The doctoral program in disaster science and management approaches disasters and emergencies from an interdisciplinary point of view. The program emphasizes theories, research methodologies, and policies related to emergency preparedness, mitigation, management, and response.

Many of our doctoral students engage in projects and research with the world-renowned Disaster Research Center .

The program requires 42 credits of graduate-level coursework beyond the masters degree including:

  • 6 credits of quantitative and qualitative methods classes
  • 3 credits of seminar (DISA 680)
  • 9 credits of dissertation

Ph.D. students complete a Ph.D. qualifier exam and defend their dissertation proposal.

Students are expected to choose a thematic area such as one of the following:

  • Organizations, management, and leadership focus on management and leadership in all phases of a disaster. Includes knowledge of institutional structures and tools to support decision making.
  • Built and natural environment, and society focus on the interfaces among the three infrastructures (built, natural and social) with an emphasis on the opportunities to control, influence, accommodate, and understand changes and needs during and after catastrophic events.
  • Vulnerability and resilience focus on how systems are impacted by and respond to catastrophic events. Includes how systems can be modified or adapted to reduce vulnerability and improve resilience.
  • Policy and planning focus on response to disasters including continuity of operations.
  • Simulation and modeling focus on decision support tools and the modeling of impacts to support disaster planning, mitigation, response, and recovery.
  • Health systems leadership: public health disaster planning and response focus on the role of health professionals and systems in planning for and responding to disasters.

**Students must apply to The School of Public Policy, who manages the Ph.D. degree. Emergency and Disaster Health Systems coordinates the specialty studies and advises students for the required EDHS courses in their chosen specialization**

In collaboration with the School of Public Policy, Emergency and Disaster Health System students can now earn a Ph.D. degree with a specialty study in either Emergency Health or Emergency Management. This collaborative degree allows students to have a specialized study in Emergency and Disaster Health Systems while earning their Ph.D. in Public Policy.

Potential candidates must apply to the School of Public Policy but will be co-advised and mentored by faculty from the Graduate Program in the Department of Emergency and Disaster Health Systems. The School of Public Policy admits both full and part-time students. Classes are held once a week, in-person, at either 4:30 pm or 7:10 pm, allowing students who work full time to enroll in the program. All Emergency and Disaster Health Systems courses are available in either hybrid and fully online formats.

This specialized area of study is for the professional specializing in public health, disaster care, and emergency management. There are two pathways: Emergency Health , and Emergency Management .

The Emergency Health pathway includes courses in disaster health, catastrophes, and systems design. The Emergency Management pathway includes courses in disaster mitigation, catastrophe preparation and response, and strategic planning and if so desired, students can be concurrently enrolled in the EDHS Emergency Management Graduate Certificate . The Ph.D. curriculum for a student without a relevant master’s degree requires 48 hours of pre-dissertation coursework and 18 hours of dissertation research. The curriculum is divided into core courses, disciplinary foundation courses, and courses in an Emergency Services concentration. Students with an EDHS master’s degree will have fewer course requirements to complete.

Ph.D. Examinations

In addition to examinations in particular courses, Ph.D. students must pass a comprehensive exam and a field exam. Students should consult with their advisor before signing up to take the comprehensive or field exam.

Doctoral Dissertation

All Ph.D. candidates must register for a minimum of 18 semester hours of doctoral dissertation research, PUBL 899. Guidelines for writing and defending dissertations are available on the Public Policy Graduate Student Group site. Copies of proposals and dissertations are available for inspection in the Graduate Student Reading Room.

PURPOSES OF A Ph.D. LEVEL PROGRAM

This program is for the professional specializing in emergency public health, emergency management, or management of emergency health care systems, wanting to further their education or career potential. The curriculum is designed to provide graduate-level training and education to health care providers, researchers, educators, policymakers, and administrators.

Skilled professionals in this field have contributed to highly impactful innovations like methods of earlier prediction, resilient infrastructure, and effective response systems.

Emergency management is a broad term often used to describe the coordination and management of resources and responsibilities in response to an emergency. Some of these responsibilities might include gathering, managing, or analyzing data to make informed decisions about preparedness or recovery.

While part of this skill is reactive to the emergency at hand, its main objective is to become proactive using data from previous disasters. This data informs future emergency preparedness plans and effective recovery protocol. Prospective emergency managers, directors, and public information officers need this skill to effectively manage teams and make high-stakes decisions that affect the communities they serve.

2. Emergency Preparedness

Much like emergency management, emergency or disaster preparedness focuses on proactively preparing for various disasters. Emergency management professionals must have experience in creating effective emergency plans for a variety of threats. This skill has become essential to the field as a result of communities slowly creating infrastructures and processes to ensure safety.

