India is a country filled with youths. However, there is a shortage of skills and enthusiasm amongst them. While most of the employment opportunities are present in urban cities, the youths from rural areas fail to find even a mode of earning. The quality of the job in contrast to the set of skills and employment is unmatchable. However, with the Aatma nirbhar Bharat campaign in focus, even the deprived population who cannot access the urban pace will be able to make a living.

What are the Five pillars of Aatma nirbhar Bharat?

The Five pillars of Aatma nirbhar Bharat focus on the following components:

Economy: This pillar basically targets quantum jumps in the economy instead of incremental changes.
Infrastructure: This pillar aims to generate maximum employment in the infrastructural. By forming adaptable and effective policies, it will support India in growing the infrastructural field.
System: This pillar is all about the technology-driven system. It aims to inform policies that will help Indian in growing within the technology domain.
Vibrant Demography: This pillar utilizes the skills, resources, and needs of different sections within the society. With that, it will eventually help in empowering the demographic diversity of the country.
Demand: This pillar simply works on the policy of demand and supply. In other words, it will help in expediting the demand-supply chain.

What are the Five Phases of the Aatma nirbhar Bharat Abhiyan?

Phase-I: Businesses including MSMEs

This phase includes financial packages that will cater to laborers, businesses, industries, and others.

Phase-II: Poor, including migrants and farmers

During this phase, the government will aim to provide direct support to the poor, including migrant workers, daily wage workers, and farmers.

Phase-III: Agriculture

The government will release financial packages and emergency working capital. It will get released via National Bank for Agriculture and Rural Development (NABARD).

Phase-IV: New Horizons of Growth

This phase is all about fast-track investment clearance and policy reforms.

Phase-V: Government Reforms and Enablers

This phase will help in easing down healthcare development and business via online education and technology-driven measures.

Benefits and Impact of the Aatma nirbhar Bharat Campaign

Even though it has not been very long since the Aatm nirbhar Bharat Campaign spread its wings, there are several results still seen. While before March 2020 when India had nearly zero Personal Protection Equipment (PPE) Kits production.

Today the country has a local capacity of producing over 2 lakh PPE kits on a daily basis. Along with that, India has also paced up with developing its own Covid testing kits. The recent development is visible in the Covid-19 vaccination scenario. India is amongst the leading countries that are successfully running the vaccination drive. More than half of the 18+ individuals in the country have got their first dose.

Not only that, but India also produced its own Covid-19 vaccination, named Covaxin. Institutions like the Indian council of medical research, Bharat Biotech, and the National Institute of Virology approved Covaxin in the first week of January 2021. Recent developments on ZyCov-Di, India’s first mRNA vaccine, are also speculated.

Apart from the Covid centric development, the defense ministry of India is also focusing upon the production of weapons. The position of India in the World Bank increased to 63 then of 142 in 2014.

With the vocal for local motive, India will save immensely on foreign exchange and even save more by promoting its export.

Focusing on both impact and benefits, the Aatma nirbhar Bharat is nurturing India and its self-reliance in true form.

The long-term benefits of Aatma nirbhar Bharat

While the short-term benefits of Aatma nirbhar bharat have begun showing, there are several long-term benefits still to glow. The campaign aims to support small and medium enterprises in the country along with the manufacturing sector. With that, the government is holding a vision of growing the Indian economy to 5 trillion by 2025.

Along with that, the newly launched PM e-vidya program is helping in strengthening the education system. Even while the country was/is in lockdown, online classes amongst all education groups ensured uninterrupted teaching-learning. Also, the expenditure on the health sector increased, aiming to make India self-sufficient for upcoming challenging like the COVID-19 pandemic.

Challenges and Criticism

With all the good sides, there are several challenges as well that may come in the way of the Aatma nirbhar Bharat campaign.

One of the major criticisms includes the Aatma nirbhar Bharat campaign being way too similar to the Make in India Campaign. Several critics argued that the same package had been presented with a new name.

One of the most ignored segments in the Aatma nirbhar Bharat campaign is urban employment.

As per critics, the funding is quite similar to the general budget. This way, there is nothing extraordinary associated with the special budget.

As per critics, the package may not stand enough to revive the economy, let alone the 5 trillion goals.

The Aatma nirbhar Bharat campaign promises inclusive growth and development. Within a short time, India has speed up towards becoming self-reliant. The governing party is taking all possible measuring in launching beneficiary schemes while bringing them to life. However, despite the promises, there’s still a long way to go.

ATMANIRBHAR BHARAT : Prospects & Challenges

The word Self Reliance means ‘the capacity to rely on one’s own efforts and capabilities.’ Addressing the nation on Covid-19 pandemic, Prime Minister Narendra Modi emphasized the necessity of a ‘self-reliant’ India. He called it ‘Atmanirbhar Bharat Abhiyan’ or ‘Self Reliant India Mission’ with the vision of making India a bigger and important part of global economy. It is based on five pillars – Economy, Infrastructure for modern India, 21st century technology driven system, Demand and Vibrant Demography.

Indian government announced a special package worth Rs. 20 lakh crore aimed towards achieving this mission. Under this mission, compensation will be given to farmers, traders, etc. who have suffered loss due to lockdown. This package is expected to focus on land, labour, liquidity and law.

ADVANTAGES Self-reliant mission may help revive our economy impacted by Covid-19 pandemic and create new opportunities and employment across various sectors. The economic package will strengthen India’s cottage and home industries, small and medium enterprises and other industries, middle class, labourers and farmers. The mission aims to make Indian firms more competitive in the global supply chain. It will help in reducing our dependence on imports. Increased domestic production and efficiency will in turn increase our exports. These reforms will promote business, attract investments and further strengthen Indian economy.

