On 12th May 2020, while addressing the country amid coronavirus pandemic, Prime Minister Narendra Modi announced the Atmanirbhar Bharat or self-sufficient India concept. He stated that the current state of the world has made us realize self-sufficiency is the only path for development. For many, this concept seemed covalent and put them in a tizzy.

So, the literal meaning is self-independence, where India needs to make sure that the 21st century belongs to it. COVID-19 has provided an excellent opportunity to prove our mettle in a world who is like a family. Rural India was left on its devices when the lockdown was imposed. Their challenges were different than in urban areas. The people who migrated to the cities for the job was left for starving, which coerced them to return to their homes.

Since India is an agrarian economy, availability of labour and machines, fear of police and lack of family labour caused significant hurdles in the harvest of several crops. Furthermore, they faced challenges in threshing, storage, transportation, closure of markets and mandis. Rubber and tea plantations in Kerala and Assam suffered a considerable loss due to the halt in farm operations.

The restricted mobility has obstructed the sales of vegetables and fruits. In such situations, the idea of Atmanirbhar Bharat seems futile. The intended objective of this concept is two-fold. First, for the poor people, interim measures like liquidity and direct cash transfer are released, which will act as shock absorbers. Second, the plan is to bring reforms in the growth-critical sector to make it globally attractive.

When these measures are applied, then it will revive the economic activity and create opportunities in micro, small, agriculture and medium sectors. Also, it will bring substantial growth in power, coal, defence, aviation and mining. The scheme formulated is a one-step towards the one nation one market and help India emerge as the food factory of the world.

The MGNREGA may help the distressed migrants in villages due to the infusion of 40,000 crore. For finance-starved sector, Rs 3 lakh crore has been provided as a collateral-free loan facility. As the MSME (micro, small and medium enterprise) is the largest employment generating sector, this plan would ensure their sustenance and thereby help in India comparative advantage.

Moreover, the newly launched PM e-vidya programme will secure schools, colleges and universities as it will assist them in conducting online courses without further loss in teaching. The expenditure on health will be increased by ramping up health and wellness centres in rural and urban places. A sum of rupees 3 lakh 10 crores is to be provided to dairy, animal husbandry and fisheries.

The Prime Minister of India launched the ‘Atmanirbhar Bharat Abhiyaan’ on 12th May 2020. All the activities and developments under this programme are managed by the Ministry of Defence, Ministry of Finance, Ministry of Health and Ministry of Electronics and Information Technology (Meity). 

Initially, this programme was launched with a total budget of INN 5,000 crore, which is 0.025% of our GDP. Later on, the Prime Minister increased this monetary budget to INR 20 lac crore to achieve all the desired objectives. To make India a self-reliant nation, native businessmen, industrialists and traders were encouraged to participate in the nation-building programme.

There are five pillars of the Atmanirbhar Mission. These are technology-driven systems, infrastructure, vibrant demography and demand. All these pillars are equally important and are managed by different ministries and departments of the Indian government. All the ministries involved in this programme have their separate objectives. 

To become a global economy, India is focusing on producing more and more products for exports and reducing its expenses in importing. When a country’s exports are more than its imports, its economy grows at a positive rate. We have a long way ahead of us. Our major focus is on producing indigenous products by encouraging local businesses so that their production is sufficient to sustain them and to export outside the country. The Atmanirbhar Bharat Abhiyaan or mission is an Indian government initiative, launched by Prime Minister Narendra Modi on 12th May 2020. The Prime Minister laid down all the objectives, responsibilities, pillars and names of the ministries which will be working to achieve all the goals of this scheme. The objective of this scheme is to make India a self-reliant nation and a global economic power. 

Total Budget

The initial budget of the Atmanirbhar Bharat Abhiyaan was INR 5000 crore. However, due to the COVID-10 pandemic and global economic slowdown, this budget was raised to INR 20 lac crore. This was done to achieve all the objectives in real-time, as India is planning to enhance its production.

Five Pillars of Atma Nirbhar Bharat

The Atmanirbhar Bharat Abhiyaan functions under five ministries:  Ministry of Defence, Ministry of Finance, Ministry of Health and Ministry of Electronics and Information Technology (Meity). All these ministries will be working on separate pillars of the Atmanirbhar Bharat mission. These five pillars are; technology-driven systems, infrastructure, vibrant demography and demand. All these pillars are equally important and are managed by different ministries and departments of the Indian government. 

  • Technology-driven systems – A system based on technological developments, which can make India an important global power in the 21st century.
  • Economy – An economic system focusing on Quantum Jump rather than Incremental change.
  • Infrastructure – A modern infrastructure for a modern India.

  • Demand – To enhance the cycle of demand and supply for a stronger economy

Developments So far

The Ministry of Defence is focusing on building its own infrastructure and warfare equipment, instead of importing from other countries. To achieve these goals, all five departments of the Ministry of Defence are working together. These departments are the Department of Military Affairs, the Department of Defence, the Department of Defence Production, the Department of Defence Research and Development, and the Department of Ex-Servicemen Welfare. LCH Prachand chopper, Pinaka rocket launchers, and Nag anti-tank missiles are some of the Indian-made military weapons.

Benefits to Poors and Migrants

Under the Atmanirbhar Bharat Abhiyaan, the Indian government has encouraged the local and state governments to work for the welfare of the poor and migrants.

  • Migrants are given food grain supply for up to 2 months.
  • Poor people are given access to education and learn technical skills so that they can participate in technological-related activities.
  • To offer affordable housing complexes for migrant workers and urban poor people, the One Nation One Ration Card scheme was introduced.
  • The Shishu Mudra loan service was launched, under which a 2% interest subvention for 12 months was offered. This scheme offered a total of INR 12,000 crore loans all over India.
  • Another INR 70,000 crore was invested in the housing sector for middle-class people under the PMAY (Urban).
  • INR 30,000 crore was invested in the Emergency Working Capital for farmers under the NABARD scheme.
  • INR 2 lac crore was invested to help more than 25 million farmers under the Kisan Credit Card Scheme.

In May 2020, Prime Minister Narendra Modi announced the Atma Nirbhar Bharat Abhiyan to prevent potential economic decline and turn the Covid-19 global pandemic into an opportunity. The Atma Nirbhar Bharat Abhiyan was launched with the intention of making India self-sufficient and acting as a stimulant for the economy, which has been severely impacted by the COVID-19 pandemic. Due to the disruption caused by the coronavirus epidemic in trade and migration, many countries started preparing for any future outbreaks by diversifying their supply networks and becoming self-reliant. Atma Nirbhar Bharat's vision was that India develops the ability to create all of the goods it requires domestically and eventually contribute more to the global economy by exporting the excess.

India depends heavily on imports from numerous nations around the world and pays a hefty import bill relative to export. All import and export activity were suspended worldwide throughout the pandemic. Hospital beds, Covid test kits, medications, ventilators, and other essential respiratory and medical equipment, including basic supplies of hand sanitizers and N95 Masks, were in limited supply in India. It was then recognised that India should now rely on domestic development of goods, and production. Prime Minister Narendra Modi launched the Atma Nirbhar Bharat Campaign to fulfil these wants and encourage domestic manufacturing of these goods.

The Indian Government has issued rescue packages and support packages to various industries to boost market liquidity in an effort to make Atma Nirbhar Bharat Abhiyan more successful. Prime Minister Narendra Modi unveiled the economic package alongside other initiatives. The amount of packages released during the lockdown was 10% of India's GDP. Different regions of the country were expected to receive support and strength from the economic package. Additionally, it will give the nation's development process a fresh boost. This economic package has placed a strong emphasis on Land, Labour, Liquidity, and Laws in order to demonstrate India's final resolve to be self-sufficient.

In a major effort to revive the Covid-hit economy, Prime Minister Narendra Modi announced massive new financial incentives on top of the previously announced packages for a combined stimulus of Rs 20 lakh crore, saying the coronavirus crisis has given India an opportunity to become independent and take the lead globally.

On 12th May 2020, Narendra Modi announced the Aatma nirbhar Bharat concept while addressing the country amid the coronavirus pandemic. He addressed that the current Pandemic status has made us realize self-sufficiency is the only path for development. The concept got mixed reviews as some stated it as progressive while others as claptrap.

