language use and identity patterns of young Kashmiri speakers in the presence of dominant languages and cultures. Consequently, the qualitative case study has been undertaken using purposive sampling to know about the scenario of young Kashmiris. Language plays significant role in shaping individual identities and in distinguishing how one group is different from another group. Although a group may distinguish itself by its racial features, the type of dress its members wear, the food they eat, the houses they build or the group's totem, insignia, tattoos and specific practices, it is the language that distinguishes groups of people most precisely. This paper examines role of language in constructing individual identities in Pakistani context with a focus on how people leave their indigenous languages and choose any other powerful language to construct their identity. Main areas of this study are how language and different factors (historical, social, global, political etc) are responsible for making individual identities. Uniqueness of this paper lies in its investigation in this field and overview of different literary concepts on the topic. Due to nature of the research in the field, data was collected through questionnaires and interviews from the people belonging to different parts of Sindh. The results found that the way people speak multi languages in different contexts reflect their individual identity. Thus, this research may provide foundation for understanding the roles of language in constructing identities.

Arabic a language of the Semitic family of languages, Persian a member of the Indo-Iranian group of languages; and Kashmiri and Urdu, members of the Indo-Aryan family of languages are the most significant contact languages in the linguistically heterogeneous setting of the Kashmiri speech community. Existing side-by-side, these languages serve different sociolinguistic purposes and are assigned different roles. The linguistic amalgamation of these languages has resulted in the development of a considerable amount of lexicon common to all of them in general, but Kashmiri and Urdu in particular. The present paper explores the range of the Kashmiri-Urdu common lexicon. It also examines the extent to which Arabic and Persian have contributed to this shared lexical treasure.Finally,an exhaustive list of Kashmiri-Urdu lexical items used in various social domains of Kashmiri speakers (religion, administration,medicine,education,language and literature, law, and every day conversation) is presented and analyzed.

I presented this paper in the "Pakistan Mother Languages Literature Festival' held on February 20-21, 2016 at Lok Virsa, Islamabad. Primarily I represented "Wakhi Language of Wakhan Corridor, also spoken in Upper Hunza (Gojal), Upper Ishkoman Valley; Burughil valley of district Chitral; (Pakistan); Toshqughan Tajik Autonomous Area and Tajik Milizeh of Zinjiang Province of China. This is one several endangered languages spoken in and around PAMIRs as a result of growing external communication networks, electronic media, ever increasing tourists and increasing number of youth from these areas to other parts of the globe.

—This paper is restricted to the investigation of linguistic variation among the Kashmiri speakers at the level of phonology and lexicon of their language in accordance with certain social variables, viz-a-viz. religion, education, region / socioeconomic status, age and occupation. In the present paper, an effort has been devoted to examine as to how the structure of the Kashmiri language varies at the level of phonology and lexicon, in accordance with above mentioned social variables. It also takes into account the possible reasons behind this variation. The present paper explores as to how the social heterogeneity of the Kashmiri speech community is reflected in the linguistic behavior of its speakers, and gives rise to variations in the use of their language at the level of phonology and lexicon. The paper begins with giving a brief introduction about language variation, social variables, and linguistic variables. It also discusses the historical perspective of language variation, and throws light on the related literature by discussing some important studies of variation carried out by different scholars of linguistics from time to time. In this study an attempt has been made to picturize the social structure of the Kashmiri speech community in terms of its social stratification/ and social heterogeneity. The paper also discusses the research methodology adopted in carrying out this study.

As we all know, what is the biggest intention is going to Asia? It was fixed before the Partition that, all the Muslim-majority areas will be given to Pakistan and similarly, the remaining Hindu-majority areas will be given to India. But India doesn’t want to give a beautiful area of Kashmir to Pakistan. So, they sent their forces to Kashmir and occupied this Muslim majority Area. The whole world was seeing what was going on here. But the whole world steals their eyes from this issue then and now they regret it. Just after the partition, when Pakistan acknowledged the thinking of India about Kashmir, they appealed to the United Nations about it. Kashmir issue must be resolved in accordance with UN Security Council resolutions

Terming Kashmir issue as one of the oldest disputes in UN whose fate still hangs in jeopardy even after 70 years, the speakers at a session held at IPS urged the global body to play a more eloquent role in resolving the matter in line with its self-discerned solution.

