Our faculty studies HR from theoretical perspectives based in economics, psychology, sociology, and management using both quantitative and qualitative research methods. Human resource development PhD

Become an expert in developing individuals and organizations to unleash productivity. This Human Resource Development (HRD) track program prepares you to conduct research and provide sophisticated consultation into how workers acquire new knowledge and skills, relate to one another in complex social environments, and transition to management and leadership positions. You will learn how to see HRD theories and practices in larger economic, social, and political contexts, and you will be able to chart organizational paths for growth in those contexts.  

Your contributions to research will help organizations and systems all over the world better understand ways in which to create fair and equitable environments for their workforces, design programs that support workers and prevent burnout, and promote professional growth and satisfaction in employees.

Doctoral students in Human Resource Development gain the capacity to:

  • Teach leadership, adult education, and human resource development courses.
  • Serve as training and development consultants on program design and implementation.

Thesis credits (24 credits)

All Ph.D. students are required to register for 24 semester thesis credits after completing the preliminary oral exam. The 24 credits must be taken over two or more terms.

  • OLPD 8888—Thesis Credits: Doctoral

Additional Research Courses (9 credits)

In addition to the research/methodology courses mentioned in the department core the following are required for students in the HRD track.

  • 3 cr statistics course selected in consultation with advisor
  • OLPD 8603— The Capstone Research Experience (6 cr.). This course is offered every other year. When it is offered take six credits over two semesters, three credits to be taken in fall semester and three credits to be taken in spring semester. Is usually taken during the second year or third year if the student is full-time.

Additional coursework (14 credits minimum)

Minimum of 14 credits required. These credits can be used to meet the requirement that a minimum of 12 credits be taken outside the HRD track or for a minor. Courses not specifically listed should have advisor approval.

How to apply

Admission deadline.

December 1 for a Fall semester start. Fall semester start only.

Applicants may only apply to one OLPD track.

Applications are not complete until ALL required materials and fees have been received. If anything is missing, your application may not be considered until the next review date the following year. It is strongly recommended to apply at least two weeks before any submission deadlines.

Applications are processed by the Graduate School. A decision for admission notice will be emailed to you once your application is carefully reviewed by the department's admission committee and your transcripts and any credentials (test reports, diploma copies, etc.) are authenticated by Graduate School officials.

Readmission

If a graduate student in an OLPD program has become inactive they must follow the readmission procedures .

Whether you seek reactivation after accidentally being discontinued this term or want to return after a long absence these are the steps needed to re-apply.

  • Complete the proper online readmission application . If you have been away from the program less than five years use the Express Readmission Application and email it to [email protected] . All others must submit the Online Application for Readmission  
  • Once received, the department will forward your application to the appropriate admissions committee. Readmission decisions are normally determined by the program’s admissions committee, not any one individual faculty member. Readmission is never guaranteed. Decisions for readmission are based on a review of previous progress toward degree completion, the proposed timeline for completion, the availability of faculty resources, and/or any additional application materials they may request from you. Individual programs/tracks reserve the right to readmit students under the current graduate program requirements, rules, and guidelines. They may also request an applicant to provide additional information prior to making a decision.  
  • Once the committee makes their recommendation, the department’s DGS will sign off on the decision and forward the result to the central Graduate Admissions Office for processing. Once processed, you will be notified of the decision.

Individual department programs and tracks reserve the right to require readmitted students to retake coursework if they deem it appropriate. Readmitted students are also required to abide by current time-to-degree policies as determined by the University, which may differ from the policy in place when they first started the degree program.

Individuals seeking readmission to the Ph.D., Ed.D., and M.A. program tracks in the former EDPA, WHRE, and WCFE majors can only reapply to the appropriate program track under the Organizational Leadership, Policy, and Development (OLPD) major name.

Residency 1

This course serves as an introduction to the PhD program. Students will receive an overview of the program, as well as an introduction to faculty and staff. Tutorials are provided for software that is used in the program. Students will be introduced to coursework for PCAP 712 and PCAP 720. Pre-Req: Acceptance into PHD program

Learning Module 1

This course focuses on strategically aligning the management of human-derived capital with organizational objectives. The course will introduce a broad spectrum of topics concerning, human, intellectual, structural, social, and psychological capital. Emphasis will be given to the role and management of organizational knowledge and how such knowledge works in service to the organizational mission.