According to a survey conducted by FEMA, about 68 percent of those surveyed have taken basic measures to prepare for a possible natural disaster, and that number is growing slowly. One major cause for this gradual rise in individual emergency preparedness is the fact that only 68 percent of people feel they are financially prepared for an emergency (i.e., homeowners insurance, flood insurance, renters insurance). Communities that are more susceptible to this disparity need the support of emergency management professionals with well-developed preparedness skills.

3. Emergency Response

Emergency management professionals need an ability to respond to disasters or challenging events as quickly and effectively as possible. Longer response times are often the cause of increased or permanent damages, more fatalities, and distress and confusion among the communities affected.

COVID-19 is an excellent example of why this skill is essential to most disasters or emergency events. Many mistakes made in responding to the pandemic in the first few weeks caused widespread fear and doubt in the systems intended to mitigate the catastrophic impact this virus had on several vulnerable communities.

4. Incident Command System (ICS)

Businesses aren’t immune to the damaging effects of ineffective emergency management. As a result, many companies have emergency response teams that interface with public emergency services to try and mitigate the impact of disruptions in their operations. This is accomplished through organized communications and coordination through incident command systems (ICS). These systems standardize the command, control, and coordination of emergency response.

A great example of this is in the utilities industry, specifically electricity. Utility company operations are directly affected by natural disasters such as hurricanes and blizzards. When thousands of customers lose power, utility companies are expected to respond effectively and efficiently alongside government and support groups. ICS provides a common hierarchy, leading responders from different sources to achieve a common goal. Professionals who want to work in the private sector should consider developing this highly specialized skill in emergency management to ensure they understand the structure and terminology of business response plans.

5. National Incident Management Systems (NIMS)

The National Incident Management System (NIMS) is a lot like incident management systems in that it’s meant to standardize emergency response. NIMS is slightly different, however, in that it focuses on guiding all levels of government, nongovernmental, and private sector organizations to prevent, protect against, respond to, and recover from emergencies. The main goal of this system is to provide shared terminology, systems, and processes to ensure effective emergency response and preparedness . 7. Planning

Emergency management professionals need to be excellent planners. Planning is an integral part of several job responsibilities and required skills previously mentioned. Is the degree program practice-oriented or theory-oriented?

Our faculty focus on skills that are grounded in proven health administration research. The courses are designed to teach skills for the workplace. The seminars and capstone are industry-focused. In addition, the seminar can be taken across cohorts that provide students with professional networking opportunities.

What is the difference between a Master of Health Administration (MHA), a Master of Public Health (MPH) and a Master of Business Administration (MBA)?

The Master of Health Administration degree focuses on skills in leadership, management and operations specific to healthcare systems, such as hospitals and clinics. An MHA prepares you to navigate these systems with knowledge of a broad range of healthcare-specific management, including accounting/finance, marketing, management, law, policy, operations and quality assurance.

A Master of Business Administration improves your business acumen in a broad range of industries. MBA skills transfer into anything from startups to Fortune 500 companies. Profit-driven industries benefit from the business knowledge people with their MBAs possess.

A Master of Public Health is specific to those who want to focus on work that improves the health of entire communities and populations. This includes an understanding of social and behavioral science, environmental health, biostatistics, epidemiology and health policy.

All three degrees help you move into leadership and management positions; however, the MHA and MPH are designed for those looking to become leaders within the health field. Those who earn their MBA can often work in industries that support healthcare but are not necessarily employed by the health systems directly.

How do online classes work? Do I have to be at my computer at a specific time?

As a Purdue student, you will be taking classes in an online environment. Instructors provide materials, lectures, tests and assignments that can be accessed at any time. Your lectures are not time-restricted, meaning you don’t need to be logged in to view your course materials at a specific time. However, all your course activities, assignments and exams must be completed by their due dates. You will need to view course lectures regularly to keep current.

How much time should I plan to spend on the program each week?

Students should expect a time commitment of approximately 15 hours per week.

How will I be graded?

Students are graded based on their performance in class. The courses we offer online will have various methods for grading depending on the specific requirements for a given class. Graduate Certificate in Emergency Management Curriculum

The Graduate Certificate in Emergency Management curriculum is 100% online and the flexible format is designed to fit into the lives of working professionals. All courses are graduate level and taught in eight-week terms (two terms per semester). The Graduate Certificate in Emergency Management is two semesters in length (~ eight months). However, to accelerate earning your certificate, you may complete the program in four to six months by taking more than one course each eight-week term. There are six start times per year.