CHALLENGES Lack of effective modernization of Indian industries is a big challenge. Country needs huge investment in building strong social infrastructure. The package for MSME’s was modest and there was no adequate focus on unorganized sector. No stimulus in the package to generate demand.

CONCLUSION The Covid-19 pandemic has adversely affected the Indian economy and society. Atmanirbhar Bharat is a move towards making India more self-reliant in the post Covid-19 world. For India to be truly self-reliant, government should focus on education, health, human capability and research and development. The mission will definitely support the resurgence of Indian economy.

Atmanirbhar Bharat Abhiyan – Explained with Video

Atmanirbhar Bharat Abhiyan (Self-reliant India Mission) is a campaign launched by the Central Government of India which included an Rs.20 lakh crore economic stimulus package and several reform proposals.

As part of the relief measures in the aftermath of COVID-19 , the Prime Minister announced a special economic package and gave a clarion call for “ Atmanirbhar Bharat ” or “Self-reliant India”.

He noted that this package totals Rs 20 lakh crore, including the government’s recent announcements on supporting key sectors and measures by the Reserve Bank of India, which is equivalent to almost 10% of India’s GDP .

Meaning of Atmanirbhar Bharat Abhiyan

The meaning of the term ‘ Atmanirbhar Bharat’ is self-reliant India .

In his speech, the Prime Minister observed that to fulfill the dream of making 21st-century India, the way forward is through ensuring that the country becomes self-reliant.

Significance of Atmanirbhar Bharat Abhiyan

Talking about turning a crisis into an opportunity , he gave the example that the production of PPE kits and N-95 masks in India has gone up from almost being negligible to 2 lakh each, daily.
Remaking that self-reliance is the only way out for India , the PM quoted from our scriptures “ Eshah Panthah ”, that is – self-sufficient India.
Self-reliance will make globalization human-centric . The definition of self-reliance has changed in a globalized world and it is different from being self-centred. India’s fundamental thinking and tradition of “ Vasudhaiva Kutumbakam ” provides a ray of hope to the world. This should be seen in the context of Human-Centric Globalization versus Economy Centralized Globalization.
Self-reliance does not mean cutting India off from the world. India believes in the welfare of the world and India’s progress is linked with the world. The world trusts that India has a lot to contribute to the development of the entire humanity.
The PM also stressed the need to be vocal about local products and urged people to buy only local products.

Five Pillars of a Self-reliant India

Bold reforms across sectors will drive the country’s push towards self-reliance.
Economy : contemplates not an Incremental change but a quantum leap so that we can convert the current adversity into an advantage.
Infrastructure : that can be an image of modern India or it can be the identity of India.
Systems : driven by 21 st -century technology, and that is not based on old rules.
Democracy : a vibrant democracy that is the source of energy to make India self-reliant.
Demand : where the strength of our demand and supply chain is utilized intelligently.

The reforms and stimulus measures under the Rs 20 lakh crore package were subsequently elaborated by the Finance Minister in five tranches:

The first tranche of Atmanirbhar Bharat Abhiyan – Total Rs 5,94,550 Cr

Collateral-free loans and emergency credit to restart business including MSME – 3,00,000 Cr.
Subordinate debt for stressed MSMEs – 20,000 Cr
Fund of Funds for an equity infusion to MSMEs – 50,000 Cr. It will also encourage MSMEs to get listed on the main board of Stock Exchanges.
Extended EPF support via government contributions to EPF accounts of eligible establishments – 2800 Cr
Reduced EPF rates of both employer and employee – 6750 Cr
Special Liquidity Scheme for NBFCs/HFCs/MFIs – 30,000 Cr
Partial credit guarantee scheme for liabilities of NBFCs/MFIs – 45,000 Cr
Liquidity injection for DISCOMs via Power Finance Corp/REC – 90,000 crore
Reduction of TCS / TDS rates – 50,000 Cr
Note: The definition of MSMEs changed by enhancing the limits to be considered as an MSME .

The second tranche of Atmanirbhar Bharat Abhiyan – Total Rs 3,10,000 Cr

Free food grains to migrant workers for 2 months – 3500 Cr
Interest subvention of MUDRA-Shishu loans – 1500 Cr
Special credit facility to street vendors – 5000 Cr
Extension of credit-linked subsidy scheme in the housing sector for the middle-income group – 70,000 Cr
Additional emergency working capital for farmers through NABARD – 30,000 Cr
Additional concessional credit through Kisan Credit Cards – 2,00,000 Cr
One Nation One Ration card to enable a migrant beneficiary to purchase grains from any ration shop in the country.
Affordable housing for migrants and urban poor via a scheme under PMAY and affordable rental housing complexes (ARHC) under PPP mode.

The third tranche of Atmanirbhar Bharat Abhiyan – Total Rs 1,50,000 Cr

Agri Infrastructure Fund for farm gate infrastructure including cold chain and post-harvest infrastructure – 1,00,000 Cr
Food micro-enterprises with a cluster-based approach– 10,000 Cr
Pradhan Mantri Matsya Sampada Yojana (PMMSY) – 11,000 Cr for activities in Marine, Inland fisheries, and Aquaculture and 9000 Cr for Infrastructure – Fishing Harbours, Cold chain, Markets, etc.
Animal Husbandry Infrastructure Development Fund – 15,000 Cr
Promotion of Herbal Cultivation – 4000 Cr
Extending Operation Greens project from Tomatoes, Onion, and Potatoes (TOP) to all fruits and vegetables – 500 Cr
Beekeeping initiatives – 500 Cr

The fourth and fifth tranches of Atmanirbhar Bharat Abhiyan (combined) – Total Rs 48,100 Cr