As the ancient Greek philosopher, Plato said, Necessity is the mother of invention, Aatma nirbhar Bharat stands true. With the introduction of Aatma nirbhar Bharat, PM announced a package of 20 lakhs crore. The package is meant to revive the Indian economy and address the issues affecting various sections of people. Twenty lakhs crore is almost 10% of Indian GDP.

After the announcement of Aatma nirbhar Bharat Abhiyan, several discussions were held around various ministries. These discussions were meant to spur growth and build a self-reliant India.

What is the main motto of Aatma nirbhar Bharat?

Aatma nirbhar Bharat Abhiyan, in simple words, means ‘of India, in India and by India.’ It aims to give preference and promote indigenous products.   • Phase-I: Businesses including MSMEs

This phase includes financial packages that will cater to laborers, businesses, industries, and others.

During this phase, the government will aim to provide direct support to the poor, including migrant workers, daily wage workers, and farmers.

  • Phase-III: Agriculture

The government will release financial packages and emergency working capital. It will get released via National Bank for Agriculture and Rural Development (NABARD).

  • Phase-IV: New Horizons of Growth

This phase is all about fast-track investment clearance and policy reforms.

  • Phase-V: Government Reforms and Enablers

This phase will help in easing down healthcare development and business via online education and technology-driven measures.

Benefits and Impact of the Aatma nirbhar  Bharat Campaign

Even though it has not been very long since the Aatm nirbhar  Bharat Campaign spread its wings, there are several results still seen. While before March 2020 when India had nearly zero Personal Protection Equipment (PPE) Kits production.

Today the country has a local capacity of producing over 2 lakh PPE kits on a daily basis. Along with that, India has also paced up with developing its own Covid testing kits. The recent development is visible in the Covid-19 vaccination scenario. India is amongst the leading countries that are successfully running the vaccination drive. More than half of the 18+ individuals in the country have got their first dose.

Not only that, but India also produced its own Covid-19 vaccination, named Covaxin. Institutions like the Indian council of medical research, Bharat Biotech, and the National Institute of Virology approved Covaxin in the first week of January 2021. Recent developments on ZyCov-Di, India’s first mRNA vaccine, are also speculated.

Apart from the Covid centric development, the defense ministry of India is also focusing upon the production of weapons. The position of India in the World Bank increased to 63 then of 142 in 2014.

With the vocal for local motive, India will save immensely on foreign exchange and even save more by promoting its export.

Focusing on both impact and benefits, the Aatma nirbhar  Bharat is nurturing India and its self-reliance in true form.

The long-term benefits of Aatma nirbhar  Bharat

While the short-term benefits of Aatma nirbhar bharat have begun showing, there are several long-term benefits still to glow. The campaign aims to support small and medium enterprises in the country along with the manufacturing sector. With that, the government is holding a vision of growing the Indian economy to 5 trillion by 2025.

Along with that, the newly launched PM e-vidya program is helping in strengthening the education system. Even while the country was/is in lockdown, online classes amongst all education groups ensured uninterrupted teaching-learning. Also, the expenditure on the health sector increased, aiming to make India self-sufficient for upcoming challenging like the COVID-19 pandemic.

Challenges and Criticism

With all the good sides, there are several challenges as well that may come in the way of the Aatma nirbhar Bharat campaign.

One of the major criticisms includes the Aatma nirbhar Bharat campaign being way too similar to the Make in India Campaign. Several critics argued that the same package had been presented with a new name.

One of the most ignored segments in the Aatma nirbhar Bharat campaign is urban employment.

As per critics, the funding is quite similar to the general budget. This way, there is nothing extraordinary associated with the special budget.

As per critics, the package may not stand enough to revive the economy, let alone the 5 trillion goals.

The Aatma nirbhar Bharat campaign promises inclusive growth and development. Within a short time, India has speed up towards becoming self-reliant. The governing party is taking all possible measuring in launching beneficiary schemes while bringing them to life. However, despite the promises, there’s still a long way to go.

ATMANIRBHAR BHARAT : Prospects & Challenges

The word Self Reliance means ‘the capacity to rely on one’s own efforts and capabilities.’ Addressing the nation on Covid-19 pandemic, Prime Minister Narendra Modi emphasized the necessity of a ‘self-reliant’ India. He called it ‘Atmanirbhar Bharat Abhiyan’ or ‘Self Reliant India Mission’ with the vision of making India a bigger and important part of global economy. It is based on five pillars – Economy, Infrastructure for modern India, 21st century technology driven system, Demand and Vibrant Demography.

Indian government announced a special package worth Rs. 20 lakh crore aimed towards achieving this mission. Under this mission, compensation will be given to farmers, traders, etc. who have suffered loss due to lockdown. This package is expected to focus on land, labour, liquidity and law.

ADVANTAGES Self-reliant mission may help revive our economy impacted by Covid-19 pandemic and create new opportunities and employment across various sectors. The economic package will strengthen India’s cottage and home industries, small and medium enterprises and other industries, middle class, labourers and farmers. The mission aims to make Indian firms more competitive in the global supply chain. It will help in reducing our dependence on imports. Increased domestic production and efficiency will in turn increase our exports. These reforms will promote business, attract investments and further strengthen Indian economy.

CHALLENGES Lack of effective modernization of Indian industries is a big challenge. Country needs huge investment in building strong social infrastructure. The package for MSME’s was modest and there was no adequate focus on unorganized sector. No stimulus in the package to generate demand.

CONCLUSION The Covid-19 pandemic has adversely affected the Indian economy and society. Atmanirbhar Bharat is a move towards making India more self-reliant in the post Covid-19 world. For India to be truly self-reliant, government should focus on education, health, human capability and research and development. The mission will definitely support the resurgence of Indian economy.

Atmanirbhar Bharat Abhiyan

Atmanirbhar Bharat Abhiyan (Self-reliant India Mission) is a campaign launched by the Central Government of India which included an Rs.20 lakh crore economic stimulus package and several reform proposals.

As part of the relief measures in the aftermath of COVID-19 , the Prime Minister announced a special economic package and gave a clarion call for “ Atmanirbhar Bharat ” or “Self-reliant India”.

He noted that this package totals Rs 20 lakh crore, including the government’s recent announcements on supporting key sectors and measures by the Reserve Bank of India, which is equivalent to almost 10% of India’s GDP .

In his speech, the Prime Minister observed that to fulfill the dream of making 21st-century India, the way forward is through ensuring that the country becomes self-reliant.

  • Talking about turning a crisis into an opportunity , he gave the example that the production of PPE kits and N-95 masks in India has gone up from almost being negligible to 2 lakh each, daily.
  • Remaking that self-reliance is the only way out for India , the PM quoted from our scriptures “ Eshah Panthah ”, that is – self-sufficient India.
  • Self-reliance will make globalization human-centric . The definition of self-reliance has changed in a globalized world and it is different from being self-centred. India’s fundamental thinking and tradition of “ Vasudhaiva Kutumbakam ” provides a ray of hope to the world. This should be seen in the context of Human-Centric Globalization versus Economy Centralized Globalization.
  • Self-reliance does not mean cutting India off from the world. India believes in the welfare of the world and India’s progress is linked with the world. The world trusts that India has a lot to contribute to the development of the entire humanity.
  • The PM also stressed the need to be vocal about local products and urged people to buy only local products.

  • Bold reforms across sectors will drive the country’s push towards self-reliance.
  • Economy : contemplates not an Incremental change but a quantum leap so that we can convert the current adversity into an advantage.
  • Infrastructure : that can be an image of modern India or it can be the identity of India.
  • Systems : driven by 21 st -century technology, and that is not based on old rules.
  • Democracy : a vibrant democracy that is the source of energy to make India self-reliant.
  • Demand : where the strength of our demand and supply chain is utilized intelligently.

