Captain Daniel Blevins - Jail Administrator

Captain Daniel Blevins was born in Bartlesville Oklahoma in 1997 and received his education in the Oologah School District and Rogers State University.

He began his law enforcement career in 2018 with the Osage County Sheriff's Office, working in detention. In 2019, Daniel received Detention Officer of the year from Sheriff Eddie Virden, and was promoted to the extraditions unit. Later that year he graduated from the CLEET Academy in Ada and earned his certificate.

In 2020, Lieutenant William Hargraves promoted him to Extraditions Sergeant where he managed prisoner transports, court hearings, and security for the incarcerated.

Late in 2020, Sheriff Eddie Virden promoted him to Lieutenant. As a lieutenant, he continued to supervise extraditions as well as the Detention Center as a whole, ensuring that the inmates of the Osage County Jail were tended to by the staff during day to day operations.

At the end of 2021, he was promoted to Captain by Sheriff Virden and achieved the title of Jail Administrator where he currently serves.

Captain Blevins is an active member of the Osage County Special Operations Team and is trained in tactical operations and long range marksmanship. He attends hundreds of hours of continuing education and partakes in numerous courses to help aid in the management of the detention center and county level law enforcement as a whole.

Carbondale teen dies after crash with wrong-way driver on U.S. 75

SHAWNEE COUNTY, Kan. – A Carbondale teen died Friday from her injuries sustained in a wrong-way driver accident Wednesday evening on U.S. Highway 75, and a Scranton man has been arrested on charges connected with the accident.

The Kansas Highway Patrol reported that Anthony Ray Tugwell, 40, Scranton, Kan., was driving a 2010 Chevrolet Impala northbound in the southbound lanes of U.S. 75, near 97th Street in Shawnee County, around 9 p.m. Feb. 15, 2023, when his vehicle ran head on into a southbound 1995 Dodge Intrepid driven by Alyssa Marie Lee, 16, of Carbondale, Kan. The location is about 1.5 miles north of the Osage County-Shawnee County line.

Both drivers were transported to Stormont Vail Hospital, Topeka, where Lee later died. Each were the sole occupants of their vehicles and had safety restraints in use.

Tugwell was reported as having minor injuries; he was arrested by the Shawnee County Sheriff’s Office and booked into the Shawnee County Jail Thursday on charges of aggravated battery, driving under the influence causing great bodily harm or disfigurement, driving under influence of alcohol or drugs misdemeanor, and driving the opposite direction on divided highway. Jail records show he is being held on $50,000 cash or surety bond, and a first court date has been set for 1 p.m. June 1, 2023, in Shawnee County District Court.

Osage County District Court records indicate Tugwell is currently under a 24-month probation order after a conviction last year of failure to comply with offender registration. Part of the conditions of probation include that he must not possess or consume narcotics or controlled substances except as prescribed, or use alcohol or cereal malt beverage. He was required to register as an offender due to a 2011 conviction in Shawnee County of conspiracy to distribute methamphetamine.

Kahler files motion in osage county district court to overturn death sentence.

LYNDON, Kan. – A man condemned to death for murdering his wife, two daughters, and grandmother-in-law at a Burlingame, Kan., home in 2009, has made a possible last ditch effort to reduce or overturn his sentence.

James Kraig Kahler, convicted of the quadruple capital murder and sentenced by an Osage County jury in 2011, filed a civil lawsuit Jan. 19, 2023, against the state of Kansas in Osage County District Court. In the filing, Kahler and his attorney, Julia S. Spainhour, of the Kansas Capital Habeas Office, Topeka, Kan., seek a motion for the court receive evidence on his claims for relief and vacate and set aside his convictions and death sentence.

The motion relies on a state law that allows a prisoner to claim the right to be released on grounds that a sentence was imposed in violation of the constitution or laws of the United States or Kansas, or the court was without jurisdiction to impose such sentence, or other grounds. KSA 60-1507 provides prisoners a filing time limit of one year from the last time an appellate court exercised jurisdiction.