Viability gap funding – 8,100 Cr
Additional MGNREGA allocation – 40,000 Cr

Earlier measures

Insurance cover of Rs 50 lakh per health worker
Free cereals and pulses, gas cylinders to poor families for 3 months
Direct cash transfer via Jan Dhan accounts to poor women.
PF credits to low-income workers and advances from EPF.
Collateral-free lending for Women SHG up to Rs 20 lakhs.
Revenue lost due to tax concessions – 7,800 Cr
PM’s announcement in the health sector – 15,000 Cr

Measures taken by the Reserve Bank of India

RBI enhanced liquidity by Rs 1.37 lakh crores by reducing CRR
Targeted long-term repo operations of Rs 1 lakh crore.
Raised the Ways and Means advance limits of the state governments by 60 percent.
Raised borrowing limits of banks under the marginal standing facility to avail an additional Rs 1.37 lakh crore.
Special refinance facilities to NABARD, SIDBI, and NHB
Special liquidity facility for mutual funds
Moratorium on loan repayments

Other major decisions taken under Atmanirbhar Bharat Abhiyan

Apart from the above, under Atmanirbhar Bharat Abhiyan decisions are also made to reform labour, agriculture, coal sector etc.

Labour sector reforms

To avoid regional disparity in minimum wages, the National Floor Wage is to be introduced.
An appointment letter is to be provided to all workers to promote formalization.
Occupational Safety & Health (OSH) code to cover all establishments engaged in hazardous work.
Definition of the inter-state migrant worker to include migrant workers employed directly by the employer.
ESIC coverage will be extended to all districts and all establishments employing 10 or more employees as against those in notified districts/areas only.
Mandatory ESIC coverage for employees in hazardous industries with less than 10 employees.
Introduction of re-skilling funds for retrenched employees.
Provision of Social Security Fund for unorganized workers.
Provision of gratuity on completion of one-year service as against 5 years.

Agriculture Marketing Reforms to provide choices to farmers

Now, farmers are bound to sell agricultural produce only to licensees in APMCs .
A law will be formulated to provide choices to farmers to sell produce at an attractive price and enable barrier-free inter-state trade.
The legal framework will be created for contract farming and enable farmers to engage with processors, aggregators, large retailers, and exporters fairly and transparently.
Risk mitigation for farmers’ assured returns and quality standardization to be an integral part of the framework.

Coal sector reforms

Introduction of commercial mining in the coal sector through a revenue-sharing mechanism instead of the regime of fixed Rupee/tonne
To lower impact on the environment, coal gasification, and liquefication will be incentivized through rebates in revenue share
Coal Bed Methane (CBM) extraction rights are to be auctioned from Coal India Limited’s (CIL) coal mines.

Self-reliance in defence production

Ban the import of several weapons and a separate budget provisioning for domestic capital procurement to help reduce the huge defense import bill.
Corporatize the Ordnance Factory Board to improve autonomy, accountability, and efficiency.
Increased FDI limit in defence manufacturing under the automatic route from 49 percent to 74 percent.

Aircraft and airspace sector

Restrictions on the utilization of the Indian airspace will be eased so that civilian flying becomes more efficient.
Development of world-class airports through PPP,
The tax regime for Aircraft Maintenance, Repair, and Overhaul ecosystem is rationalized and the convergence between the defence sector and the civil MROs will be established to create economies of scale.
Boosting private participation in space activities. The private sector will be allowed to use ISRO facilities and other relevant assets to improve their capacities.

Technology-driven education

PM e-VIDYA — a program for multi-mode access to digital/online education — will be launched. The program will comprise one earmarked TV channel per class from 1 to 12. Special e-content will be prepared for the visually and hearing impaired. The top 100 universities will be permitted to automatically start online courses by 30 May 2020.
Manodarpan , an initiative for psycho-social support of students, teachers, and families for mental health and emotional well-being, will also be launched simultaneously.
National Foundational Literacy and Numeracy Mission will be launched in December 2020 to ensure that every child attains learning levels and outcomes in grade 5 by 2025.

Ease of doing business-related measures

The minimum threshold to initiate insolvency proceedings was raised to Rs 1 crore
Suspension of fresh initiation of insolvency proceedings up to one year.
Special insolvency resolution framework for MSMEs to be notified soon.
Decriminalization of violations under the Companies Act
Allow direct listing of securities by Indian public companies in permissible foreign jurisdictions.
The government will announce a new, coherent policy where all sectors are open to the private sector while public sector enterprises (PSEs) will play an important role in defined areas.
A list of strategic sectors requiring the presence of PSEs in the public interest will be notified.
In strategic sectors, at least one enterprise will remain in the public sector but the private sector will also be allowed.
In other sectors, PSEs will be privatized.

Parallels with the Swadeshi Movement and Need for Self-reliance

The call for self-reliance can be compared with the Swadeshi movement and we can find that it is a relatable response to the evolving political and economic currents in a globalized world.
If Swadeshi was the rejection of the colonial exploitation of India and criticism of the Western model of Capitalism-based economic growth, Atmanirbhar Bharat is an attempt to find India’s legitimate place in a rapidly changing world.
Atmanirbhar Bharat like the Swadeshi movement is a program that is against the unrestricted import of Western thinking and economic models but is not averse to technology. It stands for modernization but without unbridled Westernisation.
The clarion call ‘ Vocal for local’ needs to be seen as a response to the anticipated changes in geopolitical order in the post-COVID world.
The COVID crisis has shown the failings of multilateral and regional institutions and also the ineffectiveness of trade barriers and standalone economic models.
Indian entrepreneurship must be freed from the shackles by adopting suitable governance models and reforming laws.
The ‘new Swadeshi’ must transform local industries to connect the ever-changing global trade structure and lead to ‘ glocalization’ that serves local and global markets.
Some early signs of this development were seen during the COVID crisis where India’s position as the ‘pharmacy of the developing world’ was cemented. The importance of self-reliance was also seen in the self-sufficiency for food, especially cereals, the lack of which would have exasperated the current crisis.

