Program in criminal justice policy and management.

P.I.: Christopher Stone. The Program in Criminal Justice Policy and Management aims to enable governments to fulfill their obligations to ensure public safety and justice. We do this through research, course instruction and curriculum development, and maintaining long-lasting partnerships with practitioners and other scholars. The Program in Criminal Justice takes a sector-wide view of criminal justice, focusing on the policies and management of multiple institutions whose work contributes to safety and justice, rather than specializing on issues of policing, courts, or corrections. By examining multiple institutions at once, the program takes a broad view of several issues that affect the entire justice and safety sector, such as transparency, legitimacy, protection of human rights, and cost-effectiveness. The Program also takes an international, comparative approach to questions of safety and justice. This includes research to expand the range of empirical indicators available to facilitate comparisons among countries, particularly comparisons that cut across legal traditions and levels of economic development.

Aligning Courses and Practice

Harvard Law School offers more courses and seminars than any other law school in the world. This is a tremendous resource, but the large numbers of courses, across a huge range of topics and approaches, also can be daunting. The faculty encourages J.D. students to build on the foundation of the first year with both sufficient focus to pursue deep knowledge and with sufficient curiosity to explore a broad array of ideas about and approaches to law. Pursue your own passions, and also think about how to take advantage of opportunities for advanced work, clinical work, fellowships, and courses elsewhere in the university.

To guide you in pursuing deepening knowledge and progression as you move through the three years of law school and to create a tool for better coordination and collaboration between faculty members, the faculty has developed “programs of study.” Students do not sign up for any program; nor should any student feel compelled to adhere to one. Instead, the programs of study reflect the best advice from faculty about how to approach particular subjects and potential careers.

Current Programs of Study

The programs of study listed here include suggestions about how you can navigate our extensive course offerings with a sense of their relationship to different avenues of study. The programs provide opportunities to move progressively through more advanced work before graduation. Faculty are encouraged to think through the best ways of offering and combining courses as they plan their own teaching programs. J.D. and L.L.M. students then get a picture of how different courses and seminars can relate to the work of practicing lawyers and academics, and how clinical work, summer opportunities, and fellowships also enhance your learning and development.

Beyond any specific program of study, the faculty advises all students to take courses offering exposure to a variety of topics and methodologies. The faculty has long recommended that students consider taking at least one course that offers a particular perspective on the legal system or a distinct way of thinking about law. We continue to recommend such courses, whether in legal history, comparative law, law and economics, and jurisprudence and legal theory.

The Program in Criminal Justice Policy and Management seeks to promote sound policy and effective management in the pursuit of safety for all individuals, families, and communities, and in the administration of justice, rooted in principles of proportionality, parsimony, citizenship, and social and racial equity.

We do this through action research, course instruction, and curriculum development, and by maintaining long-lasting partnerships with practitioners, community members, activists, and other scholars. We organize Executive Sessions—intensive conversations among leading practitioners and scholars in a specific field that span several years, punctuated by research, practical experimentation, and collaborative publications.

Established in 1980 by the Daniel and Florence V. Guggenheim Foundation, the Program in Criminal Justice Policy and Management has had a continuing commitment to include practitioners in its work to:

  • Devise situations in which the researchers learn from the practitioners and the practitioners learn from both the researchers and each other;
  • Synthesize and extract the best ideas;
  • Work to put these ideas into good currency

Integrating theory with practice and academicians with practitioners—through research, Executive Sessions , teaching, writing, and publishing—the Program in Criminal Justice has attempted to challenge conventional wisdom in various domains of criminal justice policy.

Harvard Graduate School of Education Dean Bridget Terry Long has announced that Howard Gardner will address the graduating class at its 2024 Convocation ceremony on May 22.

Gardner, a self-described Harvard “lifer,” is a pioneer in education best known for his theory of multiple intelligences, a critique of the notion that there exists but a single human intelligence that can be assessed by standard psychometric instruments. His decades of work in academic theory and public policy have made him an essential voice in the fields of education and psychology, shifting the very nature of how we teach and learn.

“For many years, Howard Gardner has been an insightful voice in the field of education and a proud member of the HGSE community. His scholarly contributions are immense — from the theory of multiple intelligences to the Good Project and his long service as co-director of Project Zero,” says Long. “But it is his unending curiosity and generosity that stand out for me, and I cannot think of a better person to instill a message of hope, good work, and civic participation to our next generation of educators and leaders.”

Gardner received his Ph.D. from Harvard University in 1971. A founding member of Harvard’s Project Zero, Gardner served as co-director for 18 years and is now a member of its steering committee. In 1981, Gardner received a MacArthur Prize Fellowship as well as a fellowship from the John S. Guggenheim Memorial Foundation in 2000.

The author of more than 30 books translated into 32 languages, Gardner has written several hundred articles over his lengthy career. Most notably his book, Frames Of Mind: The Theory Of Multiple Intelligences , was published in 1983 and revolutionized the worlds of both education and psychology. Gardner’s intellectual memoir, A Synthesizing Mind , was published in 2020.