This course focuses on human capital productivity, Internal and external factors that Impact productivity, data gathering that Informs human capital management. Students will learn to align learning programs and other human capital initiatives with associated business problems, therefore creating an actionable business plan for learning. The Culminating Project for Module 1 is Completion of a written Business Plan for Learning. Pre-req: Acceptance into PHD or Module 1 Certificate

Learning Module 2

This course focuses on the economic principles that are the foundation of human capital management and theory. Differing methods of determining value will be introduced. Emphasis will be placed on financial and accounting practices and their applicability in human capital investment decisions.

This course focuses on the science of influence. Students will become knowledgeable on common styles of leadership and their theoretical underpinnings and assumptions. Topics include what leadership is, the challenge leaders face, the effect leadership has, and how leaders build key relationships. Emphasis is placed on leadership knowledge, approach, and application.

This course covers topics in human learning theory, organizational learning theory, decision making, problem solving, and critical thinking. Organizational learning topics include knowledge creation and transfer, learning effectiveness, socio-psychology learning, cultural-learning, and leadership influences. In addition, the course examines the use of critical thinking methods, qualitative and quantitative decision-making, and problem solving methods. Lastly, the course emphasizes skill development in the areas of independent reasoning and impartial judgment.

This course examines how people and technology can be used to increase organizational value by increasing the various forms of capital (human, social, intellectual, structural, and psychological). Emphasis is placed on organizational strategies, particularly human resources strategies that spur innovation and sustain competitive advantage. Pre-req: PCAP 712, 720, 732, 742

This course will guide the student through the development of a research proposal that incorporates theoretical, empirical and practitioner research in the area of human capital management. Students will work directly with peers and scholarly mentor in order to understand a broad spectrum of research approaches. The skills that you will develop in this course are essential for your doctoral completion. Without these skills, neither will you be able to integrate and link your advanced knowledge into organizational practices and culture, nor will you be able to contribute to the academic and professional literature. Pre-req: PCAP 712, 720, 732, 742, 752, 760

Residency 2

This course provides a thorough introduction to coursework in PCAP 810 as well as summaries of other remaining courses in the program. In additions, students will receive individual program progress reviews. Students also will learn about the comprehensive exam and dissertation phases of the program. Advice is provided to enhance progress for the remainder of the program. Pre-Req: PCAP 712, 720, 732, 742, 752, 760, and 772

Learning Module 3

This course focuses on the research process in human capital management. Skills developed include reading and synthesizing existing research, conducting literature reviews, formulating research question, propositions, and hypotheses, assessing appropriate research methods in an organizational setting, collecting primary and secondary data from multiple sources, and using software to analyze data. Quantitative, qualitative, and mixed methodologies will be discussed. Pre-req: PCAP 712, 720, 732, 742, 752, 760, 772

This course concentrates on leadership and its effect on making human capital management decisions. Topics such as leader styles, ethics, leader emergence, psychopathy in leaders, incentives/motivation/influence, and value creation through leadership will be discussed. Participants will learn about their own leadership style, how to mentor direct reports, communicate across functional areas of the organization, and how to network effectively to achieve organizational change. Pre-req: PCAP 712, 720, 732, 742, 752, 760, 772, 810

This course introduces students to the basic tools and concepts of qualitative research. With this epistemological grounding, the seminar will then explore the core issues in case study research design, ethnography, phenomenology, grounded theory, case study and narrative including methods of structured and focused comparisons of cases, typological theory, case selection, and the use of counterfactual analysis. Next, the seminar will look at the epistemological assumptions, comparative strengths and weaknesses, and proper domain of qualitative study methods and alternative methods. Learning Module 4

This course examines the linkages between performance, human capital incentives and key performance indicators. Optimization of human capital investments will be analyzed using holistic diagnostic skills. Pre-req: PCAP 712, 720, 732, 742, 752, 760, 772, 810, 820, 832