Criticism of Atmanirbhar Bharat Abhiyan

Several opposition leaders pointed out that as per the calculations by many economists, the actual government expenditure in the Atmanirbhar package is just 1%.
The actions of RBI were included as part of the government’s fiscal package whereas government expenditure and RBI’s actions cannot be clubbed together.
The Indian economy is likely to contract and the Gross Value Added across sectors is likely to fall. According to an assessment by Prof N R Bhanumurthy of the National Institute of Public Finance and Policy (NIPFP), India’s GVA will contract by 13% this year under the Base case scenario (The Base case scenario refers to a scenario where governments bring down their expenditure in line with their falling revenues to maintain their fiscal deficit target).
Several economists suggest that the government needs to spend much more to prevent an economic contraction. Higher public spending will come at the cost of higher levels of fiscal deficits and higher inflation, but a growth contraction will cause even worse outcomes in the form of widespread economic ruin.
Direct expenditure by a government such as direct benefit transfer or by construction will mean that money reaches the people.
But credit easing by the RBI is not direct government expenditure and banks will be hesitant to lend the money available to them.
Nothing to stimulate demand – many economists have opined that the government stimulus tries to resolve only supply-side issues. There is nothing to generate demand. This could only be done by putting money in the hands of people.
Modest MSME package – according to opposition leaders, the MSME package was modest and the measures were skewed in favor of the larger ones. Moreover, the unorganized sector was not catered to.
Insufficient support for the state governments – the state governments that are at the forefront of fighting the pandemic have not been supported adequately via fund transfers.
A remodeling of Make in India Campaign – The self-reliant India campaign is criticized by many as a re-modeling of the Make in India Campaign – which didn’t produce expected results – with some add-on.
The philosophy of self-reliance: India, like most countries, has been following the principles of globalization since the LPG reforms in 1991. Even though the globalized world shrank into isolated countries during the COVID-19 period, it is yet to be seen if self-reliance can be adopted as a viable economic policy by a country like India, post-COVID.

The strategy of Atmanirbhar Bharat Abhiyan seems to give a strong supply-side push by boosting the availability of capital on easy terms and through supporting agriculture and business sectors.

The additional allocation to MNREGA will help in productively employing returning migrants.

States are now allowed to borrow within a higher limit but with clear reform conditionalities.

The demand-side stimulus via deficit financing is not considered for the time being.

But it cannot be denied that there is a desperate need for demand stimulus now. People’s purchasing power needs to be increased and demand for industrial products and services must be created.

Income support to migrant workers and the urban poor is also an immediate concern.

Thus, even with falling revenues, a deeper fiscal stimulus could have been attempted.

Several of the reform measures like opening up more sectors for private participation and enhancing foreign direct investment are not to be seen as part of COVID relief but as long-term structural changes. The effect of these measures will have to be watched carefully.

Under the declaration of self-reliant India, the Prime Minister of India has talked about Six important things for self-reliance.

What are the five pillars of a self-reliant India?

First Pillar: Economy – PM Modi said the government’s endeavor is towards building an economy that brings quantum jump rather than incremental change.

Second Pillar: Infrastructure – PM Modi said infrastructure should be world-class which becomes the identity of modern India.

Third Pillar: Technology-driven system – The Prime Minister focussed on a technology-driven system that can fulfill the dreams of the 21st century; a system not based on the policy of the past century.

Fourth Pillar: Demography – PM Modi termed India’s vibrant demography as the country’s strength. He said it is the source of energy for a self-reliant India.

Fifth Pillar: Demand – PM Narendra Modi said the cycle of demand and supply chain in the country’s economy, is the strength that needs to be harnessed to its full potential. He said, “In order to increase demand in the country and to meet this demand, every stakeholder in our supply chain needs to be empowered. We will strengthen our supply chain, our supply system built up with the smell of the soil and the sweat of our labourers.”

Along with the whole world, India is also going through the epidemic of Corona, so along with this, India has also got an opportunity to become self-reliant. During this pandemic, to some extent, we have realized the dream of a self-reliant India and to fight this epidemic without the help of other countries, we have started manufacturing things in the country itself.

Where we have started manufacturing PPE kits, ventilators, sanitizers, and KN-95 masks in our own country. Earlier we had to buy these things from abroad. Manufacturing all these things in India is the first step towards moving towards a self-reliant India. With their production, we do not even have to take the help of other countries, and India is moving forward towards self-reliance.

Towards self-reliance, India has taken its first step towards self-reliance by making things like PPE kits, ventilators, etc. We need to use more and more indigenous items. So that we can make our country self-reliant and contribute to the progress of our nation.

What Is the Atamanirbhar Bharat Campaign?

Atmanirbhar Bharat Abhiyaan or the Self-reliant India campaign is the vision of new India envisaged by the Hon’ble Prime Minister Shri Narendra Modi. On 12 May 2020, our PM raised a clarion call to the nation giving a kick start to the Atmanirbhar Bharat Abhiyaan (Self-reliant India campaign) and announced the Special economic and comprehensive package of INR 20 lakh crores – equivalent to 10% of India’s GDP – to fight COVID-19 pandemic in India.