Emergency Management Courses

Hca 765: communication for healthcare leaders (credits: 3).

Students in the course will examine concepts, theories, and best practices for communicating in the professional workplace. The goal of this course is to refine they are written, oral and visual communication. Participants in this course will develop strategies to create meaningful communication for a vast audience. Students will enhance their skills in natural and scholarly writing, oral presentation, and visual demonstrations.

GPH 722: Introduction to Environment Health (Credits: 3)

This course is designed to provide students with an introduction to the field of environmental health in a public health context. This course will emphasize the exposure risks, health effects, evaluation, and control of hazards including infectious agents, toxic chemicals, air pollutants, and ionizing radiation. Public health applications are incorporated through a comprehensive key assessment project.

HCA 630: Healthcare Law & Ethics (Credits: 3)

This course explores the range of legal and ethical issues facing healthcare administrators and providers. Students will gain expertise analyzing legal and ethical dimensions of healthcare from administrative, clinical, and organizational perspectives. Current issues, as well as perennial conflicts in healthcare law and ethics, will provide real-world case studies for students to research and debate. Throughout the course, students will gain practice integrating core healthcare law and ethics concepts and practices into their leadership approaches to ensuring excellent patient care.

HCA 705: Emergency Management (Credits: 3)

A hurricane is an amazing meteorological phenomenon… until it becomes a disaster by coming in contact with humans. From an overturned tractor-trailer full of milk to a global pandemic, the philosophy of “proper prior planning prevents pathetically poor performance” applies. And that’s what emergency management does. Emergency managers and emergency management agencies are tasked with making sure that no matter what life throws at society, society is ready to respond. This course provides an introduction to the principles and practices of emergency management based on the structure developed by the Federal Emergency Management Agency. Using a combination of readings, didactics, discussions, and participating in an interactive scenario, emergency management principles of preparedness, response, recovery, and mitigation will be explored. Students will also complete FEMA training and be certified in several FEMA competencies that prepare you for work in emergency management.

Stacking Credits Students who successfully complete this graduate certificate can “stack” earned credits into UNE’s 100% online Master of Healthcare Administration (MHA) degree program. This can be done immediately or within several years after completion of the graduate certificate. Speak with an enrollment counselor for more information.

Transfer Credit Policy Upon acceptance, students may apply to transfer up to one, 3-credit course into the Emergency Management program. In order to be considered for transfer, the course must be classified as graduate level, have been taken within five years of application, completed with a grade of “B” or better, and be equivalent to one of the required program courses or an elective course that meets the goals of the student’s education. How many terms do you offer a year?

The online Healthcare Administration programs offers six terms of enrollment per year. Each term consists of two 8-week sessions. Students are eligible to take more than one course per session for accelerated learning.

What is considered a full-time student?

Students taking one course per 8-week session are considered full time students, and eligible to receive financial aid.

Are campus visits required to complete the program?

No. The Graduate Certificate in Emergency Management program is completed 100% online in an asynchronous format with no campus visits required. Students are welcome to visit campus and we offer all on-campus resources to online students.

Students must successfully complete 12 credit hours in order to earn the Graduate Certificate in Emergency Management, which includes completion of the capstone project. How long does it take to complete the Graduate Certificate in Emergency Management program? The flexibility of our program allows you to complete your degree in as little as 18 months. How would you describe typical class assignments?

We design the online classroom experience to suit the demanding schedule of full-time professionals. And recommend students log in to courses 3-5 times per week. How many hours should a student reserve for each class weekly?

WNEP-TV features emergency management initiative

Pennsylvania College of Technology's emergency management & homeland security major and its outreach to assist people with disabilities and emergency responders in Lycoming County was featured in a report on WNEP-TV Wednesday evening. 

WNEP-TV's Mackenzie Aucker interviewed Kayla Webb, a senior in the major, and Penn College instructor David E. Bjorkman, to learn about their collaboration with Roads to Freedom Center for Independent Living and the Lycoming County Emergency Management Agency. The organizations have teamed up to create a Functional and Access Needs Survey, offering residents the opportunity to self identify any special needs that can advise first responders before arriving at an emergency call.

Webb has been developing the survey as part of her internship with Roads to Freedom, a local nonprofit organization providing resources to empower individuals with disabilities. The confidential survey is active, and once data is collected, it will be mapped into a geographic information system platform to support the Lycoming County 911 Center and EMA.

The broadcast Wednesday also featured Jon W. Mackey, a 2023 emergency management & homeland security graduate who is Lycoming County's emergency management planning specialist.