The reforms and stimulus measures under the Rs 20 lakh crore package were subsequently elaborated by the Finance Minister in five tranches:

The first tranche of Atmanirbhar Bharat Abhiyan – Total Rs 5,94,550 Cr

  • Collateral-free loans and emergency credit to restart business including MSME – 3,00,000 Cr.
  • Subordinate debt for stressed MSMEs – 20,000 Cr
  • Fund of Funds for an equity infusion to MSMEs – 50,000 Cr. It will also encourage MSMEs to get listed on the main board of Stock Exchanges.
  • Extended EPF support via government contributions to EPF accounts of eligible establishments – 2800 Cr
  • Reduced EPF rates of both employer and employee – 6750 Cr
  • Special Liquidity Scheme for NBFCs/HFCs/MFIs – 30,000 Cr
  • Partial credit guarantee scheme for liabilities of NBFCs/MFIs – 45,000 Cr
  • Liquidity injection for DISCOMs via Power Finance Corp/REC – 90,000 crore
  • Reduction of TCS / TDS rates – 50,000 Cr
  • Note: The definition of MSMEs changed by enhancing the limits to be considered as an MSME .

The second tranche of Atmanirbhar Bharat Abhiyan – Total Rs 3,10,000 Cr

  • Free food grains to migrant workers for 2 months – 3500 Cr
  • Interest subvention of MUDRA-Shishu loans – 1500 Cr
  • Special credit facility to street vendors – 5000 Cr
  • Extension of credit-linked subsidy scheme in the housing sector for the middle-income group – 70,000 Cr
  • Additional emergency working capital for farmers through NABARD – 30,000 Cr
  • Additional concessional credit through Kisan Credit Cards – 2,00,000 Cr
  • One Nation One Ration card to enable a migrant beneficiary to purchase grains from any ration shop in the country.
  • Affordable housing for migrants and urban poor via a scheme under PMAY and affordable rental housing complexes (ARHC) under PPP mode.

The third tranche of Atmanirbhar Bharat Abhiyan – Total Rs 1,50,000 Cr

  • Agri Infrastructure Fund for farm gate infrastructure including cold chain and post-harvest infrastructure – 1,00,000 Cr
  • Food micro-enterprises with a cluster-based approach– 10,000 Cr
  • Pradhan Mantri Matsya Sampada Yojana (PMMSY) – 11,000 Cr for activities in Marine, Inland fisheries, and Aquaculture and 9000 Cr for Infrastructure – Fishing Harbours, Cold chain, Markets, etc.
  • Animal Husbandry Infrastructure Development Fund – 15,000 Cr
  • Promotion of Herbal Cultivation – 4000 Cr
  • Extending Operation Greens project from Tomatoes, Onion, and Potatoes (TOP) to all fruits and vegetables – 500 Cr
  • Beekeeping initiatives – 500 Cr

The fourth and fifth tranches of Atmanirbhar Bharat Abhiyan (combined) – Total Rs 48,100 Cr

  • Viability gap funding – 8,100 Cr
  • Additional MGNREGA allocation – 40,000 Cr

Earlier measures

  • Insurance cover of Rs 50 lakh per health worker
  • Free cereals and pulses, gas cylinders to poor families for 3 months
  • Direct cash transfer via Jan Dhan accounts to poor women.
  • PF credits to low-income workers and advances from EPF.
  • Collateral-free lending for Women SHG up to Rs 20 lakhs.
  • Revenue lost due to tax concessions – 7,800 Cr
  • PM’s announcement in the health sector – 15,000 Cr

Measures taken by the Reserve Bank of India

  • RBI enhanced liquidity by Rs 1.37 lakh crores by reducing CRR
  • Targeted long-term repo operations of Rs 1 lakh crore.
  • Raised the Ways and Means advance limits of the state governments by 60 percent.
  • Raised borrowing limits of banks under the marginal standing facility to avail an additional Rs 1.37 lakh crore.
  • Special refinance facilities to NABARD, SIDBI, and NHB
  • Special liquidity facility for mutual funds
  • Moratorium on loan repayments

Other major decisions taken under Atmanirbhar Bharat Abhiyan

Apart from the above, under Atmanirbhar Bharat Abhiyan decisions are also made to reform labour, agriculture, coal sector etc.

Labour sector reforms

  • To avoid regional disparity in minimum wages, the National Floor Wage is to be introduced.
  • An appointment letter is to be provided to all workers to promote formalization.
  • Occupational Safety & Health (OSH) code to cover all establishments engaged in hazardous work.
  • Definition of the inter-state migrant worker to include migrant workers employed directly by the employer.
  • ESIC coverage will be extended to all districts and all establishments employing 10 or more employees as against those in notified districts/areas only.
  • Mandatory ESIC coverage for employees in hazardous industries with less than 10 employees.
  • Introduction of re-skilling funds for retrenched employees.
  • Provision of Social Security Fund for unorganized workers.
  • Provision of gratuity on completion of one-year service as against 5 years.

Agriculture Marketing Reforms to provide choices to farmers

  • Now, farmers are bound to sell agricultural produce only to licensees in APMCs .
  • A law will be formulated to provide choices to farmers to sell produce at an attractive price and enable barrier-free inter-state trade.
  • The legal framework will be created for contract farming and enable farmers to engage with processors, aggregators, large retailers, and exporters fairly and transparently.
  • Risk mitigation for farmers’ assured returns and quality standardization to be an integral part of the framework.

Coal sector reforms

  • Introduction of commercial mining in the coal sector through a revenue-sharing mechanism instead of the regime of fixed Rupee/tonne
  • To lower impact on the environment, coal gasification, and liquefication will be incentivized through rebates in revenue share
  • Coal Bed Methane (CBM) extraction rights are to be auctioned from Coal India Limited’s (CIL) coal mines.

Self-reliance in defence production

  • Ban the import of several weapons and a separate budget provisioning for domestic capital procurement to help reduce the huge defense import bill.
  • Corporatize the Ordnance Factory Board to improve autonomy, accountability, and efficiency.
  • Increased FDI limit in defence manufacturing under the automatic route from 49 percent to 74 percent.

Aircraft and airspace sector

  • Restrictions on the utilization of the Indian airspace will be eased so that civilian flying becomes more efficient.
  • Development of world-class airports through PPP,
  • The tax regime for Aircraft Maintenance, Repair, and Overhaul ecosystem is rationalized and the convergence between the defence sector and the civil MROs will be established to create economies of scale.
  • Boosting private participation in space activities. The private sector will be allowed to use ISRO facilities and other relevant assets to improve their capacities.

Technology-driven education

  • PM e-VIDYA — a program for multi-mode access to digital/online education — will be launched. The program will comprise one earmarked TV channel per class from 1 to 12. Special e-content will be prepared for the visually and hearing impaired. The top 100 universities will be permitted to automatically start online courses by 30 May 2020.
  • Manodarpan , an initiative for psycho-social support of students, teachers, and families for mental health and emotional well-being, will also be launched simultaneously.
  • National Foundational Literacy and Numeracy Mission will be launched in December 2020 to ensure that every child attains learning levels and outcomes in grade 5 by 2025.

Ease of doing business-related measures

  • The minimum threshold to initiate insolvency proceedings was raised to Rs 1 crore
  • Suspension of fresh initiation of insolvency proceedings up to one year.
  • Special insolvency resolution framework for MSMEs to be notified soon.
  • Decriminalization of violations under the Companies Act
  • Allow direct listing of securities by Indian public companies in permissible foreign jurisdictions.
  • The government will announce a new, coherent policy where all sectors are open to the private sector while public sector enterprises (PSEs) will play an important role in defined areas.
  • A list of strategic sectors requiring the presence of PSEs in the public interest will be notified.
  • In strategic sectors, at least one enterprise will remain in the public sector but the private sector will also be allowed.
  • In other sectors, PSEs will be privatized.

Parallels with the Swadeshi Movement and Need for Self-reliance

  • The call for self-reliance can be compared with the Swadeshi movement and we can find that it is a relatable response to the evolving political and economic currents in a globalized world.
  • If Swadeshi was the rejection of the colonial exploitation of India and criticism of the Western model of Capitalism-based economic growth, Atmanirbhar Bharat is an attempt to find India’s legitimate place in a rapidly changing world.
  • Atmanirbhar Bharat like the Swadeshi movement is a program that is against the unrestricted import of Western thinking and economic models but is not averse to technology. It stands for modernization but without unbridled Westernisation.
  • The clarion call ‘ Vocal for local’ needs to be seen as a response to the anticipated changes in geopolitical order in the post-COVID world.
  • The COVID crisis has shown the failings of multilateral and regional institutions and also the ineffectiveness of trade barriers and standalone economic models.
  • Indian entrepreneurship must be freed from the shackles by adopting suitable governance models and reforming laws.
  • The ‘new Swadeshi’ must transform local industries to connect the ever-changing global trade structure and lead to ‘ glocalization’ that serves local and global markets.
  • Some early signs of this development were seen during the COVID crisis where India’s position as the ‘pharmacy of the developing world’ was cemented. The importance of self-reliance was also seen in the self-sufficiency for food, especially cereals, the lack of which would have exasperated the current crisis.