The aim is to make the country and its citizens independent and self-reliant in all senses. आत्म निर्भरता मुख्यतः पांच तत्वों पर निर्भर करती है – अर्थव्यवस्था, मांग, जनसँख्या, तंत्र और संरचना। भारत की कला और संस्कृति को देखते हुए यह बात स्पष्ट होती है कि भारत प्राचीन काल से ही आत्मनिर्भर रहा है। आज हमे कोरोना महामारी की इस संकट मे खुद को आत्मनिर्भर बनाने की जरुरत है। आत्मनिर्भर होने का मतलब है कि आपके पास जो हुनर है उसके माध्यम से एक छोटे स्तर पर खुद को आगे की ओर बढ़ाना है या फिर बड़े स्तर पर अपने देश के लिए कुछ करना है।

आत्मनिर्भर भारत योजना

कोरोना काल में भारत के प्रधानमंत्री नरेंद्र मोदी द्वारा आत्मनिर्भर भारत अभियान की शुरुआत 12 मई 2020 को की गई। यह अभियान कोरोना काल के दौरान भारत को इस संकट से लड़ने के लिए तैयार करने के लिए बनाया गया था। इस अभियान के तहत छोटे वर्ग के लोग जो कोई बिज़नेस करना चाहते है उन्हें सस्तेदर पर लोन उपलब्ध कराया जायेगा। विद्यार्थियों को ऐसी शिक्षा दी जाएगी जिससे उनके अंदर कौशल का विकास हो ताकि वो रोजगार प्राप्त कर सके।

आत्मनिर्भर भारत के लाभ

इस तरह से हम भारत को आत्मनिर्भर भारत के रुप मे देख सकते है। कुटीर उद्योग, मत्स्य पालन इत्यादि आत्मनिर्भर भारत के कुछ उदाहरण है। कुटीर उद्योग या घर मे बनाए गए सामानों को अपने आस-पास के बाजारों मे ही बेचा जाता है, यदि किसी की सामाग्री अच्छी गुणवत्ता का हो तो, अन्य जगहों पर भी इसकी मांग होती है।

हर किसी का सपना होता है कि वो आत्मनिर्भर बने और यह वास्तव मे किसी व्यक्ति मे सबसे अच्छा गुण होता है। यदि कोई व्यक्ति आत्मनिर्भर बनता है तो वह हर मुंश्किलों का सामना करके आगे बढ़ता है और मुसीबतों से खुद को आसानी से निकाल लेता है। हर व्यक्ति खुद मे आत्मनिर्भर बनकर अपनी, अपने परिवार के साथ-साथ अपने देश के उत्थान मे भी अपना पूरा सहयोग कर सकता है।

भारत प्राचीन काल से ही संसाधनों से परिपूर्ण देश रहा है। यहां हर प्रकार के चीजों को बनाने और उसका अपने जीवन मे उपयोग कर अपने राष्ट्र निर्माण मे मदद कर सकता है। पूरे विश्व मे केवल भारत ही ऐसा देश है जहां सबसे अधिक प्राकृतिक संसाधन पाये जाते है, जो कि बिना किसी देश की मदद से जीवन से लेकर राष्ट्र निर्माण की वस्तुएं बना सकता है और आत्मनिर्भर के सपने को पूरा कर सकता है।

हालाकि भारत को आत्मनिर्भर बनाने का सपना नया है। यह सपना महात्मा गांधी ने आजादी के बाद ही स्वदेशी वस्तुओं के इस्तेमाल और आत्मनिर्भरता पर जोर दिया था, पर गरीबी और भुखमरी के कारण उनका सपना साकार न हो सका।
करोना महामारी के कारण पिछले कई महीनों से सारा विश्व बन्द पड़ा है, जिसके कारण छोटे लोगों से लेकर पूंजीपतियों तक को भारी नुकसान और परेशानीयों का सामना करना पड रहा है। खासतौर से हमारे छोटे और मध्यम वर्ग के परिवारों को कमाने खाने की समस्या काफी बढ़ गयी है।
कोरोना महामारी के कारण किसी भी देश से सामानों का आदान-प्रदान बन्द है। इसलिए मई के महीने मे तालाबन्दी के दौरान हमारे प्रधानमंत्री ने देश को आत्मनिर्भर बनने का आह्वाहन किया है। उन्होने “लोकल फॉर वोकल” का भी नारा दिया। जिसका अर्थ है कि लोकल मे बनी वस्तुओं का उपयोग और उनका प्रचार करना और एक पहचान के रुप मे आगे बढ़ना।
महामारी के दौरान ही चीन ने भारत के डोकलाम सीमा क्षेत्र मे कब्जा करने की कोशिश की, जिसमे भारत के लगभग 20 जवान शहीद हो गए। सीमा के इस विवाद मे भारत के सैनिकों की क्षति के कारण देश के हर कोने से चीनी सामान को बैन करने की माँग के साथ ही, चीनी सामानो को बन्द कर दिया गया और प्रधानमंत्री ने सारे देश को आत्मनिर्भर बनने का मंत्र दिया। उन्होने कहा कि आत्मनिर्भर बनकर घरेलु चीजों का इस्तेमाल करें ताकि हमारा राष्ट्र मजबूती के साथ खड़ा हो सके।
पिछले कुछ महीनों से विश्व कोरोना वायरस महामारी के कारण बन्द पड़ा है। इसके कारण सारे विश्व मे वित्तीय संकट के बादल छाएं है। इसी कड़ी मे भारत ने खुद को आत्मनिर्भर बनाने और राष्ट्र को आगे ले जाने फैसला किया है। विश्व बन्दी के कारण सारे विश्व के उत्पादों पर भारी असर हुआ है, इसलिए भारत ने स्वयं को आत्मनिर्भर बनाकर देश की तरक्की पर अपना कदम आगे बढ़ाया है।