This course examines selected methods of qualitative and quantitative research methods and design. The course introduces the science and art of collecting, summarizing, analyzing, and describing descriptive data. Selected topics include quasi-experimental design, observational studies, binary logistic regression, exploratory factor analysis, multiple regression, and cluster analysis. Emphasis is placed on presentation techniques that are appropriate for academic and/or practitioner stakeholders. Pre-req: PCAP 712, 720, 732, 742, 752, 760, 772, 810, 820, 832

Ph.D. Dissertation (18 Credit Hours)

The Dissertation for the Ph.D. in Human Capital Management is an original research project involving the collection and analysis of qualitative or quantitative data. Sources of data may include an existing dataset, collaboration with an organization, or the use of a commercially available survey company. The dissertation chair and committee provide help and guidance in developing a research plan, executing the plan, and writing the results. The dissertation topic and research plan must be approved by the student’s dissertation Chair. The written dissertation must be successfully defended to confer the Ph.D. Degree. What is the difference between a Ph.D. in Human Capital Management and a Ph.D. in Human Resource Management?

Human resources management focuses on policies and practices to manage a workforce and ensure teams are resourced properly while adhering to employment and labor laws. In contrast, human capital management approaches employees as valuable assets that need investment and development to best serve them in alignment with business objectives.

While both are valuable areas of study, this Ph.D. in Human Capital Management program focuses on the latter—developing a student’s research and analytical capabilities as well as the psychological and cultural understanding of how leadership and organizational dynamics can be designed and influenced to serve an organization’s needs.

Dr. Lucy Franks teaches courses in Leadership and Qualitative Methods and supervises dissertations. She is also the Program Director for the Entrepreneurship concentration in the Master of Science in Management Program. For over twenty years she worked in industry, running an Organization Development & Training unit for a major energy firm, and also as an independent consultant to organizations in the human resources area. Her main research interests are in andragogy, curriculum design, and issues of aging in human resources.

He is the author of The Business of Learning (second edition) and co-author of Measurement Demystified. He was Chief Economist for Caterpillar and President of Caterpillar University before becoming the Executive Director of the Center for Talent Reporting, a nonprofit in the human capital measurement and reporting space.

Dr. Youssef-Morgan’s research focuses on developing and managing positivity in the workplace. She specializes in the development of measurable human resource strengths and positive psychological resources such as confidence, hope, optimism, and resilience, which can lead to improved performance, attitudes, and behaviors. She is a leading researcher, author, speaker and consultant on psychological capital. She is the co-author of Psychological Capital: Developing the Human Competitive Edge [Oxford University Press, 2007], and Psychological Capital and Beyond [Oxford University Press, 2015]. Her authoritative and seminal work on psychological capital has been published in prestigious journals, presented at national and international conferences, and applied in organizations worldwide.

How to apply for the Ph.D. in Human Capital Management program.

An applicant holding a master’s degree with an interest in pursuing a Ph.D. through Bellevue University’s Human Capital Management Program, may enroll as either a certificate of completion student or Ph.D. degree-seeking student. All admission materials must be submitted for review by the Program Director prior to admittance into the Ph.D. program.

  • 1. Students can take Modules 1 and 2, which will be correlated to Certificates of Completion if the student chooses not to pursue their Ph.D. Modules 1 and 2 prerequisites for admission into Modules 3 and 4 and full Ph.D. program.
  • 2. Possess a graduate degree from a regionally accredited college or university, or a U.S. equivalent degree from a nationally or internationally accredited college or university.
  • 3. All applicants for graduate admission to Bellevue University are required to submit an Application for Admission accompanied by a one-time application fee of $100 for graduate programs (This fee is waived for Bellevue University Alumni).
  • 4. Provide all official transcripts for Undergraduate and Graduate coursework.
  • 5. Have maintained a GPA of 3.0 or better in previous graduate level coursework earned toward the graduate degree.
  • 6. Have five years of professional experience.
  • 7. International students who do not possess a degree from a postsecondary institution where English is the principal language of instruction must have a minimum score of 575 on the Test of English as a Foreign Language (TOEFL).