Criticism of Atmanirbhar Bharat Abhiyan

  • Several opposition leaders pointed out that as per the calculations by many economists, the actual government expenditure in the Atmanirbhar package is just 1%.
  • The actions of RBI were included as part of the government’s fiscal package whereas government expenditure and RBI’s actions cannot be clubbed together.
  • The Indian economy is likely to contract and the Gross Value Added across sectors is likely to fall. According to an assessment by Prof N R Bhanumurthy of the National Institute of Public Finance and Policy (NIPFP), India’s GVA will contract by 13% this year under the Base case scenario (The Base case scenario refers to a scenario where governments bring down their expenditure in line with their falling revenues to maintain their fiscal deficit target).
  • Several economists suggest that the government needs to spend much more to prevent an economic contraction. Higher public spending will come at the cost of higher levels of fiscal deficits and higher inflation, but a growth contraction will cause even worse outcomes in the form of widespread economic ruin.
  • Direct expenditure by a government such as direct benefit transfer or by construction will mean that money reaches the people.
  • But credit easing by the RBI is not direct government expenditure and banks will be hesitant to lend the money available to them.
  • Nothing to stimulate demand – many economists have opined that the government stimulus tries to resolve only supply-side issues. There is nothing to generate demand. This could only be done by putting money in the hands of people.
  • Modest MSME package – according to opposition leaders, the MSME package was modest and the measures were skewed in favor of the larger ones. Moreover, the unorganized sector was not catered to.
  • Insufficient support for the state governments – the state governments that are at the forefront of fighting the pandemic have not been supported adequately via fund transfers.
  • A remodeling of Make in India Campaign – The self-reliant India campaign is criticized by many as a re-modeling of the Make in India Campaign – which didn’t produce expected results – with some add-on.
  • The philosophy of self-reliance: India, like most countries, has been following the principles of globalization since the LPG reforms in 1991. Even though the globalized world shrank into isolated countries during the COVID-19 period, it is yet to be seen if self-reliance can be adopted as a viable economic policy by a country like India, post-COVID.

The strategy of Atmanirbhar Bharat Abhiyan seems to give a strong supply-side push by boosting the availability of capital on easy terms and through supporting agriculture and business sectors.

The additional allocation to MNREGA will help in productively employing returning migrants.

States are now allowed to borrow within a higher limit but with clear reform conditionalities.

The demand-side stimulus via deficit financing is not considered for the time being.

But it cannot be denied that there is a desperate need for demand stimulus now. People’s purchasing power needs to be increased and demand for industrial products and services must be created.

Income support to migrant workers and the urban poor is also an immediate concern.

Thus, even with falling revenues, a deeper fiscal stimulus could have been attempted.

Several of the reform measures like opening up more sectors for private participation and enhancing foreign direct investment are not to be seen as part of COVID relief but as long-term structural changes. The effect of these measures will have to be watched carefully.

Many of us can directly avail of the scheme and Modi Ji in his speech announced that:

“This economic package is for our cottage industry, home industry, our small-scale industry, our MSMEs, which is a source of livelihood for millions of people, which is the strong foundation of our resolve for a self-reliant India,”.

This clearly indicates that most of all the industries can directly be a part of this scheme. This scheme also encourages our youth to develop their own bunnies and develop new jobs for others.

Our development indicates the development of our nation, so we should try our best for developing ourselves. The government can only launch a scheme but is it our duty to bring it into action.   • PM Modi defines Atma Nirbhar Bharat as “The state of the world today teaches us that (Atma Nirbhar Bharat) “Self-reliant India” is the only path. It is said in our scriptures — EshahPanthah. That is — self-sufficient India”.

Modi Ji announced a package of 20 Lakhs Crore regarding this scheme and near about 130 Crore people will be directly benefitted with this policy.   • Collateral-free automatic loans for businesses, including MSME, in the amount of INR 3 lakh crores.
  • Infusion of INR 50,000 crore in equity through the MSME Fund of Funds.
  • A lending ceiling of Rs. 25,000 crores was allowed for 25 lahks new Kisan Credit Cards.
  • Between March 1 and April 30, 2020, 63 lakh loans totalling Rs. 86,600 crores were approved in the agricultural sector.

Space exploration to be opened for the private sector. This will benefit the Indian Space industry. Thirty thousand crores special liquidity facility is announced for stressed Non-banking Finance Companies . Ninety thousand crores liquidity plan is announced to provide loans for power discoms.

It talks about relevance of Atmanirbhar Bharat Abhiyaan or Self-reliant India campaign in reference to recent developments where a country has to protect itself from all the dangers.

Three contemporary developments have challenged India’s engagement with the world and its security concerns in the past 24 months.

  • The first was the decision by China’s to pick a line from a map in imagined history and send 100,000 troops and more to alter the current political equation in the Himalayas. This was a whimsical and perverse exertion of power that resulted in a bloody clash and a still continuing face-off between Indian and Chinese troops.
  • Next, in August 2021, the United States (US), finalised an unethical and tragic arrangement with a band of terrorists, and deserted Afghanistan overnight. Women rights, individual freedoms and the “values” that were propagated while waging the so-called liberal war against terror, were all discarded in favour of what was expedient.
  • The invasion of Ukraine has put India in an unenviable position of choosing between what is right and what it believes is right for itself.

These three international events revitalised and put forth Atmanirbharata (self-reliance) at the centre stage.

  • Atmanirbhar Bharat Abhiyaan or Self-reliant India campaign is the vision of new India. In the year 2020, Prime Minister raised a clarion call to the nation giving a kick start to the Atmanirbhar Bharat Abhiyaan (Self-reliant India campaign) and announced the Special economic and comprehensive package of INR 20 lakh crores - equivalent to 10% of India’s GDP.
  • The aim is to make the country and its citizens independent and self-reliant in all senses. Five pillars of Atma Nirbhar Bharat – Economy, Infrastructure, System, Vibrant Demography and Demand have been outlined.
  • It aims towards cutting down import dependence by focussing on substitution while improving safety compliance and quality goods to gain global market share.
  • The Self-Reliance signifies neither any exclusionary or isolationist strategies but involves creation of a helping hand to the whole world.

  • India Should Become Increasingly Open to Free and Fair Trade: India should attract investors due to its strengths rather than by using tariffs as a tool to push international businesses to invest and make in India.
  • India should also develop an innovator-friendly intellectual property policy and enforcement regime.
  • India should continue to harness and actively invest in the opportunities that Artificial Intelligence , digital technology and data present to achieve its growth potential.
  • Countries and trade blocs are cognisant of this fact and are increasingly integrating sustainability and human rights into their trade agreements and strategies.
  • The best way for this is to spend on greenfield infrastructure.
  • Infrastructure spending uniquely creates structures that raise productivity and extends spending power to the section of the population most affected by the lockdown, namely daily wage labourers.
  • The rest may have to come from privatisation, taxation, loans and more international aid.
  • Thus, the Atma nirbhar plan also encompasses the unfinished agenda of holistic reforms which may include reforms in Civil services, Education,Skill and Labour, etc.

The government’s call for atma nirbharta (self-reliance) has acquired a new salience and ironically, achieving it requires astute global interlinkages and perhaps even more dense global networks for a country that houses a sixth of humanity.

Trusted connectivity, diversified sources of materials and components and resilient financial and trading arrangements are no longer buzzwords but a strategic imperative requiring all of India’s consensus, including within its business community, lawmakers and all stakeholders.