इन सभी स्थितियों को देखते हुए और भारत की मूल आवश्यकताओं को पूरा करने के लिए प्रधानमंत्री ने भारत के लोगों से आत्मनिर्भरता से लेकर भारत को आत्मनिर्भर बनाने को देशवासीयों से अपील की है। भारत इस ओर धीरे-धीरे अग्रसर भी हो रहा है।

आत्मनिर्भर होना एक युवा के साथ साथ एक देश और राज्य के लिए भी होना बहुत ही जरूरी है। क्योंकि जब देश आत्मनिर्भर होगा तो वह हमेशा ही अपने विकास के रास्ते पर नये कदम लेता रहेगा और उसे किसी भी अन्य पर निर्भर होने की आवश्यकता नहीं रहेगी।

मिशन को दो चरणों में लागू किया जाएगा:

इसमें चिकित्सा, वस्त्र, इलेक्ट्रॉनिक, प्लास्टिक, खिलौने जैसे क्षेत्रों को प्रोत्साहित किया जाएगा ताकि स्थानीय विनिर्माण और निर्यात को बढ़ावा दिया जा सके।

इस चरण में फर्नीचर, फूट वेयर और एयर कंडीशनर, पूंजीगत सामान तथा मशीनरी, मोबाइल एवं इलेक्ट्रॉनिक, रत्न एवं आभूषण, फार्मास्यूटिकल्स, टेक्सटाइल आदि शामिल हैं।

अर्थव्यवस्था- जो वृद्धिशील परिवर्तन के स्थान पर बड़ी उछाल पर आधारित हो।
अवसंरचना- ऐसी अवसंरचना जो आधुनिक भारत की पहचान बने।
प्रौद्योगिकी- 21वीं सदी प्रौद्योगिकी संचालित व्यवस्था पर आधारित प्रणाली।
गतिशील जनसांखि्यिकी- जो आत्मनिर्भर भारत के लिये ऊर्जा का स्रोत है।
मांग- भारत की मांग और आपूर्ति श्रृंखला की पूरी क्षमता का उपयोग किया जाना चाहिये।

आत्मनिर्भर भारत के लिये आर्थिक प्रोत्साहन

प्रधानमंत्री ने आत्मनिर्भर भारत निर्माण की दिशा में विशेष आर्थिक पैकेज की घोषणा की है। यह पैकेज कोविड-19 महामारी की दिशा में सरकार द्वारा की गई।

पूर्व घोषणाओं तथा RBI द्वारा लिये गए निर्णयों को मिलाकर 20 लाख करोड़ रुपये का है, जो भारत की “सकल घरेलू उत्पाद” (GDP) के लगभग 10% के बराबर है। पैकेज में भूमि, श्रम, तरलता और कानूनों पर ध्यान केंद्रित किया जाएगा।

आर्थिक पैकेज का विश्लेषण

घोषित किया गया पैकेज वास्तविकता में घोषित मूल्य से बहुत कम माना जा रहा है। क्योंकि इसमें सरकार के ‘राजकोषीय’ पैकेज के हिस्से के रूप में RBI द्वारा पूर्व में की गई घोषणाओं को भी शामिल किया गया हैं।
सरकार द्वारा पैकेज के तहत घोषित प्रत्यक्ष उपायों में सब्सिडी, प्रत्यक्ष लाभ हस्तांतरण, वेतन का भुगतान आदि शमिल होते हैं। जिसका लाभ वास्तविक लाभार्थी को सीधे प्राप्त होता है। परंतु सरकार द्वारा की जाने वाली अप्रत्यक्ष सहायता जैसे ‘भारतीय रिजर्व बैंक’ के ऋण सुगमता उपायों का लाभ सीधे लाभार्थी तक नहीं पहुँच पाता है।
RBI द्वारा दी जाने वाली सहायता को बैंक ऋण देने के वजाय पुन: RBI के पास सुरक्षित रख सकते हैं। हाल ही में भारतीय बैंकों ने केंद्रीय बैंक में 8.5 लाख करोड़ रुपए जमा किये हैं।
इस प्रकार घोषित राशि GDP के 10% होने के बावजूद GDP के 5% से भी कम राशि प्रत्यक्ष रूप में लोगों तक पहुँचने होने की उम्मीद है।

तकनीकी हस्तक्षेप में वृद्धि

भारत में सार्वजनिक क्षेत्र की कंपनियों की स्थापना के माध्यम से दो मुख्य लक्ष्यों (औद्योगिक विकास और रोज़गार) को प्राप्त करने का प्रयास किया गया।
वर्तमान में वैश्वीकरण और प्रतिस्पर्द्धा के इस दौर में सरकारों को अपनी नीतियों में बदलाव करना होगा।
वर्तमान में कोविड-19 के कारण बदली हुई परिस्थितियों में अधिकांश कंपागियों में ‘ऑटोमेशन’ घर से काम करने और अनुबंधित कामगारों को अधिक प्राथमिकता देंगी।
ऐसे में आधुनिक तकनीकी प्रगति के अनुरूप कुशल श्रमिकों की मांग को पूरा करने और लोगों को रोज़गार उपलब्ध कराने हेतु कौशल विकास के कार्यक्रमों पर विशेष ध्यान देना होगा।

उत्पादन श्रृंखला में भागीदारी

औद्योगिक विकास के साथ-साथ ही उत्पादन के स्वरूप और कम्पनीयों/उद्योगों की कार्यशैली में बड़े बदलाव होंगे।
ऐसे में कृषि और अन्य क्षेत्रों को इन पाविर्तनों के अनुरूप तैयार कर औद्योगिक विकास के साथ-साथ ग्रामीण अर्थव्यवस्था में योगदान दिया जा सकता है।
उदाहरण के लिये विभिन्‍न प्रकार के कृषि उत्पादों की पैकेजिंग या उनसे बनने वाले अन्य उत्पादों के निर्माण हेतु स्थनीय स्तर पर छोटी औद्योगिक इकाइयों की स्थापना को बढ़ावा देकर औद्योगिक उत्पादन श्रृंखला में ग्रामीण क्षेत्रों की भागीदारी सुनिश्चित की जा सकती है।