Admission Requirements

Students can be admitted while they are finishing their master's degree. However, they must complete their master's degree before they can start the PhD program which starts in the Fall. Submission of a writing sample or a writing sample under timed conditions may also be scheduled. Applicants must also participate in an interview with program faculty on the admissions committee.

Total Program Tuition Cost: $30,330 Estimated tuition for full-time, in-state on-campus enrollment. Tuition varies by delivery method and hours taken per semester. Calculate your estimated tuition with the tuition calculator .

Eligibility: Must have a master's degree in HRD, business administration, management or related field from a college or university approved by a recognized regional accrediting body.

GPA: 3.0 GPA (on 4.0 scale) on all previous academic coursework.

Test Score Required: Submission of GMAT or GRE scores. In lieu of GRE or GMAT scores, the program will accept a peer-reviewed conference paper or journal article on an empirical study employing quantitative methods or evidence that the prospect has received a B or A in a quantitative methods course in the last five years or completed a relevant certification.

Additional requirements for applicants with bachelor’s degrees from foreign institutions include Proof of English Proficiency and an International Transcript Evaluation as outlined here .

In its final meeting of the 2023-24 academic year, East Carolina University’s Board of Trustees looked to the future with the appointment of two college deans.

The board approved Dr. Nicole Bromfield’s appointment as dean of the  College of Health and Human Performance (HHP) , and Dr. Debra L. Jackson’s appointment as dean of the ECU Graduate School, effective July 1.

In addition to Bromfield’s extensive international academic experience in a 25-year career, including as an assistant professor at the United Arab Emirates University from 2010-16, she is a seasoned scholar and administrator with 16 years in academic administration in multiple leadership positions.

Her most recent leadership role was as associate dean for academic affairs for the University of Houston’s Graduate College of Social Work, where she has been an associate professor since 2016. Under her four-year tenure as associate dean, the college enjoyed 30% enrollment growth and received a full program reaccreditation. She previously held administrative appointments at Virginia Commonwealth University as a director of student services and as a student services coordinator.

“Being selected as the next dean of East Carolina University’s College of Health and Human Performance is an incredible honor,” said Bromfield, who recently served as a Fulbright Research and Teaching Scholar for 20 months at the University of Namibia. “I am delighted to lead our vibrant HHP community dedicated to fostering holistic well-being through groundbreaking research, service and experiential learning, and to work with the college to further foster a welcoming and collaborative environment that supports each one of our talented faculty, staff and students in reaching their full potential. Our collective commitment to enhancing human well-being, academic excellence and collaborative innovation in research, teaching, service and community engagement will continue to guide us in advancing the college’s legacy and impact on eastern North Carolina and beyond.”

Bromfield has completed research projects in the United Arab Emirates, Bangladesh, India, Namibia and other nations. She co-authored a scholarly book, “From Intercountry Adoption to Global Surrogacy: A Human Rights History and New Fertility Frontiers,” and her research has been highlighted in various media outlets, including The Boston Globe, The National UAE newspaper and BBC News.

“Dr. Bromfield’s expertise, academic experiences and alignment with the dimensions of College of Health and Human Performance are a few of the reasons why I am very excited to welcome Dr. Bromfield to our ECU team,” said Provost Robin Coger. “I also thank interim dean Stacey Altman for her leadership over the last couple of years in collaborating with the faculty, staff and students of HHP to ensure the many strengths of this critical college.”

HHP has been led by Altman since July 1, 2022. Her tenure will continue until June 30 when she completes her 22 years of service to ECU. Altman is looking forward to welcoming the new dean.

“Dr. Bromfield’s breadth of experience and collaborative style is ideally suited to lead the HHP community to further success and positive impact as we continue to deliver on the promises associated with the ECU mission,” Altman said. “I look forward to supporting her transition to ECU and the position.”

Bromfield earned a doctoral degree in public policy and administration, with a specialization in health policy, from VCU. She holds two degrees from West Virginia University — a Master of Social Work, with a concentration in community organization, and a Bachelor of Arts in sociology and anthropology as a summa cum laude graduate. She has completed academic leadership training with Harvard University, the Council on Social Work Education, the National Association of Deans and Directors, and the University of Houston.