Kahler has previously appealed to the Kansas Supreme Court, which affirmed his conviction and sentence. March 23, 2020, the U.S. Supreme Court issued its judgement affirming the Kansas court’s decision. The Kansas Supreme Court subsequently mandated Osage County District Court to execute judgment of the court, with that filing made May 5, 2022, and which set the one-year clock for Kahler to file the current motion.

The motion outlines 14 grounds that allege substantial violations of Kahler’s constitutional and statutory rights to receive effective assistance of counsel and due process of the law, to enjoy equal protection of the laws, to demand witnesses to testify on his behalf and to effectively confront the witnesses against him, to receive a fair trial conducted by an unbiased judge, and to have his evidence heard and decided by an impartial jury. Kahler also alleges the state of Kansas has violated his constitutional right to be free from cruel or unusual punishment.

In a separate motion to appoint counsel and set a status conference, Kahler, who is currently incarcerated under special management status in El Dorado Correctional Facility, El Dorado, Kan., asks for a one-year period to investigate and gather evidence to support his motion.

Following a two-week trial in August 2011, an Osage County jury convicted Kahler, then 48, of killing his wife, Karen Kahler, 44, his daughters, Emily, 18, and Lauren, 16; and Karen’s grandmother, Dorothy Wight, 89, on Nov. 28, 2009, in Wight’s Burlingame home. In addition to capital murder, Kahler was convicted of four counts of first-degree murder and one count of aggravated burglary. During the Oct. 11, 2011, sentencing hearing, then-Osage County Chief Judge Phillip Fromme affirmed the jury’s verdict of the death sentence.

After an almost 12-hour manhunt following the killings, a Shawnee County deputy found Kahler the next morning sitting in a roadside ditch along Auburn Road. The murder weapon was never found.

The current motion might not be Kahler’s last chance to attempt to overturn his death sentence. Although he has exhausted his direct appeals, and his capital murder convictions and death sentence have been affirmed, further appeals are possible. If Kahler’s motion is granted, he will also retain the right to appeal the court’s final decision.

Osage County Jail has a daily booking list that gives the names of all inmates in the jail on the current date.  The list is an alphabetized list of all inmates in custody.  When you click on the list, you pull up the entire roster of all inmates in jail on that date.  Although there is no search function for the list, using the CNTL + F “find” feature on your computer, you could search for an inmate by name, sex, date of birth, booking date, or booking number.  In addition to seeing the inmate name on the list, you also see the inmate’s sex, date of birth, booking date, and booking number.  For additional information on an inmate, you can click on the inmate’s name.  This takes you to the VINE information for the inmate.  That information includes custody status, age, and race in addition to the other information.  It does not include a booking photo for recently booked inmates, but may include a booking photo if the inmate has been booked for a substantial period of time.  The Oklahoma VINE system is a statewide system that allows victims of crime to use the phone or internet to search for information on the custody status of an offender.  Victims can register at VINE to receive both telephone and e-mail notifications of any custody status changes for an offender.  To contact the Oklahoma VINE system, you may call 877-654-8463.

The Osage County Jail does not provide a list of recent arrests, but its daily booking list provides information on all inmates booked in the jail on a certain dates. By searching that list by booking date, you can compile a list of inmates booked on dates.  In addition, Osage County Jail provides historical booking reports , which allow you to find historical inmate booking information, even for inmates that may not be currently incarcerated in the Osage County Jail.  These booking reports provide additional inmate information that may not be available in the daily population report, including mugshots of the offenders, where an offender resides, and the charges against the offender.

At the website, you can also choose to make a web deposit into an inmate’s commissary account.  By depositing into the commissary account, you give the inmate the ability to use the money to pick what he or she wants to order from the commissary.  To make a deposit, you need the inmate’s name, and your credit card information.  All deposits are subject to a 12% processing fee.