आत्म निर्भर भारत के समक्ष संभावित चुनौतियां

वर्तमान में कई क्षेत्रों में भारतीय कम्पनियों को बहुत अधिक अनुभव नहीं है, ऐसे में लगत को कम-से-कम रखते हुए वैश्विक बाज़ार की प्रतिस्पर्धा में बने रहने के लिये उत्पादों और सेवाओं की गुणवत्ता बनाए रखना एक बड़ी चुनौती होगी।

आर्थिक समस्या

हाल ही में भारतीय औद्योगिक क्षेत्र में सक्रिय पूंजी और वित्तीय तरलता की चुनौती के मामलों में वृद्धि देखी गई थी, कोविड-19 की महामारी से औद्योगिक गतिविधियों के रुकने और बाज़ार में मांग कम होने से औद्योगिक क्षेत्र की समस्याओं में वृद्धि हुई है।
ऐसे में सरकार को औद्योगिक अर्थव्यवस्था को पुनः गति प्रदान करने के लिये विभिन्‍न श्रेणियों में लक्षित योजनाओं को बढ़ावा देना चाहिये।

आधारिक संरचना

विशेषज्ञों के अनुसार, चीन से निकलने वाली अधिकांश कम्पनियों के भारत में न आने का एक मुख्य कारण भारतीय औद्योगिक क्षेत्र (विशेष कर तकनीकी के संदर्भ में) में एक मज़बूत आधारिक ढांचे का अभाव है। पिछले कुछ वर्षों में भारतीय उत्पादक किसी-न-किसी रूप में आयात पर निर्भर रहें हैं।

वैश्विक मानक

सरकार द्वारा स्थानीय उत्पादकों और व्यवसायियों को दी जाने वाली सहायता मुक्त व्यापार समझौतों और “अंतर्राष्ट्रीय व्यापार संघ” (World Trade Organisation- WTO) के मानकों के अनुरूप ही जारी की जा सकती है।

निजी क्षेत्र को बढ़ावा

केंद्र सरकार की घोषणा के अनुसार, सरकार द्वारा प्रस्तावित नई नीति के तहत रणनीतिक क्षेत्रों के साथ ही सभी औद्योगिक क्षेत्रों को निजी क्षेत्र के लिये खोल दिया जाएगा।
इस नई नीति के तहत ऐसे रणनीतिक क्षेत्रों की सूची जारी की जाएगी जहाँ निजी क्षेत्र की कंपनियों के साथ कम-से-कम एक सार्वजनिक क्षेत्र की कंपनी/उपक्रम (Public Sector Undertakings- PSUs) की उपस्थिति आवश्यक होगी।
सरकार की योजना के तहत अन्य सभी क्षेत्रों में व्यवहारिकता के आधार पर सार्वजनिक क्षेत्र की कंपनियों के निजीकरण को बढ़ावा दिया जाएगा।
प्रस्तावित योजना के तहत सामान्यतः रणनीतिक क्षेत्रों में PSUs की अधिकतम संख्या चार ही होगी बाकी अन्य कंपनियों के लिये निजीकरण, विलय आदि के विकल्प खुले होंगे।
वित्तीय वर्ष 2019-20 के बजट में भी केंद्रीय वित्तमंत्री ने गैर-वित्तीय सार्वजनिक कंपनियों में अपनी हिस्सेदारी को 51% से कम करने की बात कही थी।

शिक्षा क्षेत्र से जुड़ी योजनाएँ

COVID-19 और लॉकडाउन के कारण हो रहे अकादमिक नुकसान को देखते हुए केंद्र सरकार द्वारा ‘पीएम ई-विद्या’ (PM e-Vidya) योजना की घोषणा की जाएगी।
इस योजना के तहत छात्रों को विभिन्न माध्यमों के जरिये शैक्षिक सामग्री उपलब्ध कराई जाएगी, साथ ही कक्षा 1 से 12 के लिये अलग-अलग टीवी चैनलों की शुरुआत भी की जाएगी।
इससे पहले केंद्र सरकार ने इस माह के अंत तक देश में शीर्ष के 100 विश्वविद्यालयों के द्वारा ऑनलाइन कक्षाओं को चालू किये जाने की योजना की घोषणा की थी।

COVID-19 के कारण उपजी हुई परिस्थितियों के बाद देश के नागरिकों का सशक्तीकरण करने की आवश्यकता है ताकि वे देश से जुड़ी समस्याओं का समाधान कर सके तथा बेहतर भारत का निर्माण करने में अपना योगदान दे सके। आत्मनिर्भर भारत अभियान के समक्ष अनेक चुनौतियों के होने के बावजूद, भारत को औद्योगिक क्षेत्र में मज़बूती के लिये उन उद्यमों में निवेश करने की आवश्यकता है जिनमें भारत के वैश्विक ताकत के रूप में उभरने की संभावना है।

इस दिशा में कार्य करते हुए सरकार ने ‘आत्मनिर्भर भारत अभियान’ के अंतर्गत 20 लाख करोड़ रुपए के विशेष आर्थिक और व्यापक पैकेज की घोषणा की है। आत्मनिर्भर राहत पैकेज़ के माध्यम से न केवल सूक्ष्म, लघु एवं मध्यम उद्यमों (Micro, Small and Medium Enterprises-MSMEs) क्षेत्र में सुधारों की घोषणा की गई, अपितु इसमें दीर्घकालिक सुधारों, जिनमें कोयला और खनन क्षेत्र जैसे क्षेत्र शामिल हैं।