Jackson takes over for interim dean Dr. Kathleen Cox, who has served as interim dean of the Graduate School since July 2022 following the retirement of Dr. Paul Gemperline.

“The work of our Graduate School benefits all of ECU, and Dr. Jackson’s experience and collaborative leadership style will enable the next phases of the development and growth of our Graduate School,” said Coger. “I am also extremely grateful for the leadership of interim dean Kathleen Cox over the last couple of years. These two leaders have already met and are eager to work together and with their teams in the Graduate School and across the university.”

Jackson joins ECU after serving two decades at California State University, Bakersfield. In her most recent role as associate vice president for academic affairs and dean of academic programs, Jackson secured $7 million in funds to support student success.

Under her leadership, CSU Bakersfield received a five-year grant from the Department of Education for “Promoting Excellence in Graduate Education and Increasing Hispanic STEM Related Degree Completion.” She also helped secure the 2023 Award for Innovation in Promoting Success in Graduate Education from the Council of Graduate Schools for a California State University system-wide program titled “The Next Step: Building Career Readiness Among Graduate Schools across the CSU.”

“I am very excited to join the Pirate Nation family and look forward to working with the incredible team in the graduate school,” said Jackson.

While at CSU Bakersfield, Jackson also served as the associate dean for graduate and undergraduate studies, interim associate dean for the School of Arts and Humanities, coordinator for the Women, Gender and Sexuality Studies program, and the assessment coordinator for both the School of Arts and Humanities and General Education program. She recently completed a three-year term on the executive board of the Western Association of Graduate Schools.

Jackson’s research addresses ethical, political and epistemological issues regarding sexual violence against women. She earned her Doctor of Philosophy from Purdue University in 2002 and an undergraduate degree in philosophy from Middle Tennessee State University in 1996.

Following a recommendation by the University Affairs Committee, the board voted for the conferral of degrees for approximately 4,800 students for graduation on May 3.

Chancellor Philip Rogers opened his comments to the board by congratulating the new American Athletic Conference commissioner Tim Pernetti whose appointment was announced earlier in April. Rogers is the chair of the AAC Board Executive Committee that led the search. He then updated the board about the challenges that prospective students as well as universities are facing because of processing delays with the FAFSA, the federal student aide program.

“Across the higher ed trade press and in the national media, the rollout of the new FAFSA is center stage,” said Rogers. “We are in the peak period for college decisions, yet students and their families face so much uncertainty in weighing the affordability of college given the delays in receiving financial aid award letters.”

Based on ECU’s IPEDS data , 60% of undergraduate students receive grant or scholarship aid.

ECU has delayed the fall 2024 student commitment deadline to May 15 from May 1, which reflects action by other UNC System institutions. Additionally, the university has committed institutional resources to expand the Honors College by 100 students this fall. Rogers has also tasked Christopher Dyba, vice chancellor for University Advancement, and Coger to lead a comprehensive review to enhance ECU’s scholarship process.

“We are active in those spaces we can control,” said Rogers.

For ECU, a completed FAFSA is one of the top two ways the university knows a student will attend, with the other being in-person attendance at a campus event.

The processing delays represent only part of the problem. Due to the delays, fewer students nationally have completed the form. According to the National College Attainment Network, FAFSA submissions are down 30% nationally and 26% in North Carolina, which is the equivalent of 26,000 students. Rogers cited a recent report that if trends hold, the 2024 high school graduating class will complete between 300,000 and 500,000 fewer FAFSA forms than the previous graduating class. This could result in significantly fewer college students in the fall.

“This is a national crisis, and it complicates providing enrollment forecast data. If college going rates continue to decline and some of those declines are connected to the FAFSA challenges, it will be as if the enrollment cliff arrived sooner than anticipated for some colleges and universities,” Rogers said.

To conclude his remarks, Rogers recognized outgoing ECU Student Government Association President Javier Limon for his service.

“When I meet with incoming SGA presidents, I always provide the following advice: Be an advocate for all students and focus on the platform you presented during your campaign,” said Rogers. “Javier has remained true to himself and is an example for all those who follow him in this role. He is thoughtful, measured, reliable and steadfast in his advocacy for students. He is highly respected and has demonstrated what it means to be a servant leader, and I am grateful to have spent this year with him.”