Since the mid-1990s, he has directed The Good Project, founded in collaboration with psychologists Mihaly Csikszentmihalyi and William Damon. A group of initiatives, The Good Project is designed to understand the nature of various “goods” and promote their realization, helping individuals reflect upon the ethical dilemmas of everyday life and giving them the tools to make thoughtful decisions.

Gardner, now retired from teaching, continues to research and write and still plays an active role on HGSE’s campus, calling it his “home away from home.” He praised the students he will now address as they receive their degrees later this spring.

“HGSE students are very special: they have a combination of dedication, idealism and service that makes them stand out at the university,” says Gardner. “They belong to one of the most important and distinguished professions in the world and also one that must constantly monitor changes in the broader society.”

Gardner has received honorary degrees from 31 colleges and universities throughout his career, but says commencement at the Ed School holds a distinct place in his heart.

“Commencement at every school is special but for me HGSE commencement is unique,” Gardner says. “The setting is lovely, the families are there in full force – including grandparents and infants – and those about to get their degrees have learned to change the world. And many of them will, for the better.”

Wander through the Student Center at Harvard Griffin GSAS in the evening at this time of year and you’ll likely hear voices raised in song, piano notes fluttering up and down, and the steady, insistent beat of percussion. These are the sounds of Harvard Griffin GSAS students composing, rehearsing, and preparing for their end-of-term concerts—including this month’s Sounds of Spring musical showcase that brought together the Student Center’s choir , jazz , and world music collective ensembles. Along with the orchestra , these groups are each managed by one of the Center’s four music fellows who work together and individually to connect students through the music they love. 

Raising Her Voice

As a new student at Harvard Griffin GSAS, Eboni Monae Arnold attended the Student Center Open House Party event at the start of the academic year where she and her friends impressed during the karaoke sing-along. “It really inspired others to sing too, and I loved seeing the smiles on the other students' faces,” she says. A PhD candidate in biological and biomedical sciences who spends most of her time at Harvard’s Longwood Campus, Arnold wanted to learn more about Cambridge and graduate student events, so she decided to become a fellow. 

This year, Arnold revived the once-dormant Student Center Choir holding rehearsals and also organizing events like the recent Lunch and Learn with Jan Iyer, PhD ’20 , who studies the science of hearing and its connection to music. “I’m thrilled to help create spaces where students can come together,” she says, “especially the Sounds of Spring event.”

Swing Along

Arnold’s showcase collaborator, Student Center Jazz Fellow Rachel Savage, grew up in Dakar and Senegal and then lived in Oregon and on the East Coast. A PhD candidate in cellular and molecular biology, Savage is a pianist who brings her passion for music, composing, and performing to the jazz ensemble’s jam sessions, rehearsals, and performances. "I got into jazz when I found an old Billie Holiday record, and since then have never stopped listening and playing,” she says. "If I could make a Faustian bargain to play like any pianist, I'd choose my hero, Hampton Hawes."

Savage invites Harvard Griffin GSAS students to take a break from academic work and join the relaxed, fun, and collaborative rehearsals. With several different ensembles, the jazz group offers musicians of all levels the opportunity to play and improvise.

A World of Music

Like Eboni Monae Arnold, World Music Collective Fellow Ethan Cowan resurrected a group that had fallen off during the pandemic years. “The World Music Collective brings together students interested in exploring music beyond the Euro-American tradition through rearranging, composing, and performing music that draws on various national, regional, and local music cultures,” he says. “Students are invited to bring songs, sounds, and instruments they love to the group, often teaching them to fellow students.” 

The World Music Collective learns 8-10 songs each term and has performed pieces from countries such as Italy, Russia, Pakistan, India, Burkina Faso, Puerto Rico, China, and Ireland. A master’s student at Harvard Divinity School, Cowan himself plays and teaches several different instruments and says his favorite experience as a fellow so far was teaching another student to play the accordion. 

Diversifying the Classics

Preparing for its upcoming spring concert on May 5 , the Student Center Orchestra will soon fill Harvard’s Paine Hall with the sounds of an ambitious music program. Comprised of a mix of students from Harvard Griffin GSAS, the wider University, and the Cambridge community, the orchestra holds tryouts, rehearses weekly, and holds two concerts a year. The group also performs at the annual Winter Ball hosted by the Student Center social fellows. 

Conducted and stewarded by Leo Sarbanes, a PhD candidate in music, the group plays engaging and accessible works from underheard artists like the African American composer William Grant Still. “It was a pleasure to host a William Grant Still Listening Party during Black History Month and introduce students to this underappreciated genius,” Sarbanes says. “It was a chance to create a welcoming space where students could explore unfamiliar music in an intellectually curious environment.”

UTM or Universal Transverse Mercator coordinate system divides the Earth’s surface into 60 longitudinal zones. The coordinates of a location within each zone are defined as a planar coordinate pair related to the intersection of the equator and the zone’s central meridian, and measured in meters.

Elevation above sea level is a measure of a geographic location’s height. We are using the global digital elevation model GTOPO30 .