Achievements of  Aatmnirbhar  Bharat Abhiyan

  • For supporting the mission of Self-Reliance, the largest fund worth Rs. 21000 crore { US $ 2.9 billion} was set up by the IIT Alumni Council.
  • The personal protective equipment ( PPE ) industry of India is the second largest after China. This industry is making  PPE – 1,50,000 pieces in a day since the beginning of May. It is a best example of self- reliant India because before March its production was zero. The PPE industry has become worth Rs. 7,000 crore ( US $ 980 million ) in two months.
  • Defense Minister Rajnath Singh announced in August 2020 that Defense Ministry is ready for a big push to Aatamnirbhar  Bharat Abhiyan by imposing an “import embargo on 101 items” in a staged manner over a period of five years.
  • In July 2020, Mukesh Ambani from Reliance Jio announced “Jio has created a complete 5G solution from scratch that will enable us to launch a world class 5G service in India, using 100% homegrown technologies and solutions.
  • Self-reliance push in defence :- The Defence Research and Development Organisation (DRDO) successfully tests the Extended Range Pinaka (Pinaka-ER) Multi Barrel Rocket Launcher System and the helicopter-launched Stand-off Anti-Tank(SANT) missile at Rajasthan’s Pokharan range on 11/12/2021. The successful tests are an important step towards achieving the goal of self-reliance in the defence sector.
  • During COVID-19 pandemic, India has made its own vaccine. The research, development and manufacture of COVAXIN ( COVID-19 Vaccine) is also the symbol of Aatmnirbhar Bharat. Covaxin by Bharat Biotech is developed in India in collaboration with the Indian Council of Medical Research(ICMR) and National Institute of Virology(NIV) .

आत्मनिर्भर भारत पर निबन्ध (Self Reliant India Essay in Hindi)

आत्मनिर्भर भारत का अर्थ है स्वयं पर निर्भर होना, यानि खुद को किसी और पर आश्रित न करना। कोरोना महामारी के दौरान लाकडाउन मे सारे विश्व मे हर किसी के लिए खाने, पीने और रहने मे परेशानी पैदा कर दी है। महामारी की इस संकट को देखते हुए भारत को आत्मनिर्भर होने की जरुरत है। भारत प्राचीन काल से ही आत्मनिर्भर रहा है, और इस कड़ी मे आत्मनिर्भर बनकर आप खुद के परिवार के साथ-साथ आप अपने देश को फिर से प्रगति के मार्ग पर खड़ा करने मे मदद कर सकते है। यहां नीचे आत्मनिर्भरता और आत्मनिर्भर भारत के कुछ महत्वपुर्ण बातों पर मैने तीन अलग-अलग निबन्ध दिये है आइएं उनपर नजर ड़ालते है।

निबन्ध 1 (250 शब्द) – आत्मनिर्भर भारत.

आत्म निर्भरता मुख्यतः पांच तत्वों पर निर्भर करती है – अर्थव्यवस्था, मांग, जनसँख्या, तंत्र और संरचना। भारत की कला और संस्कृति को देखते हुए यह बात स्पष्ट होती है कि भारत प्राचीन काल से ही आत्मनिर्भर रहा है। आज हमे कोरोना महामारी की इस संकट मे खुद को आत्मनिर्भर बनाने की जरुरत है। आत्मनिर्भर होने का मतलब है कि आपके पास जो हुनर है उसके माध्यम से एक छोटे स्तर पर खुद को आगे की ओर बढ़ाना है या फिर बड़े स्तर पर अपने देश के लिए कुछ करना है।

आत्मनिर्भर भारत योजना

कोरोना काल में भारत के प्रधानमंत्री नरेंद्र मोदी द्वारा आत्मनिर्भर भारत अभियान की शुरुआत 12 मई 2020 को की गई। यह अभियान कोरोना काल के दौरान भारत को इस संकट से लड़ने के लिए तैयार करने के लिए बनाया गया था। इस अभियान के तहत छोटे वर्ग के लोग जो कोई बिज़नेस करना चाहते है उन्हें सस्तेदर पर लोन उपलब्ध कराया जायेगा। विद्यार्थियों को ऐसी शिक्षा दी जाएगी जिससे उनके अंदर कौशल का विकास हो ताकि वो रोजगार प्राप्त कर सके।

आत्मनिर्भर भारत के लाभ

इस तरह से हम भारत को आत्मनिर्भर भारत के रुप मे देख सकते है। कुटीर उद्योग, मत्स्य पालन इत्यादि आत्मनिर्भर भारत के कुछ उदाहरण है। कुटीर उद्योग या घर मे बनाए गए सामानों को अपने आस-पास के बाजारों मे ही बेचा जाता है, यदि किसी की सामाग्री अच्छी गुणवत्ता का हो तो, अन्य जगहों पर भी इसकी मांग होती है।

आप स्वयं के साथ-साथ आत्मनिर्भर भारत की राह मे अपना योगदान दे सकते है, और हम सब मिलकर एक आत्मनिर्भर राष्ट्र निर्माण सपने को मजबूत बनाने मे सहयोग कर सकते है। आप खुद को आत्मनिर्भर बनाकर अपने परिवार का भरण पोषण कर सकेगें और इसके साथ ही आप अपने राष्ट्र मे भी अपना योगदान दे सकेगें।

निबन्ध 2 (400 शब्द) – आत्मनिर्भर भारत का सपना

हर किसी का सपना होता है कि वो आत्मनिर्भर बने और यह वास्तव मे किसी व्यक्ति मे सबसे अच्छा गुण होता है। यदि कोई व्यक्ति आत्मनिर्भर बनता है तो वह हर मुंश्किलों का सामना करके आगे बढ़ता है और मुसीबतों से खुद को आसानी से निकाल लेता है। हर व्यक्ति खुद मे आत्मनिर्भर बनकर अपनी, अपने परिवार के साथ-साथ अपने देश के उत्थान मे भी अपना पूरा सहयोग कर सकता है।

आत्मनिर्भर भारत बनने की जरुरत क्यो

भारत प्राचीन काल से ही संसाधनों से परिपूर्ण देश रहा है। यहां हर प्रकार के चीजों को बनाने और उसका अपने जीवन मे उपयोग कर अपने राष्ट्र निर्माण मे मदद कर सकता है। पूरे विश्व मे केवल भारत ही ऐसा देश है जहां सबसे अधिक प्राकृतिक संसाधन पाये जाते है, जो कि बिना किसी देश की मदद से जीवन से लेकर राष्ट्र निर्माण की वस्तुएं बना सकता है और आत्मनिर्भर के सपने को पूरा कर सकता है।

  • हालाकि भारत को आत्मनिर्भर बनाने का सपना नया है। यह सपना महात्मा गांधी ने आजादी के बाद ही स्वदेशी वस्तुओं के इस्तेमाल और आत्मनिर्भरता पर जोर दिया था, पर गरीबी और भुखमरी के कारण उनका सपना साकार न हो सका।
  • करोना महामारी के कारण पिछले कई महीनों से सारा विश्व बन्द पड़ा है, जिसके कारण छोटे लोगों से लेकर पूंजीपतियों तक को भारी नुकसान और परेशानीयों का सामना करना पड रहा है। खासतौर से हमारे छोटे और मध्यम वर्ग के परिवारों को कमाने खाने की समस्या काफी बढ़ गयी है।
  • कोरोना महामारी के कारण किसी भी देश से सामानों का आदान-प्रदान बन्द है। इसलिए मई के महीने मे तालाबन्दी के दौरान हमारे प्रधानमंत्री ने देश को आत्मनिर्भर बनने का आह्वाहन किया है। उन्होने “लोकल फॉर वोकल” का भी नारा दिया। जिसका अर्थ है कि लोकल मे बनी वस्तुओं का उपयोग और उनका प्रचार करना और एक पहचान के रुप मे आगे बढ़ना।
  • महामारी के दौरान ही चीन ने भारत के डोकलाम सीमा क्षेत्र मे कब्जा करने की कोशिश की, जिसमे भारत के लगभग 20 जवान शहीद हो गए। सीमा के इस विवाद मे भारत के सैनिकों की क्षति के कारण देश के हर कोने से चीनी सामान को बैन करने की माँग के साथ ही, चीनी सामानो को बन्द कर दिया गया और प्रधानमंत्री ने सारे देश को आत्मनिर्भर बनने का मंत्र दिया। उन्होने कहा कि आत्मनिर्भर बनकर घरेलु चीजों का इस्तेमाल करें ताकि हमारा राष्ट्र मजबूती के साथ खड़ा हो सके।
  • पिछले कुछ महीनों से विश्व कोरोना वायरस महामारी के कारण बन्द पड़ा है। इसके कारण सारे विश्व मे वित्तीय संकट के बादल छाएं है। इसी कड़ी मे भारत ने खुद को आत्मनिर्भर बनाने और राष्ट्र को आगे ले जाने फैसला किया है। विश्व बन्दी के कारण सारे विश्व के उत्पादों पर भारी असर हुआ है, इसलिए भारत ने स्वयं को आत्मनिर्भर बनाकर देश की तरक्की पर अपना कदम आगे बढ़ाया है।