Limon was presented with a silver platter by Rogers and board chairman Jason Poole.

During his report from the student body, Limon introduced Anderson Ward as the newly elected SGA president. He also highlighted the work that the organization has done during the current academic year.

In other business:

Trustees on the Athletics and Advancement Committee heard a presentation about the undergraduate student recruitment scholarship initiative. The focused effort aims to keep ECU competitive in the higher education admissions landscape. Dyba told the committee that several goals are being set to raise funds for admissions recruitment scholarships, double the access scholarship program, build endowment, and fund experiential learning opportunities to support admissions and student success initiatives.

Executive Associate Athletic Director Ryan Robinson reported that the Pirates Unite campaign has raised $31 million, with $21 million targeted toward the Isley Indoor Performance facility.

The committee approved 10 new members and eight re-appointments to the ECU Board of Visitors, and renewed appointments of officers Preston Mitchell, chair; William “Dutch” Holland, vice chair; and Toby Thomas, secretary.

The golf facility at Ironwood Country Club was named for Harold and Amanda Varner and Gate 10 at Dowdy-Ficklen Stadium was named in honor of Mark Fackrell and Glenda Dawson.

During the Budget, Finance and Infrastructure Committee meeting, Stephanie Coleman, vice chancellor for administration and finance, presented the 2024-25 all-funds budget with operating expenses and revenues totaling $1.12 billion. The committee approved the budget with the full board approval on the consent agenda. The budget will be sent to the UNC Board of Governors for review at its May meeting.

ECU Police Chief Jason Sugg presented the annual campus safety report, which shows a 56% decrease in violent crime reports since 2017.

Details regarding the renovations of Legacy and Jones residence halls were presented by Gina Shoemaker, director of ECU facilities engineering and architectural services. Construction on Legacy Hall is expected to start in summer 2025 while Jones Hall construction is expected to begin in summer 2026. Both projects are budgeted at $60 million and were approved by the board.

The Committee on Strategy and Innovation heard from a panel about Project Kitty Hawk, an effort to attract more adult learners to UNC System universities. For ECU, Project Kitty Hawk offers an expansion of already successful and nationally ranked online programs.

The next meeting of the ECU Board of Trustees is scheduled for Aug. 1 at the Coastal Studies Institute in Wanchese.

UB medical students aim to increase health care knowledge of female genital cutting

For more than a decade, a medical student group at UB has played a critical role documenting medical evidence of torture in immigrants seeking asylum. Knowledge of the work done by UB’s Human Rights Initiative (HRI) contributes to Buffalo’s reputation as a city where individuals persecuted in their home countries can access the medical documentation they need to pursue asylum in the U.S.

Now these students at the Jacobs School of Medicine and Biomedical Sciences at UB are working to educate providers — and their fellow classmates — about the medical and psychological consequences of female genital cutting (FGC) among those seeking asylum in Buffalo.

The effort comes at a time when an increase in immigration means that more physicians in the U.S. will encounter FGC, but none of the health care professions cover it in their training.

“Everyone lacks knowledge in this topic,” says Alyssa D. Reese of HRI, who will graduate with her MD from the Jacobs School later this month. “But as we see more refugees, we are going to see a lot more of it, especially people in primary care or those delivering babies.”

And if a provider hasn’t been educated about FGC, encountering their first patient with it could be overwhelming. “It could lead to a really poor therapeutic relationship,” she says.

Since her first year in medical school, Reese has been a member of HRI, working to improve knowledge of FGC. HRI has held conferences and grand rounds on FGC.

Reese will present her FGC projects, including a systematic review of health care provider knowledge of FGC and HRI’s experience with gynecological exams for these clients, at the Physicians for Human Rights National Student Program conference April 12 in Phoenix. She is also developing a handbook about FGC for providers and medical students.

Taboo topic

“We talk about domestic violence and physical abuse, but this is a taboo topic,” says Reese, who conducted the research for her honors thesis.

