Yo creo que solo la primera es correcta (infinitivo to help ).  

Más que una regla, es la semántica/significado de "refuse" que rechaza el gerundio. "Refuse" transmite la idea de "purpose" que conlleva un sentido de "posterioridad" (o sea, que Peter vaya de "no ayudar" a "ayudar", como siguiendo una línea temporal). Por eso, el infinitivo encaja de manera natural: Peter refused to help me . El gerundio aporta la idea de s imultaneidad; ahora, el mesaje queda confuso; en "Peter refused helping me with my homework", da la impresión de que él ya te estaba ayudando, y por eso se negó a hacer un "algo" que queda colgando (no sabemos a qué se refiere). Eso sí, en un uso específico, regional, "helping" quizás sea natural. Saludos  

Just to add a native speaker's input, the gerundio would be incorrect in your sentence. Cheers!

I agree with geostan, however, I think that some native speakers will add a gerund after the verb "refuse". Either way, one would understand what you meant to say and may even not realize that it is grammatically incorrect. Either way, I think even for those that use the gerund usually use the infinitive (to help, for instance) after "refuse".

You are right, I can make a Spanish question mark ....because I've added Spanish to my Microsoft Office 2007, but the problem is I cannot make any accent marks! The cheaking programme does not work! I have not got a clue why.....