इन सभी स्थितियों को देखते हुए और भारत की मूल आवश्यकताओं को पूरा करने के लिए प्रधानमंत्री ने भारत के लोगों से आत्मनिर्भरता से लेकर भारत को आत्मनिर्भर बनाने को देशवासीयों से अपील की है। भारत इस ओर धीरे-धीरे अग्रसर भी हो रहा है।

कोरोना की महामारी काल मे सभी देश अपने आन्तरिक स्थितीयों और समस्याओं, बेरोजगारी, भुखमरी, चिकित्सा और कई अन्य समस्याओं से जुझ रहा है और भारत भी उनमे से ही एक है। भारत को इन समस्याओं से लड़ने और देश को तरक्की की राह पर आगे ले जाने के लिए आत्मनिर्भर भारत के सपने को पूरा करने मे अग्रसर है।

निबन्ध 3 (600 शब्द) – आत्मनिर्भर भारत अभियान और इसके फायदे

विश्व मे कोरोना महामारी के संकट से लड़ने और देश के आंतरिक स्थिति बनाएं रखने और इसे अच्छा करने के लिए भारत ने खुद को आत्मनिर्भर भारत बनाने का फैसला किया है। भारत काफी मात्रा मे चीजों का आयात विदेशो से करता था, पर इस महामारी के चलते सारे विश्व के आयात-निर्यात पर भारी असर पड़ा है, और इस स्थिति को सामान्य और देश की हर आवश्यकताओं को पूरा करने के लिए राष्ट्र को आत्मनिर्भर बनना बहुत आवश्यक है।

आत्मनिर्भर भारत बनाने का अभियान

कोरोना काल मे आपदा को अवसर मे बदलने के लिए प्रधानमंत्री ने देश-वासियों से आह्वाहन किया है। संकट की इस घड़ी मे सभी को आत्मनिर्भर बन राष्ट्र की सेवा और तरक्की मे हर किसी को योगदान देने की अपील की है। देश आत्मनिर्भर होगा तभी इस संकट की घड़ी मे हम राष्ट्र को तरक्की के लिए आगे खड़ा कर सकते है।

भारत प्राचीन काल से ही संसाधनों का देश रहा है। आजादी के बाद भारत की गरीबी और भुखमरी को देखते हुए महात्मा गांधी नेदेश को आत्मनिर्भर बनानेका सपना देखा था, पर उस स्थिति मे सुविधाओं की कमी के कारण ये पूरी तरह से संभव न हो सका, लेकिन जहां तक हो सका लोगों ने खुद को आत्मनिर्भर बनाया। महामारी की इस संकट मे फिर से महात्मा गांधी के आत्मनिर्भरता के उस सपने को याद कराते हुए प्रधान मंत्री ने अपील की है। भारत मे संसाधनों की कोई कमी नही है और अब भारत किसी भी चीज का निर्माण करने मे सक्षम है, इसके लिए उसे किसी और से मदद लेने की आवश्यकता नही है।

आत्मनिर्भर भारत बनने का तात्पर्य है कि हमारे देश को हर क्षेत्र मे खुद पर ही निर्भर होना होगा। भारत को देश मे ही हर वस्तु का निर्माण करना होगा। इस अभियान का मुख्य उद्देश्य है कि भारत के संसाधनों से बनी वस्तुओं को भारत मे ही उपयोग मे लाना है। आत्मनिर्भर भारत से अपने यहां के उद्योगों मे सुधार करना और युवाओं के लिए रोजगार, गरीबों के लिए पर्याप्त खाना ही इस अभियान का मुख्य उद्देश्य है।

आत्मनिर्भर भारत फायदे

यदि हमारा भारत आत्मनिर्भर बनता है तो देश को इससे कई सारे फायदे होगें जो लोगों और देश की तरक्की मे बहुत सहायक होंगें।

  • आत्मनिर्भर भारत से हमारे देश मे उद्योगों की संख्या मे वृद्धि होगी।
  • हमारे देश को और देशो से सहायता कम लेनी होगी।
  • हमारे देश मे रोजगार के अधिक अवसर पैदा होगें।
  • इससे देश मे बेरोजगारी के साथ-साथ गरीबी से मुक्ति मे सहायता मिलेगी।
  • भारत की आर्थिक स्थिति काफी मजबूत हो सकेगी।
  • आत्मनिर्भर बनने के साथ भारत चीजों का भंड़ारण काफी अधिक कर सकता है।
  • देश आगे चलकर अन्य देशों से आयात कम और निर्यात ज्यादा कर सकेगा।
  • आपदा की स्थिति मे भारत बाहरी देशों से मदद की मांग कम होगी।
  • देश मे स्वदेशी वस्तुओं का निर्माण कर देश की तरक्की को शीर्ष तक ले जाने मे सहायता मिलेगी।

आत्मनिर्भर भारत बनने के महत्वपूर्ण बातें

आत्मनिर्भर भारत की घोषणा के तहत भारत के प्रधानमंत्री ने आत्मनिर्भरता के लिए पांच महत्वपूर्ण चीजे बाताई है।

  • इंटेंट यानी इरादा करना।
  • इन्क्लूजन या समावेश करना।
  • निवेश या इन्वेस्टमेन्ट करना।
  • इन्फ्रास्ट्रक्चर यानी सार्वजनिक ढ़ाचे को मजबूत करना।
  • नयी चीजों का खोज करना।

आत्मनिर्भर भारत बनने का अवसर

सारे विश्व के साथ-साथ भारत भी कोरोना की माहामारी के दौर से गुजर रहा है, इसलिए इसके साथ ही भारत को आत्मनिर्भर बनने का अवसर भी प्राप्त हुआ है। इस महामारी के दौरान कुछ हद तक हमने आत्मनिर्भर भारत के सपने को साकार किया है और बिना अन्य देश की मदद से इस महामारी से लड़ने के लिए हमने देश मे ही चीजों का निर्माण करना शुरु कर दिया है।

जहां हमने पीपीई किट, वेन्टिलेटर, सेनेटाइजर और के.एन.-95 मास्क का निर्माण अपने देश मे ही शुरु कर दिया है। पहले यही चीजे हमे विदेशों से मंगानी पड़ती थी। इन सभी चीजों का निर्माण भारत मे करना ही आत्मनिर्भर भारत की ओर बढ़ने का पहला कदम है। इनके उत्पादन से हमे अन्य देशों की मदद भी नही लेनी पड़ रही है, और भारत आत्मनिर्भरता की ओर आगे कदम बढ़ा रहा है।

आत्मनिर्भरता की ओर भारत ने पीपीई किट, वैन्टिलेटर इत्यादि चीजों को बनाकर आत्मनिर्भरता की ओर  अपना पहला कदम बढ़ा दिया है और हमे भी इसमे अपना योगदान देकर आत्मनिर्भर भारत के सपने को साकार करना होगा। हमे ज्यादा से ज्यादा स्वदेशी वस्तुओं का उपयोग करने की आवश्यकता है। जिससे कि हम अपने देश को आत्मनिर्भर और अपने राष्ट्र को आगे बढ़ाने मे अपना योगदान कर सके।

पूरी दुनिया में भारतीय संस्कृति काफी प्राचीन है। अगर हम भारतीय संस्कृति पर नजर डाले तो वह हमें यह बताती है कि किसी भी परिस्थिति में भारतीय प्रजा आत्मनिर्भर रही है। आत्मनिर्भर का शाब्दिक अर्थ होता है, अपने खुद के पैरों पर खड़ा रहना, अपने आप पर निर्भर रहना, छोटी-छोटी चीज़ों के लिए किसी दूसरे पर अवलंबित नहीं रहना। आत्मनिर्भरता यानि कि खुद के हुन्नर से खुद का विकास करना। फिर चाहे हुन्नर छोटा हो या बड़ा। यही बात हमारे राष्ट्र निर्माण में भी काफी मददगार साबित होगी।