“As medical students, we are responsible for learning about taboo topics so that we can talk about them in a trauma-informed way and provide trauma-informed care to our patients.”

FGC has been illegal in the U.S. since 1996 and is internationally condemned as a human rights violation by the World Health Organization and the United Nations. Reese knew about it from global advocacy classes she took as an undergraduate at UB.

“But it wasn’t until I heard these stories from the women who experienced it, where it becomes an emotional, raw connection with them,” she says. “From a medical point of view, it’s obviously traumatic and can interfere with intercourse and childbirth, but then you hear about the psychological impacts. Every part of their life can be impacted.” 

More than 200 million women

FGC involves the forced partial or total removal of the external genitals of girls and women for religious, cultural or other nonmedical reasons.

The procedure is done throughout the world, but primarily in sub-Saharan Africa, the Middle East and Asia. It has been performed on more than 200 million women living today; it is a leading cause of death among girls and women in those regions.

Performed on females as young as infants and up through the teen years or later by non-medical individuals — often close female relatives — without anesthesia, FGC is seen in the cultures that practice it as a kind of “women’s rite.” It is based on false beliefs that the procedure will increase the male partner’s pleasure, make the girl more desirable for marriage, increase hygiene, preserve virginity or promote fertility.

There is anecdotal evidence that some American girls whose parents are from cultures that practice FGC may be forced to undergo the procedure when they travel to those regions on family vacations.

Acute medical consequences include severe pain, bleeding and loss of consciousness; chronic consequences include urinary tract infections, pain with sex, inability to have intercourse, infertility, pain during menses, clitoral neuroma and abnormal growth of neural and other tissue, in addition to obstetric complications. And because FGC is typically done in non-sterile conditions, there is the risk of serious, even life-threatening infection.

In some instances, the physical condition can be surgically repaired but the procedure can also cause lifelong psychological consequences, from depression to anxiety and post-traumatic stress disorder. 

Affidavits for asylum seekers

HRI collaborates with local groups like Journey’s End Refugee Services, Jericho Road Community Health Center, VIVE and the Erie County Bar Association Volunteer Lawyers Project.

Since 2014, HRI has completed over 250 affidavits based on forensic evaluations for asylum seekers. It began performing gynecological forensic evaluations for survivors of FGC in 2017 and since then has evaluated 15 women who have undergone FGC.

Before meeting with clients, students must attend a scribe training session. They learn about practicing cultural humility when talking to these individuals and how to use trauma-informed language, care and education with them. They learn how to work effectively with an interpreter and that the client may be shackled or come with a guard if they are being held in a detention center.

During client evaluations, under the supervision of UB and Western New York physician volunteers, students act as medical scribes and help write the affidavits that are presented in court.

“These affidavits really do make a difference to our clients,” says Adela Smehlik, a Buffalo-based immigration attorney who addressed the students during a recent HRI conference. “I want you to know how amazing HRI is and how invaluable the group is to the work that we do.”

Once the lawyer requests a forensic evaluation, the client is scheduled for a psychological, gynecologic and/or physical exam performed by one or two clinicians and documented by the medical students. The students write the affidavit for the court, including the chronology of the client’s story, clinical presentation and diagnoses. Clinicians may then be called as an expert witness to testify.

The affidavits that HRI prepares for women who have undergone FGC greatly increase their prospects for asylum. 

Witnessing resilience

The HRI students and physicians say it can be hard to communicate how rewarding it is to engage in this work, which can improve the life of someone who has gone through unimaginable pain and despair. 

“The clients make an imprint on you, not because of the violence they endured but because of their resilience,” says Kim Griswold, HRI founder, faculty adviser and professor emerita of family medicine and psychiatry in the Jacobs School.

Because they must remain impartial, neither the physicians nor the students can stay in touch with clients once their case has gone to court. But the students say the power of bearing witness to people who have lived through such extraordinary difficulties and can now begin to heal is, in many ways, a life-changing experience. Some say it was among the most meaningful experiences they’ve had in medical school.

“I have grown so much as a future physician talking to these people,” Reese says. “They’re survivors of torture. I am so grateful to hear their stories of resilience. Witnessing their resilience gives me resilience.”