Held on January 23, 2018, the session ‘UN resolutions on Kashmir: An insight’ was chaired by Ambassador (r) Tajammul Altaf, and addressed by DG-IPS Khalid Rahman and Muhammad Abdul Qadeer, research associate, Strategic Studies Institute Islamabad (SSII).

He said that at first India blamed Pakistan for not fulfilling the UN’s plebiscite precondition of demilitarizing the region, maintaining that India had to withdraw the ‘bulk of its forces’ once the UN Commission confirms that Pakistani troops had first been withdrawn. But since Pakistan did not fulfil its part of the equation, the needed conditions for holding the UN supervised plebiscite were never met.

The speaker however argued that the Indian argument did not rest with the real principles of plebiscite as determined by the United Nations Commission for India and Pakistan (UNCIP) Resolution of August 13, 1948. In October 1967, Dr Frank P Graham – a UN mediator in Kashmir – submitted a detailed report over the matter noting that the requirement for the withdrawal of all Pakistani forces was related to the required withdrawal of bulk of Indian forces in stages which was to be agreed upon by India and the UN Commission. The failure in reaching the said agreement however led to the currently longstanding demilitarization deadlock between India and Pakistan.

Qadeer also pointed that the said report diverged from the Indian account as well stating that both Pakistan and India did make ‘some withdrawals of forces’ from Kashmir; Pakistan however eventually refused to withdraw the remaining forces until India reaches an agreement with the UN Commission as provided in Part II of the 1948 resolution.

In 1950s, he additionally detailed, the Indian government also renounced plebiscite calling the UN resolution non-binding as it was made under the Section 6; and started calling Kashmir as its integral part. Now since 9/11, the country has also baselessly associated Kashmir issue with terrorism in an attempt to derail the UN-advised solution further.

Suggesting the way forward, the young researcher said that Pakistan’s narrative in response of the present Indian claims should detach the Kashmir’s freedom struggle from terrorism while emphasizing on their right of self-determination, which is very much in-line with international and humanitarian laws. The international law, he said, identifies certain combatants as freedom fighters and most of those conditions are fulfilled in case of Kashmiri struggle.

The former ambassador said that while Pakistan accepted the UN’s resolution, India termed it non-binding and made attempts to get Pakistan excluded from the equation. However, when this tactic did not bore fruit, it tried to bypass the UN resolution by calling the dispute a bilateral issue and not an international one.

The speaker, in the end of his speech, stressed that Pakistan should continue to push for sustainable meaningful dialogues with India over the matter in a bid to find the issue’s much-needed speedy resolve.

Speaking over the issue, DG-IPS Khalid Rahman presented five points that should be part of Pakistan’s strategy in this regards:

  • Kashmir is an unresolved issue and the existence of UN observers at LoC verify this claim. India hence should accept this reality instead of trying to make it look ambiguous by raising petty issues.
  • The nature of dispute should be made very clear. While India calls it a territorial issue, to Pakistan it’s a humanitarian issue where the population of 1.3 crore is being denied the right of their self-determination.
  • All the freedom struggle in Indian-occupied Kashmir is fundamentally indigenous with their 5th generation now fighting the war. Pakistan on the other hand is also an undetachable party to the dispute.
  • After the passing of resolution, UN now is also a party to the issue; and even without the resolution, it is its job to resolve such disputes, and
  • The continued human rights violations in Indian held Kashmir must be addressed as a matter of priority.

The speaker also said that while India keeps trying to distract Pakistan and the world by highlighting peripheral and petty issues, Pakistan should continue to make sustained efforts for the cause while ensuring national consensus that the country’s stance on Kashmir issue is based on truths, facts and ground realities.