हर व्यक्ति के लिए आत्मनिर्भर ही सबसे बड़ा और अच्छा गुण होता है। इसके साथ ही यह गुण उसके लिए बड़ा सहारा भी बनता है। यदि व्यक्ति आत्मनिर्भर रहेगा तो उसको किसी दूसरे की बहुत ही कम जरूरत पड़ेगी और वह खुद बड़ी से बड़ी मुश्किल का आसानी से मुकाबला कर सकता है। आत्मनिर्भर होना जितना जरूर व्यक्ति के लिए है उतना ही जरूर एक देश के विकास के लिए भी है।

आत्मनिर्भर भारत

  • देश में उद्योगों में बढ़ोतरी होगी।
  • देश का हर युवा सफल, सक्षम होगा और साथ ही उसके पास रोजगार होगा।
  • बेरोजगारी के साथ साथ गरीबी से भी मुक्त होगा।
  • देश के पास अधिक पैसा होगा और उसकी आर्थिक व्यवस्था मजबूत होगी।
  • आयात की जगह पर निर्यात बढ़ेगा, जिससे विदेशी मुद्रा का प्राप्त भंडार होगा।
  • किसी भी प्राकृतिक आपदा के समय देश में खाद्यान की मांग बढ़ जाती है, यदि देश आत्मनिर्भर होगा तो उसको किसी दूसरे देश पर निर्भर रहने की जरूरत नहीं होगी।

आत्मनिर्भरता का अवसर

जैसा की हम सभी जानते ही है, अभी हमारा देश कोरोना वायरस जैसी भयानक महामारी से गुजर रहा है। इस संकट ने हमारे देश को आत्मनिर्भर बनने का अवसर दे दिया है। इस भयानक महामारी में हमने सिद्ध कर दिया है कि चाहे हमारे देश में कैसी भी विकट परिस्थिति आ जाये, हम देश के साथ है। देश को किसी दूसरे देश पर आश्रित नहीं होने देंगे।

हम अभी तक कोरोना जैसी महामारी से लड़ने के लिए देश में पीपीई किट, वेंटिलेटर और सैनिटाइज़र आदि जैसे चीजों का उत्पादन कर चुके है। हमारे देश भारत में किसी भी संसाधन की कोई कमी नहीं है। पहले हमारे देश में पीपीई किट, वेंटिलेटर और सैनिटाइज़र आदि का बहुत ही कम मात्रा में उत्पादन होता था। लेकिन ऐसी भयानक स्थिति में खुद पर निर्भर होने बहुत ही बड़ा उदारहण हमने अन्य देशों को दिया है।

इनका स्वयं उत्पादन करना आत्मनिर्भर भारत की ओर एक अहम और पहला कदम है और यह सफल भी हुआ है। इससे हमारा देश दूसरे देशों की नजरों में और भी ऊँचा हो गया है।

दूसरों पर निर्भर होने के नुकसान

यदि हमारा देश किसी दूसरे देश पर किसी संसाधन को लेकर निर्भर है तो हमें भी उस देश के अनुरूप ही काम करना पड़ेगा और उस देश की हर वो शर्त को मानना पड़ेगा जो हमें चाहे नामंजूर ही क्यों ना हो। इससे दूसरे देशों की आर्थिक स्थिति मजबूत होती है। हमारे देश का पैसे दूसरे देशों के विकास में लगता है और हमारा देश कई गुना पीछे रह जाता है। हमारे देश में गरीबी, बेरोजगारी जैसी भयानक समस्या आ जाएगी।

हम यदि यह ठान लें कि हमें और हमारे देश को हर क्षेत्र में आत्मनिर्भर होना है तो हमारे देश को एक विकसित देश बनने से कोई रोक नहीं सकता है। जब हमारा देश पूरी तरह से आत्मनिर्भर हो जायेगा तो वह सही तरीके से स्वतंत्र होगा।

हमें हमारे देश को आत्मनिर्भर बनाने में हर संभव कोशिश करनी चाहिए और हर वो वस्तु उपयोग में लानी होगी जो देश में ही निर्मित हो। इससे हमारा देश आत्मनिर्भर होने के साथ ही आर्थिक रूप से मजबूत भी होगा और किसी दूसरे देश पर निर्भर रहने की जरूरत नहीं होगी।

आत्मनिर्भर होना एक युवा के साथ साथ एक देश और राज्य के लिए भी होना बहुत ही जरूरी है। क्योंकि जब देश आत्मनिर्भर होगा तो वह हमेशा ही अपने विकास के रास्ते पर नये कदम लेता रहेगा और उसे किसी भी अन्य पर निर्भर होने की आवश्यकता नहीं रहेगी।

आत्म निर्भर भारत

  • वर्तमान वैश्वीकरण के युग में आत्मनिर्भरता की परिभाषा में बदलाव आया है। आत्मनिर्भरता, आत्मकेंद्रित से अलग है। 
  • भारत ‘वसुधैव कुटुंबकम्‌’ की संकल्पना में विश्वास करता है। चूँकि भारत दुनिया का ही एक हिस्सा है, अतः भारत प्रगति करता है तो ऐसा करके वह दुनिया की प्रगति में भी योगदान देता है।
  • “आत्ममर्भर भारत” के निर्माण में वैश्वीकरण का बहिष्करण नहीं किया जाएगा अपितु दुनिया के विकास में मदद की जाएगी।

आत्म निर्भर भारत मिशन के चरण

मिशन को दो चरणों में लागू किया जाएगा:

इसमें चिकित्सा, वस्त्र, इलेक्ट्रॉनिक, प्लास्टिक, खिलौने जैसे क्षेत्रों को प्रोत्साहित किया जाएगा ताकि स्थानीय विनिर्माण और निर्यात को बढ़ावा दिया जा सके।

इस चरण में फर्नीचर, फूट वेयर और एयर कंडीशनर, पूंजीगत सामान तथा मशीनरी, मोबाइल एवं इलेक्ट्रॉनिक, रत्न एवं आभूषण, फार्मास्यूटिकल्स, टेक्सटाइल आदि शामिल हैं।

आत्मनिर्भर भारत के पाँच स्तंभ

आत्मनिर्भर भारत पाँच स्तंभों पर खड़ा होगा:

  • अर्थव्यवस्था- जो वृद्धिशील परिवर्तन के स्थान पर बड़ी उछाल पर आधारित हो।
  • अवसंरचना- ऐसी अवसंरचना जो आधुनिक भारत की पहचान बने।
  • प्रौद्योगिकी-  21वीं सदी प्रौद्योगिकी संचालित व्यवस्था पर आधारित प्रणाली।
  • गतिशील जनसांखि्यिकी- जो आत्मनिर्भर भारत के लिये ऊर्जा का स्रोत है।
  • मांग- भारत की मांग और आपूर्ति श्रृंखला की पूरी क्षमता का उपयोग किया जाना चाहिये।

आत्मनिर्भर भारत के लिये आर्थिक प्रोत्साहन

प्रधानमंत्री ने आत्मनिर्भर भारत निर्माण की दिशा में विशेष आर्थिक पैकेज की घोषणा की है। यह पैकेज कोविड-19 महामारी की दिशा में सरकार द्वारा की गई।

पूर्व घोषणाओं तथा RBI द्वारा लिये गए निर्णयों को मिलाकर 20 लाख करोड़ रुपये का है, जो भारत की “सकल घरेलू उत्पाद” (GDP) के लगभग 10% के बराबर है। पैकेज में भूमि, श्रम, तरलता और कानूनों पर ध्यान केंद्रित किया  जाएगा।