आत्मनिर्भर भारत एक शब्द है जिसे भारत में कोविड़ -19 महामारी के समय गढ़ा गया था। यह वास्तव में हमारे माननीय प्रधान मंत्री श्री नरेंद्र मोदी जी की दृष्टि है। “आत्मनिर्भर” एक हिंदी शब्द (आत्मनिर्भर भारत अभियान) है जिसका अर्थ है स्वयं पर निर्भर या दूसरों पर कम निर्भरता। भारत बहुत सारे आयातों पर निर्भर रहा है, हर महीने भारत को बड़े आयात बिल का भुगतान करना पड़ता है। हमारा आयात बिल हमेशा निर्यात राजस्व से अधिक होता है यही कारण है कि हमारे देश को हमेशा व्यापार में घाटा होता है।

On 12th May 2020, Prime Minister Narendra Modi announced a package of 20 lakhs crore to revive the economy and address the issues affecting various sections of people. the package is about 10% of India’s total GDP . this was named an Aatma Nirbhar Bharat Abhiyan.

Aatma Nirbhar Bharat is the mission and vision of our P.M Narendra Modi to make India self-reliant. the vision is based on wide and deep consultation with several sections of society.

Discussions were held at various levels with various ministries up to PMO essentially this is to spur growth and build a self-reliant India . the whole initiative is therefore called Aatma Nirbhar Bharat Abhiyan.

The real meaning of Aatma Nirbhar Bharat is self-reliant India . or we can say Aatma Nirbhar means to promote and give preference to indigenous products and ensure that these products match their imported counterparts in cost and quality.

Self-reliance doesn’t mean cutting off from the world with India’s progress and making globalization human-centric. it signifies the globalization of our local industries .

The main objective of this is to make India a prosperous country . beneficiaries of the self-reliant India campaign scheme will be farmers, poor citizens, migrant workers, small-scale industries, cottage industries, fishermen, cattle ranchers, middle-class industries, tenants people working in the organized sector or unorganized sector, etc.

Self-reliance is a positive word. it is very important for a person, family, or country. if the person is self-reliant , then he will have less need for help from others,

In other words, we can also say, that we should not expect help from others to run our livelihood. being self-reliant is the best quality for both the individual and the country.

A self-reliant person can face times of trouble more strongly. the same thing also applies to the country .

India has a lot of talent, so we can make the best products. we need to make our supply chain stronger to become an Aatma Nirbhar Bharat .

If we look at the resources India is a prosperous country. our country is very large and abundant resources are available here. we are able to produce any of the smallest and greatest items inside the country.

There is also a shortage of skilled youth in our country but their enthusiasm is needed. during the recent corona epidemic , the government announced the self-reliant campaign .

On Aug 15, Prime Minister Narendra Modi addressed the nation from the red fort on the occasion of India’s (74th independence day)

In the one-hour 26 min speech , he focused on the themes of Aatma Nirbhar Bharat (self-reliant India), “vocal for local” and “make in India to make for the world.”

India’s demand and supply cycle would improve the economy and give it the ability to achieve its full potential.

In the early days of the corona epidemic , we depended on china for (PPE) kits, sanitizers, and face masks. but now all these things started being produced in our own country.

The country has many advantages to be self-reliant . the production of goods in our country will increase the industries. unemployment will be eliminated from our country and the poverty rate will also be reduced . the country’s economy will also be strong. imports in the country will be less and exports will increase.

If the production of goods is increased in the country , then it can be exported to other countries also so that the foreign currency also came to our country.

Recently, other steps have been taken by the government to create a self-reliant India . but in the race to become self-reliant. we also have to take care of some important things. before starting any industry there is a need to understand the impact it has on the environment .

Might it not be that makes your country self-reliant , doesn’t it worth leaving? it has been observed that the country which starts progressing compromises with the protection of the environment . Along with the industrial sector, we also have to follow the environment-friendly policies of our country.

India is working on many schemes to strengthen its economy such as new industries being established, many new technologies or new machines being used in factories, so many changes are also being made in education policy .

The equipment of hospitals is being modernized so that all treatment is possible only in India . India is now moving towards becoming a digital India where the online process is being started.

Under the Aatma Nirbhar Bharat Abhiyan yojana , compensation and benefits will be given to all workers, farmers, traders, etc. who have suffered a loss due to lockdown.

The county of India has moved completely towards becoming self-reliant the government of India is implementing all other types of schemes so that our India and the citizens of India are self-reliant.

The “Aatma Nirbhar Bharat “ moment got its boost from native businessmen and industrialists. the big financial foreign investments in Indian companies like in “JIO” from Google and Facebook .

The situations on the borders and the lockdown had the people and the govt to go for a vocal for local strategy. The people are willing to pay extra to encourage our local producers and manufacturers.

The 5G network dreams of India will now be made true by JIO and India will soon come into the world market of technology and be a key player in it. The PPE kit manufacturers and exporting have reached new heights and we are now the 2nds most exporting nation .

The vaccine trials and productions are also going on at a high scale to be ready at the time of export. The latest changes in the National Education policy will also encourage the skills to be self-reliant and contribute to society to take a step forward to be Aatma Nirbhar Bharat .

The more people encourage the native businessman the more will manufacture and scale the society as a whole will blossom be self-reliant or Aatma Nirbhar these feelings of joy will be the true feeling of Aatma Nirbhar Bharat Swantra Bharat .

A feeling of no dependency no high costs racing, a feeling of buildings the nation with one’s own hands, and contributing it to the development.