आर्थिक पैकेज का विश्लेषण

  • घोषित किया गया पैकेज वास्तविकता में घोषित मूल्य से बहुत कम माना जा रहा है। क्योंकि इसमें सरकार के ‘राजकोषीय’ पैकेज के हिस्से के रूप में RBI द्वारा पूर्व में की गई घोषणाओं को भी शामिल किया गया हैं।
  • सरकार द्वारा पैकेज के तहत घोषित प्रत्यक्ष उपायों में सब्सिडी, प्रत्यक्ष लाभ हस्तांतरण, वेतन का भुगतान आदि शमिल होते हैं। जिसका लाभ वास्तविक लाभार्थी को सीधे प्राप्त होता है। परंतु सरकार द्वारा की जाने वाली अप्रत्यक्ष सहायता जैसे ‘भारतीय रिजर्व बैंक’ के ऋण सुगमता उपायों का लाभ सीधे लाभार्थी तक नहीं पहुँच पाता है।
  • RBI द्वारा दी जाने वाली सहायता को बैंक ऋण देने के वजाय पुन: RBI के पास सुरक्षित रख सकते हैं। हाल ही में भारतीय बैंकों ने केंद्रीय बैंक में 8.5 लाख करोड़ रुपए जमा किये हैं।
  • इस प्रकार घोषित राशि GDP के 10% होने के बावजूद GDP के 5% से भी कम राशि प्रत्यक्ष रूप में लोगों तक पहुँचने होने की उम्मीद है।

तकनीकी हस्तक्षेप में वृद्धि

  • भारत में सार्वजनिक क्षेत्र की कंपनियों की स्थापना के माध्यम से दो मुख्य लक्ष्यों (औद्योगिक विकास और रोज़गार) को प्राप्त करने का प्रयास किया गया।
  • वर्तमान में वैश्वीकरण और प्रतिस्पर्द्धा के इस दौर में सरकारों को अपनी नीतियों में बदलाव करना होगा।
  • वर्तमान में कोविड-19 के कारण बदली हुई परिस्थितियों में अधिकांश कंपागियों में ‘ऑटोमेशन’ घर से काम करने और अनुबंधित कामगारों को अधिक प्राथमिकता देंगी।
  • ऐसे में आधुनिक तकनीकी प्रगति के अनुरूप कुशल श्रमिकों की मांग को पूरा करने और लोगों को रोज़गार उपलब्ध कराने हेतु कौशल विकास के कार्यक्रमों पर विशेष ध्यान देना होगा।

उत्पादन श्रृंखला में भागीदारी

  • औद्योगिक विकास के साथ-साथ ही उत्पादन के स्वरूप और कम्पनीयों/उद्योगों की कार्यशैली में बड़े बदलाव होंगे।
  • ऐसे में कृषि और अन्य क्षेत्रों को इन पाविर्तनों के अनुरूप तैयार कर औद्योगिक विकास के साथ-साथ ग्रामीण अर्थव्यवस्था में योगदान दिया जा सकता है।
  • उदाहरण के लिये विभिन्‍न प्रकार के कृषि उत्पादों की पैकेजिंग या उनसे बनने वाले अन्य उत्पादों के निर्माण हेतु स्थनीय स्तर पर छोटी औद्योगिक इकाइयों की स्थापना को बढ़ावा देकर औद्योगिक उत्पादन श्रृंखला में ग्रामीण क्षेत्रों की भागीदारी सुनिश्चित की जा सकती है।

आत्म निर्भर भारत के समक्ष संभावित चुनौतियां

लागत और गुणवत्ता.

वर्तमान में कई क्षेत्रों में भारतीय कम्पनियों को बहुत अधिक अनुभव नहीं है, ऐसे में लगत को कम-से-कम रखते हुए वैश्विक बाज़ार की प्रतिस्पर्धा में बने रहने के लिये उत्पादों और सेवाओं की गुणवत्ता बनाए रखना एक बड़ी चुनौती होगी।

आर्थिक समस्या

  • हाल ही में भारतीय औद्योगिक क्षेत्र में सक्रिय पूंजी और वित्तीय तरलता की चुनौती के मामलों में वृद्धि देखी गई थी, कोविड-19 की महामारी से औद्योगिक गतिविधियों के रुकने और बाज़ार में मांग कम होने से औद्योगिक क्षेत्र की समस्याओं में वृद्धि हुई है।
  • ऐसे में सरकार को औद्योगिक अर्थव्यवस्था को पुनः गति प्रदान करने के लिये विभिन्‍न श्रेणियों में लक्षित योजनाओं को बढ़ावा देना चाहिये।

आधारिक संरचना

विशेषज्ञों के अनुसार, चीन से निकलने वाली अधिकांश कम्पनियों के भारत में न आने का एक मुख्य कारण भारतीय औद्योगिक क्षेत्र (विशेष कर तकनीकी के संदर्भ में) में एक मज़बूत आधारिक ढांचे का अभाव है। पिछले कुछ वर्षों में भारतीय उत्पादक किसी-न-किसी रूप में आयात पर निर्भर रहें हैं।

वैश्विक मानक

सरकार द्वारा स्थानीय उत्पादकों और व्यवसायियों को दी जाने वाली सहायता मुक्त व्यापार समझौतों और “अंतर्राष्ट्रीय व्यापार संघ” (World Trade Organisation- WTO) के मानकों के अनुरूप ही जारी की जा सकती है।

निजी क्षेत्र को बढ़ावा

  • केंद्र सरकार की घोषणा के अनुसार, सरकार द्वारा प्रस्तावित नई नीति के तहत रणनीतिक क्षेत्रों के साथ ही सभी औद्योगिक क्षेत्रों को निजी क्षेत्र के लिये खोल दिया जाएगा।  
  • इस नई नीति के तहत ऐसे रणनीतिक क्षेत्रों की सूची जारी की जाएगी जहाँ निजी क्षेत्र की कंपनियों के साथ कम-से-कम एक सार्वजनिक क्षेत्र की कंपनी/उपक्रम  (Public Sector Undertakings- PSUs) की उपस्थिति आवश्यक होगी।
  • सरकार की योजना के तहत अन्य सभी क्षेत्रों में व्यवहारिकता के आधार पर सार्वजनिक क्षेत्र की कंपनियों के निजीकरण को बढ़ावा दिया जाएगा।
  • प्रस्तावित योजना के तहत सामान्यतः रणनीतिक क्षेत्रों में PSUs की अधिकतम संख्या चार ही होगी बाकी अन्य कंपनियों के लिये निजीकरण, विलय आदि के विकल्प खुले होंगे।
  • वित्तीय वर्ष 2019-20 के बजट में भी केंद्रीय वित्तमंत्री ने गैर-वित्तीय सार्वजनिक कंपनियों में अपनी हिस्सेदारी को 51% से कम करने की बात कही थी।

शिक्षा क्षेत्र से जुड़ी योजनाएँ

  • COVID-19 और लॉकडाउन के कारण हो रहे अकादमिक नुकसान को देखते हुए केंद्र सरकार द्वारा ‘पीएम ई-विद्या’ (PM e-Vidya) योजना की घोषणा की जाएगी।
  • इस योजना के तहत छात्रों को विभिन्न माध्यमों के जरिये शैक्षिक सामग्री उपलब्ध कराई जाएगी, साथ ही कक्षा 1 से 12 के लिये अलग-अलग टीवी चैनलों की शुरुआत भी की जाएगी।
  • इससे पहले केंद्र सरकार ने इस माह के अंत तक देश में शीर्ष के 100 विश्वविद्यालयों के द्वारा ऑनलाइन कक्षाओं को चालू किये जाने की योजना की घोषणा की थी।

COVID-19 के कारण उपजी हुई परिस्थितियों के बाद देश के नागरिकों का सशक्तीकरण करने की आवश्यकता है ताकि वे देश से जुड़ी समस्याओं का समाधान कर सके तथा बेहतर भारत का निर्माण करने में अपना योगदान दे सके। आत्मनिर्भर भारत अभियान के समक्ष अनेक चुनौतियों के होने के बावजूद, भारत को औद्योगिक क्षेत्र में मज़बूती के लिये उन उद्यमों में निवेश करने की आवश्यकता है जिनमें भारत के वैश्विक ताकत के रूप में उभरने की संभावना है।

इस दिशा में कार्य करते हुए सरकार ने ‘आत्मनिर्भर भारत अभियान’ के अंतर्गत 20 लाख करोड़ रुपए के विशेष आर्थिक और व्यापक पैकेज की घोषणा की है। आत्मनिर्भर राहत पैकेज़ के माध्यम से न केवल सूक्ष्म, लघु एवं मध्यम उद्यमों (Micro, Small and Medium Enterprises-MSMEs) क्षेत्र में सुधारों की घोषणा की गई, अपितु इसमें दीर्घकालिक सुधारों, जिनमें कोयला और खनन क्षेत्र जैसे क्षेत्र शामिल हैं।
